Foreword
We will conduct the improvement all contents and facilities in succession like
that more understandable textbooks, better training management, more useful
technical
consultant
manpower,
refresher
courses,
attractive
seminars/workshops and more comfortable accommodation.
In last year, 2013, TSG has obtained many achievements and improvement
through self-effort and support of JICA (Japanese International Cooperation
Agency) including several visit from Japan and 3rd Training of Trainers in
Takamatsu, Japan in February. We, TSG believe that our training program is
much improved comparing with last year, 2012 since 45 items of new training
equipment had been facilitated/installed in three training center, NKLP/Lahore,
Tarbela and Gatti/Faisalabad and in addition training course books had been
revised based on the said new training equipment in each directorate, Grids,
P&I and T/L.
In this year, 2014, definitely TSG guarantee that we will be going forward with
further improvement and development in accordance with Stakeholders’
requirement and request.
Hopefully as behalf of TSG, we create and provide expectable and attractive
training program and technical service for our stakeholders with our best effort.
Consequently, we appreciated stakeholders’ cooperation and support for our
improvement and development. Also we wish to ensure/maintain the competent
workforce in Transmission and distribution field and to contribute the
development of power sector respectively.
What we are doing in 2014? The short courses seminar like energy meter,
battery charger, circuit breaker, GIS and transformer will be held according to
the request from stakeholder. In order to realize the above, the feedback sheets,
comments, suggestions and complaints from the trainee and his supervisors are
will be accepted cordially. We would ask for sending more trainees and calling
the instructors as a technical consultant. JICA still support us this year, but we
would like to develop autonomously by the support of stakeholder.

1. GENERAL
Annual plan of trainings of TSG describes up-to-date information about the
strategy and schedules of different training courses planned to be conducted
during the calendar year 2014.
1.1 Introduction of TSG
TSG was established in June 1985 vide an agreement between WAPDA (Govt.
of Pakistan) and CIDA (Canadian International Development Agency-Govt. of
Canada) with the objective to improve capabilities for maintaining the GSO
system in WAPDA. The joint project of CIDA-WAPDA was completed in
1990. Thereafter TSG was working without any external support or assistance
till the project under technical cooperation of JICA (Japan) started in April,
2011 for capacity building of TSG. Since, 2005 TSG is functioning under the
Services Division NTDC.
1.2 Capacity Building of TSG
The need of improvement of training capacity of TSG NTDCL was identified
during the visit of a fact finding mission of JICA (Japan International
Cooperation Agency) Japan in 2005.
A team of AKC (Asia Kyodo-Sekkei Consultant)/JICA experts, arrived at TSG
Lahore in April 2011 for 1st survey visit of TSG NTDCL to undertake and start
the project. This 3-years project started in April 2011 and will be completed in
December, 2014
Japanese Technical Cooperation Project for Improvement of Training
Capacity on Grid System Operations and Maintenance in The Islamic
Republic of Pakistan
The following three main objectives were set for the project:
a) Provision of new and modern training equipment by JICA
b) Revision/up-gradation of the old training course books and facilities based on
the knowledge and skills acquired through TOT
c) Training of trainers (TOT) of TSG engineers and instructors in Japan

1.3 Basic Policy of TSG
TSG Policy
To contribute to the continuous improvement in performance of grid
system in Pakistan through the basic technical education and the advanced
technology
Activities for achievement of target objectives of TSG Policy:
By maintaining a competent team of engineers and technicians in TSG as
technical expert as well as trainer,
By having an effective and numerically clear Annual Plan and Long
Term Plan of Trainings and Technical services,
By having an effective Maintenance & Management System of Training
Equipment and Facilities,
By introducing a culture of personal safety, fellow’s safety and
equipment safety not only while on the work but also in the general
public,
By having a system of feedback, evaluation and technical information
sharing among all the stakeholders of TSG i.e. trainees, their supervisors
and management of GSO field of NTDCL/DISCOs & IPPs through
meetings, seminars, technical workshops, etc.
Through training of each technical employee of grid system operation and
maintenance, for improvement of his professional skill and better
contribution towards the development,
Through providing on-job trainings, technical services and consultancy in
all the three major fields of grid system i.e. Substation Equipment,
Transmission Lines and Protection & Instrumentation,
By having a regular time based as well as need based system of upgradation and revision of training courses at TSG training centers to keep
them in-line with the requirement of grid system operation and
maintenance.

1.4 Training Structure
To accomplish the target objectives based on TSG basic policy, TSG conducts
training courses mainly for GSO technical staff.
TSG training courses are of two basic categories, Skill Enhancement (SE)
trainings and Promotion Criteria (PC) trainings. Each category has three fields
i.e., Grids Operation and Maintenance, Protection & Instrumentation (P&I), and
Transmission Line (T/L).
Refresher courses and seminar/workshops are also conducted time to time along
with these trainings.
2. TRAINING PURPOSES
Each training course of TSG has its specified purpose as described below:
Skill enhancement (SE) course is to learn applied theory of relevant courses
such as Grids Maintenance, P&I and Transmission Line maintenance (Deadline
& Live line) with practical in workshop / laboratory and enhance technical skill
for hands on working on the actual job.
Promotion Criteria (PC) course is to refresh the knowledge in relevant field
(grid maintenance, grid operation, P&I, T/L, etc.) through lectures and fields
visits of grid system.
Refresher course is to relearn about the specific equipment through the lectures
& demonstrations by TSG instructors or experts.
Seminar/Workshop is to learn about the new technologies presentations by the
manufacturer’s representatives.
3. CONDITION OF TRAINEES FOR GETTING TSG TRAININGS
The conditions and entitlement criteria of trainees for getting TSG training is as
under:
For Skill Enhancement training: The trainee must be a regular technical
employee of GSO NTDCL/DISCOs/GENCOs/WAPDA and IPP preferably
with 1-year experience in the relevant field. The trainees having 3-years
Diploma or Bachelor of Engineering need no previous experience of GSO.
For Promotion Criteria training: The trainee should be a regular employee of
GSO NTDCL/DISCOs/GENCOs/WAPDA, should have passed departmental
promotion examination and should be in the zone of promotion as per his
company’s (NTDCL or DISCO) promotion rules and seniority list.

5. TRAINING SCHEDULES
All the routine training courses of TSG i.e. Skill Enhancement and Promotion
Criteria training courses, in the three major fields of grid system i.e. Grids
maintenance, P&I and Transmission lines will be conducted independently as
per the training schedules devised for the year 2014. The schedule for refresher
courses and seminars/workshops is given separate.

6. TARGETS
Target Number of Trainees in the Year 2014
TSG, in the Annual Plan for Trainings for each year will estimate the target
number of trainees for each year based on the requirements of GSO departments
of NTDCL and DISCOs and other stakeholders. Increase in the number of
trainees should be kept under consideration in each Annual Plan and efforts will
be made so that GSO departments of NTDCL and DISCOs and other
stakeholders may dispatch more trainees. Target number of trainees for the

7. TRAINING CHARGES/FEE
Training charges for each training course have been devised and approved by
MD NTDCL. General Manager (Services Division) NTDCL is the
implementing authority for these charges. These charges are revised time to
time to coop with the financial reviews in NTDCL.
The charges are payable by cheque in the favour of GM SD NTDCL WAPDA
House Lahore with intimation to the CE TSG NTDCL Lahore to maintain
necessary record and to issue the training certificates of the passing trainees.
Prior payment of the training charges for issuance of the training certificates to

the trainees is mandatory requirement. The present rates of training charges are
as given below:

8. TRAINING EQUIPMENT at TSG TRAINING CENTERS
TSG has sufficient training equipment such as testing equipment, hand tools,
machine tools, model transmission lines, etc. necessary for practical in
workshop/laboratory and for on-job field training at its training centers.
Moreover, under the capacity building project of TSG trainings with the support
of JICA Japan, new latest and modern training equipment have been provided
also at TSG training centers.

9. BUDGET FOR MANAGEMENT OF TRAINING PROGRAM
Annual budget of TSG includes adequate amount for training related
expenditures, such as printing of revised textbooks for trainees, maintenance of
training equipment and facilities, etc., in addition to the budget provisions in
PC-1 of the TSG’s capacity building project by the cooperation of JICA Japan.

Further in the year, 2014 TSG has been allocated Rs. 30 million of PC-1 and we
plan to:
a) Upgrade hostel
b) Upgrade training classroom
c) Purchasing two vehicles for trainees’ transportation for on-job field training
d) Extension of hostel to accommodate more trainees
e) Construction of model grid station
f) Printing of new course book
g) Storage arrangement of new equipment.
h) New Building for TSG Offices
10. TRAINING EVALUATION AND QUALITY ASSURANCE SYSTEM
(FEEDBACK, AVERAGE RATING OF QUESTIONNAIRES)
TSG has a quality assurance program for evaluation of training quality at
training centers and its effectiveness in the field. Feedback of trainees and their
supervisors is obtained through a prescribed format of questionnaires upon the
completion of each training course. The grading criteria for overall quality
rating of training is as under:

“4” for Very good “3” for Good
“2” for Average
“1” for Not good
The annual average grading rating for the year-2013 is ‘3.3’.
The grading ratings for each directorate are 3.4 for Grids, 2.9 for P&I and 3.6
for TL respectively.
For instance, the annual target average rating is more than 0.3 increments or
10% increasing. If the rating is higher than 3.0 points, the quality of the training
shall be kept continuously.
