City of Almaty Sustainable Transport Strategy Why do we need innovations for the cities? 26 September, Almaty Sustainable Transport is the system that ensures continuous high mobility and convenience of transport for the whole population in the long term perspective, while providing a positive impact on the environment, as well as social and economic sustainability of the community as a whole. Pollution dynamics in Almaty from transport (calculation data based on GEF model) Other pollutants are also expected to grow dramatically. NoX pollutant which includes nitric acid, is likely to increase by 60% while Carbon Monoxide (CO) which is toxic to human will increase 2 folds by 2023. De-facto existing strategy provides priority for carusers • • • • • • • Road construction Today, less than 30% of all trips are done by public transport in Almaty Lack of integration between different PT modes The lack of priority for public transport on the roads and at traffic lights No infrastructure for cyclists Due to the congestion economy suffers losses of $ 210 million tenge daily or 60 bn a year. Road transport in Almaty annually burns about 772 million liters of gasoline and diesel fuel, with more than 90% of this amount consumed by private cars. Emissions will increase from 2.65 million tons of CO2 in 2012 to 4.99 million tons in 2023 (by 75%), total time spent by the population on the way will increase by 133% (2.3 times) Transport strategy is focused on transportation of people by sustainable transport modes (CAST) • • • • • • • Active development of the public transport / providing privileges The development of mass public transport corridors Providing a well-planned network of routes and passenger information system Road construction focused on development of public corridors and security (not for the provision of car parking spaces) Parking managed by Akimat Reinvestment of profits from parking to sustainable transport projects Promoting cycling and walking / infrastructure / pedestrian zones Emissions growth will stabilize. Creating Transportation Model (the model that was created in 2009 is sufficiently revised) : Almaty and suburb, more than 430 zones Assessment of the model based on three scenarios, development of the criteria Open process for preparation and discussion: 4 sessions of expert groups Department of Public Transport, Roads Department, Architecture Department, Economics and Budget Policies Department, Natural Resources Department and etc. • • • • Meetings and discussions with Akimat departments and subordinate organizations, NGOs, Institutes 2 subject-matter meetings on clarifications specific components on parking and MRT/ BRT Draft strategy forwarded to Departments for approval in June, recommendations/proposals included Work plan finalized Sustainable Transport Strategy is about moving people not cars. This strategy sets new key directions, policy targets and plans for the city. By 2023, the people of Almaty will be serviced by a transport system that provides a high-quality, integrated, safe and sustainable service to the entire population. This system will contribute to the economic development of the city and the nation overall, while significantly reducing negative environmental impacts. The strategy will contribute to improving the quality of life in Almaty, a city in which it is attractive to live and work. Sustainable transport strategy is focused on providing mobility to all segments of population including poor, the disabled, the young and the old. Base all decisions regarding investments in transport infrastructure on a cost-benefit analysis, where benefits are derived from an upto-date Travel Demand Model. Evaluate each new major land use development using a Traffic Impact Assessment. A transit oriented development (TOD) policy should be adopted for all future land use development decisions. Establish a regulated and automated parking scheme. Parking operation and enforcement will be based on available technological solutions that will enable better management of parking space. The parking duration will be capped while capacity in the city will not increase. Akimat is recommended to maintain control over parking under condition that Akimat can develop the organization involving staff on a competitive basis. Cost / income model shows the possibility for Akimat to receive net income to the city's budget equal to 10 million dollars a year.
