Note – As of the 2010-2011 program year, a coalition will place a low performing provider on probation after the provider receives its first readiness rate that did not meet the minimum the State Board of
Education sets.
Record how many of the providers on probation sampled were on probation for two consecutive years or more.
Note – Effective as of the 2010-2011 program year, a provider can only remain on probation for two years before the coalition removes it from the program.
There should be no providers on probation for three consecutive years or more unless the provider received a good cause exemption. If there are, the analyst should automatically include them in the sample and the coalition should provide the exemption from DOE explaining why the provider is still providing VPK services. If the provider has an exemption, note it in the working papers as being in compliance but verify that DOE has given the provider an exemption.
Sampling Note – The analyst should sample a minimum of six providers on probation. If there are fewer than six providers on probation, sample all providers on probation and expand the sample to include providers who have been on probation for three or more consecutive years.

Assess the difficulty of the task of retrieving the provider profiles.
Determine if a parent would have difficulty locating child care.
If necessary, interview the executive director and operations manager or other staff that handles VPK profiles.

Reviews and click on Close Out under Documents.
Finally, select the previous review year to access the final CAP close-out document.
Note – Restrict the analysis to policies that the coalition/provider did not implement or specific provider file errors that the coalition/provider did not correct by the previous review’s closeout date. The analysis should not cover instances where OEL observed the same type of file errors as in the previous review or an evaluation of errors that are merely data entry errors.

Items captured in the management addendum are not findings. Management addendum items are observations that encourage sound business practices that will ensure the coalition continues to provide high quality services.

These are areas that the Accountability Section recommends the coalition correct to improve the delivery of services to children and their families.
