JOB DESCRIPTION JOB TITLE: Regional Manager (Western Region) SALARY SCALE: €75,647- €92,550 REPORTS TO: Chief Executive LOCATION: Scarriff STAFFING RESPONSIBILITIES: 50-70 staff SUMMARY OF ROLE The Regional Manager will be responsible for the development, management, administration and maintenance of the Western Region waterways. This includes the Shannon Navigation, stretching from Boyle and Lough Key to Limerick and the Suck Navigation to Ballinasloe. KEY FUNCTIONS 1. The management, maintenance and development of the inland navigations and its property and other infrastructural assets. 2. The development and delivery of opportunities to increase recreational use of the waterways to develop the social, health and economic benefits the navigations provide. 3. The development of partnerships and opportunities for projects to enhance recreational use of the inland navigations and successful delivery of these projects. DUTIES AND RESPONSIBILITIES As a member of the Senior Management Group, to proactively contribute to organisational strategic direction and corporate planning processes, and to lead in the development and implementation of the strategic orientation and business planning processes for the Western Region in line with the Corporate Plan. Working with other teams within Waterways Ireland, and in consultation with the Chief Executive, to lead in the development and implementation of detailed Annual Plans for the management, development and maintenance of works in the Western Region, in order to meet the business objectives outlined in the Waterways Ireland Corporate Plan. As Safety Manager for the Western Region, to actively manage and lead the Health and Safety agenda as required by legislation and best practice and to ensure that robust and effective Health and Safety and Risk Management systems, practices and processes, are in place for the Western Region. To lead and influence others as an effective change agent for the Region, working with stakeholders to strategically enhance the infrastructure and cultivate the recreational potential of the Western Region waterways, delivering on-going improvements through innovation, technology and smarter processes. Be responsible and accountable for allocated financial and capital resources in line with good governance practices and processes including budgetary forecasting, and to work closely with senior staff to ensure budgetary goals are strategically planned, developed, communicated, implemented, monitored and delivered in a time of economic austerity and reducing budgets. To lead in the development and implementation of management strategies and processes to ensure that property and assets in the Western Region are maintained to a high standard and utilised appropriately to serve business need. To lead, direct, motivate and manage staff in the Western Region to improve performance and deliver business objectives for the Region, having due regard to facilitating development opportunities for staff within the constraints of the Training and Development budget. To proactively work with internal and external stakeholders, including Local Authorities, Government Departments and Public Representatives to promote and develop recreational strategies for the waterways in the Western Region, to represent Waterways Ireland and our interests at external events, and to secure partnerships and inward investment to deliver Waterways Ireland's objectives. To work collaboratively with Trade Union Representatives at both local and national level to manage and maintain harmonious employee relations and engagement in the Western Region, and across the organisation. CONDITIONS OF SERVICE Job Title: Regional Manager (Western Region) Location: Waterways Ireland Regional HQ, Scarriff, Co Clare Pay: Salary Scale: €75,647-€92,550 Remuneration: Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Waterways Ireland Pay Policy. Subject to satisfactory performance, increments may be payable in line with current Waterways Ireland pay practice. Statutory deductions from salary will be made as appropriate by Waterways Ireland. You will agree that any overpayment of salary or of travel and subsistence may be deducted from future salary payments due to you in accordance with the Payment of Wages Act 1991. Salary payments will be made monthly. Hours of Attendance: Hours of attendance will be fixed from time to time but will amount to not less than 43 hours 15 minutes gross per week. The successful candidate will be required to work additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties. The Regional Manager will be expected to periodically work out of hours and at weekends and to represent Waterways Ireland at functions, major festivals and events on the navigation. The rate of remuneration payable covers any extra attendance liability that may arise from time to time but time off in lieu may be available. Annual Leave: The annual leave allowance for the position of Regional Manager is 32 days. This allowance is subject to the usual conditions regarding the granting of annual leave in Waterways Ireland, is based on a five day week and is exclusive of the usual public holidays. Pension: The successful candidate will join the appropriate superannuation terms and conditions as prevailing in Waterways Ireland at the time of being offered an appointment. In general this means being offered appointment based on membership of the North / South Pension Scheme. Probationary Period: The position has a probationary period of 6 months Travel & Subsistence: A travel and subsistence allowance, in line with Waterways Ireland's current terms and conditions, will be payable for essential business travel in connection with the position.
