This year the ACS/APF2015 forum aims to have an official Field Trip programme as part of the 4-day event. The learnings will form an important part that will build into discussions in the next few days at the forum. Objective 1. To strengthen regional solidarity and partnership among grassroots and national and regional civil society organisations and movements through a live in experience. 2. To make the ASEAN people (the communities) more visible and known as part of the ACSC/APF2015 programme. This is to officially acknowledge that the communities are also an integral part of the ASC/APF2015. 3. To exchange knowledge and experience of different countries' situations that may be similar to the community visited. The solidarity programme prior to ASEAN Peoples' Forum (APF) 2015 will be held from 21-22 April 2015. Interested participants are required to arrive in Kuala Lumpur International Airport on 21 April 2015 and depart to designated field trips and to return back to Wisma MCA Kuala Lumpur for registration of APF 2015 on 22 April 2015 by 5pm. For further information email secretariat.apf2015@gmail.com. www.aseanpeople.org TRIP 1 - Kampung Notoruss – Tagal System, Sabah (East Malaysia) Introduction Places : Kampung Notoruss is home to ‘Tagal’. ‘Tagal’ is a community-based fisheries resource management system. ‘Tagal’ also a traditional system was set up recently by the local action committee with support from PACOS Trust and various parties. The ‘Tagal’ system entails zoning certain sections of the river, which would then remain off-limits to fishing activities for a certain period to allow the resources flourish before being harvested jointly by the villagers involved. People : There were about 6000 Kadazan Dusun living in this area and 16 surrounding villages. Most of them can speak Malay and their own indigenous language. Among them are Traditional Practitioners, Christians and Muslims. Accommodation : There is Kipouvo Homestay at Kampung Kiouvo to accommodate participants. The members of the local action committee manages the homestay will performing Welcome Traditional Dances for guests. Food : Participants have to inform before-hand if they are vegetarian or they wish to have Halal food. Meals will be prepared by the people in Kipouvo Homestay which may include traditional food and non-Halal food. Travel : Kampung Notoruss is half an hour drive away from Kota Kinabalu. From Kuala Lumpur, it will take about 2hour 45minutes to reach Kota Kinabalu. Participants are recommended to take AirAsia flight; KLIA2-T2 0930hrs arriving Kota Kinabalu at 1230hrs and return from Kota Kinabalu to Kuala Lumpur 1130hrs arriving KLIA2 at 1400hrs. The flood in December 2014 had taken a toll on many Temiar Orang Asli lives which some of them had lost their homes and many roads were blocked by massive landslides. Access to at least 20 villages was cut-off and supplies were not able to enter the villages. This is a mission trip to help the rebuild the community and discuss impacts of development aggression. People : There were about 5000 Temiar Orang Asli living in this area and 80 surrounding villages. Most of them can speak Malay and their own Temiar language. They practice traditional beliefs, or are Christians or Muslims. Accommodation : There is a traditional hut and few houses in Kampung Parik to accommodate participants. The members of the local action committee will manage the accommodation. Food : Participants have to inform beforehand if they are vegetarian or they wish to have Halal food. Meals will be prepared by the people in Kampung Parik which may include traditional food and non-Halal food. Travel : Kampung Parik is half an hour drive away from Gua Musang. From Kuala Lumpur, it will take about 4-hour drive to reach Gua Musang. Participants are advised to arrive on 20 April in Kuala Lumpur and take the 11pm Transnasional bus from Terminal Bus Sepadu (TBS) station to Gua Musang, arriving Gua Musang at 5am the next day. To return to Kuala Lumpur, participants are to take the 9am bus on 22 April from Gua Musang to arrive Kuala Lumpur about 2.00pm. *Option : Flight from Kuala Lumpur : MAS has flights but transits are required either at KLIA or Subang Airport before reaching Kota Bharu. From Kota Bahru, Transnasional bus leaves from Kota Bharu at 9.00am / 1.00pm / 5.00pm daily from Kota Bharu Bus Station (near Parkson Shopping Mall). Bus Station is about 20 minutes away from the Kota BharuSultan Ismail Petra Airport. It costs RM 17.50 per person and takes up to 4 hours before reaching Gua Musang New Bus Termial. Upon confirmation to the host organisation, participants can make cash payment upon arrival directly to the host organisation. www.aseanpeople.org TRIP 3 - Fishing Village, Komunity Nelayan, Jeram, Selangor Introduction Fishing Village, Komunity Nelayan, Jeram, Selangor Komunity Nelayan, Pengalan Sungai Sembilang, Batu 17, Kampong Sungai Sembilang, Jeram, Selangor. Background -the village is situated in Jeram area. Jeram is on the main road from K.Selangor to Klang. 17 miles from Kuala Selangor town. From the main road we have to go into a 5 miles long inner road. -the fishing village is situated around streams of water ways which runs into the Straits of Malacca. -the jetty is located on a main water way ( river like ) where boats are anchored -some of the fisher families are still living in homes around the village. The rest are living outside and only come in for fishing activities. -in the jetty there is a small processing plan and meeting place and office for the leaders [Note : This community based fisher folks group is connected to the District Fishery Board of Kuala Selangor.] Activities Carried Out -fishing near the shore is their main activity. They don’t do deep sea fishing because they don’t have big boats and equipment. -“ Kerang “ ( Cockrell ) is also harvested. It is also cultivated. -there are special equipment to process “ Kerang “. -selling fish, processing fish are carried out. Connection and improvements taking place -connected with the district fishery Board which introduces new ideas and technologies in fishing -farmer leaders attend various courses on fishing related activities -the leaders have been exposed to National and some International exposures organized by the Government run Fishery Board at district and national level -lately they have been learning about preserving the ecology of the sea -Japanese fisher groups are introducing new type of nets for nature friendly fishing. -the 60 fishermen are divided in small groups and train to solve their problems in collectives. -have formed a savings group RM5 each months . The savings collected is used to repair boats and nets. some money is converted to a community welfare fund to help the needy in the community. -have started a “ Homes Stay “ activity. Issues they face -income is less expenses are more. -big trawlers come at night and catch the fishes in the shores too. Thus their catch is being effected -traditional village set is eroding. Formers villagers are getting scattered here and there. Only not getting to gather for fishing activities and activities around the jetty. -the whole area is being exposed to tourism. Rest houses and tourism related activities are increasing. This could affect community living in that area. The 2-day program will include community visit, fishing activities, discussions with locals. Upon confirmation to the host organisation, participants can make cash payment upon arrival directly to the host organisation. www.aseanpeople.org TRIP 4 - Rice growing Farmer’s Village, Tanjong Karang, Selangor Introduction Visit to the Rice growing Farmer’s Village Kampong Sirih, Parit4 , Tanjong Karang, Selangor . Background -situated 10 kilometers from Tanjong Karang Town on the main road connecting Kuala Selangor Teluk Intan . From Tanjong Karang to Sekinchan is called the 2nd rice bowl of Malaysia after Kedah. The rice growing areas are divided into Parits . Kg.Sirih is in Parit 4 . From the main road we have to go more than 10 klm to reach the village . This is a Malay rice grower’s area . There are also separated rice growing areas for Indians and Chinese as we move towards Sekinchan . Activities Carried Out -main activity is growing rice with mechanized system -vegetable growing , fruits trees growing is also taking place -flower growing and herbal plants growing is taking place surrounding homes -all activities related to rice growing is done according to the plan set by District Agricultural Department with the directives they receive from the Ministry of Agriculture -Branch of Lembaga Beras Negara ( Rice Growers Board ) has been set up which takes care of buying, storing and processing the rice To earn extra income : -farmers have started a Home Stay Co-Operative which brings in extra income -micro credit program have been introduced to the women -small scale income generation activities have been in operation Connections and improvements taking place -from the Department and Ministry of Agriculture farmers have learnt improved farming technologies and use of modern equipment -all activities related to preparing the land, planting rice, harvesting are all done using new technologies and machines from time to time -marketing system have been developed through National Rice Board. Farmers are also free to sell their rice to private mills -farmer leaders have experienced visiting local and regional rice growing areas to learn new skills and knowledge -farmers are affiliated to Agricultural farmers co-operatives -farmers have formed Home Stay Cooperative to get additional income -the women are involved in small scale income generation projects - farmer leaders are connected to NGOs and are learning about impact of Globalization on farmers lives Issues they face -heavy use of chemical pesticides and insecticide is taking a toll on the soil in which rice is being planted . eg . production don’t get increased at all -farmers have no control over the seed. They have to use high breed seeds which are promoted by others -potion of farming land have been rented out to Government let or Private let agencies in order to cultivate high breed rice -no youth from the village wants to get involve in rice growing or agriculture related activities. Therefore, farmers are renting out to other farmers who want do farming -no local workers are available to be hired to carry out farming related activities. Migrant workers are being employed. The 2-day program will include community visit, farming activities, discussions with locals. Upon confirmation to the host organisation, participants can make cash payment upon arrival directly to the host organisation. www.aseanpeople.org TRIP 5 - Bukit Tagar Estate, Batang Berjuntai, Selangor Introduction Visit to a Estate (Plantation), Bukit Tagar Estate, Batang Berjuntai, Selangor. Background -situated 16 Kilometers from Batang Berjuntai Town. Batang Berjuntai Town is located 70 kilometers North West of the National Capital < Kuala Lumpur. -the estate is owned by Berjaya Company which is well performing company in Malaysia. The company have diversified their economic activities . Of lately they started to get involve in operating palm oil estates. -in the middle of 90s the company bought over 4 estates ( Sungai Tinggi , Minyak , Mary and Nigal Gardner ( Div 1, 2,3,4 ) from a French Company called Socfin. -the Berjaya Company named these estate as Bukit Tagar Estates. Activity Carried Out -Bukit Tagar estate in a palm oil estate. Formally a rubber estate. -planting palm oil , making them to grow , harvesting palm oil fruits , pruning and the main activities -besides harvesting there are many minor jobs which are also carried out -the workers in the estate are Tamil Workers who have been staying and working there for 3 generations. The ancestor have been brought by the British Colonial master starting from 1910 when the British started to introduce rubber. -but now there are more migrant workers who are working in the estate Issues faced by the workers -the estate is now being sold for development purpose -the houses are old -basic amenities are lacking -the salary is low. Prices of goods and services are on the increase -children have to travel 16 kilometers to attend secondary school -youths go out of the estate and work outside and come back only on weekends -some young women go out to work and came back daily to their homes - after retirement ( 55 yrs old ) all the workers have to leave the estate and vacate their homes they live in now -the homes and all the facilities they enjoy will stop by then Advocacy Work carried out by worker leaders -through their Trade Union some of the leaders are fighting for better wage and improved amenities -through NGOs some leaders have been connected to workers leaders in other estate and have grown in awareness of the issues of estate workers in Malaysia and learn new methods to address them. -some are addressing the sale of estate issue and possibility of getting alternation homes or land through the state Government through their political leaders. The 2-day program will include community visit, oil palm activities, discussions with locals. Upon confirmation to the host organisation, participants can make cash payment upon arrival directly to the host organisation. www.aseanpeople.org TRIP 6 – Visit to Longhouse, Jinjang Utara Introduction Organised by PERMAS, Persatuan Masyarakat Wilayah Persekutuan & Selangor, this trip will visit the urban poor living in longhouses at the fringes of Kuala Lumpur. Also, included in the trip will be a visit to low cost flats and soup kitchen services conducting in the city for the homeless and poor at night. Discussions during the visit will include housing rights of the poor and promises by the government in providing homes for its people. The 2-day program will include community visit, urban poor/soup kitchen activities, discussions with locals. Upon confirmation to the host organisation, participants can make cash payment upon arrival directly to the host organisation. www.aseanpeople.org TRIP 7 – Kampung Sebir, Labu, Negeri Sembilan Introduction Residents of Kampung Sebir in Labu, Negeri Sembilan have faced health problems due to the quarry exploration works carried out, affecting 120 indigenous people of the village. Villagers complained that as a result of the exploration they lose their source of income when crops such as rubber, durian, jackfruit and banana are destroyed. But apart from that, the villagers also face various health problems since the ground work started. The 2-day program will include community visit, quarry activities, discussions with locals. APF will organise a transfer van leaving from KLIA at 11.00am to Labu and to return to Wisma MCA Kuala Lumpur on the 2nd day. 10 participants are required for this trip to be carried out. Upon confirmation to the host organisation, participants can make cash payment upon arrival directly to the host organisation. www.aseanpeople.org TRIP 8 –Kampung Pos Jernang, Sungkai, Perak Introduction Kampung Pos Jernang Sungkai Perak is located about 27km from the town of Sungkai to RPS Pos Jernang. It is divided into five villages inhabited by tribes Semai Orang Asli. There are approximately 800 villagers and the name Pos Jernang is a name taken from the River Jernang located in Kampung Tidung. Pos Jernang has 5 villages with Kampung Tidung being the first, followed by Kampung Gamus, Kampung Ras, KAmpung Kejau and Kampung Sat. Each village has a headman known as Batin. The economy of Pos Jernang villagers is self-sustaining via farming. However, they also have commercial crops such as oil palm and rubber. There are some among them who also work in the city, particularly the youth. Issues and Problems 1. Logging since 2004 2. No tar road to the Post Jernang 3. Villagers remain poor 4. Many children dropout of the education system 5. JAKOA plays a role in controlling the deployment of the villagers The basic amenities 1. Home PPRT 2. Community hall 3. Water supply 4. Primary school 5. Electricity Post involvement Jernang The village is still involved with Network Kampung Orang Asli of Peninsular Malaysia (JKOASM). This village has withstood logging and construction of dams. They are active in the struggle and rights issues of their people.
