FINANCE and RESOURCES DIRECTOR Job Description Job Band F Reporting to Director-General Employees reporting to role Head of Management Accounts Financial Controller Financial Responsibilities Financial stewardship of the Commission’s £60,000,000 budget. Direct line management of £5,000,000 revenue and capital spend Purpose of Job Responsible for planning, directing and controlling financial resources for the Commission and for ensuring an effective system of accounting. Defining, setting and maintaining corporate compliance with a formal scheme of delegation. Key responsibilities and accountabilities General Provides financial advice to the Director-General Participates in strategic and financial planning Supervises annual budget preparation, including the scrutiny and analysis of budget requests and supporting business cases Prepares final budget submission to Commissioners Manages accounting and financial systems and maintains full and accurate accounting records Conducts financial analysis and prepares detailed financial reports and statements Develops and implements procurement practices Monitors Commission wide spending and recommends corrective actions as necessary Formulates financial and accounting policies Is the corporate lead on risk and compliance including scheme of delegation Secretary of the Audit Committee and responsible for the annual programme of internal and external audit Team Performance Sets and delegates the performance standards required of staff, identifies staff development needs, ensures that staff members receive the training and coaching required. Member of the Commission’s Senior Management Team. Project Responsibilities Leads and contributes to projects in line with the Commission’s project management standards and processes Financial & Risk Management Directs the corporate risk management strategy Date of Preparation March 2012 1 Manages the internal audit strategy and programme in line with the corporate risk management strategy Other Accountabilities Key contacts and relationships Directly accountable to the Director-General Line management responsibility for: o Head of Management Accounts o Financial Controller Indirect line management responsibility for approximately 10 staff. Functional / professional leadership of Commission’s Finance community Liaison with Commissioners Liaison with Area Directors Liaison with HO budget holders Liaison with internal and external auditors Liaison with the Commission’s bank Member of the Audit Committee Member of the Endowment Fund Committee Knowledge & qualifications/experience required Qualified Accountant (CCAB) Minimum 3 years in a finance / accounting leadership role essential Experience of public sector financing and UK Charity Accounting Standards desirable Experience of managing pay settlements and HR policy desirable (with the intention of HR migrating to the responsibilities of this role in due course).
