University network to head up “RESEARCH

corporations – i.e. the “Miltary/Industrialist
Complex”. This was called “Operation Paper Clip”
 Most of these “scientists” had been deeply
involved in studying something called “Silent
Sound” technology --- military applications for
MASS MIND CONTROL.

to greatly limit CIA powers.
 A “Top Secret” document, dated May 1, 1979, was accidentally
found on July 7,1986 in the data files of an IBM copier that had
been purchased at a surplus sale. It was titled: “Silent Weapons
for a Quiet War” – an Introductory PROGRAMMING Manual --Operations Research Technical Manual
 The document reads: “This publication marks the 25th
anniversary of the Third World War, called the “Quiet War” being
conducted using subjective biological warfare, fought with
“Silent Weapons”. This book contains an introductory
description of this war, its strategies, and its weaponry. #74-1120”
 “It is patently impossible to discuss social engineering or the
automation of a society, i.e., the engineering of social
automation systems (silent weapons) on a national or worldwide
scale without implying extensive objectives of social control and
destruction of human life, i.e., slavery and genocide.”
 The first page of this document, under the heading of
“SECURITY” reads: “This manual is in itself an analog
declaration of intent. Such a writing must be secured from
public scrutiny. Otherwise, it might be recognized as a
technically formal DECLARATION OF DOMESTIC WAR.
Furthermore, whenever any person or group of persons in a
position of great power, and without the full knowledge and
consent of the public, uses such knowledge and methodology for
ECONOMIC CONQUEST --- it must be understood that a state of
domestic warfare exists between said person or group of persons
and the PUBLIC.
 Page 2 reads: “Silent Weapon technology has evolved from
Operations Research (O.R. – a division of the U.S. Office of Secret
Services O.S.S. ) a strategic and tactical methodology developed
under the military management during World War II.”
 The March 23, 1991 newsbrief, "High-Tech carry encoded commands,
which were broadcast on Psychological Warfare Arrives in the Middle
East", describes a US Psychological Operations (PsyOps) tactic directed
against Iraqi troops in Kuwait during Operation Desert Storm. The
manoeuvre consisted of a system in which subliminal mind-altering
technology was carried on standard radiofrequency broadcasts.
 The March 26, 1991 newsbrief states that among the standard military
planning groups in the centre of US war planning operations at Riyadh
was "an unbelievable and highly classified PsyOps program utilizing
'silent sound' techniques". The opportunity to use this method occurred
when Saddam Hussein's military command-and-control system was
destroyed. The Iraqi troops were then forced to use commercial FM radio
stations to the 100 MHz frequency. The US PsyOps team set up its own
portable FM transmitter, utilizing the same frequency, in the deserted
city of Al Khafji. This US transmitter overpowered the local Iraqi station.
Along with patriotic and religious music, PsyOps transmitted "vague,
confusing and contradictory military orders and information".
The Press Release goes on: “Subliminally much more
powerful technology was at work: a sophisticated
electronic system to 'speak' directly to the mind of the
listener, to alter and entrain his brainwaves, to
manipulate his brain's electroencephalographic (EEG)
patterns and artificially implant negative emotional
states-feelings of fear, anxiety, despair and
hopelessness. This subliminal system doesn't just tell
a person to feel an emotion, it makes them feel it; it
implants that emotion in their minds.[2]”
 U.S. Patent # 5,159,703 – issued to Oliver M. Lowery
 Abstract reads: “A silent communications system in which
nonaural carriers, in the very low or very high audio
frequency range or in the adjacent ultrasonic frequency
spectrum, are amplitude or frequency modulated with the
desired intelligence and propagated acoustically or
vibrationally, for inducement into the brain, typically
through the use of loudspeakers, earphones or
piezoelectric transducers. The modulated carriers may be
transmitted directly in real time or may be conveniently
recorded and stored on mechanical, magnetic or optical
media for delayed or repeated transmission to the listener.”
 To protect oneself from unwanted, invasive RF
frequencies, one must literally “fight fire with fire” and
use PROTECTIVE RF frequencies.
 Typical “negative” RF frequencies utilized are 10.80 Hz
harmonics that have been shown in primate studies
(and human experiments by Delgado, et. Al.) to
“create anger, elevate adrenalin hormones, and cause
RIOTOUS BEHAVIOR”, as well as 6.66 Hz (the “Hell”
Frequency) that causes FEAR, DEEP ANXIETY,
Emotions of Hopelessness, and DEEP DEPRESSION.

Harmonic” – the “Schumann Resonance” – 7.83 Hz

Albert N. Stubblebine III (Maj. Gen., US Army, Ret) - Croton on Hudson NY
Albert N. Stubblebine III (Maj. Gen., US Army, Ret) was graduated from The United States Military
Academy (West Point) and served with distinction in the US Army for 32 years. Starting his career as
an Armor officer, he had the opportunity to command troops frequently at every echelon of command.
He was tasked with re-evaluating the North Korean Order of Battle using top secret reconnaissance
data. He was so intrigued with the new intelligence capabilities that he transferred branches to join
the recently-formed Intelligence Branch of the US Army. He attended the National War College and
commanded a series of highly specialized units within the Intelligence Branch. He pioneered
many of the innovations so successfully used in the first Gulf War. His commands as a General Officer
included the US Army Intelligence Center and School, The Army's Electronic Research and
Development Command and the US Army Intelligence and Security Command. While on active duty
he redesigned the intelligence architecture of the United States Army (for which he was honored with
induction into the Intelligence Hall of Fame) and also restructured the Army Intelligence training
curriculum. Upon retirement, he served as the Vice President for Intelligence at BDM and ran his own
consulting firm. With his wife, Rima E. Laibow, MD, General Stubblebine has been engaged in
pioneering research on the use of frequency in medicine and national security and is one of the
two designers of AEGIS, a major Homeland Security private initiative.


 In a September 11, 2008 (the seventh anniversary of 9/11) Stubblebine’s
“Aegis” project was announced in a press release. It is called V.A.S.S.T.
– The “Vulnerability Assessment Security Survey Tool” This
“Tool” apparently allows mobile “teams” of Homeland Security
Agents to electronically “scan” a private home or residence
searching for possible “vulnerabilities” to America.
 The Press Release states: “Aegis Bleu launched the first mobile
physical infrastructure self assessment software tool. With it's
mobile capability, VASST provides the most comprehensive,
accurate, objective, and actionable physical infrastructure self
assessment available.” This will be done without due process,
nor any search warrant, of course, all in the name of “Security
from Terrorists”.
 In short, the Aegis project may well be the single most invasive
subversion of the human right to privacy since Hitler’s SS.

input preprocessor filtering to produce an encoded output; for
amplitude modulation (AM) and audio speech preprocessor filtering,
intelligible subjective sound is produced when the encoded signal is
demodulated using the RF Hearing Effect. Suitable forms of carrier
suppressed modulation include single sideband (SSB) and carrier
suppressed amplitude modulation (CSAM), with both sidebands
present.”

by or for the Government for governmental purposes without the

ANNOUNCED in 1974 at the University of Utah.

actually did a story on this. It was titled “Microwave
Ray Gun Controls Crowds With Noise.”

thanks to a US Navy Intelligence research contract.
