o Renewal Application will be due on September 4th

o Recommendation to extend timeline for Report Card
 Reviewed updates on HUD changes and guidance from registration and notices
o Reviewed new Family Definition-AIDS Services of Austin has some policy guidanceSandra Chavez
o Housing First Guidance and Fidelity updates
o “HUD Exchange”-new name of OneCPD
o *All PSH beds should be allocated first to Chronically Homeless
o Reclassifying SSO to PH-Salvation Army
o HUD planning on re-opening comment period for interim rule-ECHO will coordinate
feedback
o Finalizing HUD Chronic Homelessness definition in the fall

 Reviewed Appeals Process for IRT Rankings
 Reviewed System Level Performance Measures-Veronica Neville
o 2014 NOFA Guidance: No system wide performance measure will be required, but
will be integrating new performance measures to 2015 process
o This will be system-wide data-not APRs-looking at unique individuals throughout the
system
o We will be requiring CoCs to report on bed coverage and data quality. ECHO HMIS
staff will be monitoring
o Shelter systems will be affected in regards to data collection policy

o Niki Paul, Kameron Fowler, Rick Rivera and Veronica Neville reviewed take aways
from the conference
o Themes: Coordinated Assessment, Rapid Rehousing, CoC structure, integrating
research and academia; creative ways to use state funding for housing (TANF dollars
for housing; tax funding opportunities)

 Kim Nettleton-Represented United Healthcare
o Reviewed Medicaid in Texas-cannot receive Medicaid if you are an adult who meets
the poverty guideline
o Reviewed United Healthcare Programs
 Star Program (pregnant women and children)
 Star Plus program (disabled (SSI/SSDI) two populations-Dual Diagnosis or
Waiver Service recipients (nursing home certifiable)
 1,800 in Texas that have not been able to be contacted
 Looking for community based organizations on partnering to locate members
 Terri Sabela (Community Care, COO)
o Community Care specifically tied to Travis County (24-26 clinics in the county)
o CC is a Public Entity Model Federally Qualified Health Care (FQHC)and works closely
with Central Health
o Targets “Safety Net” population (primary care, internal medicine, family practice,
pediatrics, behavioral health-with ATCIC; dental care
o Current partnership with ATCIC-Section 11.15 (SS Act) Waiver granted to state of
Texas and receiving the waiver from the federal government to match every dollar
of governmental funds with a $1.60-if successful outcomes are demonstrated
o ATCIC provides “telepsychiatry” in their psychiatrist homes
o Dental is only provided for medical clients
o Mobile Health Teams-looking for places to go (shelter and PSH)-team can do
screenings, primary care, and bringing patients into the system who have not have
primary access
o Looking into “Street Medicine”-medical outreach team development and bring into
primary care-Terri requesting feedback. Cell 512-571-2350, prefer text message.
o ARCH-deliver primary care, looking into feedback on how to improve access.

o Main location (E. 30th and IH35); satellite clinics within non profits

o Looking to grow in NE Austin and expanding location, Comina LaCosta (between ITT
Tech and SSA office)
o Level III certification clinic-Patient Centered Medical Certification
o FQHC-relies heavily on Medicaid population
o Integrated Behavioral Health Program

 Peoples Community Center-has great programming with teen/adolescent population
o Looking for NE quadrant locations
 All people experiencing homelessness can access resources at any Community Care site
 ATCIC: One on One relationship between providers; formalize clear and direct relationship
 Q: Is there a formalized document that the CoC that will cover core elements ? A: Resist
urge to be very detailed, and focus on broad initiatives
 Local HUD applications will have question re: MOU with healthcare, by next year, all CoC’s
must have formal MOU’s with primary healthcare provider and include as formal ranking
criteria
