Chairperson Vice Chairperson CHEMICAL PROCESSING – SUPPLIER ACTION TEAM (CP-SAT) OCTOBER 2014 CONFIRMED PRI Staff Present William Nigel Calvert Cook Review Rules of Conduct The minutes of the June 2014 were approved. Proposed: Jim Ringer, Seconded: Kim Porter. 2.0 NEW MEMBER ORIENTATION Jim Cummings reviewed the Functions and Operation of the Nadcap Chemical Processing Task Group (CPTG) as well as the role of this committee in support of the Task Group. 3.0 CP-SAT MISSION STATEMENT The CP-SAT mission statement was reviewed. 4.0 STATUS OF ACTION ITEMS AC7108 App B Test Methods: The Suppliers are finding it difficult to understand which section in Appendix B should be used for certain tests. Can staff review the sections and add Compliance Assessment Guidance (CAG) to clearly describe what tests are applicable to a given section of AC7108 App B. Ask for this to be included in the strategic plan and included in the new AC7108/4. Chemical Processing Task Group to be requested to set up a sub-team to identify additional test methods for inclusion in AC7108/4, e.g. surface roughness, electrical continuity testing. Action Item: Open (Surface resistance test for class 3 conversion coat is being worked). Document Ballots: The email that provides the hyperlink to the ballot screen does not include a hyperlink or where to find the training document on how to respond to ballots. A hyperlink or location path to be provided. Action: Closed (email has been modified to include the path to the ballot manager training document). NOP-008 Merit: Due to concerns raised about the number of NCRs identified as escapes and the resulting loss in merit the CPTG requested the CP-SAT review NOP-008 to see if any changes could be made to allow a longer period for appeal of the merit decision. NOP-008 was reviewed but it just described the merit criteria and process, the appeal process is covered by NOP-001. It was agreed that the best way forward was to request that the CPTG raise an amendment request to Nadcap Management Council (NMC) to amend NOP-001 para 11.3.1 to allow an extended time to appeal loss of merit due to escapes/potential product impact. This is because it typically takes longer than the audit review time and the 10 day. Action: Closed (Request has been sent to the document owner and is with the NMC). Responding To Ballots: Nigel Cook gave a review on how to respond to document ballots by responding to a document presently in ballot. It was also pointed out that technical comments can only be made against paragraphs that are proposed as being changed, technical comments against other paragraphs will be discarded. 5.0 NEW BUSINESS eQuaLified Presentation: Aerospace Suppliers are required to document their processes and training via the AS9100 Quality Management Systems (QMS) and Nadcap Certification Programs. CP-SAT believes this is sufficient personnel training and that there is no need for the eQuaLified exams. A Supplier’s certification of the knowledge of its employees must be defined by the company. Because PRI is the worldwide sole source supplier on certification of Nadcap CHEMICAL PROCESSING – SUPPLIER ACTION TEAM (CP-SAT) OCTOBER 2014 CONFIRMED Suppliers, we request that they refrain from involvement in this testing. Request that no more “sales” presentations are put on the Task Group agenda. Six Day Audits: Concerns that more Nonconformance Reports (NCR)s could be found in a 6 day Chemical Processing audit that includes AC7108/2 and therefore more likelihood of failure or loss of merit due to the 3 day cap limits. Concerns about the additional cost of the additional one day audit duration because of NonDestructive Testing (NDT) requirements for AC7108/2 Smart Checklist: Propose to change procedures to allow a Task Group to decide if an audit can be modified scope plus new questions within the Smart Checklist system. CP-SAT Chairperson: Jim Cummings is standing down as Chairperson of the CP-SAT due to other commitments. Motion made by Jerry Wahlin and seconded by Jim Ringer for Mike Noettl to be the new Chair. All in favour. Motion made by Jim Cummings and seconded by Kim Porter for Jim Ringer to be Vice Chair. All in favour. To be confirmed by the Task Group. 6.0 DEVELOP AGENDA Agenda for the next meeting to be developed by Mike Noettl & Jim Ringer with assistance from Nigel Cook. Any requests for agenda items to be added to the next meeting to be sent to Mike Noettl and Nigel Cook. MEETING ADJOURNED.
