NEW DEPUTY DIRECTOR OF FIELD OPERATIONS APPOINTED
RICHMOND – Effective Friday, Jan. 10, 2014, the Virginia State Police welcomes its newly-appointed
Deputy Director of the Bureau of Field Operations (BFO), Major Lenmuel S. Terry. The position was
vacated Dec. 25, 2013, with the promotion of Lt. Colonel George L. Daniels Jr., from the deputy
position to BFO Director.

state police executive staff,” said Colonel W. Steven Flaherty, Virginia State
Police Superintendent. “His proven leadership, diverse expertise, seniority,
dedication to service, and genuine pride in this agency and the Commonwealth
will be of tremendous benefit to our uniformed members and the future of this
Department.”
Terry, a Pittsylvania County native, is a 37-year veteran of the Virginia State
Police. Having joined the Department in 1976, his first patrol assignment as
trooper was in Stafford County. As he moved up through the ranks, Terry has
been assigned to the Caroline County, Chesapeake, and Fredericksburg area offices. A promotion to
lieutenant brought him to the Richmond Field Division Headquarters. In 2001, he earned the position
of captain and became the Division Commander of the Richmond Field Division. As captain he has
also served as commander for the state police Professional Standards Unit and Academy. He has
been assigned to the Academy as its Training Director since 2005.
Terry is a graduate of Virginia Commonwealth University (VCU) having earned both a master’s degree
and post-baccalaureate certificate in criminal justice. He holds a bachelor’s degree in sociology from
Mary Washington College and an associate’s degree in police science from Germanna Community
College. Terry is also a graduate of the Professional Leadership School at the University of Richmond.
He was elected class president while attending the Administrative Officers Management Program at
North Carolina State University (NCSU), and VCU’s Public Safety Institute. He has received numerous
commendations and certificates of achievement during his distinguished law enforcement career and
is a veteran of the U.S. Navy and the Army National Guard.
The BFO Deputy Director assists the BFO Director with overseeing the majority of the Department’s
uniformed personnel, which includes 1,786 sworn and civilian employees. BFO troopers are
responsible for patrolling over 64,000 miles of state roadways and interstate highways. In coordination
with the BFO Division Commanders and other law enforcement agencies, the Deputy Director is
responsible for all aspects of highway safety, traffic law enforcement, aviation support, emergency
medical evacuation, crime prevention, uniform law enforcement support to local agencies, and
coordination of law enforcement in civil disturbances and disasters.
