Introduction Purpose of this RFB 1.1 1.1.1 The purpose of this RFB is to invite competent bidders to submit proposals for the leasing of a generator for a period between 9 and 26 months. 1.2 The aim of this RFB is to acquire a generator to supply the Centurion UPS load, through the existing cable and change-over infrastructure on site, until new generators have been procured, installed, tested and commissioned under the Data Centre Modernization programme Bidder Profile 1.3 1.3.1 Bidders, who suit the profile below, are hereby invited to submit Bids: a) Is a South African registered company; and b) has a Construction Industry Development Board (CIDB) rating of minimum EB5 or EP5. Background and Overview of Requirements 1.4 The business requirement is to appoint a service provider to deliver, install, support and maintain a generator at the SITA Centurion Data Centre on a rental basis for a period of between nine and twenty-six months. The scope of the required services covers the following: a) The provision of a generator with the characteristics specified in paragraph 1.5.1 below on a rental basis. b) Installation of the generator provided and integration with the electrical power distribution system according to the requirements specified in paragraph 1.5.2 below; c) Support and Maintenance of the generator provided according to the requirements specified in paragraph 1.5.2 below; and d) De-commissioning and Removal of the generator provided at the termination of the rental contract according to the requirements specified in paragraph 1.5.4 below. 1.5 Requirement’s technical specification/solution definition 1.5.1 Generator Characteristics The generator supplied must possess the following characteristics: a) The generator must supply electrical power as three-phase 50 Hz 400 V AC. b) The minimum rating of the generator unit shall be 2000 kVA. c) The generator must have an intrinsic availability of 99%. d) The generator unit must be able to supply the connected load (plus the load requirement for UPS unit battery charging) for an indefinite period of time, i.e. continuous service. e) The generator must have a fuel tank capacity sufficient to allow the generator unit to supply continuous and uninterrupted power to the connected load (plus the load requirement for UPS unit battery charging) for at least 10 hours. f) The generator unit must be a containerised unit to protect the generator unit and electrical distribution network against the environmental elements and unauthorised access. g) The generator unit’s containerised enclosure must be lockable to prevent unauthorised access. h) The generator unit’s containerised enclosure must be vermin proof to prevent access into the container and subsequent damage to the generator unit and the electrical distribution network. i) The noise level emitted from the generator unit when running must not exceed 70dB, measured seven metres from the generator unit. j) The generator unit’s diesel tank(s) must have diesel level indication units to clearly indicate the current diesel level in the diesel tanks. k) The generator unit must start automatically and must provide the required power to the connected load automatically upon a Grid power failure and do so within a maximum duration of 3 minutes after the Grid power failure occurred. No manual intervention must be required to ensure generator power to the connected load upon a Grid power failure within the specified duration. The generator unit must automatically shut down once the Grid power returns to site and is deemed stable. Even the loss of only one power phase must trigger the generator unit to start automatically and supply power to the connected load. l) The generator shall be able to operate within the environmental conditions it is subjected to in Pretoria/Centurion, which is approximate 1339 meters above sea level, a recorded maximum temperature of 42 degrees Celsius, average yearly high temperature of 25 degrees Celsius, a recorded minimum temperature of -6 degrees Celsius, and average yearly low temperature of 12 degrees Celsius. m) The generator unit shall be optimally tuned for the connected load and generator capacity to ensure that the smoke emissions from the generator do not exceed the factory specifications relevant to the generator unit and connected load. The emissions from the rental generator unit shall however still comply with the South African environmental emissions requirements and not exceed the stipulated thresholds as stipulated in the National Environmental Management Air Quality Act, 2004 (Act 39 of 2004). 1.5.2 Installation Requirements The generator must be installed according to the following requirements: a) The Bidder shall be responsible for the placement of the generator on site. This activity and associated costing must include all labour, equipment and components to ensure that the rental generator unit is delivered to the SITA Centurion site, off-loaded, rigged into position, connected to the electrical distribution network, power sensing connected, and fully commissioned, tested and certified for fully automatic operation during a Grid power failure. The Bidder must take cognisance of the height restrictions at the entrance to the site, and the entrance to the loading zone. The Bidder shall be responsible for the making good of all services should any be damaged during his installation and placement procedures. b) The generator unit, container/enclosure, cabling, and cable infrastructure must be electrically earthed and bonded as per SANS 10142-1 requirements. c) The Bidder shall be responsible for the removal of the existing generator unit from the Centurion site loading bay (if the unit is still on site), placement of the existing generator unit on a location to be identified by SITA, within the Centurion site (but outside of the loading zone). This activity and associated costing shall include all labour, equipment and components to ensure that the existing generator unit is removed, rigged, disconnected and made safe (for man and machine) from the electrical distribution network, and placed in the alternative location. The Bidder must take cognisance of the height restrictions at the entrance to the site, and the entrance to the loading zone. The Bidder shall be responsible for the making good of all services and the repairs to the existing rental generator unit should any damage be incurred during the decommissioning, removal, and alternative placement procedures. d) The Bidder must position the generator unit in such a way as to ensure that the exhaust system faces away from the building walls and building entrances. e) The Bidder must connect the generator unit to the existing environmental alarm system so that the following minimum alarms shall be generated and relayed to the environmental alarm monitoring system. Where the generator does not have the functionality or capability to provide these alarms as a standard, the Bidder must incorporate the required modules and interfaces to ensure these alarms are transmitted. Where the generator unit is capable of providing in excess of the below minimum alarms, these alarms must be connected to the environmental alarm system as well by the Bidder. 1) Grid power failure and restoration. 2) Generator running. 3) Generator malfunction – general alarm. 4) Generator malfunction – low oil level. 5) Generator malfunction – low water level 6) Generator malfunction – over heating 7) Generator not in auto mode. 8) Generator failure to start. 9) Diesel level at 50% (time based). 10) Diesel level remaining at 4hours. f) The existing power distribution network is configured in such a way that the existing containerised generator unit is configured to be the secondary generator power supply. I.e. the SITA generators act as primary power source, and only once the SITA generators fail, the changeover switches transfer the UPS units to the existing generator. The Bidder shall be responsible for changing this electrical configuration so that the generator shall be the primary emergency power source (upon a Grid power failure) and the UPS units shall be automatically connected to the generator power, and only once the generator fails, the load shall be transferred to the SITA generators. The requirement is however that both the generator unit and the SITA generators must be able to provide power to the UPS units. The Bidder must first obtain SITA’s approval of his intended configuration changes before it is implemented. The Bidder must implement the approved changes within six weeks of the contract commencement, unless otherwise agreed to by SITA. The Bidder must implement the approved configuration changes only during an approved SITA change control window. g) The Bidder must connect the generator to the existing cable distribution network on site. Should additional cabling, connection equipment, or electrical distribution material be required to allow the connection and safe operation of the generator unit and provision of power to the connected load (UPS units), the Bidder is responsible for providing the required material. The cost for this item is deemed part of the quoted cost. h) The Bidder must provide an electrical Certificate of Compliance to SITA for the connection of the rental generator unit to the electrical distribution network. i) The existing rental generator unit on site still has diesel in its day tank and bulk diesel tank. The bidder shall make provision to transfer all the diesel in the existing rental generator unit to the new rental generator unit upon installation of the new rental generator. The bidder shall be responsible for the cleaning to SITA’s satisfaction of any diesel spillage due to this transfer process. 1.5.3 Maintenance and Support Requirements The generator must be maintained and supported according to the following requirements: a) The generator unit must be optimally tuned for the connected load and generator capacity to ensure that smoke emissions from the generator do not exceed the factory specifications relevant to the generator unit and connected load. b) The generator unit must be on site for the full duration of the rental period. c) In general, SITA shall be responsible for the refuelling of the rental generator unit. Should it happen that SITA is not able to refuel the rental generator unit, the Bidder will be contacted by SITA, after which the Bidder must provide diesel to the rental unit. Unit rates have been allowed for this activity in the costing model. A provisional amount has been allowed for in the costing model as well. This funding will be used at SITA’s discretion for diesel refuelling. This funding is not an automatic allowance to the Bidder. If SITA does not authorise diesel refuelling against this funding, none of this funding will be due to the Bidder and none paid to the Bidder. Where SITA identifies refuelling to be performed against this provisional funding, the remuneration to the Bidder will be based on the unit rates provided. The Bidder must clean any diesel spillage caused by the bidder immediately. d) The Bidder will be added to the generator alarm distribution list so that the Bidder receives these alarms as well. Once the Bidder receives an alarm from the generator unit / system, the Bidder must make contact with the SITA operations centre and notify the manager on duty that the Bidder is on his way to site, his expected time of arrival on site (which must be within 30 minutes from the alarm transmission), and his plan of action to remedy the indicated alarm. e) The Bidder shall be responsible for the monthly inspection of the power distribution path from the rental generator unit up to the power supply input on each of the UPS units. This power distribution path includes all equipment and components in between these two specified points. The Bidder must inspect this distribution path once per month, and certify that this distribution path is in good condition, fully functional, and performing at manufacturer specifications. The associated cost for the inspection activities is deemed included in the monthly rental price. This maintenance inspection and service must be performed only during an approved SITA change control window. Should SITA opt to utilise the bidder to do maintenance or repairs on this distribution path, the unit rates allowed in the costing model for repairs to the power distribution path from the transformer units up to the IT equipment power supply point will be utilised. Where SITA identifies repairs to be performed, the remuneration to the Bidder shall be based on the unit rates provided. f) Should the Bidder be busy with maintenance on the generator unit, and a Grid power failure occur, the Bidder must place the generator unit back into service within 20 minutes time, so that the generator unit can supply the connected load with power. g) The Bidder must take cognisance of SITA’s freeze periods, during which no planned work shall be performed on the electrical installation. h) If the generator unit is permanently incapacitated and not able to supply power to the connected load for longer than six continuous hours, the Bidder must replace the generator unit with an alternative unit meeting the requirements specified in paragraph 1.5.1 within a period of four hours. i) If the UPS units or Static Switch unit on site are damaged due to the generator unit’s output power supply falling outside of the nominal voltage plus a tolerance of 5% (even for a very short duration of time), the bidder shall be held responsible for the repairs to the UPS units and Static Switch unit. The repairs to these units shall be commenced immediately upon the incident and shall be repaired within three hours of the incident. The cost for this requirement is deemed part of the quoted monthly cost. 1.5.4 Decommissioning and Removal Requirements The Bidder shall be responsible for the removal of the generator unit provided under this contract from the Centurion site upon termination of the rental contract. This activity and associated costing must include all labour, equipment and components to ensure that the generator unit is removed, rigged, disconnected and made safe (for man and machine) from the electrical distribution network. The Bidder must take cognisance of the height restrictions at the entrance to the site, and the entrance to the loading zone. The Bidder shall be responsible for the making good of all services should any be damaged during his decommissioning, and removal procedures. 1.6 Customer Furnished Information SITA’s intention is to utilise the generator unit during the following occurrences: a. Grid power failures such as load shedding. b. Grid power failures due to maintenance activities by the supply authority. c. Grid power failures due to malfunction of the supply authority infrastructure. d. Periodic maintenance and testing of the Centurion power infrastructure, which will be minimum once per month. e. As standby power during power infrastructure upgrade or replacement activities. f. As primary power source during power infrastructure upgrade or replacement activities. SITA is of the intention to upgrade and replace the power infrastructure at Centurion during the generator rental period. The upgrade and replacement works will include the upgrade or replacement of the existing medium voltage switchgear, transformer units, generator units, and low voltage distribution boards, during which SITA will make use of the rented generator unit to supply power to the connected load. The quoted monthly generator rental rate must take cognisance of these planned activities. The quoted monthly generator rental rate must not limit SITA to the duration of generator running hours per month. 2. Business Objective The business objective is for sourcing of service provider to Deliver, install, maintain and support a generator at SITA Centurion on a rental basis for a period of between nine and twenty-six months. 3. Scope 3.1 The scope of this RFB is as follows: a) Decommissioning and removal of the existing generator. b) Installation c) Maintenance and Support for a period of 26 months Skills transfer. 4. Evaluation criteria and methodology 4.1 There are three (3) phases involved in the overall procurement and contracting process. The phases consist of the following: 4.2 a) Publication and Bid submission; b) Evaluation and award; and c) Contracting. There are a number of gates in the evaluation and award phase. The Bidder must comply with all the requirements of a specific gate in order to proceed to the next stage of evaluation. The gates are described as follows: 4.2.1 Gate A: Screening of SCM mandatory documents such as tax clearance certificates, nonrefundable deposit, etc. 4.2.2 Gate B: Evaluation of mandatory requirements. 4.2.3 Gate C: Evaluation of non-mandatory requirements. 4.2.4 Gate D: Price and B-BBEE evaluation. a) The evaluation of the bid shall be based on the 90/10 reference points system as per PPPFA. b) The breakdown of points is as follows: Price points 90 B-BBEE status level contribution 10 Total 4.3 100 points Non-mandatory requirement evaluation 4.3.1There are three non-mandatory requirement which will be scored according to the scoring matrix provided with the requirement. Bidders will be required to achieve a minimum score of 80% to be eligible for the next stage of evaluation. ANNEXURE B2: TECHNICAL SPECIFICATION 1. Mandatory Requirements 1.1 Technical evaluation criteria 1.1.1 Technical evaluation criteria: mandatory requirements i. Bidders are required to EXPLICITLY MARK EITHER “COMPLY”, OR “DO NOT COMPLY” on each and every mandatory requirement. Failure to do so will be taken as a “DO NOT COMPLY”. ii. Bidders must SUBSTANTIATE/MOTIVATE or PROVIDE PROOF where required. Failure to do so will be taken as a “DO NOT COMPLY”. iii. Bidders may, where necessary, REFER TO ADDITIONAL REFERENCE MATERIAL SUBMITTED BY DOCUMENT NAME/NUMBER, PAGE NUMBER AND PARAGRAPH. Where a reference in substantiation is made to another page (“off-page”) in the Bidder’s submission, such referenced page must be clearly identified by a unique reference number and such reference number must be provided in the question’s substantiation. Where SITA identifies repairs to be performed, the remuneration to the Bidder shall be based on the unit rates provided. f) Should the Bidder be busy with maintenance on the generator unit, and a Grid power failure occur, the Bidder must place the generator unit back into service within 20 minutes time, so that the generator unit can supply the connected load with power. g) The Bidder must take cognisance of SITA’s freeze periods, during which no planned work shall be performed on the electrical installation. h) If the generator unit is permanently incapacitated and not able to supply power to the connected load for longer than six continuous hours, the Bidder must replace the generator unit with an alternative unit meeting the requirements specified in paragraph 1.5.1, within a period of four hours. i) If the UPS units or Static Switch unit on site are damaged due to the generator unit’s output power supply falling outside of the nominal voltage plus a tolerance of 5% (even for a very short duration of time), the bidder shall be held responsible for the repairs to the UPS units and Static Switch unit. The repairs to these units shall be commenced immediately upon the incident and shall be repaired within three hours of the incident. The cost for this requirement is deemed part of the quoted monthly cost. C DECOMMISSIONING AND REMOVAL REQUIREMENTS: The Bidder shall be responsible for the removal of the generator unit provided under 1. this contract from the Centurion site upon termination of the rental contract. This activity and associated costing must include all labour, equipment and components to ensure that the generator unit is removed, rigged, disconnected and made safe (for man and machine) from the electrical distribution network. The Bidder must take cognisance of the height restrictions at the entrance to the site, and the entrance to the loading zone. The Bidder shall be responsible for the making good of all services should any be damaged during his decommissioning, and removal procedures. The date and time that SITA logged the call-out, the Bidder’s response time to site, action taken by the Bidder to repair the condition, the root cause of the alarm and fault, and actions taken to prevent the reoccurrence of the alarm condition. e) A schedule of maintenance work performed on site on the rental generator unit during the month. f) A schedule of planned maintenance work to be performed on site on the rental generator unit during the coming month. g) A list of critical spares on site. h) A list of problem areas, or areas requiring attention, on the power distribution network from the rental generator up to the IT equipment power supply modules Comment F INTELLECTUAL PROPERTY (IP) OWNERSHIP: The Bidder must accept that the Intellectual Property rights 1. Comment J SERVICE LEVEL REQUIREMENTS AND WARRANTEES: a) Any planned service, repairs, and replacements shall 1. only be done during a SITA approved Change Control window. This window shall be on a Sunday, typically from 07:00 to 17:00, or on a Saturday from 22:00 to 04:00. Two drivers will determine the final time, i.e. Change Control approval and Eskom’s load shedding schedule. Planned maintenance work shall not be performed during a load shedding condition. b) The Bidder shall be available 24 hours per day, seven days per week, for the generator rental period, to attend to any problem that the generator unit may experience during this period. This period and availability includes weekends and public holidays. SITA will notify the Bidder telephonically that a problem is experienced with the generator unit, and that he needs to attend to site immediately. The Bidder shall provide the number of his call centre, or representative that needs to be contacted for this purpose and update SITA immediately should this number experienced change. generator The Bidder specialist, shall have an familiar with the Centurion generator unit on rental to SITA, on site within 60minutes from the first telephonic call/call attempt. The Centurion generator unit repairs shall start within 60minutes from the first telephonic call/call attempt. The Centurion rental generator unit shall be repaired and be fully functional within 90 minutes from the first telephonic call/call attempt. The cost (call centre-, standby-, call out-, labour-, travel cost) of this warrantee service level requirement is deemed included in the quoted monthly price. The Centurion rental generator shall be refuelled within 150minutes from SITAs telephonic all to do so. c) The Bidder shall take all precautions required to ensure that the UPS load shall not be disconnected from the UPS units during the generator service period, the generator testing windows, and the generator disconnection and connection activities, nor that the power supply to the UPS units are interrupted (supply authority failures are deemed outside of control) during these instances. The Bidder and onsite generator specialist shall brief SITA during the Change Control application and immediately before the service or testing work on site, what precautions are taken to ensure and guarantee that the UPS load will not be disconnected from power. d) The Bidder shall measure the connected load to the generator unit, and make allowance for UPS battery charging, at least once per month and confirm to SITA in writing that the generator unit on rental to SITA has sufficient capacity to supply the connected load and simultaneous UPS battery charging continuously should a Grid power failure occur. e) The Bidder shall service the generator unit at intervals as specified by the generator manufacturer, but shall not exceed a period of 500hours without a generator service. The generator unit servicing shall only occur during a SITA approved change control window. f) The Bidder shall have critical spares for the rental generator unit available on site and stored at SITA Centurion, to ensure that no downtime is experienced on the generator unit in excess of 60minutes from the start of the malfunction, should a malfunction or failure on the generator unit occur. g) Once the Bidder receives an alarm from the generator unit / system, the Bidder shall make contact with the SITA operations centre and notify the manager on duty that the Bidder is on his way to site, his expected time of arrival on site and his plan of action to remedy the indicated alarm. The Bidder shall have an experienced generator specialist on site within 30minutes form the alarm transmittal. The cost for this technical backup service is deemed included in the monthly rental cost. h) The Bidder shall guarantee a continuous power output from the generator unit and shall meet an uptime of 99.99% for a rolling twelve month period, with uninterrupted power from the generator unit (when required) in excess of 60 minutes. i) The Bidder shall have an experienced generator technician familiar with the generator unit on site during the SITA monthly generator testing activities. This technical shall note all the electrical parameters and alarm indications and notifications before, during, and after the generator test and provide a test report to SITA within 48hours of the generator test. j) Repairs to the electrical distribution path from transformer level up to IT equipment power supply level shall commence within 120minutes from SITA’s request for repairs, unless SITA agrees to an alternative commencement time. k) The Bidder shall inspect the generator unit once per week to confirm that all is in order with the generator unit. Should an alarm condition however be transmitted to the Bidder, he shall attend immediately as specified, irrespective of the weekly generator inspections. The cost for this item is deemed part of the monthly rental cost. Comment K PENALTIES: 1. A 15% penalty will be applied for breaching any of the above service level requirements. The monthly generator rental amount shall be used as basis for calculating the penalty amount.
