Because number of fishermen from other
municipalities is minimal compared to no. of
fishermen in Poblacion. In Bgy. I, almost 80%
depend on fishing.
Now it’s open for illegal activities because of the
upcoming election. Politicians don’t want to
strictly implement laws because might not vote
them. But after election, all those illegal fishers
will be eliminated.
But by that time, resources may also be gone

necessities/ capital for fishing, fishermen have
no choice/power to decide for the price of fish;
price of fish will be determined by the capitalist

Guard should be provided 24/7 and he should be
vigilant because just one night of catching fish in
the area will discard one year protection of the

Choosing the flagship species:
A focus group discussion on choosing the flagship species was done during a session on the
orientation on Social Marketing with all the members of the MPA Management Committee
(ManComm) present. The participants are divided into 3 groups of 7-8 people per group. Each
group is made to list the top 5 species they want based on habitat, geographical
uniqueness/endemism,
ecological
importance,
threatened
status,
relevance,
marketability/charisma, social/cultural significance, and economic significance.
After 5 minutes, each group is made to present their top 5 species list and discuss briefly why
they think it is apt to become their flagship species.
A total of 11 species were identified by the 3 groups namely, 1) dugong or the sea cow, 2)
pawikan (sea turtle), 3) dolphin, 4) butanding (whaleshark), 5) lobster, 6) green grouper, 7)
alimango (mud crab), 8) kamaron (shrimp), 9) pugita (octopus), 10) sikad-sikad (little bear
conch/jumping shell), 11) danggit (rabbit fish). There are 4 species in the list that are identified by
2 of the 3 groups which are the dugong or the sea cow, pawikan (sea turtle), dolphin, and the
alimango (mud crab).
The final species list will be included in the KAP survey for participants to choose which 3 species
they like best. The top 3 species based from the analysis will be the 3 species that the CF will
bring to the 2nd University Phase.
