ROXAS PRIDE CAMPAIGN Qualitative Data Analysis Combined Data Form: Qualitative research questions Why is the target audience carrying out their current behavior(s)? Answers to the question as found in the in-depth interviews and/or focus groups Tell me more about your fishing practices. Where do you fish and how often? (mapping) Caramay Body language, Tone & Special Notes Two persons mostly put stickers; while others were just dictating where to put stickers They are smiling Legend: Pink = baklad; yellow = kawil; green= hanger/pamo; L = lambat; white = bitana What’s the “+ sign” mean in the map? Before we also fish in Bgy. Salvacion but because of trawl, it’s not done anymore Now we only fish in Caramay In areas around 111000 – 113000 Before also in Costancia, but not today Puntod island (sand bar) was drawn to serve as landmark for marking of the MPA boundary The group identified coral reef, sea grass area and MPA core zone Barangay IV Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Legend: Green=lambat; yellow=alimasag; white=sisid; L=kawil Barangay I Legend: Yellow= suno; Pink= hulbot; Green=kawil sagwan; L= lambat; white=dynamite; white oblong=cyanide What kind of fishing gear/s do you use? Caramay Different kinds of gears are used for different fish products 1. Lambat 2. Lambat pang-alimasag 3. Kawil 4. Lambat with 4 cm eye 5. Lambat with 7 cm eye Barangay IV 1. 2. Naglalato Namamana Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups 3. Lambat sa bahura (for isdang bato) 4. Lambat-buhangin 5. Fish – Lambat 6. Alimasag – bubo 7. Pangisid 8. Fish – sigpaw 9. Fish – kawil (participants identified illegal fishing) 10. Naghuhulbot - > 20 boats are using this gear Hulbot – used green net made of polyethylene Some fishers don’t engaged in hulbot because it requires high capital; almost Php80,000; there are about 16 persons/boat sa gumagamit ng hulbot; lahat inaaryahan ng hulbot kahit kanto ng bahura In case the wind is strong, they catch fish near the island and in port area; most affected are nag-aalimasag Bgy IV consist of 10 puroks; In Bgy. IV Republic – almost all are using hulbot Hulbot na mano-mano requires 5 persons 11. Trawl – 20 are using this gear from Bgy. IV Small fishermen usually goes with 2-3 persons per boat; this is commonly used if the target species is shrimp What do you do in case you see those fishermen using hulbot? Di masaway kasi maraming tao yong nandoon, anong laban ng small fishermen? Barangay I 1. Lambat – about 2-3 or 5-6 persons/boat/laot Boats – 3 tons below 2. Gill net – 5-6 persons - Fishnet pamante with 8” size of mata 3. Hulbot – usually fish 17 nautical miles away from the island, but during strong winds they also fish near the island Now they are fishing near the islands even if the wind is not strong because of the absence of authorities who do roving in the area 4. Trawl (galadgad) – usually from Bgy. I, II and IV Those who are engaged in this gear are increasing because the government didn’t do anything to stop them This primarily affect those who use hook and line There are about 200 fishermen engaged in trawling from Roxas 5. Dynamite and cyanide fishing – greatest reason why fish decline; persons involved are from San Vicente, Dumaran, taytay, Puerto, Masbate, Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Batangas, Lucena Panabagak – used to catch tamban Body language, Tone & Special Notes Additional notes: In Tumarbong – Bgy. LGU is strictly implementing fishery laws Illegal gears used by residents of Roxas – hulbot, trawl, fine net Nets were not used inside the MPA because it will only be destroyed due to presence of many corals What do you think are the main problem/issue: Lack of guard Logistics and equipments of enforcers Pasaway na enforcer/ bantay-salakay attitude of guard Do you think your gears are efficient in catching fish? Caramay Gears are not sufficient because sometimes we need to borrow money to support the needs of the family During night time, there are many fishers using trawl Hulbot is also used which drag corals Palutang/hanger is also used and it destroys net Lampasot – are present, no definite season; plenty; you can see them everyday “pag nagaarya ng bangka” Don’t you consider it as tourism potential? Malapit pero yong grupo nila about 4-5 miles (Taniguehan),They destroy net Before we were able to catch 100 kls but since they’ve learned how to use hanger, we cannot catch that volume anymore What species are not allowed to be caught? Is manta and sting ray prohibited to be sold? PCSDS: There are specific species not allowed to be caught We cannot sell stingray now because they said it is prohibited Salanga – prohibited, pamo ang nakakahuli Barangay IV We think our way of living is uncomfortable but what else can we do? We usually fish somewhere outside the barangay because we can’t catch any fish along Bgy. IV P150 – cost of gas consumption to and fro the barangay The area where they are fishing now can be still considered near but because of high price of fuel, it also burdens the fishers If they were going in Green Island, P150 is not enough to and fro the island when the wind is Serious then laugh afterwards Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups strong Lapaz collector (abalone)– destroys corals; from Masbate What is the farthest area you fish? About 7 – 13 miles away Why do you go that far? Because we cannot catch fish nearby Volume of fish catch ranges from 0-10 kls Everyday fishermen went to catch a fish, because if they will not, they cannot have food Barangay I Before, fish catch is enough. but now, it’s not enough due to presence of many illegal fishermen. If they catch about 5-10 kilos/trip they will be happy. But 20 years before, residents are able to send their students to Manila to study Now, they will be happy if they can send their children in PSU; some of them are not able to go even in high school What do you think of the reason why this happen? Mayor has not identified it as her priority maybe Absence of guard People’s practices should be changed – small fish should be returned back to the sea to allow them to grow in right size Who among you use illegal paraphernalia? None, we use baling before but it is now prohibited Do you know about the Caramay MPA? Caramay Yes, its boundary starts from the corals Person wearing stripes – draws the boundary of the MPA Can you identify the different zones? – yes MPA di lampas sa isla In core zone, fishing is not allowed Barangay IV yes Do you know the existing MPAS in Roxas? Malcampo Mauyaw – w/b Coco loco – w/b Johnson– w/b Cabugan Calagsingan – w/b Salvacion – sakop ng Caramay - If its season for Pugita we go there in group but now, we don’t go there Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups anymore, we go from place to place Rizal N. Zabala Tabuyo Taradungan Sta. Cruz – w/b Green Island – w/b Sometimes, enforcers also prohibit us from fishing outside the MPA. They said that it’s illegal, but what else can we do? It’s our livelihood? If it’s prohibited, then all most abide. But in our case, there are exemptions. People from a certain bgy. will allow their residents to fish but if fishermen are from other bgys., they will charge us. It’s good if we can implement the same thing in Tubbataha to ensure protection of the resources Guards are not functioning well Coastguards don’t go with the operation/enforcement activity PNP Maritime are only available upon request What do you think are the main issues that needed to be resolved? Needs to provide guard – totoong bantay and not bantay-salakay type Enforcement needs to be established next year There is unequal treatment of fishers, if they know the violator they will just release them even if they don’t register. Barangay I Yes ( they identified it on the map) Are there more fish inside than outside the MPA? Caramay There are no fishes inside MPA because Badjao intrude the area and catches fish there; they used “pana”. Non-residents are commonly the problem In some areas, compressor is used especially during night time. There are people who were seen to catch lobster during night Barangay IV Yes Breams (Bisugo) are most abundant followed by jack fish (talakitok) shrimps are caught by trawl Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Barangay I There are more fish inside the MPAs because it is protected. Do you know people who enter the sanctuary? Yes, if there is no guard, we enter the sanctuary In Tumarbong – penalty is imposed to those violators In other areas- they don’t strictly implement laws, di sila nanghuhuli Why they are not apprehended? They have contact with enforcers: bantay-dagat and bgy. Officials Before the team can arrive in the area, they are already informed so no one are caught in the act Tell me about your fishing business-what is a day like? Caramay Pang ilaw is used during night to catch pusit, lobster Lambat- is used at dawn They are commonly “lugi sa gasolina” Abonado na Pahirap ng pahirap ang paghuli But sometimes fish catch is dependent on the seasonality i.e. during month of May – they said that volume of fish catch is high because the water is clear Barangay IV 80% of the population are fishermen They also go fishing – pantawid-gutom, minsan pang-ulam lang talaga ang nakukuha so if they will not fish, they will have nothing to eat Even women in the community also benefits from the fishery, they usually does selling of fishes/naglalako Barangay I We fish somewhere far from the bgy. Because we cannot catch in nearby areas Before, there is an initiative to convert in tahong industry but because of cyanide, water becomes polluted and poisonous Since when are you fishing here? Caramay Different responses, some are less than 30 years, others are almost 10 years, 10 years and 30 years fishing in the area Barangay IV Different responses, 15 years Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups 10 years and 30 years fishing in the area Barangay I Different responses, 15 years 10 years and 30 years fishing in the area Are there multiple audiences that need to change their behavior(s)? Who else fish in Caramay? Caramay Those Badjao people Residents from Bgy I and IV, Roxas, Palawan From PPC Those who used compressor are using it during daytime 1. Hulbot are commonly used by Badjao in Bgy. IV, Roxas 2. Compressor – Bgy. 1 and IV, Roxas and PPC Kawil has no negative impact to the environment; it has no problem if this method is to be used Barangay IV During amihan, many fishers outside Roxas come over to catch fish What are the problems/issues you have regarding fishing in Roxas? Unequal treatment of fishers: ex. if enforcers know a fishermen, they will automatically released confiscated paraphernalia such as nets even if that fisherman will not register. But in my case, they didn’t released my net unless I have to pay for fine and register Barangay I Who else fish in Roxas? residents from San Vicente, Dumaran, taytay, Puerto, Masbate, Batangas, Lucena – involved in Dynamite and cyanide fishing From what barangay/s are they? Caramay Bgy. I and Iv of Roxas, Palawan And from PPC, specific barangay where those fishers originate was not identified Barangay IV Barangay I Can you tell me the fishing practices of other fishers in the area? Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Caramay Hulbot which are commonly used by Badjao from Bgy. IV, Roxas Compressor – used by fishers from Bgy. 1 and IV, Roxas and PPC Some are using “pana” specifically those fishers who catch fish inside the MPA Hanger Pa-ilaw There is also fish cage in the area owned by Mitra Lambat with 4 and 7 cm eye are put in the same area, no specific zonation depending on size of eye Baklad – many were installed in the area, between area 110000 and 111000; ubos ang Caramay sa baklad Sodium – used by fishers from other areas Compressor Hanger/pamo – destroys net by dragging it, even small organisms were destroyed; this is considered as active gear and is illegal; this has no problem for fishes but the problem is its effect on the dragged objects, nets were destroyed and even “similya” were affected; some of the owners are residence of Bgy. Caramay Bitana Tabuyo Position on the presence of baklad in the area (Fishermen sector) – masakit, since baklad ang present in the area, we cannot get anything from the area Bgy LGU issues permit for baklad Pamo is prohibited in PPC so they went here – wearing white shirt with red cap Barangay IV Barangay I 1. Hulbot – usually fish 17 nautical miles away from the island, but during strong winds they also fish near the island Now they are fishing near the islands even if the wind is not strong because of the absence of authorities who do roving in the area 2. Trawl (galadgad) – usually from Bgy. I, II and IV Those who are engaged in this gear are increasing because the government didn’t do anything to stop them This primarily affect those who use hook Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups and line There are about 200 fishermen engaged in trawling from Roxas 3. Dynamite and cyanide fishing – greatest reason why fish decline; persons involved are from San Vicente, Dumaran, taytay, Puerto, Masbate, Batangas, Lucena When it comes to fishing, who else plays an important role besides you? Caramay Fishermen usually fish with 2-3 members. Barangay IV none Barangay I Those who are with them on the boat. So tell me more about who you deal with everyday or every week in your fishing Caramay Buyer, those who do wholesale and retail business If they want to sell fish in higher prices, they brought it to Poblacion, Roxas Barangay IV Buyer, those who do wholesale and retail business Buyer dictates the price on how much they will buy certain fish products because with that we don’t need to go in the market. Transaction usually happens in dock area. With this, we don’t need to worry about additional costs such as ice, etc. Barangay I none Are there audiences that have major influence over your primary audience (i.e. key influencers)? Do you decide on the site and fishing gear or is it someone else? Caramay Fishermen decide where to catch and what fishing gear to use. Usually it depends on where fish can be found. (kung saan ang huli doon kami) Barangay IV Fishermen decide where to catch and what fishing gear to use. Usually it depends on where fish can be found. For instance, if a fisherman catch fish in a certain area, that will be known to other fisherman. So the next day, group of fishermen will be seen to the same area. It is noticeable now that even if we do fishing using hook and line whole day, we can only get 1 klo and that would be a lucky one, because Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups sometimes they even went home without any catch because of resource scarcity Barangay I Fishermen decide where to catch and what fishing gear to use. Usually it depends on where fish can be found. For instance, if a fisherman catch fish in a certain area, that will be known to other fisherman. So the next day, group of fishermen will be seen to the same area. Specific gears are used for specific fishery products caught by residents How do you decide where to fish, what to catch, what to keep, what to throw back? Caramay Species targeted for fishing is identified ju st by the fishers before going to “laot”. Site of fishing depends on the seasonality of fishes and the gear to be used. Fishermen usually don’t throw back anything. What they caught in their net/gear will be part of their catch. Lampasot and marine turtles were returned in the sea even if it’s already dead Barangay IV Area where to fish usually depends on the fisherman himself. Sometimes, co-fisherman’s catch influence us where to fish. For ex. we see that one of the fishers catch many fish, they will ask him where he catch and then they will also go in the same area Barangay I Area where to fish usually depends on the fisherman himself. Sometimes, co-fisherman’s catch influence us where to fish. For ex. we see that one of the fishers catch many fish, they will ask him where he catch and then they will also go in the same area Usually kanya-kanyang diskarte; kung ano ang maisipan yon ang gagawin hanapan ng isda ay sunod-sunuran lang. Is there anyone you talk to you before you go to your fishing area? Can you tell me who that person is? And how many they are? Caramay Wife and no. 2 (laughing) Aside from this, some don’t talked to anyone else Others will get ice from the “kumukompra”/financer; if this is the situation all the catch of that fishermen will be sold to the financer If it’s not the case, fish are bought by retailer, whether those who use bicycle or motorcycle Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Barangay IV None Barangay I Yes, we ask our neighbor as to why we experienced decrease in catch. What can you notice about the volume of fish products and gears used? Volume of fish catch is decreasing, To cope up, we change the size of nets we used. From 6” we shifted to 7” and now 7 ½ “. While we decrease the size of nets, we observed that size of fish also decreases Pamante – usually hapon at medaling araw lang but for commercial fishing they fish from morning until evening basta kaya ng katawan nila, they can “arya” Additional notes: I’ve went to Mayor’s office and mentioned this things but they said that they need a request so they will act BFARMC: I don’t apprehend those fishermen because I pity them. It’s their livelihood and if I apprehend them I cannot take what might happen to their family Why in other places, they can protect their resources? (question arises among the respondents) Because number of fishermen from other municipalities is minimal compared to no. of fishermen in Poblacion. In Bgy. I, almost 80% depend on fishing. Now it’s open for illegal activities because of the upcoming election. Politicians don’t want to strictly implement laws because might not vote them. But after election, all those illegal fishers will be eliminated. But by that time, resources may also be gone There is a need for immediate action on this problem What do you think is needed for enforcement? Financial aspect Discipline of people So you are telling me that somebody influence you on this behavior. Right? Caramay None, they are the one who determine their behavior and no one influences them (wala kami-kami lang) Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Barangay IV None, they are the one who determine their behavior and no one influences them Barangay I None, they are the one who determine their behavior and no one influences them. So tell me more about the traders who buys your fish – does he determine the price – or do they all pay about the same? Caramay Fishermen determine the price of fish They will not have transaction if they don’t want the price identified by the buyer They decide whether to have a transaction with them or not But if they will provide all the financial necessities/ capital for fishing, fishermen have no choice/power to decide for the price of fish; price of fish will be determined by the capitalist Barangay IV The buyer usually dictates the price on how much they will buy certain fish products because with that we don’t need to go in the market. Transaction usually happens in dock area. With this, we don’t need to worry about additional costs such as ice, etc. Barangay I The buyer usually dictates the price 40-60 (price of fish from the source/fishermen) 100 – 120 (market price) What does your target audience(s) perceive as the barrier(s) to taking on the new behavior(s)? Price of fish depends on class and conscience of the buyer If the buyer would want to buy it in low price and the fisherman has a debt or the buyer is the financer, the fisherman don’t have a choice Please tell me more about your thoughts. (What hinders them from intruding into the MPA/illegally fish?) Caramay Those who intrude in the MPA are doing it illegally Before, there are many fish inside the MPA but because of their illegal intrusion, volume of fish is declining Those who did illegal intrusion have other livelihood but because of higher gains through higher fish catch they are still engaged in illegal fishing Barangay IV The guards in tumarbong mpa are really strict that’s why we don’t go there. Barangay I If there are guards who apprehend we don’t go inside mpas. Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Do you have other means of livelihood? Caramay Some of the residents in the area own land; but the group is entirely fishermen Barangay IV No, all are full time fishermen Barangay I Some answered none Seaweed farming Livefish industry – uses kawil and lambat Fish trader Boat operator Before there is a project to shift to tahong farming but due to cyanide and other natural occurrences, it did not push through If the government provides you another livelihood/skill other than fishing, will you decide to stop fishing? Caramay Depends on the situation; if the livelihood they will be providing is better, why not? What kind of work? Manager (laugh) In case the government will provide livelihood, we want it to be also fishery-related like providing capital, new fishing technology, mariculture We have a good area here, so it’s better if we can use it as an asset Barangay IV Yes, as long as the offer is good If it is enough to sustain a family We cannot afford to obtain good quality of net because of insufficient capital If we can have about 20 “panyo” length of net, we will probably have an increase in catch. We go fishing at around 5:00 am We agree that additional capital be provided Maybe additional capital for fishery-related activity is ok because we have been doing that for years, yon ang alam naming gawin Barangay I Yes, as long as the offer is good Requested to have additional capital for their business Suggested alternative livelihood: Tahong/seaweed farming – as long as no typhoon will occur, they think this project will be a success As much as possible, fishery-related activity pa din yong i-provide ng government Will the presence of the bantaydagat or Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups MPA guard affect your decision on the use of fishing gear and fishing area? Caramay (they say they are all legal fishers-they just commented on the presence of guard/bantaydagat) Before there is a guard in the MPA but if the guard is not around, some are still doing illegal activities inside it It depends on what kind of guard will be hired Vessel that can immediately go after illegal doers should be provided Armed guard should be provided? Guard should be provided 24/7 and he should be vigilant because just one night of catching fish in the area will discard one year protection of the area Barangay IV yes Do you fish inside MPA? Yes, if there’s no guard. But we are not using any illegal paraphernalia or cyanide, etc Barangay I It’s more favorable if a guard will be provided because when that happens, we may get bisugo even near the island just like years ago Do you clearly recognize the marker buoys of the sanctuary? What do these marker buoys mean to you? Can you elaborate this further? Caramay Buoys were stolen Different kinds of marker buoys (bamboo with flag, metal, etc) were used in the area but it is taken/stole I suggest to use metal as marker buoy Buoy sets the boundary of the MPA, meaning those areas that were part of the MPA should not be intruded Barangay IV Yes there are buoys. If we see buoys it means that we are not allowed to enter in that area and fish Barangay I Yes, buoys are clearly identified; flags are usually used as buoy Do you like for fishes to increase in the Caramay MPA? Caramay Yes, everyone will like that Barangay IV Yes, everyone will like that. Corals should be preserved in order that to happen Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Barangay I Yes, I illegal fishers will be minimized, fish will increase If a fisherman will commit 3rd offense violation – paraphernalia should be confiscated and this must be strictly implemented So if you could help fishes to increase in the Caramay MPA – would you be interested? Caramay Of course, it should be protected from illegal fishers (smiling faces while others are serious) Barangay IV Of course, we can identify those people who are engaged in illegal activities but since we are just small people, we might be killed if we do that. Security of informants should be ensured. Barangay I yes What does your target audience(s) perceive as the benefit(s) in carrying out the new behavior(s)? Do you see more fish inside the MPA? Caramay yes Barangay IV there is a possibility because it is not intruded by people Barangay I Yes, because it is protected Do you think it is necessary to protect them in the MPA? Caramay yes Barangay IV Strict implementation should really be done. If it’s illegal, then it must not be allowed to be done so that fish will return Barangay I Yes, but protection should not be concentrated in the sanctuary alone. Instead, the whole sea must be protected If there is logistics, enforcement can be done easily. Sisipagin manghuli yong mga manghuhuli, even citizen’s arrest lang for sure marami ang tutulong Are you willing to do that even no honorarium? 30% of the penalty will be given to those who apprehended so that incentive alone will be fine 5 years from now, can you describe what happens to the MPA if it be fully protected? Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Caramay If the Caramay MPA will be protected, we perceived that fish will increase in 5 years except if there is flooding What do you think will cause more threat in the increase of fish inside the MPA, flooding or illegal fishers? Their effect is the same Hulbot will have the greatest threat, it destroys corals so even small species were affected (teary eyed) Bitana – it is a net with fine eyes almost 1”; it is destructive (catch juveniles) Barangay IV Even for only a year that the area will be closed from any activity, the volume of fish will surely increase. Just like what happened beore. 10 tons of talakitok are caught by commercial fishers daily which may be available to those who use hook and line. Barangay I Dadami, magiging sagana If the area will be protected even for just 3 years, the volume of fish will surely increase. Pag panahon ng pangingitlog, it’s ok if it will be declared as close/off-season, basta may alternative livelihood It’s requested that 2 months before the off season, alternative livelihood must be established by then so that their families can still have their income Seaweeds can be harvested after 1 ½ month What will you gain from this 24/7 guarded sanctuary? Caramay That is good, especially if the guard is armed and that he cannot be easily frightened Guard should be determined and must be a real guard Will the guard to be provided will responsible only in MPA? Maybe his main function will be for the MPA but I think the adjacent area will also be protected Guard should not be a resident of Bgy. Caramay Maybe from the municipal government? But if from the municipal government, in case of Bantay-dagat in Roxas, those who used hulbot are docking in front of their station but they did nothing They only arrest those small fishermen in Bgy. Caramay usually because of expired license We think fishermen should be given time to renew their licenses, for instance renewal is done in January but they are able to have money only in May when fish catch is good Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Barangay IV Maybe we can get the same volume that we get before. For instance, before one day is not enough to get all the catch of a net which only measures “5 panyo” But now we only get about 2 kilos for a day Barangay I Fish will increase If it will be strictly implemented no one will dare to enter or come near MPAs If there are programs to protect the corals and fish inside the Caramay would you like to support that? Caramay Yes, we can report illegal fishers in the area Training of fish wardens Maybe we cannot fully do that because we also have other work It’s better if there will be someone who will run after or respond to our reports However in previous cases, some will inform the illegal doers that an enforcement team will go to the area and that they should leave so they will go away in the area (serious but laugh afterwards) Barangay IV We will take initiative by doing protective measures (report illegal) Barangay I Yes, we can identify who and where illegal activities are done Present situation: staff of bantay-dagat informs illegal fishers Suggested strategy to prevent this: Apprehension should be done in secrecy Change of assignment every week The team must be composed with Bgy. Tanod and police So if there is ways to protect the MPA, would you support that? Caramay Yes Barangay IV Yes Barangay I yes What information source(s) do the target audience(s) look to when it comes to the target behavior? Meetings/fora Television Newspaper Notices/Memo Radio Programs Advertisements Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Ordinary Conversation Caramay Meetings/fora – much favorable for them IEC, posters Radio- as long as they have radio Fishermen believe in bgy. officials Barangay IV Meetings much acceptable Reading materials – from BFARMC Barangay I Pamphlets Radio program Assembly meeting IEC All these are not done in the bgy. What materials would you know the best way to remind you about the MPA and its regulations? Caramay Poster Billboards In this case, illegalists will go away from the MPA Before, a billboard was set up in the area but it was just turned upside down because it was only small (laughing) (big tarps) from where Barangay IV Tarpaulin, Bandera, sign board Suggestion: Establishment of a guard house inside the MPA and posting of regulations in the area for easy recognition of fishermen Barangay I Pamphlets Radio program (what time & channel) Assembly meeting IEC Who does the target audience(s) trust as an information source? Do you seek information from others regarding your fishing practices and regulations? Caramay Yes, the barangay provides information Municipal Agriculture Office (MAO) sometimes go in the area and conducts IEC Fishermen also interacts with each other and shares their experiences BarangayIV No, we just ask co-fishermen about on the area where they fish, especially if we saw that he has many catch Barangay I We just ask co-fishermen about on the area where they fish, kung saan ang maraming Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups huli doon kami Some went to Dumaran to catch fish If our resources will not be protected, fish may only be seen in books If hulbot will stop, even just for 5 months we observed that fish return in the area If you have concerns and problems, who (persons, agencies) do you approach when it comes to fishing practices and fishery regulations? Caramay For instance a boat was driven by waves, we asked assistance from the bgy and mayor Can you trust the government? MAO – they are ok but sometimes they have no actions on matters that we report. They said they will do action but no action at all. Barangay IV MAO is always there to help us Bantay-dagat – we usually avoid if we see them KSK-Puerto also implements law, nanghuhuli din sila Barangay I None, amin-amin lang We only approach the government if we are apprehended Only NGO extends help in the community It is observed that 2 months after election all illegal activities will stop We hope we can report our concerns to a certain agency and that they will surely respond to our reports Action needs: One agency that will handle reports on fisheryrelated activities Can you tell me anything you know or believe about the following agencies with fishery mandates: LGU BFAR DENR MAO PCSD Barangay BantayDagat MMCMPC Maritime/PNP Others Caramay NGO has been helping the bgy, specifically the Samahan ng Maliliit na Mangingisda ng Bgy. Caramay Body language, Tone & Special Notes Qualitative research questions Answers to the question as found in the in-depth interviews and/or focus groups Body language, Tone & Special Notes Barangay IV We don’t receive any help from the Bgy. We do “sariling sikap” Barangay I LGU & Bantay dagat apprehends illegal We heard there’s a party list for pamalakaya, but we are not sure if this exists in Roxas. So if you are saying if the LGU, NGO were behind this you would you feel you could trust them? Caramay NGO before is helping the “Samahan ng Maliliit na Mangingisda ng Bgy. Caramay” Boy Magallanes of HARIBON – but is also not active Cooperative is still there Barangay IV (no answer) Barangay I yes Combined Data Form: Qualitative research questions Why is the target audience carrying out their current behavior(s)? Answers to the question as found in the in-depth interviews and/or focus groups Unique/Different Similar responses responses Where do you fish and how Where do you fish and how often? (mapping) often? (mapping) Fishers from Bgy. I and IV Fishers from Caramay did fish in wider areas only fish in Bgy. Caramay reaching Caramay and outside the MPA. even intruding into the MPA. What kind of fishing gear/s What kind of fishing gear/s do do you use? you use? All answered those Fishers from Bgys. I and IV different kinds of gears for identified illegal fishing different fish products. gears such as trawl and Common are fish net and hulbot-hulbot. hook&line Bgy.
