DISTRICT GOVERNOR TOM CAHOON
Tom Cahoon enjoys helping
others. He joined the Kenton
Ohio Lions in 1973 and held
the office of Tail Twister and
Lion Tamer before transferring
to the Cambridge Lions Club
in 1977. There he has held the
offices of director, 3rd, 2nd, and
1st VP and President of the
Cambridge Lions Club. Tom
has been a Zone Chairman for 3 years, a Trustee of
the Ohio Lions Foundation for 3 years, a graduate of
the Lions Senior Leadership Forum, attended the
International Convention in Minneapolis and is a
Certified Guiding Lion. He has participated in the
Cambridge Lions Minstrel Show for 27 of the 35
year history of the Show. He was inducted into the
Minstrel Show Hall Of Fame in 2002 and the
District 13G Hall of Fame in 2007. He has 14 years
of perfect attendance. Tom was Lion of the Year for
the Cambridge Club, received several Presidents
Awards and is a Master Builder in OLERF.
Tom was born in Wellston Ohio on September 18,
1949. When his father was transferred, they moved
to Coshocton, where he graduated in 1967. He
graduated from Ohio University in 1971, where he
met his wife of 38 years, Becky. He is employed at
the Cahoon Family Agency in Cambridge and has
been a salesman most of his life. He works with his
son Benjamin who is serving as the 2nd VP of the
Cambridge Lions Club. Tom is President of the
Board of Trustees at the Guernsey County District
Public Library and is an avid reader. He enjoys
woodworking and just completed rebuilding his
pontoon boat. He and Becky are members of the
First Baptist Church. Their two grandchildren,
Aiden and Zoey complete the family unit.

STEVE THORNTON
Immediate Past District Governor
Steve Thornton grew up in a Lion’s
town and in a Lion’s family. His
stepfather was a Lion, as was his
future father-in-law. The year he
graduated
from
high
school,
Doylestown’s own, Dick Bryan, was
International President. Many of the
town’s leaders and business owners
were Lions and friends, thus making a
lasting impression.
Steve joined the Madisonburg Lions in 1980 at the invitation
of Loran Alexander, a fellow law enforcement officer. He
served as a director, vice president and two terms as president.
He served two years as zone chairman and also served on the
state’s youth and sight and hearing committees.
In 2004, he transferred to the Wooster Noon Lions, and has
served as vice president and was president in the 2008-2009
year. He was elected as Deputy District Governor in 2007 and
Vice District Governor in 2008. He has received a President’s
Certificate of Appreciation and a President’s Certificate of
Commendation. He also received a Council of Governor’s
Award of Merit. He has attended three International
Conventions and three USA-Canada Forum. He has received a
Melvin Jones Fellowship and a James T Coffey Fellowship.
Steve began his law enforcement career in 1972 when he
joined the Rittman Police Department. In 1973, he was hired by
the Wooster Police Department. He was promoted to Sergeant in
1975, Lieutenant in 1992 and to Chief of Police in 1998. He
retired in 2007 with 35 years of service.
Steve is a graduate of The University of Akron with an
Associates Degree in Criminal Justice and a Bachelor’s Degree
in Technical Education. In his retirement, he teaches part time at
Drive team, a pursuit driving course. His hobbies include travel,
biking and flying.
Steve has served as the Board Chairman for the Medway
Drug Enforcement Agency. He served six years, two as chair, on
the Board of Trustees for the Counseling Center of Wayne and
Holmes Counties, on the board and past chair of the Wayne
College Alumni Association, and was selected as the Wayne
College Distinguished Alumni of the Year in 2009. He is a past
member of the Board of Directors for the Wayne County
Chapter of the American Red Cross. He is member of Zion
Lutheran Church, where he plays in the hand bell choir. He is
also the coordinator for the annual Tuba Christmas concert in
Wooster.
He and Becky, also a Lion and a Melvin Jones Fellow, were
married in 1975. Becky is a registered nurse and together they
have three adult children and six grandchildren.

offices within the association,

Vice District Governor and Governor.
He currently serves as the Lions
Board Appointee to Camp Echoing
Hills Village and Membership Chair.
In recognition of his service to the
association he has received numerous awards, including the
100% President’s Award, Lion of the Year, a Knight for Sight,
Foundation Honor Roll Award, three Council of Governor’s
Awards, two International Presidential certificates and the
International Presidential medal. He is a W.R. Dick Bryan,
James T. Coffey and Melvin Jones Fellow. He has attended
numerous Fall Conferences, State, District, USA/Canada
Forums and International Conventions.
PDG Imhoff resides just south of Wooster with his wife Lion
Connie. Two children, Katie and Mark complete Todd’s family.
FIRST VICE DISTRICT GOVERNOR
RAYMOND KONKOLESKI, JR.
Lion R.J. Konkoleski has 11 years of
perfect attendance in the Adena
Lions Club having held the offices of
Assistant Tail Twister, Tail Twister,
Third Vice President, Second Vice
President, First Vice President,
President, Secretary, Two Year
Director, One Year Director, and
Zone Chairman. He has received
the 100% Secretary Award, the Zone Chairman Award
and the Extension Award, as well as three Council of
Governor’s Awards of Merit.
His father, Ray, has been a member of the Adena Lions
since 1976. His Grandfather, Louis Raymer, was
Treasurer for 47 consecutive years and had 57 years of
perfect attendance when he died.
Lion R.J. is a 1998 graduate of Wheeling Jesuit University
in Wheeling, WV. He holds two bachelors degrees, one in
Political Science and one in French Language. He also
holds a Certificate of French Language & Culture from the
Sorbonne University in Paris, France. Lion R.J. is the
Executive Director of The Valley Hospice Foundation, the
fundraising entity that supports Valley Hospice, Inc., a
community-based, non-profit hospice in Rayland, Ohio
and the Executive Director of the Valley Hospice
Foundation, its supporting agency.
He has served as the State Development Committee
Chairman for the Hospice Council of West Virginia for
seven years and is Chairman of the National Hospice
Work Group Philanthropy Forum. He also serves on the
steering committee for the National Hospice and Plaaiative
Care Organization’s National Council of Hospice and
Palliative Care Professionals Marketing, Public Relations,
and Development Section.
He is married to Lion Laura Glenn and together they have
two beautiful cubs, Catherine, who is seven years old and
Ray, who is three. Also part of the family are two cats,
Hazel and Confetti and two dogs, Cheney, a Shorthaired
pointer, and Blue an Austrailian Shepherd/Blue Healer
mix. Lion R.J. enjoys working on restoring their 1890’s
Victorian home in Adena (a two-year project he’s been
working on since 2001), model railroading, and collecting
antiques. The family attends St. Casimir’s Catholic Church
in Adena.

BETH JOHNSON
Lion Beth Johnson was born
on September 15, 1950 in
Dennison, Ohio and grew up
in Uhrichsville. After
graduating from Claymont
High School in 1968, she
became an X-Ray Technologist working most of
her career at Twin City Hospital. After graduating
from Kent State University in 1990, Beth began
teaching for the Claymont City School System in
the fall of 1990. Since 2000, she has served as
Eastport Elementary School Principal. Her school
has attained an Excellent Rating from the state of
Ohio for the last 5 years. In 2007, her school was
awarded a Federal Blue Ribbon of Excellence
Award and Beth received the prestigious Federal
Terrell H. Bell Award of Excellence in
Leadership.
Beth joined the Clayland Lions in December,
1999 at the invitation of PDG Rob Murry. She
served as Clayland Lions President in 2004-2005
and 2005-2006. She also has served as Vice
President, Director, Tail Twister and Membership
Chairman. Beth served as Zone 4 Chair in 20062007 and Zone 3 Chair in 2007-2008 and 20082009. She has sponsored four new members and
has received the International President’s
Certificate of Appreciation, Council of Governor’s
Medal of Merit and a W.R. “Dick” Bryan Knight
for Sight award.
Beth currently serves on the ADAMHS Board of
Tuscarawas and Carroll Counties and is a member
of the Twin City Hospital Board of Directors. She
will be installed soon as co-First Vice-President of
the Delta Phi chapter of Delta Kappa Gamma, an
honorary organization for women educators. Beth
is a member of the Uhrichsville First United
Methodist Church and currently serves as its Lay
Leader.
In addition to her mother and sister, Beth has one
son, Scott, and two granddaughters, Allie and
Abbie. On June 12th of this year, she will add a
daughter-in-law, Lisa and three more
grandchildren: Tori, Bastion, and Braedon, to her
family. Beth enjoys spending time with her
family, reading (especially books by John
Grisham) and traveling.

PAST INTERNATIONAL DIRECTOR BILL MOODY
Bill Moody, of Mt. Forest,
Ontario, Canada, was elected to
serve as a director of The
International Association of
Lions Clubs at the association's
76th annual convention, held in
Minneapolis, Minnesota, USA,
July 6-9, 1993. Past Director
Moody is a Board member for the Ontario Film
Review Board, a body that reviews and
classifies all movies and videos in Ontario.
A life member of the Mount Forest Lions Club,
Past Director Moody has been a Lion since
1959. He has held many offices within the
association, including club secretary and
president, zone chairman and district governor.
He also served as charter chairman and is a life
member of the Lions Foundation of Canada and
has presented several times at the USA/Canada
Lions Leadership Forum. While serving as
District Extension Chairman, he formed 27 new
Lions Clubs.
Past Director Moody has received numerous
awards in recognition of his service to the
association, including the 100% District
Governor Award, International Leadership
Award, several International President’s Awards
and the Ambassador of Good Will Award, the
highest award the association grants to its
members. He is also a Past International
President Judge Brian Stevenson Fellow and a
Melvin Jones Fellow.
Past Director Moody and his wife, Kaye, also a
Melvin Jones Fellow, have three children and
seven grandchildren.

Sid Scruggs
Sid Scruggs, of Vass, North
Carolina, USA, was elected as
first vice president of The
International Association of Lions
Clubs at the association's 92nd
International Convention, held in
Minneapolis, Minnesota, USA
July 6-10, 2009.
Vice President Scruggs is a retired commercial airline
pilot.
A member of the Vass Lions Club, he has held many
offices within the association, including club president,
multiple district extension chairperson and district
governor. In addition Vice President Scruggs has been a
presenter at the USA/Canada and Europa Leadership
forums and an instructor for the Lions Clubs International
Leadership Institute and the District Governors-elect
School. He is actively involved with dog guides for the
blind.
In recognition of his service to the association, Vice
President Scruggs has received four Lion of the Year
awards, the 100% Club President Award, eight New Club
Extension Awards, the Governor of Excellence Award,
the Key of Nations Award, an International President’s
Leadership Award, eight International President’s Awards
and the Ambassador of Good Will Award, the highest
honor the association gives to its members. He is a
Progressive Melvin Jones Fellow.
In addition to his Lions activities, Vice President Scruggs
is chairperson of the board of directors of the Governor
Morehead School, a member of the board of the Raleigh
Lions Clinic For the Blind, Inc., and a life member of the
American Airlines Grey Eagles Association and the Naval
Academy Alumni Association. He was presented with the
Order of the Long Leaf Pine, the highest award given by
the State of North Carolina. He has also received an
Honorary Doctorate of Humanities from World
University.
Vice President Scruggs and his wife, Judy, also a Lion
and a Progressive Melvin Jones Fellow, have four
children and 15 grandchildren.

Director Smith is a superintendent of schools.
A member of the Wauseon Lions Club and a Lion since
1984, he has held many offices within the association,
including club president, region chair, zone chair,
membership chair, district governor and multiple district
20K coordinator. He also served as vice chairperson of
the 2006 USA/Canada Leadership Forum Host
Committee.
In recognition of his service to the association, he has
received numerous awards including a 100% Club
President Award, Council of Governor’s Award of Merit,
Lion of the Year Award, W.R. “Dick” Bryan Fellow
Award, five International President Certificates of
Appreciation, an International President’s Medal and an
International President’s Leadership Medal. He is also a
Progressive Melvin Jones Fellow.
In addition to his Lions activities, Director Smith is active
in numerous professional and community organizations.
He has been a member of the Buckeye Association of
School Administrators and the Ohio Association of Local
School Superintendents.
Director Smith and his wife, Judy, also a Lion and a

LIONS INTERNATIONAL PEACE POSTER
CONTEST
Provides youth ages 11-13 with an opportunity to
artistically share their vision for peace. Since its inception
in 1988, the program has grown each year. To date, more
than three million children in 75 countries have
participated in the contest.
BEST PRACTICES CONTEST
Enter your best and brightest ideas for inviting, recruiting,
involving or retaining members.
LIONS CLUBS INTERNATIONAL CONTEST
Provides Lions, Leos, Clubs, Districts and Multiple
Districts with the opportunity to showcase their hard work
and creativity while sharing their accomplishments with
others from around the world. The six contest categories
include: Photography, Newsletter, Trading Pin,
Friendship Banner, PR Idea and Web Site. Winners are
announced during the International Convention.
LIONS ENVIRONMENT PHOTO CONTEST
Showcases the beauty of nature. Every Lion can enter a
photograph of his or her immediate surroundings into the
club-level Lions Environment Photo Contest. All
registered convention attendees will vote for their
favorites during the International Convention.

LIONS PLEDGE
I pledge my allegiance to my country and to the cause of peace
throughout the world. I believe in the principles of Lionism as
contained in the Lions Code of Ethics. I am proud to be a Lion

PARADE OF CHECKS
The following are approved causes and projects for which
clubs should make contributions during the Zone Social
Parade of Checks:
1. OHIO LIONS EYE RESEARCH FOUNDATION
These are general gifts to OLERF, which fund research grants to
college and universities throughout Ohio. Checks should be
made payable to Ohio Lions Eye Research Foundation. For
more details, contact OLERF Trustee Lion Nancy Brown.
2. DIABETES RESEARCH: BRYAN ENDOWMENT FUND
Diabetes is the number one cause of blindness. For several years
now, Parade of Checks contributions for diabetes research have
been designated to the Ohio Lions Eye Research Foundation’s
Dick Bryan Endowment for Diabetes Research. Please make
checks payable to OLERF-Bryan Endowment for Diabetes
Research. If contributing an amount of $500 or more (Dick
Bryan Fellowship) or $100 or more (Knight for Sight), please
include a note with your check designating an award recipient.

3. SIGHT AND HEARING COMMITTEE
This committee funds the following projects according to a
budget set at the beginning of each year: LIONS PILOT DOGS,
INC/HEARING DOGS, COLUMBUS SPEECH AND
HEARING CENTER (OHIO DEAF-BLIND OUTREACH
PROGRAM), OHIO RADIO READING SERVICES, NEWS
REEL INC., and PREVENT BLINDNESS OHIO. Clubs are
encouraged to designate their checks for a specific cause (i.e.,
Lions Pilot Dogs) from the above list. For more details, contact
PDG Gene Taylor, Sight & Hearing Chair.
4. CAMP ECHOING HILLS
These are general gifts to the Camp’s operating fund and checks
should be made payable to Camp Echoing Hills or Echoing Hills
Village. Camperships should NOT be donated at this time, nor
should they be sent directly to the Camp, but rather should be
sent to the District State Youth Committeeman, Lion Don Goff.
This avoids a great deal of confusion because of the many
amounts and designations of Lions’ monies to Camp Echoing
Hills. For more details, contact Lion Todd Imhoff, Camp
Echoing Hills Liaison.
5. INTERNATIONAL RELATIONS
State committee allocates funds annually to such projects as
VOSH, CARE and AMIGOS (overseas eye care missions, etc.).
Checks should be made payable to Ohio Lions International
Relations Committee. For more details, contact Lion Edward
W. Wills, District Chair.
6. OHIO LIONS ALL-STATE BAND
Ohio Lions All-State Band supports activities and trips of an all
Ohio High School All-State Band, promoting teamwork, service
and positive youth activities for those young people involved.
Donations can be for any amount, or a club may choose to
sponsor a band member specifically named or one who does not
have a club sponsor. Funds raised will be designated to provide
predictable and continuous funding for All-State Band trips to
Lions International Conventions and State Band Tours. Checks
should be made payable to Ohio Lions All-State Band. For
more details, contact Lion Kip Bowers, District Chair.
7. LIONS CLUBS INTERNATIONAL FOUNDATION
LCIF is the grant-making arm of Lions Clubs International.
LCIF is Lions helping Lions serve others. It’s the only Lions’
foundation that serves the entire world and all 1.3 million Lions.
Funds may be contributed at the Parade of Checks or at any time
during the year. If contributing toward a Melvin Jones
fellowship (full payment or installment plan) or Honor Roll
Membership please include a note so indicating. Make checks
payable to Lions Clubs International Foundation. For more
details, contact Lion Georgia Taylor, District Chair.
8. OHIO LIONS FOUNDATION
Ohio Lions Foundation funds disaster relief within Ohio,
scholarships for sight-impaired students at Ohio universities and
special projects (matching grants for the low vision magnifier
readers for libraries). Funds may be contributed at the Parade of
Checks or at any time during the year. Make checks payable to
Ohio Lions Foundation. For more details contact Lion Pat
Craig, District Trustee.
If contributing toward a James T. Coffey ($500) or Betty Coffey ($250)
Fellowship, checks should be made payable to: Ohio Lions FoundationCoffey Fellowship Program. The original application should be sent to
PDG Karl Bowers, Youth Committee Representative. A copy of the
application and the check should be sent to Ohio Lions Foundation, c/o
Secretary Lion Jeffrey W. Brantner with a copy of the application form
sent to the State Youth Chair Jeni Ashbrook. A final copy should be sent
to the Ohio Lions State Office.

If your Club is not able to be represented at the Zone Social, please send
your checks directly to the designated chairs or trustees so that they may
have final reports completed in time for the District Convention. Thank
you for your donations and your service.
DISTRICT COMMUNICATIONS
In order to provide the Lions of District 13G better
communications and expedite the flow of information, the
following protocol should be observed.

Region Chair to Governor
Information from the Governor will be passed to the club
in the same manner as the clubs to the Governor.
Clubs should contact the District Governor directly upon
death, serious illness or other emergencies of Lions
members and their families.
District 13G will provide a memorial service conducted
by the District Chaplain at the family’s request.
District 13G sincerely cares what happens to our Lions
and their families in District 13G.
HOW TO EARN A “G” AWARD
WHITE G
•Any member making three inter-club visits, or two interclub visits (Excluding Zone Meetings) and attending
Work Day at Camp Echoing Hills will earn a WHITE G.
•Any member attending two Zone Meetings AND the
Social of your own Zone/Region will earn a WHITE G.
BLUE G
•Presidents attending ALL Zone Meetings of your own
Zone AND the Leadership School will earn a BLUE G.
•Secretaries attending ALL Zone Meetings of your own
Zone AND the Leadership School will earn a BLUE G.
GOLD G
•Any member who sponsors a new member will earn a
GOLD G.
RED G
•Any member who has earned five white G’s qualifies for
a RED G.
Forms for requesting G Award Pins must be requested
from the District Pin Chair with recognitions.
GOVERNOR’S AWARDS FOR CLUB EXCELLENCE
General Rules
All Lions, Lioness and Leo clubs are automatically entered.
Contest begins July 1 and ends March 31 of the current Lions Year.
Credit for attendance at State and International Conventions held
between April 1 and June 30 will be given if such attendance is reported
on the July or August District Activities Report.
Attendance at District Convention and District Leadership School will
be verified by registrations received by April 1.
Form for applying for Governor’s Award will be distributed to all club
secretaries by Zone Chairman at Zone Advisory Meetings.
Awards
This year’s Governor’s Contest maintains the format very similar to the
Club President Excellence Award and Secretary’s Excellence Award. It
allows all clubs to compete on an equal basis and recognizes all clubs
that have had an outstanding year. All Lion, Lioness and Leo clubs who
meet the requirements outlined in the Governor’s Contest will receive a
banner patch to be placed upon their club banner.
All awards will be presented at the Annual District Convention.
Form must be turned into Zone Chair by April 1.
Contest Rules
All clubs must complete the following and report on the monthly
activities and monthly membership reports.
All District and International dues are to be paid on time.
All monthly Membership Reports and Activities Reports must be
postmarked by the 6th of the next month.
President, Secretary or their designee and one or more other club
members attend at least two of the three Zone Meetings.
Representation by at least one delegate at the District 13-G Convention
in April. Registration must be in by March 31.
District newsletter read at monthly club meeting and reported on the
District Activities report.
Clubs must complete 8 of the following requirements.
1. Four or more club members visit at least two other Lions, Lioness or Leo Clubs.
2. Club sponsors 2 new members.
3. Representation by club at Zone or Region Social
4. 100% Participation in the Parade of Checks at the Zone or Region Social
5. Delegates to the State Convention in May reported on the July or August Report.
6. Sponsorship of a Peace Poster Contest in local school district as evidenced by a
poster being turned into the District Chairman. Verified by District Governor.
7. Sponsorship of one or more members of the Ohio Lions All State Band
8. Attendance to this year’s District Leadership School.
9. Attendance at one of the Camp Echoing Hills workdays by one or more
members.
10. Monthly Club Newsletter sent to Governor, Vice Governor, Deputy Governor,
Zone Chairperson and Newsletter contest chairman each month.
11. Attendance at Fall Conference and/or USA/Canada Forum by one or more
members.
12. PU 101 Postmarked by April 15.
13. Sponsor a New Lions Club – Counts as 3 of 8 items.
14. Sponsor a New Leo Club – Counts as 2 of 8 items.
15. Report a new community service project. This must be a project, not a
monetary donation or a fundraiser.
16. Participate in Lions Candy Day Promotion.
17. Club attendance at all three Zone meetings
CLUB BULLETIN CONTEST RULES
•Issues dated July - March will be judged.
•All Club bulletins to be judged; should be sent monthly
to the Club Bulletin Contest Chair as listed in this
directory. If a copy is not received, it is assumed none
was published that month.
•Bulletins submitted for judging will be displayed at the
Annual District Convention. Club Bulletin Contest Chair
will appoint a panel of three Lions, at least one from each
Region, to do the judging.
•Awards will be presented in the following categories:
Lions, Lioness and Leos. First place award in each
category for Club and Editor. Runner-up to Editor only.
•Each judge will assess the entries on a 0-100 point scale,
using the criteria below. The individual judges’ score for
each Club entry will be totaled to determine the final
score. In case of a tie on points, the judges will determine
the winner. The judges’ decisions are final.

CLUB SECRETARY EXCELLENCE AWARD
Completed application must be filed with Zone Chair by April 1,
2010. The District Governor will verify Item 2 and Items 4a and
4d. All applications need to be postmarked/emailed to the
District Governor by April 15.

3. Payment of International and District dues bills within
15 days of due date.

Ginger was a “Pilot Pup”
raised by the Thornton
family as a 4H project for
Governor Steve’s daughter,
Stacey.
Ginger was received from
Pilot Dogs when she was
about six weeks old. The
Thornton children had no
idea she was about to invade
their home until they returned from school and there she
was. She lived with the family for about one year. During
that time, she attended obedience training and became
very well adjusted to family life. At the end of a year, she
returned to Pilot Dogs and received her training. After
graduation, she was placed with Francis, a blind lady
from West Virginia.
Studies have shown a future Pilot Dog has little
chance of becoming a dog guide unless it is raised in a
home and accustomed to playing with children, meeting
strangers, having the opportunity to be near traffic and go
through an obedience course.
The Pilot Dog program places pups into homes at
seven to 10 weeks of age. They will remain there until
reaching the age of 12-14 months or until requested back
by Pilot Dogs, Inc.
All proceeds from the Pilot Dog Series will go to Pilot
Dogs, Inc.

The following is the official protocol policy of The International
Association of Lions Clubs for the year 2009-2010. Only the principal
speaker is required to acknowledge all dignitaries present.

Explanation of notes used above:
(a) When more than one is present, they shall be recognized according to the
Roman alphabetic order of the first letter of their fully used family name. If the
first letter is the same, go to the second letter, and so on. If the last names are
identical, the same process should be followed with the first given name; if these
are the same, then the middle name. In the unlikely event that the two names are
identical, the one with the longest association membership shall be given
precedence.
(b) When more than one is present, the one who served most recently is given
precedence, and so on.
(c) When more than one is present, precedence should be the same as for past
international presidents (see [b] above). In the event more than one past
international director who served during the same term is present, then the criteria
specified for (a) should be used.
* Appointees by the international president to committees of the International
Board of Directors and the LCIF Executive Committee shall be introduced and
otherwise recognized before Lions who have held the same office. During
introductions, their appointment shall be mentioned. After their term of
appointment is concluded, special recognition shall cease.
** Single, sub and multiple district constitution & by-laws or local customs and
practice may alter the order of precedence and/or content of numbers 11 through
29.
