It was
RESOLVED:
That the Minutes of the meeting held on 11 March, 2013 having been circulated,
be signed by the Chairman as a correct record.
The minutes were duly signed.

MATTERS ARISING FROM THOSE MINUTES
Minute 129 – Pupils being involved in local governance will be covered under Agenda
Item 10.

SCHEDULE OF PAYMENTS 09/12/13 FOR THE PERIOD 1 – 31 MARCH 2013

The following payments were highlighted.

a)
A payment of £2,470.25 to Hoburne Holiday Park for the Civic Ball. All costs
were covered and an amount of £1,700.00 was raised and distributed to local
charitable organisations at the Annual Towns meeting.
b)
Payments to Christchurch Powr Tools on 15 March, 2013 for £1,106.92 and 22
March, 2013 for £536.45 are for the two Kubota mowers that the council owns.
c)
A payment of £607.44 to Hampshire County Council for a footpath closure at
Long Meadow was queried. The Town Clerk advised members that this is a
fixed fee and we received advice from Liz Giles, Senior Countryside Access
Ranger on several occasions.
d)
A payment of £298.46 to New Forest District Council for copier paper, shovel,
fork and safety boots. The Town Clerk advised members that New Milton
Town Council orders supplies from the District Council as their bulk buying
facility enables us to make savings.
The Schedule of Payments Number 09/12/13 covering the period 1 – 31 March
2013, totalling £44,415.11 was then ENDORSED for Council approval.

MONTHLY ACCOUNTS
The Chairman of the meeting referred to Appendix 2, previously circulated.
The Town Clerk advised members that the draft accounts for the year are subject to
final invoicing of pitch charges, confirmation of quarterly investment income and
receipt of annual Town Hall charges from NFDC.
With 20,000 trees inspected on Council land and urgent work recently completed, tree
work is over budget, noting tree inspection carried out by New Forest District Council
has been treated as a professional fee under F&GP.
Postage costs were over budget. (Post meeting note: the administrator will keep
records of post sent out until 30 May, 2013 to provide analysis of outgoing post to
identify where savings may be made).
Interest received on investment income is £7.5k for the last quarter and the youth
work cost of £5,800 in the month is the final youth grant payment of 2012/2013.

CHILD PROTECTION POLICY
The Chairman of the meeting referred members to Appendix 3, previously circulated.
As part of grant application for Lottery funding for the proposed skate park by New
Forest District Council, it is a requirement that New Milton Town Council has a Child
Protection Policy in place.

That the draft Child Protection and Vulnerable Persons Policy be adopted by
New Milton Town Council.

CONSULTATION ON COMMUNITY INFRASTRUCTURE LEVY (CIL) FURTHER
REFORMS
The Chairman of the meeting referred members to Appendix 4.
Cllr Clarke emphasized that any reforms to Community Infrastructure Levy should
ensure as far as possible that funds paid by developers in New Milton are spent on
New Milton projects and are not used for other projects in other areas of the New
Forest.
The consultation paper was published on 19 April, 2013 with comments due by 28
May, 2013 being the date of the next F&GP meeting.

RESOLVED:
That the Town Clerk together with the Chairman and Vice-Chairman of the
F&GP Committee study the consultation document in detail with any
recommendations on possible reply to the consultation referred to the
Executive Committee.

YOUTH WORK
Cllr Clarke said that a meeting of the Play & Youth Forum took place on 17 April, 2013
with Cllr Blunden in attendance.
The Play & Youth Forum and the Headteacher of the Arnewood School supported
youth delegates to the Town Council in principle and a meeting will take place with Mr
Nigel Pressnell, Deputy Headteacher at the Arnewood School to progress this.
Presentations from youth groups within the town will take place at 6.30 pm on 24
June, 2013 prior to the full Town Council meeting.
Nominations for the Young Person of the Year are being received and the award
ceremony arranged by the New Milton Town Partnership will be held on 20 May,
2013.
In regard to the Phoenix Centre, Cllr Clarke reported that details are awaited from
Hampshire County Council and it is likely the centre will be run on a cost neutral
basis. He said that all details on running costs will be made available to members
before any decision is made. There will be security of tenure as a lease will be signed
with Hampshire County Council. Positive support for the continuation of the Phoenix
Centre is being received from the Arnewood School.
Cllr Clarke added that any member of the Council is welcome to attend the Play &
Youth Forum meetings which receive input from many organisations including the
Youth Café on the Recreation Ground, Common Ground, Forest Arts and The Edge
Project and Brockenhurst College.

GRANT AID
The Chairman of the meeting referred members to Appendix 5.Members’ views were
requested in respect of applications received from New Forest Citizens Advice
Bureau, Victim Support, Jubilee Sailing Trust (JST), New Milton Jubilee Fund
Committee, New Forest Nappy Network, New Milton Cricket Club, two youth grant
applications from New Milton Partnership and Hale Gardens Tennis Club together
with a request from the New Milton Town Partnership towards the Christmas Festival.

The Town Clerk reminded members that £5,000.00 was available in the general Grant
Aid budget with £20,000.00 available for youth projects and £2,000.00 in the
Community Fund.

RESOLVED:
That in pursuance of the powers conferred by the Local Government Act
1972 s. 142 (2a) a sum of £1,000 be granted to New Forest Citizens Advice
Bureau.
b)
Victim Support
After discussion
It was
RESOLVED:
That in pursuance of the powers conferred by the Local Government
Housing Act 1989 s. 38 a sum of £500 be granted to Victim Support
Hampshire & IOW.
c)
Jubilee Sailing Trust
After discussion
It was
RESOLVED:
That no funding be granted to the Jubilee Sailing Trust.
d)
New Milton Jubilee Fund Committee – Pedal Car Grand Prix
After discussion
It was
RESOLVED:
That in pursuance of the powers conferred by the Local Government Act
1972 s. 137 a sum of £500 be granted to New Milton Jubilee Fund for the
Pedal Car Grand Prix.
e)
New Milton Cricket Club
After discussion, and reference to the lease between New Milton Cricket Club
and New Milton Town Council, noting floor coverings are the responsibility of
the Cricket Club.

Hale Gardens Tennis Club
A request was received on 29 April, 2013 from Hale Gardens Tennis Club for
an amount of £495 to run 4 multi-skilled fun days for 4 – 11 year olds at Ashley
Junior School or New Milton Rugby Club and Hale Gardens.

RESOLVED:
That in pursuance of the powers conferred by the Local Government Act
1972, s. 137 a sum of £495.00 from the Youth Grant budget be granted to
Hale Gardens Tennis Club.
h)
New Milton Town Partnership Jobs Fair – Town Development Officer
Local companies and employers will exhibit at the Fair and explain to young
people the opportunities they offer for employment and careers, any
apprenticeships they offer, qualifications needed career progression
opportunities, training offered. There will be a current vacancies board and
also interactive workshops in CV writing, preparing and attending an interview
to be held at the Memorial Hall at a cost of £310.

That in pursuance of the powers conferred by the Local Government Act
1972 s. 137 a sum of £310 from the Youth Grant budget be granted to the
New Milton Town Partnership to run a Jobs Fair at the Memorial Hall
i)
New Milton Town Partnership - Christmas Festival - 2013
After discussion
It was
RESOLVED:
That New Milton Town Partnership be allocated £2,000 from the
Community Events budget towards the Christmas Festival 2013.

AMENITIES REFERRED ITEMS
In regard to further development on the Recreation Ground, an initial meeting will be
arranged with Martin Devine of New Forest District Council to progress matters.

CORRESPONDENCE
a)
An invitation to a community engagement meeting of the New Milton Safer
Neighbourhoods Team at the Town Hall on Wednesday 1 May, 6.30 – 7.30 pm
b)
An article from the Daily Echo (Monday 22 April, 2013) reporting a drop in
crime in the New Forest of 11% and 20,000 fewer crimes in Hampshire.
c)
A letter from the Area Director (Wessex), NHS Commissioning Board with an
update on the establishment of new commissioning arrangements for NHS
services in the area following the abolition of Primary Care Trusts and Strategic
Health Authorities at the end of March.

Dr Thurston, of New Milton Medical Centre, will be speaking to the council on
24 June, 2013 and the Town Clerk was asked if a section of his talk could be
on the new clinical commissioning arrangements recently introduced.
