Three panel presentations that will explore the Toronto experience:
John Howe, former Vice President, Investment Strategy and Project Evaluation
at Metrolinx and now with Parsons Brinkerhoff, will discuss the extensive work in
Developing an Investment Strategy
Carol Wilding, President and CEO, Toronto Region Board of Trade will discuss
the important role that Public Outreach, Citizen and Corporate Involvement plays
in gaining support for Transit Funding
Derrick Toigo, Senior Vice President , Civil, Infrastructure Ontario will discuss
Delivery Mechanisms and Alternative Financing & Procurement and the value for
money associated with these alternative delivery models

The Greater Toronto and Hamilton Area (GTHA)
• Largest urban centre in Canada
• Population of 6 million people and estimated to increase to 9 million by 2031
• Most growth in North America with 183 high-rise commercial and residential
buildings under construction
• Generates 20% of Canada’s GDP with $323 Billion
• Region is governed by 4 levels of government, 30 municipalities, and 10
transit agencies

Congestion is a Problem in the GTHA
The GTHA “suffers from traffic congestion problems, poorly integrated transit services and relatively underdeveloped
transport infrastructure.” OECD Territorial Review, 2010

Who is Metrolinx?
Metrolinx was created in 2006 by the Province of Ontario as the first Regional Transportation
Agency for the Greater Toronto and Hamilton Area.
Shareholder: Ministry of Transportation
(Provincial Government Ministry)
Governance: overseen by a 13-member board of directors
that provides strategic direction and oversight for Metrolinx’s
activities and operations. Appointments are made by the
Government of Ontario.
Mission: Champion, develop and implement an integrated
transportation system for our region that enhances prosperity,
sustainability and quality of life.
Mandate: Develop the first regional plan for transit and
transportation.

Our Regional Transportation Plan
A 25-year integrated transportation plan for
the Greater Toronto and Hamilton Area.
It’s about building thriving communities, a
sustainable environment and a prosperous,
competitive economy.
• Triple the length of rapid transit
• Put 81% of population within 2km of rapid transit
• Reduce commute times to an average of 77
minutes
• Decrease GHG emissions from transportation by
29%

Metrolinx has the Largest Investment in Public Transit
Metrolinx has $16 billion in transit projects underway – over 40kms of light rail transit (LRT), 59
kms of bus rapid transit (BRT) and an 8.6km subway extension
ReNew Magazine’s Top 100 of Canada’s Biggest Infrastructure Projects for 2014 has 10 Metrolinx
projects that made the list.
