1 Memorandum of Understanding 2 This Memorandum of Understanding (MOU) is made as of this ___ day of [month], 2014, 3 by and between the XXXX POLICE DEPARTMENT (hereinafter "XXPD") and the 4 [PROGRAM NAME], INC. (hereinafter "Crime Solvers/Crime Stoppers/Crime Line" as 5 applicable). Recitals 6 7 A. The XXPD is the police department for XXXX, Virginia, a political subdivision of 8 the Commonwealth of Virginia. 9 for the XXPD. The Chief of Police is the chief law enforcement officer 10 B. Crime Solvers is a Virginia non-stock corporation operated and governed by a 11 volunteer, unpaid Board of Directors composed of business representatives and other 12 citizens of XXXX. Crime Solvers is an IRS 501(c)(3) tax-exempt organization formed 13 pursuant to Va. Code § 8.01-226.3 and §15.2-1713.1 to offer rewards to citizens for 14 anonymous tips leading to the solving of crimes, recovery of stolen property and illicit 15 contraband and the apprehension of wanted fugitives in XXXX, Virginia. 16 C. 17 of Crime Solvers, which includes: (i) to publicly solicit information from anonymous 18 informants concerning criminal activity; (ii) to gather such information from informants; (iii) 19 offering 20 communicating such information to law enforcement agencies, including the XXPD. 21 D. 22 understanding concerning the terms of that cooperation and their respective 23 responsibilities concerning the information disseminated and collected. The system will consist 31 of such means as Crime Solvers may employ, in its sole discretion, of: (a) providing 32 telephonic, internet or other technological means of communicating anonymous 33 tips to XXPD (hereinafter "confidential tip lines") and (b) communicating with the public 34 information concerning the confidential tip lines, the nature of unsolved crimes, the 35 identities of wanted fugitives, and the availability of rewards for successful tips. 36 Solvers will, in its sole discretion, pay rewards to those informants whose tips result in 37 arrests, the recovery of stolen property and illicit contraband or prosecutions. 38 2. 39 Solvers Coordinator") to work with Crime Solvers and to serve as a conduit for 40 information between and among Crime Solvers, anonymous informants and the XXPD. 41 The Crime Solvers Coordinator will be appointed by the Chief of Police or his deputy, will 42 devote so much of his/her time to Crime Solvers as the Chief of Police shall in his/her 43 reasonable discretion direct, and shall be paid solely by XXPD. 44 Coordinator will, among such other duties as the Chief of Police may direct: (a) meet on a 45 regular basis with the Crime Solvers Board; (b) monitor confidential tip lines for 46 anonymous tips and communicate those tips to investigating officers of the XXPD; (c) 47 communicate with anonymous informants about tips and rewards for tips; (d) make 48 recommendations to Crime Solvers concerning the payment of rewards; and (e) 49 communicate information to Crime Solvers concerning crimes and/or wanted fugitives as 50 to which assistance from the public through Crime Solvers is requested. 51 3. 52 Crime Solvers for dissemination to the public.
