 … and how about the performance of tourism
related services as reported in the national
accounts of the Philippines?
 Gross Value Added (GVA) of Hotels and
Restaurants more than doubled its growth
in Q2 2007 to 9.8 percent from 4.0 percent of

 How about Central Visayas?
 Indicators from the Gross Regional Domestic
Product (GRDP) 2006 estimates:
 However, in Services, where the bulk of Tourism
industries can be found, Region VII ranks 3rd after
NCR and CALABARZON!
 In Transportation, Communication and Storage
(TCS), it ranks 4th for the entire Philippines and the
highest among Visayas and Mindanao Regions!
 It is 2nd in Private Services, next to the National

 Tourism
characteristic activities came
mostly from the two major sectors
mentioned: private services and
transportation, communication and storage
(TCS)
 Private services include hotel and
restaurant services, and recreational
services while TCS includes transportation

 Importance of the PTSA
 it provides a comprehensive set of
information on tourism that facilitates its
analysis in the context of macro-economic
accounts
• tourism is still embedded somewhere in
the different sectors of the national accounts

 Components of the PTSA
 it cuts across many sectors of the economy:
17
•
Accommodation services (hotel, motels, lodging houses etc)
•
Food and beverage serving activities (restaurants, canteens, etc)
•
Transportation services (air, land & water)
•
Travel agencies and other reservation service activities

– 1988: NSCB and DOT research study to
explore the contribution of tourism to the
Philippine economy using the input-output
approach (IO)
– tourism accounted for 2.8 percent in 1987
– 1996: DOT, WTTC & NSCB collaborated closely
to develop a SAT in the country
– travel and tourism accounted for 8.7 % in 1997

International Recommendations on Tourism
Statistics (IRTS)
– It aims to present a system of definitions, concepts,
classifications and indicators that are internally
consistent, and that facilitate the link to the
conceptual framework for the integration of tourism
statistics, the tourism satellite accounts (TSA), as
well as to other conceptual frameworks, such as
national accounts, balance of payments and labor
statistics

– Developed by the Commission of the European
Communities, OECD, UNWTO, UN

II. The PTSA & the International Systems and
Standards
 Major International Standard Recommendations
used by the PTSA – TSA:RMF
– It builds upon the consistency of other statistical
framework and provides an additional resource to
link tourism statistics to the standard tables of the
SNA from a functional perspective.
– This instrument increases the consistency among
the different data sources that are used, thus, it is
then possible to estimate a series of variables that
are required to establish more accurately the
economic contributions of tourism and its links to
the rest of a national economy.

(PSNA)
- flexible and can be expanded to satellite
accounting (I.e., health, environment,
education, tourism)
- for tourism (PTSA), the estimates cut
across different sectors of the economy
(mentioned in the previous slides)
- travel is estimated in the PSNA as part of
export/import of non-factor services

 The Balance of Payments (BoP)
 In BOP, tourism correspond to the
component “Travel” – in two dimensions:
- Travel credits cover goods and
services…acquired from an economy by
nonresidents during visits to that economy;
- Travel debits cover goods and
services… acquired from other economies by
residents during visits to other economies

VI. The Way Forward
 The IRTS recommends to limit the
subnational statistics to two different types
of levels:
 the region, identified as the administrative
unit corresponding to the first level of
territorial disaggregation of a country in
terms of its political and administrative
organization, e.g., Region VII
 The local tourism destination, treated as a
sub-regional territory with substantial
tourism activity, e.g., Bohol

VII. Concluding Remarks
 Coordination and collaboration mechanisms
in the PSS must be strengthened further
 Enhance the role of local government units
(LGUs) in the generation of data relevant to the
PTSA and the entire tourism statistics
 Concerned data compiling government
agencies like the DOT, NSCB and the NSO
should try harder to collect and disseminate
the necessary tourism statistics

VII. Concluding Remarks
 households, establishments and data
source agencies from government must show
greater willingness and to provide support to
data collection efforts
 tourism planners from both the private
sector and government should develop the
capacity to use statistics in their decisionmaking and policy formulation
 government and the private sector should
develop the ‘political will to invest in statistics’
