ASBESTOS AND LEAD INFORMATION
PART 1 GENERAL
1.01
SUMMARY
A. This Section provides information pursuant to 29 CFR 1926.1101, WAC 296-62-077, WAC 29665, WAC 296-155-176 and to all other applicable requirements concerning working on, working
around and reporting on asbestos and lead containing materials.
B. The information in this Section is based on the results of a good faith review of the Contract Work
requirements and a site inspection of the proposed work areas to determine the presence of
asbestos or lead containing materials. This review and inspection were performed by King
County's AHERA Certified Building Inspector in strict accordance with 29 CFR 1926, WAC 29662-077, WAC 296-65, WAC 296-155-176, and with the accepted principles and protocol
mandated by AHERA.
C. The reports are of investigations of piping, painted surfaces, building and structural materials.
The reports do not apply to lead which may be found in soils, vegetation or other environments.
The reports do not apply to asbestos, which may be found in soils, vegetation or other
environments.
D. Notify all employees and subcontractors who are on site or perform work subject to this Section of
the contents of this Section.
1.02
QUALITY ASSURANCE
A. Referenced Standards: This Section incorporates by reference the latest revisions of the
following documents. They are part of this Section insofar as specified and modified herein. In
case of conflict between the requirements of this Section and those of the listed documents, the
requirements of this Section shall prevail.

1.03
ASBESTOS INSPECTION
A. The County's Inspector has determined to the best of its ability that the proposed construction
areas, under this Contract, and the materials in area of work do contain asbestos.
B, A copy of the report documenting the review and inspection and the findings is included at the
end of this Section.
1.04
LEAD INSPECTION
A. The County's Inspector has determined to the best of its ability that the proposed construction
areas, under this Contract, in the area of work do contain lead based paint.
B. A copy of the report documenting the review and inspection and the findings is included at the
end of this Section.

CONTRACTOR'S RESPONSIBILITIES
A. Should suspect material not identified in this Section be encountered, immediately suspend all
work that could disturb said material and notify the Project Representative who will implement the
proper action. Do not proceed with work that could disturb the material until authorized by the
Project Representative, in writing, to do so.
B. Take the necessary precautions for compliance with Local, State and Federal regulations.
C. When regulated substances are present, submit an abatement and disposal plan for review and
approval by the Project Representative.
D. Comply with Section 01063.
E. Fully inform workers of the presence of hazardous materials.
1.06
COUNTY'S RESPONSIBILITIES
A. Upon notification by the Contractor of the existence of suspect material not identified in this
Section, the Project Representative will have said material inspected and analyzed for the
presence of asbestos or lead, as required.
B. If the results of the inspection and analysis confirm the presence of asbestos in the suspect
material, the County will take the necessary actions for compliance with 29 CFR 1926.1101 and
WAC 296-62-077. After compliance is obtained, the Project Representative will notify the
Contractor in writing so that work suspended can proceed.
C. If the results of the inspection and analysis confirm the presence of lead in the suspect material,
the County will take the necessary actions for compliance with WAC 296-155-176. After
compliance is obtained, the Project Representative will notify the Contractor in writing so that
work under this Contract can proceed.
D. If the results of the inspection and analysis confirm the presence of other dangerous, hazardous
or regulated substances in the suspect material, the County will take the necessary actions for
compliance with State and Federal regulations. After compliance is obtained, the Project
Representative will notify the Contractor in writing so that work under this Contract can proceed.
E. If the results of the inspection and analysis confirm that the suspect material is free of asbestos,
lead, or other regulated substances, the Project Representative will notify the Contractor in writing
so that work suspended can proceed.

This project has been reviewed by Darrell Myers, AHERA Building Inspector Certificate #145176, (expires
January 8, 2015). A good faith review of the documents and past inspections and testing indicate the
presence of asbestos and lead based paint through the work area of this project site.
In the office (control building) interior wall joint compound contains 2% Chrysotile, also on the office
building all windows and exhaust penetrations contain 3-4% Chrysotile in the caulk.
The interior beam in the office contains 14% lead based paint.
In the pump building, all pumps, beams/columns, plates and railings contain 1.8 to 27% lead based paint.
In addition all piping, instrument piping and conduits contain lead based paint.
Gaskets and pipe insulation could not be sampled without destructive sampling to machinery in use and
are presumed to be asbestos containing materials until proven negative.
The fish well railings and grating contain 33% lead based paint and is in very poor shape.
Please refer to NVL Laboratories inspection completed on May 23, 2013.
No abrading, grinding or hot methods should be employed for removal of equipment. If these are to be
used, then lead-based paint abatement needs to be conducted prior to the activities.
