MEMORANDUM FOR RECORD: All Noncommissioned Officers and Soldiers assigned
or attached to ___________.
SUBJECT: Enlisted Soldier developmental counseling Standard Operating Procedures.
Proper procedures, guidelines, implementation and monitoring of HHC, 4th IBCT
Developmental Counseling Program.
1. RESPONSIBILITIES:
Commander
a. Ensure all assigned soldiers and Non-Commissioned Officers are counseled as
per AR 623-3.
b. Delegate authority to the First Sergeant to monitor and oversee the
developmental counseling program.
c. Counsel soldiers when separation actions are initiated as per AR 635-200.
First Sergeant
a. Enforce the Army Developmental Counseling Program as per AR 623-3 and FM
6-22.
b. Ensure all soldiers are provided Integration and Reception, Performance and
Professional Growth, Crisis, Referral, and Promotion counseling as needed or
required by Army Regulations.
c. Initiate Adverse Separation Counseling on all soldiers being processed for
separation from military service.
d. Provide guidance and instruction to Platoon Sergeants and Section Chiefs to
ensure all soldiers get the proper counseling to make them productive and
successful within the Unit and the United States Army.

e. Advise the commander on status of the Developmental Counseling program
within the unit and recommend appropriate modifications to make the program
more effective.
Platoon Sergeant / Squad leader / First Line Supervisor
a. Ensure all personnel within their charge are counseled as per AR 623-3 and FM
6-22.
Soldier
a. Be present at designated time and place to receive counseling as needed or
directed.
b. Modify actions or behavior as noted in any or all counseling given by supervisory
personnel or personnel with general military authority.
2. PROCEDURES:
1. The Company Developmental Counseling Program is essential for good morale,
soldier development and discipline. The program should be monitored and
administered at all levels to ensure all assigned personnel are given the correct type
and amount of counseling necessary to modify unwanted behavior, or to guide the
soldier or Non-Commissioned Officer on the correct path to success within the unit and
to future success within the US Army. The following counseling is required as per AR
623-3 and FM 6-22.
a. Reception and Integration Counseling – This counseling is required for all
newly assigned soldiers as soon as possible upon arrival to the unit. Soldiers will
be counseled as required on the following topics.

10) Other items as deemed appropriate by supervisor
b. Crisis Counseling – This counseling is conducted immediately to help a soldier
through the initial shock after receiving negative news such as notification of the
death of a loved
One. This counseling can be done verbally or in writing according to the
situation. Counseling should focus on the soldier’s immediate or short term
needs. Items to be covered may include but are not limited to:
1) Support agencies available (See Enclosure 6 of this MOI)
2) Chaplain assistance
3) Financial assistance through AER or Red Cross for transportation needs
c. Promotion Counseling – Leaders must conduct promotion counseling for all
specialists and sergeants who are eligible for advancement without waivers but
not recommended for promotion to the next higher rank. AR 600-8-19, Para 1-26
requires that soldiers within this category receive initial counseling when they
attain full eligibility and then periodic but not less than monthly thereafter.
The following topics should be covered if applicable. Strengths and weaknesses
should be covered within each topic with all weaknesses accompanied with
recommendations on how to improve (See enclosure 2 for example).

d. Adverse Separation Counseling – This counseling is to inform the soldier of
the administrative separation actions available to the commander or the
administrative separation actions being initiated against the soldier in the event
substandard performance continues or when the soldier has committed a serious
infraction (UP UCMJ or Civil Law). This counseling will include the following
statement from AR 635-200, Para 1-18 (See enclosure 3 this MOI for example).
1) YOU ARE HEREBY COUNSELED FOR THE ABOVE INDICATED
MISCONDUCT AND/OR UNSATISFACTORY DUTY PERFORMANCE
IAW CHAPTER 1, PARA 1-18 AR 635-200. CONTINUED BEHAVIOR OF
THIS KIND MAY RESULT IN INITIATION OF SEPARATION ACTION TO
ELIMINATE YOU FROM THE ARMY. IF YOU ARE SEPARATED FOR
UNSATISFACTORY PERFORMANCE, YOU COULD RECEIVE AN
HONORABLE OR GENERAL DISCHARGE. IF YOU ARE SEPARATED
FOR MISCONDUCT, YOU COULD RECEIVE AN HONORABLE,
GENERAL, OR OTHER THAN HONORABLE CONDITIONS
DISCHARGE. A GENERAL DISCHARGE OR DISCHARGE UNDER
OTHER THAN HONORABLE CONDITIONS COULD SEVERELY
PREJUDICE YOU IN CIVILIAN LIFE. ADDITIONALLY A DISCHARGE
UNDER OTHER THAN HONORABLE CONDITIONS COULD DEPRIVE
YOU OF MANY OR ALL MILITARY AND VETERAN'S BENEFITS.
e. Performance Counseling – This counseling will be conducted as needed to
correct deficiencies in performance or to highlight achievements. Negative
performance counseling will also include the statement in paragraph d.
above when using the DA Form 4856-E.
1) Soldiers in the rank of SPC and below will have performance counseling
conducted monthly or whenever they accomplish something outstanding that
needs to be recognized. Counseling will to discuss areas that are strong or
need improvement. This counseling will be recorded on a DA Form 4856-E
using the topics covered in Para c. above as guidance or noting the
outstanding accomplishment. (See enclosure 4 and 4a of this MOI for
examples).

2) Soldiers in the rank of CPL and above will have performance counseling
conducted initially within 30 days of promotion, arrival at the unit, or when a
new Rater has been assigned. For the initial counseling a DA Form 4856 may
be used due to the amount of information to be covered and the limited
amount of space on the DA Form 2166-8-1 (See enclosure 5 of this MOI for
example of the initial counseling DA Form 4856-E). Once initial counseling
has been done, performance counseling will be conducted at a minimum of
quarterly to discuss areas of strengths and weaknesses for the prior quarter.
This counseling will be recorded on DA Form 2166-8-1 using AR 623-205 for
guidance. If all information cannot be annotated on the DA Form 2166-8-1,
for example the initial counseling, the DA Form 4856-E can be used and the
statement “See attached DA Form 4856-E” will be annotated on the DA Form
2166-8-1. The
Rated NCO will still initial the DA Form 2166-8-1 and will sign the DA
Form 4856-E. The DA Form 4856-E will then be attached to the DA Form
2166-8-1.
f. Professional Growth Counseling – This counseling will be used as needed to
guide soldiers down the right path for the accomplishment of individual and
professional goals. This counseling can also be considered performance
counseling since it also reviews strengths and weaknesses to create a plan of
action to build upon strengths and to overcome weaknesses. This counseling
isn’t usually event driven (See enclosure 4 of this MOI for example).
g. Long Weekend Safety Counseling- This counseling is used to establish a
safety consciousness in soldiers before commencing a long weekend. Used in
conjunction with passes and POV inspections, it provides the soldier an
opportunity to plan and organize what he/she intends to do on a weekend and
will provide that information to their supervisor. The soldier writes in his POA for
the weekend in the POA block and the chief reviews and makes any suggestions
or refinements to the soldiers plan as necessary. ( SEE Enclosure 8)
