MINUTES OF MEETING
March 25, 2015
The March meeting of the Colonial Intermediate Unit 20 Board of School Directors was held on Wednesday,
March 25, 2015 at the Colonial Intermediate Unit 20, 6 Danforth Drive, Easton, PA. President Baxter called the
meeting to order at 7:42 PM at which time the Pledge of Allegiance was recited.

On motion by Mr. Butz, seconded by Ms. Lastowski, and unanimously passed by voice vote, the Board

MOTION TO Approve Minutes of Meeting – February 25, 2015
On motion by Dr. Baird, seconded by Mr. Wunder, and passed by voice vote the Board approved the
Minutes of the February 25, 2014 meeting as presented.

MOTION TO Approve the Report of the Treasurer & Request for Approval of Bills – February, 2015
On motion by Ms. Lastowski, seconded by Mr. Butz, and unanimously passed by voice vote, the Report of
the Treasurer for the month of February, 2015 was approved and bills ordered paid.

Mrs. Baxter announced that an Executive Session was held prior to the meeting to discuss Legal and
Personnel matters. Present were: Susan Baxter, Michelle Price (arrived at 6:55), Pamela Colton (arrived at
6:34), Daniel Wunder, Annabella Lastowski, Ken Butz, Ethan Habrial, Cindy Nester, Dr. Brennan, Dr. Bianco,
Mr. Pidgeon, Mr. Baltzersen and Atty. Freund (arrived at 6:36).

Dr. Brennan turned this section over to Hans Baltzersen, who introduced Scott Shearer from
PFM who gave a presentation regarding refinancing the Colonial Academy Debt Service. After
the presentation, Mr. Shearer answered questions from Board members. The Board agreed to
continue on to the next steps to get this refinancing accomplished.

Approval – Agreement with Lancaster-Lebanon Intermediate Unit 13
It is recommended the Board approve the agreement between Colonial Intermediate Unit 20 and the
Lancaster-Lebanon Intermediate Unit 13 for work to be performed by Heather Brown for the 2015 KtO
Innovation Incentive Awards Project. ATTACHMENT 13.1

Approval – Acceptance of Report of the IU’s Financial Advisors
It is recommended the Board accept the report of the IU’s financial advisors, Public Financial
Management Inc (PFM) in regards to the Bank loan proposals received for the refunding of the IU’s
Outstanding School Lease Revenue Bonds as noted.

Approval – New Class / Positions
It is recommended the Board approve the following new class / positions:
a.
Associate Teacher (1:1) effective February 26, 2015, and will continue until student moves or no
longer needs service. The Easton Area School District has requested the Intermediate Unit provide
an Associate Teacher to meet the needs of an individual student. ATTACHMENT 13.3.a

Approval – Revised Budget
It is recommended the Board approve the following revised budget for the 2014-2015 school year.

It is recommended the Board approve the following new class / positions:

Summer Work Force Laborers (2 positions), effective June 8, 2015, in the Buildings and Grounds
department at CIU20 Main Office. Not to exceed 40 hours per week for a total of 343 hours for
each summer-time work period.
d. Supervisor of Special Education, effective March 26, 2015, Autistic Support program. This position is
needed due to program growth
e. Teacher (1), Mental Health Worker (1), Associate Teacher (1) – effective March 26, 2015, Emotional
Support program, Palmer Elementary School, EASD. Easton Area School District has requested the
IU20 open an Emotional Support class due to growing needs on the elementary level ATTACHMENT

15. NEW BUSINESS –
Mr. Habrial brought up a website he’d like us to make available to parents. Dr. Brennan, and Ms. Price
cautioned against cautioned against doing so because it would appear the IU is endorsing the program and
website.
Dr. Baird brought up the topic of the legal ramifications of Social Media use. He suggested coming up with
a policy that would maybe be statewide or region wide. Dr. Brennan said she would place it on the
Agenda for the Superintendents Conference.
