The OHMR is a voluntary reserve component of the Ohio National Guard.

Their mission is to provide and maintain a trained force of troops, under the exclusive control of the Governor of Ohio, capable of providing administrative, logistical and law enforcement assistance in support of the

Ohio National Guard, the National Guard's state mission, and civil authorities.

Enlistment ages are between 17-59 years old.

Must be in good health with weight in proportion to height. All applicants must be able to pass police background check. Unit drills 2 days a month and attends a 1 week

Location:

The City of Alliance is located in northeast Ohio in Stark County. Alliance is situated in the northeast corner of the county, approximately 20 miles from the county seat of Canton, Ohio.

Alliance was formed in 1850 by the merger of three small settlements, Williamsport,

Freedom, and Liberty. A fourth settlement, Mount Union, was added to the city in 1888. The name "Alliance" was chosen because of the "alliance" of the small settlements into a larger entity. It also reflected the soon to come junction of two major railroads of the time, the Ohio and

Pennsylvania and the Cleveland and Wellsville. http://www.cityofalliance.com/

Emotional tone:

Alliance is a proud city boasting a 2010 census population of 22,322 residents partially located in both Stark and Mahoning counties in northeast Ohio. Alliance takes pride in the fact they are known as the home of Ohio’s state flower. The red carnation was developed by Levi L

Lamborn who lived in Alliance.

Alliance is a town rich with social, industrial and railroad history; in fact there are two theories on how the town chose its name. The first theory is based on the fact that three small settlements agreed to merge into one larger city. The other theory believes the name came from the crossing of two major railroads (the Cleveland and Wellsville Railroad and the Ohio and

Pennsylvania Railroad) that met in Alliance. Alliance is also home to the Haines House, a restored underground railroad home utilized during the slave period of American history.

Alliance strives to maintain its history in an ever changing society.

Ohio.html#top. Each of these websites promotes the city as a growing, developing, place in which to live and raise a family. Alliance boasts about being centrally located between

Youngstown and the Akron/Canton area. In fact they claim State Street in Alliance as one of the busiest streets in Stark county with over 24,000 vehicles travelling on it a day.

Community pride:

The city of alliance is known as the birthplace of the scarlet carnation which is now

Ohio’s State flower. In 1866, Alliance physician, amateur horticulturalist, and politician Dr. Levi

Lamborn propagated the scarlet carnation from French seedlings in greenhouses at this site. The carnation became the state flower of Ohio in 1904 as a remembrance to the assassinated

President William McKinley. In 1960, Alliance was officially designated "Carnation City" and the first Carnation Festival was held. The carnation festival is held in August of each year.

Alliance is also the home of University of Mount Union after formerly being known as

Mt Union College. Mount Union offers 55 majors and 53 minors of academic coursework in keeping with the liberal arts tradition.

Fear/Tension:

As you can see from the crime statistics reported by the Alliance Police department for the Uniformed Crime Report, assaults, burglaries, and larceny’s make up the bulk of the crime reported. If you speak with law enforcement personnel burglaries and larcenies often equate to drugs. The people who commit these types of crimes are often fueled by their need to support their habit. Check out Alliance PD’s top ten wanted fugitives and you will see the majority of them are wanted for thefts, identity fraud, drug related charges. Alliance like any mid-sized city has its good sections and bad sections of town. The police department is committed to keeping the citizens of Alliance, as well as visitors, safe and secure while living in or visiting their great city.

Housing conditions:

According to Bill Robinson the Code Enforcement Officer for the city of Alliance 80% of the homes located within the city are fine and up to code. However, he estimates 20% are in poor condition and in need of repairs. Bill estimates there are approximately 85,000 homes in

Alliance. When asked about foreclosures he said that like any other mid-size town across the country Alliance has seen its fair share. Cleanliness:

According to Street Department Superintendant Kenny Rhome he oversees 12 employees’s and is responsible for 106 dedicated road miles, 38 miles of alleys, 735 intersections, and 37 traffic lights within the city of Alliance. All the streets in town are cleaned with a street sweeper three times a year. Some of the major routes used for parades and festival’s are cleaned more frequently. Kenny said they are located nearly half way between Canton and

Youngstown, slightly closer to the Canton area. State route 62 (locally known as State Street) and State route 183 (locally known as Union) traverse through the city. The streets are graded by the Engineer’s office and they are paved when funds become available. Kenny Rhome said that he maintains the street by using a new Dura Patch machine purchased within the last few years to repair any potholes that develop. Kenny commented this type of patch seems to hold up longer than the traditional cold-patch techniques. (Spoke with Kenny Rhome on 02-13-2012 on the telephone)

The Parks Department is responsible for litter pick-up within the city of Alliance. Upon speaking with Nathan Harold the Coordinator for Keep Alliance Beautiful (KAB) he said

Alliance has many projects in place for keeping their city clean. KAB is actually an affiliate of the Keep America Beautiful campaign, Nathan said they section off the city according to Wards and then drive around inspecting each section for litter. They are currently working on bringing the parks department on line so that people can see their efforts on the internet. The Parks department has a three pronged approach for Alliance, 1) Litter prevention, 2) Waste reduction/recycling, 3) Beautification and Community greening projects. In 2010 several volunteers helped with cleaning the Mahoning River and its banks where it flows through

Alliance. Every year Alliance puts on five tire rescues, one before each major holiday; in an attempt to collect unwanted tires. This effort beautifies Alliance and helps with reduction of potential mosquito nesting sites when the tires collect rain water. The Parks Department also utilizes cardboard trash receptacles during festivals and parades. They have found these types of receptacles easier to handle and maintain then the old 55 gallon drum system. Public sewage versus private septic : The Alliance Engineering Department: Curtis D. Bungard,

PE- City Engineer: 504 E. Main St., Allinace Oh, 44601. (330) 823-5122, is responsible for overseeing the status and improvement of the sewers. Following and enforcing the laws and regulations of Ohio, ODOT and the EPA, it is ensured that the sewer systems are watertight. The city works closely with the sewer and water distribution department to help provide adequate, safe and economical water and sewer to the residents of Alliance. In 2011, the sanitary sewer portion of Stark county consisted of over 720.4 miles of mainline sewers with more than 46.398 connections to residential, commercial and industrial accounts.

In the rural areas of alliance, houses may be spread further apart and therefore will not have public sewer, but a private septic. VIII. COMMUNITY SLEEP/REST PATTERN

General atmosphere: Alliance is a busy, high-life atmosphere surrounding the local college and student life. State St. is miles of plazas full of shopping and eating, which are the main focus of

Alliance. It is common to see multiple cars on the roads and people walking down sidewalks at all hours of the night and day. Traffic noise may be bothersome to some people, as residents living closer together and closer to the street do not have barriers to block outside noises. The further into the city the closer the houses are to each other and the closer they are to the streets and roads. Main roads are kept up by the city, but back roads are usually unpainted and dotted with potholes, during the winter months back roads may or may not be cleaned. Traffic lights keep vehicles moving steadily, preventing traffic buildup on the main roads. Due to the multiple businesses on the main roads of alliance, light may be an issue during the night.

Sex education in schools

At Alliance City School District, sex education is provided in the classroom to fifth graders. This is a one day class that has girls in one room watching a movie on the development of the female body, changes that will occur, periods, etc. A sample of deodorant is handed out to each student in class. At the end of the class the students are asked to write down any questions that they may have and turn them in to the teacher. The teacher will read each question and answer each student’s question.

Children : Stark County Department of Jobs and Family Services provide Stark County with a

Child Sexual Abuse Unit, Ongoing Family Service Programs, Home Based Services, Substitute
