The winter weather also caused the outdoor demo and the plant tour to be cancelled. - The opening session with former US Navy Seal Jason Redman was very well received. - Trade Show – SOLD OUT; A highlight for many attendees. - CAPA Awards Dinner & Program – 350 pre-registered attendees with approximately 50 or so no shows do to the winter storm. Two agencies, the City of Centennial and the Town of Frederick have had bid packages that restrict the use of RAP. We have had discussions with both agencies to allow increased amounts of RAP. CDOT Issues: Colorado Construction Cost Index: LabCAT on the Road in CDOT Region 5 CAPA Director of Training Tom Clayton and LabCAT Instructor Cincy Rutkoski will be in Durango for the week of March 9 – 13. We have excellent registration numbers on each certification program area: Level A, B, C – 19; Level E (Aggregates) – 5; Level A, B, C, E (streamline) – 13; Level I (Inspector) – 46. The certification courses are being held at the Region 5 Materials Lab on US 160, west of Durango. We thank Tim Webb and Pat Murphy for their assistance on this partnership. C-470 Express Lane Project Update: Tom Peterson attended the C-470 Express Lanes Project Policy Committee quarterly meeting on March 5. The project budget has been increased to $269 M due to estimated construction cost increases. Project Director Jerome Estes stated that the pavement life cycle cost analysis is being conducted over the next couple of months and that the draft RFP is expected to be issued in June. It is hoped that the estimated pavement materials exceed $60 M and that both pavement types will be included in the RFP. Attached is page #25 from the Design/Build Manual. (CDOT Presentation on C-470 – March 5) CCA/CAPA/CDOT DBE Meeting – March 10 Meeting Highlights: o CDOT’s GFE Process - Guidance; GFE Determinations – Case Studies o Additional Questions on GFE: DBE Good Faith Effort (GFE) Frequently Asked Questions (Draft) Question #1: CDOT has made it clear that price alone is not a sufficient reason to reject a DBE, how does a bidder demonstrate that the cost is excessive and unreasonable? Question #2: A contractor may have business reasons for not accepting DBE quotes. Can you clarify what information would be necessary to justify business reasons for not accepting DBE quotes? Question #3: Impacts on schedule, quality, and safety are three factors that are considered when determining whether or not a prime contractor accepts a DBE quote. Can you provide guidance on how a contractor can justify not selecting a DBE due to a concern on safety, quality, or schedule? Question #4” When a DBE subcontractor is removed from a project due to nonperformance, is the prime contractor eligible for reimbursement if the replacement DBE is available at a higher price? o DBE Goal Setting Process – 3 Year Goal and Project Goal Setting - Detailed analysis for two major DBE goals is underway. This year, CDOT is required to submit a three-year overall annual DBE goal and methodology to FHWA. With a great amount of foresight, they decided to conduct a dual goal setting process with the I-70 East project goal setting so all major factors are being considered at the same time. The result will be two separate goals, one for the I-70 East project and one for CDOT's overall annual goal for FY 2016-2018. The analysis will consider the type of work anticipated for I-70 East and other projects statewide. It will also look at the relative availability of DBE firms that are ready, willing, and able to work on CDOT projects and other relevant market factors. The program builds on a wide range of scientific and engineering research, and a solid understanding of what drivers want from a pavement. The end focus is on the high performance attributes of asphalt pavements that ensure a consistent level of drivability. In The News: Asphalt Perpetual Pavement. APCD Enforcement Action 2013-2014 HMA/Sand & Gravel Operations Our annual inspection and enforcement action scorecard has been received. The report (attached) was generated by Shannon McMillan, Field Services, Program Manager, Stationary Sources Program, of the CDHPE-Air Pollution Control Division (APCD). The report shows that the number of inspections were greatly reduced in 2014 (down from 239 in 2013 to 115 in 2014) but the number of enforcement actions was up from 4 in 2013 to 8 in 2014. 8 enforcement actions representing 9 facilities. All but one of the enforcement actions was less than $5,999, 6 were sand and gravel and 3 were for asphalt production. Let me know if you have any questions or comments. Converting concrete into asphalt pavement – A Look at 2015: o Church Avenue (Prince to Nevada) City of Littleton – planned as PCCP changed to SMA, bid in Spring, 2015 o Plum Creek Boulevard, Sunset Court – Castle Rock - bid in January, these two sections of streets in Castle Rock are currently concrete. The scope of the work is to remove and replace with asphalt. o Parkway Drive Reconstruction – County Line to Acres Green – City of Lone Tree – This 2015 project estimated at $1.2 million will remove the existing concrete pavement and replace with asphalt. Bid in Spring, 2015. o Village Road (Hilltop to Betts Ranch Road) – Douglas County - Originally planned as a concrete R/R and now changed to concrete removal and replace with asphalt. Expected to bid Spring, 2015. o Yuma Airport, remove and replace concrete runway and replace with asphalt. Expected to bid in April.
