A Note From Your SCPOA Board
Greetings from Shelter Cove. As we begin 2011, your
Board has 5 Directors and one non voting Director
Janine Platt who serves as Assistant to the Secretary.
Thank you all for your willingness to participate in this
important endeavor. This letter is being sent early to
afford our members time to react to the Marine Life
Protection Act Initiative. This pending legislation will
effect fishing in the community of Shelter Cove.

A Note from Shelter Cove’s Resident Deputy
This is my first Resident Deputy Report to the SCPOA membership. I
want to thank you for your support through the Shelter Cove Community
Safety Association. Without this support it would be very difficult to
remain as a resident of Shelter Cove.
It has been exactly one year since I was assigned to Shelter Cove as
your Resident Deputy and it has been a privilege serving you. I also
serve the towns of Ettersburg, Whitethorn, Briceland and on occasion
assist the Mendocino Co Sheriff's with the town of Whale Gulch.
Although I am involved in many aspects of law enforcement the issue
that takes most of my time seems to be related to illegal marijuana
cultivation around this time of year. In the Fall season, more than a
dozen illegal marijuana gardens were eradicated. In one of those
gardens over 1000 sq. feet of marijuana plants were eradicated, a rifle
removed and a suspect arrested on an outstanding Grand Jury warrant.
The suspect will be extradited back to Maryland. He also faces
Marijuana Cultivation charges here as well. Evidence at the scene
resulted in warrants being processed for others responsible for the large
grow which was clearly visible in the “zoo” area of Shelter Cove.
There has been other calls for DUI’s, drunk in public, uncontrolled dogs
and domestic disturbances. Your Deputy encourages citizens to call the
Humboldt County Sheriff Dispatcher at 707-445-7251 so that the calls
can be properly recorder, documented and dispatched to the Resident
Deputy. Thank you again for entrusting me with your safety.

Market Conditions, Real Estate 2010-2011
Trying to find a silver lining in any real estate market in the
United States these days is a little like trying to find sunshine
in a hailstorm. While it is not entirely impossible, it is
aberrant and fleeting at best.
This has been true for Northern California Coastal area’s as
well. On the local front according to the Multiple Listing
Service (MLS), of the 13 homes that sold in Shelter Cove
between September of 2009 and September of 2010, ten of
them were foreclosure/REO sales. The homes sold at an
average price of $207,511.
Lot sales suffered even more depreciation in this poor
market. Again, according to the MLS, 9 lots sold in this time
period at an average price of $33,222. These are dismal
numbers to be sure, but reflect the market conditions of the
past couple of years. All of that being said, we do find some
cause for optimism!
Our office saw a tremendous increase, this summer, in the
number of people “looking” in Shelter Cove. Indeed, we had
more customers in our office during the months of July and
August of 2010 than we had in the previous fourteen months
combined.
While the traffic didn’t translate into a large sales volume,
the renewed interest in real estate in Shelter Cove, coupled
with the declared “end” of the recession, and the
incomparable and enduring North Coast beauty, are sowing
seeds for a brighter 2011.
We believe that the economic tsunami is mostly past us and
that Buyers are beginning to step back into the market to
find what value remains. Eventually, more of them will put
on their traveling shoes to head for the coast as they seek
that heretofore elusive dream of “owning a little place by the
shore.”
Shelter Cove’s renewed affordability may just be the silver
lining we have been waiting for. As all of us who own
property in the Cove can attest to, this place is the gold at
the end of the rainbow. That is one thing that will not change
regardless of real estate market conditions and it is not
something that anyone can put a price on.

The Shelter Cove Property Owners Association will hold regular public meetings in the New Community Center quarterly for 2011 all on
Saturdays. It is hoped that this change in schedule will allow more non resident property owners to attend these meetings. Current schedule
is March 5th, May 28rd, Sept 5th and Nov 5th. All Saturdays at 2:00 PM at the new RID Community Center by the Links. Come and join us!
The Resort Improvement District RID Updates
Breakwater Rehabilitation
The Humboldt Bay Harbor, Recreation and Conservation District located
in Eureka has received bids for the Shelter Cove Breakwater
Rehabilitation Project. The proposed project would rehabilitate the existing
deteriorated Shelter Cove Breakwater to allow for safer boat launching
and retrieval activities. The work will consist of rehabilitating the existing
rock breakwater, removal and repair of broken concrete sections of the
existing boat ramp, repair and resurfacing the existing ramp access road
and the addition of a guard rail along the access road. Work is scheduled
to start in late 2010.
Golf Report
The Shelter Cove Golf Course operates with an Honor system for
collection of green fees via the Course “Iron Warden” located at the
entrance to the Community Center. Current Green Fees are $10.00 per
day. A total of $15,465.60 was collected for the 2010 fiscal year. Irrigation
water for the golf course is provided by reclamation from the RID waste
water treatment plant via night time watering. A big thank you to all
“Honor Golfers” for your honesty and helping offset Golf Links
maintenance costs.
Bear Warnings
The District has had numerous reports of bear activity all over the Cove.
Do not approach these wild animals. Since the introduction of curb side
trash pickup people need to be aware that trash cans should not be left
were bears can access them. Bears will regularly visit your home if trash
or compost is occasionally left out. Also, please keep your car windows
closed all the way, especially at night. Call the Dept of Fish and Game @
707 445-6493 if you have any questions or concerns regarding wildlife
issues.
Airport Upgrades
Caltrans reported in late summer that more than $400,000 in grant funding
is in the proposed State budget for Shelter Cove Airport Capital
Improvement Projects this year, pending State budget approval. Projects
include asphalt rehabilitation on the runway, taxiway and tie-down areas,
straightening the curve in the taxiway and drainage improvements.
RID Board of Directors.
The RID board continues to serve the community with one new board
member since the last news letter. Suise Fox joined the RID board
last November. You can communicate your comments, questions
and opinion to the Resort Improvement Board members via email or
by attending the monthly meetings which are held the 3rd Thursday
at 9 AM in the RID office building.

Fishing Report : MLPA Round 2
Areas around Shelter Cove are being considered for fishery

The Shelter Cove Pioneers
It has been quite a year so far for the Pioneers with many fun
activities for young and not so young alike! We have had a couple
of Texas-Hold’em Tournaments, our annual St. Patrick’s Day
dinner, the Hobby and Craft Show in April, a community breakfast in
May as well as all the 4th of July events such as the Art Show,
Walk-Along and Bake Sale. In August we partied down at the
Lighthouse and bogeyed to the dulcet tones of Bog on the karaoke
machine! Most recently we hosted the dessert booth at the Taste of
the Cove and may we say that our Pioneer bakers make the tastiest
desserts! W celebrated Fall Dinner on October 16th, Holiday
Boutique on November 20th, Holiday Breakfast on December 11th
and a Children’s Christmas Party December 18th. Keep an eye out
on your RID calendar or your Pioneer emails for further details. The
Pioneers were happy this year to award two $1000.00 scholarships
as well as donating $500.00 each to South Fork High School,
Whitethorn Elementary School and Whale Gulch School. This year
we hosted the Shelter Cove Sirens women’s softball team. They
came in second in their league and just a hair out of first, you go
girls! As part of our community service the Pioneers also offer the
following: Shelter Cove Phone Books, Loaning Closet for Medical
supplies, Welcome Baskets, Community Library, Disaster
Preparedness/Emergency Shelter, Air Ambulance Memberships,
Community Events Sign, Beach and Road Cleanup Days, TV
Translators, Quilting/Craft Group, Bridge/Cribbage Club,
Exercise/Fitness Group, Adult and Children’s Activities, and support
for the Playground, Lighthouse (Bring the Lens Home Project),
Volunteer Fire Department and Sheriff Department. If you are a
Shelter Cove property owner or resident you can apply for Pioneer
membership by sending a check or money order for $10.00 per
member made payable to Shelter Cove Pioneers and mail to 9126C
Shelter Cove Road, Shelter Cove, CA 95589. Be sure to include
your name, Shelter Cove Address, Mailing Address, Telephone/Cell
and email address. Our Pioneer email broadcast is an easy way to
keep informed of upcoming events and items of importance
involving Shelter Cove. Our meetings are held the second
Wednesday of the month at 7:00 PM at the Community Clubhouse.
