About the Position
The Manager, Systems is responsible for the day-to-day management, maintenance, support
and training of the National Quality Agenda IT System (NQA ITS).
Reporting to the Senior Manager, this position is expected to work closely with the Reporting
Analyst, Lead Developer to contribute to the ongoing development of the NQA ITS, including
developing strong relationships with external and internal stakeholders.
The position manages the support and business analyst teams to meet objectives, provide
operational support including knowledge, troubleshooting, system maintenance and training
to the user base. The position collaborates with other teams and contributes to the
operational direction of the system while performing a variety of tasks inclusive of leading and
directing the work of others. The Manger, Systems works closely with the Lead Developer
and business analyst to ensure specifications and system changes are well documented,
clearly defined and implemented in a timely manner.
The position provides support and advice to the Senior Manager, NQA ITS Management
Steering Group, and the NQA ITS Administrators Working Group.

The Business Services Group delivers high level corporate services to ACECQA and, via the
Education and Care Systems team, its national partners.
The group has four teams: Information Technology, Human Resources, Finance and
Education and Care Systems.

About the Education & Care Systems team
Education and Care Systems (ECS) is responsible for the secure and efficient management
of the National Quality Agenda Information Technology System (the NQA ITS) on behalf of
the Australian, State, and Territory Governments.
The ECS team consists of the following areas: technical support, application development,
business and reporting analyst
It provides support to the NQA ITS Management Steering Group, and the NQA ITS
Administrators Working Group.
Key Duties
CRM Management




Develops, manages and oversees all NQA ITS activities within the department
including communication, projects, workshops and process improvement.
Liaise with all relevant stakeholders to review processes and system
implementation and seeks ongoing business improvement.
Participates in defining requirements for evolving NQA ITS system and
infrastructure.
Analysis, development, maintenance and support of other ACECQA IT systems, as
required.
Business Analytics



Works with the business analysis to evaluate, develop, specify and schedule
system changes in line with the forward work plan.
Identifies improvements to the business process, documents and implement
change for efficient and effective outcomes.
Provides requested reports to Senior Manager on progress of system changes,
issues and development.
Governance and Documentation







Manages system documentation (best practice guides, knowledgebase, help
cards, release summary notes and training material for sector).
Develops new business rules and policies for the NQA ITS in line with current
legislation and regulations.
Draft and develop documented and agreed procedures for process
improvements.
Assists with the programmes of works, projects and specifications where
required.
Provides advice, support and written briefings to national committees
responsible for governance.
Implements strategies to assist with data quality and reliability.
Builds relationships with internal and external stakeholders.
Maintenance, Support and Training


Provides on-going support and trouble-shooting for internal and external users
of the NQA ITS

improvements.
Monitors and records application defects to ensure systems integrity.
Coordinates efforts across interfacing systems and service providers to resolve
system issues.
Drives business continuity and disaster recovery design and planning activities
to establish agreed upon requirements.
Manages software licensing and renewals
Prepares and delivers training to system users as required
Manage a Team



Manages and leads a team of support/business analysts to meet objectives.
Manages performance reviews including career development and training
needs for team, to encourage continuous performance improvement.
Holds team members responsible for meeting established performance levels
to achieve individual and group goals.

Demonstrated experience in managing projects and core processes and a
proven ability to implement improvements to existing systems in operation with
a focus on Microsoft CRM Dynamics.
Significant knowledge, skills and experience in managing critical business
systems in a regulatory environment specifically around Microsoft Dynamics
CRM technologies.
Demonstrated ability to identify, trouble-shoot, and resolve technical issues.
Highly developed knowledge of the software development lifecycle, as well as
change management processes and procedures.
Demonstrated leadership and team management skills.
Demonstrated ability to plan, manage projects and drive business system
improvements.
High Level written and verbal communications skills including the ability to build
relationships with internal and external stakeholders, create business cases
and governance documentation and reporting.
