Biography of Mr.Hideichi Okada
Hideichi Okada is Senior Executive Vice President responsible for global business
strategy in NEC Corporation. He served as Vice Minister for International Affairs,
Ministry of Economy, Trade and Industry (METI), Government of Japan, from 2010
to 2012. In that capacity, he promoted international trade and investment,
including negotiations of major free trade agreements. He also served as Director
General of Trade Policy Bureau (2008-2010) and Director General of Commerce
and Information Policy Bureau in METI (2007-2008).
Prior to assuming these positions, he worked for Prime Minister Junichiro Koizumi
as his Executive Assistant, where he dealt with policies on economy, industry,
energy, science and technology, and environment, and with public relations (20012006).
After he retired from METI, he served as Senior Adviser in NTT Data Institute of
Management and Consulting from 2013 to 2014.
He was a Professor at National Graduate Institute for Policy Studies (GRIPS)
(2006-2007) and a Visiting Scholar at Harvard Law School and the School of
International Relations and Pacific Studies, University of California, San Diego in
2007. From September, 2013 to March, 2014, he was the Sasakawa Peace Fellow
at the Walter H. Shorenstein Asia-Pacific Research Center, Stanford University, and
took initiative to promote Japan-U.S. cooperation on energy. In March, 2014, he
was a Pacific Leadership Fellow at UC San Diego.
Okada was born in Tokyo in 1951. He received a LL.M. degree from Harvard Law
School (1981), and graduated from the University of Tokyo with LL.Bs. (1975,
1976).

Professor Allan Mayo
▌ After a recent retirement from a senior position at the UK’s Department
of Business, Innovation and Skills (BIS), Allan joined Digital Greenwich
to help develop the Borough’s Smart City Strategy, which was launched
on 22 October. He brings his extensive knowledge of Whitehall, the
European Commission and member states, particularly in relation to
smart cities and innovation policy. He has recently been awarded the
title of Honorary Professor by the University of Birmingham, where he
has close links with the Business School’s City-Region Economic
Development Institute.
▌ His area of expertise includes understanding cities and urban
transformation, understanding urban economies and environments, and
policy aspects of Smart Cities. He was responsible for the development
of the Government’s strategy in this area, which was published in
October 2013, and supported BSI’s strategy for developing a suite of
smart city standards.
▌ An industrial economist by training, he ran the UK’s International
Technology Service between 2000-2002, promoting technology links and
transfer with both Russia and Japan. He was then instrumental in
developing the UK’s technology strategy between 2003-2007 before
focusing on service innovation. He was invited to Chair the EU Expert
Panel of Service Innovation, which reported to Vice President Tajani in
2011, and he remains closely linked to European innovation policy
networks.
▌ Current interests include developing holistic policy responses to the
challenges posed by the automation of services, where he is a member
of an Advisory Group to the Foundation for Progressive European
Studies (FEPS) a Brussels based Think Tank.
