The Goggin Ice Center staff is proud to provide the students of Miami with the nation's BIGGEST AND BEST intramural ice program.
Help us do our job better. It is important that all players and teams understand and accept their responsibility as "participants." Those responsibilities are as follows:
A) All players and/or teams are responsible and accountable for their actions and conduct. The players must control themselves during the game and not rely on the officials for control. The on and off ice officials are there to facilitate the games.
B) Poor language, negative attitudes, dishonesty, physical violence and arrogance directed toward members of the Goggin Staff and other members of the student body can not be tolerated. Again, all participants are accountable and responsible for their conduct.
Failure to follow any policy or procedure of Goggin Ice Center and/or Miami University will result in suspension/expulsion of participant(s) from Goggin Intramurals.

All players and/or teams are responsible and accountable for the "pre-game check-in" and use of legal players only. Our objective is to provide a fair, safe, recreational program. The team's job is to follow the established rules and procedures. The roster form is an “Official University Document.”
By having your name on the roster and participating you are responsible for knowing and following All the rules and procedures.

Player's skating/playing ability should be appropriate for the respective league. Hockey skates, only, are permitted. a. Event/Program Manager has the right to move players to the level they deem appropriate. b. Should a team be deemed too skilled for the division they are in and it is too late to move them to the appropriate
division, the Event/Program Manager has the right to declare the team ineligible for playoffs, although they will still
be allowed to play their games.

No players may enter the ice surface until after the zamboni has left the ice and the zamboni rink doors are closed.
Penalty: 2 minute team minor at the discretion of the referee or Arena employee. Severe violation of this safety rule could lead to the Arena employee canceling the game, recorded as a single or double forfeit.

(Max of 20 names on a roster at any given time!)- A manager or team representative must acknowledge the playing presence of a player by writing the number worn by the player each game on the roster form at the scorers table prior to the start of the game. The "check-in" is really a "number-in". Numbers will appear on the front and back of the supplied Goggin Ice Center pullover vests. The players' checked-in total, on the roster, should equal the total players participating in the game, and, of course, they must be those players named. Players that are not physically present may not be signed in on the roster. Late arriving players can play immediately (except when grace period is in effect, see forfeits), but must be "checked in" with a number entry prior to the start of the 3 rd period. For accountability, the player "checking in" his team must have his number in the game box circled by the scorekeeper.
Do not "cheat" or risk the death penalty (#6 below).
*Teams with their own jerseys are fine, but they must have individual numbers on the back large enough to be easily read from a distance. *All team players must have the same color jersey or all must use pullovers. **The roster is an Official University
Document and any penalties for "dishonesty" will be covered in these rules and those listed in the "Student Handbook" enforced by the "University Office of Judicial Affairs. a. IM staff reserves the right to stop game play(clock will continue to run) until all players are properly signed in.

In an effort to "keep leagues alive" and provide the maximum opportunity for players to play, the following lists how a player may play per season.
Division I – for the most advanced and experienced player.
Division II - for those who good to better than average skills.
Division III - for those who have average to limited hockey skills (Players without any Varsity High School Experience).
Almost Beginner - for those who have very limited hockey experience or participated in our Spring Beginner league.
Beginners - just that . . . those who have not had high school/junior/midget hockey experience. Beginners are limited to
one season, then “graduate” to Division III or Almost Beginner. Players are not eligible for the Beginner
League if they have played previously in any IM hockey league.

H. may play in the Fall or Winter Seasons. A player is considered Club or Varsity if they were with the team through the team's first 20% of the games. Club players are permitted to play Spring “Division I” hockey only. Limit three (3) per team.
All last season (2011-2012) Miami Varsity Hockey players must play Division I. Limit two (2) per Division I team.
A player must play in at least one regular season game to be eligible for the playoffs.
All last season (2011-2012) Miami Club hockey players must play Division I, Division II. Limit three (3) per Division I team.
All former Miami Varsity players must play Division I, except with special permission from The Goggin’s Program
Manager.
No player may play on two teams. (see #4 on page 1)
We expect all players to attempt to play in the league (Division I, II, III) which best meets their ability level. There will always be a "best player", and a formal protest cannot be considered for a best player. But we may require players that are so dominant in a league (not a game), to leave a certain league. A protest can be filed only to make The Program
Manager aware of your concern. The Program Manager makes all the final decisions with input from other teams, supervisors, etc.
No player who has played in the Division I league should play in the Division III league, unless special permission has been granted by the Event/Program Manager.

A. Will not be tolerated. Honesty and Integrity build our program. An illegal player is as follows: playing on two teams or someone that is not signed in (people signed in under false names other than their own are also illegal). Team managers or players checking in their squad are liable to punishment for illegal players. Team managers’ failures for signing in illegal players are subject to punishment.
In an attempt to clarify, here is where responsibility lies:
1. If a player plays on two teams illegally, he/she SHOULD know it, and therefore, has major responsibility. The
2. team may or may not have responsibility.
If a team player (should be the manager) "checks-in" his players and cheats by "ignoring" the fact that a player is not on their roster or checks-in players under different names, the responsibility clearly rests with the Team and/or the manager first, and possibly the illegal player second. The person doing the check-in risks a major suspension for himself and the team, and further University action for "Dishonesty."

*Suggestion* If you have an illegal player or don't have enough players to play, DO NOT TAKE THE RISK . Forfeit the game prior to the start, and use the ice for a scrimmage. Therefore, players from other teams may now scrimmage with you at no risk. The forfeit procedures (fee, how to use the ice, etc.) must be followed.

At any point in the game if the winning team leads by 9 goals, the game is declared complete. Both teams have the right to the ice. If either team desires the ice may be split in to halves for practice. This rule is effective during the regular season and all playoff games. Referees will keep officiating if requested. The spirit of this rule is for the contest to maintain integrity and not to embarrass the opponent. Scoring goals "in your own net" etc., will result in a possible forfeit. All goals against must be legitimate.

The Ice Arena will provide all goalie equipment, helmets with masks, pullover vests and some gloves. Players must provide their own personal equipment (sticks, supporter, shin guards, pads and practice pucks). Skates may be rented at the skate shop for $2 per game.
The manager brings his ID over to the proper penalty box (opposite your bench).
Equipment is located in the penalty box. (i.e., gloves, helmets, pullovers).
At the completion of the game, the players must go to the penalty box and hand back the equipment in orderly fashion.
The use of Ice Center equipment is a privilege, so keep the following things in mind (suspensions can be imposed):

Do not throw or otherwise abuse the equipment.
Do not accidentally take any equipment home; the failure to follow these simple requests will jeopardize the further use of equipment for all IM hockey participants.
Should equipment be lost or damaged through abuse, the individual teams & players are financially responsible.
No device for player's protection shall be worn which may injure other players.
Note: All players must wear certified helmets with certified facemasks closed at the chin. We follow the USA Hockey

J. and HECC standard. Therefore, no wide-eye protec masks permitted in IM Ice Hockey. A list of legal facemasks and helmets will be supplied upon request. Only legal USA Hockey/NCAA flush goal masks will be permitted.
All straps must be snapped. A warning comes with the first offense. 2 nd offense results in a two minute delay of game penalty.
All players must wear hockey gloves, hockey skates and regulation hockey shinguards that fit while on the ice. Elbow pads are strongly recommended. All players must have full coverage (sweats, hockey socks, etc.) Short pants alone

Players wearing glasses must wear protectors or have shatterproof lenses.
Skates and lockers are available for rent at the Skate Shop.

Players go to the skate shop to rent skates for $2.00. A player may also purchase a slip for $5.00 at the skate shop, which includes all mentioned items in section A, and a pair of skates. Take that slip to the Equipment Room (near the locker rooms) If rental room window is closed go to A pad penalty box to find IM staff and turn that slip in for a bag of gear.
Return a complete set of gear…missing gear will be followed up by on an Arena employee.
All a beginner needs is a stick, supporter and sweat pants.
All goalie gear is provided free. The key is available from the scoreboard operator.

Locker rooms #12 and #13 will be the main IM Hockey dressing rooms. Goalie gear will also be stored in these rooms and you must get a key for the equipment from an IM scorekeeper or supervisor. Room #15 will be set aside for female players. Women are not allowed to dress in locker room 12 or 13. Rooms may vary due to other Arena activities. Check the locker room board.
Do not leave valuables in the locker rooms . Goggin is not responsible for lost or stolen items. You may bring your own lock, all lockers have the ability to be locked or take valuables onto the benches. Locks must be removed after every game. Locker rooms are shared by all teams! Please make the effort to keep the rooms clean.

There shall be three (3) periods of 14 minutes of running time each. Teams will be allowed 5 minutes of warm-up from the scheduled time of the match. There will be a 1 minute break between periods for switching ends and line changing if time permites. The last two minutes of the game (and playoff overtimes) will be stop time if the game is within 2 goals.

Besides the players, a team can have a maximum of 2 non-playing coaches/trainers in the bench area. (Spectators for safety sake will be asked to sit in the stands opposite the benches.) No player under suspension may be on the bench.

a. A player ejected from the game may not remain on the bench and may be asked to leave the rink at the rink
manager’s discretion.

(All forfeits will be recorded as a 5-0 loss for the team which forfeits.)
A. A team must have a minimum of five (5) players on the ice and ready to play to start a game, upon the completion of the warm-up. A goaltender is not required.
B. If a team which has five or more players to start the game loses players due to injuries or penalties, they may continue to play provided they can put at least 5 players (3 skaters & 1 goalie) on the ice. If at any time due to injuries, stacked penalties, or D.Q.'s a team cannot put 5 players on the ice, the game will be immediately forfeited, with the winning team given the option of taking the existing score or the 5-0 forfeit score. If over 1 period was played, no forfeit fee has to be paid.
C. The warm-up time begins at the scheduled game time. A team may begin with 4 players. Should a team not be ready and dressed to play with 4 players after the warm-up, a 5-minute grace period will be used. Should the proper number of participants arrive and be ready to play before the 5-minute grace period, the game will begin and the time remaining on the game clock will constitute the time remaining in the 1 st period. The clock will start the grace period with 14 minutes..
At 8:59, if the team(s) are not ready, the game will be declared a forfeit.
D. Players deliberately making contact with an official shall be barred from all IM activities and the game shall be forfeited immediately, and the team risks being removed from the League. Severe University sanctions will follow via the
“Office of Judicial Affairs.”
E. Players/Teams who verbally abuse an official or who constantly whine and complain, risk individual penalties and suspensions, along with the forfeiture of the game and potential team suspensions. (See Rule #23)
F. Any player not on the roster after the freeze date who plays, will force his team to forfeit that game and both face the
"Death Penalty" and University sanctions for Dishonesty.
G. All teams which forfeit must pay a $20.00 forfeit fee to the Goggin Skate Shop in order to participate in the next game.
If it is the team's last game, the fee need not be paid.
H. There will be no rescheduling or schedule changes.
I. The team not forfeiting will be given the opportunity to utilize the vacant ice provided they follow all the proper IM hockey rules and procedures. The IM supervisor can ask the team to leave the ice should they not follow those procedures. Those on the ice must leave at the scheduled time regardless of what time is on the clock.
13.
Any team unable to attend a scheduled contest should notify The Program Manager at (529-9800) a minimum of 48 hours (2 days) prior to the contest. The game will be declared a "default" and a loss (5-0) will be assessed but a forfeit fee and forfeit will be avoided.

Only team captains or their designated representatives may discuss rule interpretations with the officials.

The red line will NOT be in effect for icing or offsides . This will help speed up the game.
Goalies cannot go past the center red line to participate in the play. Going to the bench on a delayed penalty is permissible.
*** D. Offside Tag-up Rule : When a team has passed or shot the puck into their attacking zone and teammates are offside
(delayed offsides) those players who are offside may return to the blue line and "tag-up". When at least one of all of the attacking players' skates are in contact with the blue line or are outside the attacking zone so that at that instant the

attacking zone is entirely free of all attacking players, the delayed offside shall be nullified and play is allowed to continue. ***This is the “old” USA and NHL rule that will remain in effect to help speed up games.
*IMPORTANT* Hand Passes
Hand passes will not bring a whistle if the action takes place within the defensive zone by the defensive team only. The puck must remain within the zone if played by a defensive teammate.

Goaltender Privileges
Should a team lose a goaltender in the middle of the game (injury or DQ), no player may have "goaltender privileges."
Crease Play
No offensive player or his/her hockey stick is permitted in the offensive goal crease. VIOLATION: whistle and face-off outside the zone. *Exceptions exist when the puck is loose in the crease, if the goalie is outside the crease, or if the player is pushed into the crease. (USA hockey rules apply.)

Slap shots are legal in Division I & Division II only.
In all other leagues, any shot where the backswing of the stick exceeds the waist will be judged a slap shot. Clearing the puck with a slap shot may also be illegal if the clear is potentially dangerous to the players. Referee discretion prevails.

Most conventional USA Amateur Hockey penalties will be in effect, along with the revisions unique to our program listed below. All minors are two minutes in length, and majors 5 minutes. When a player receives a minor penalty, and his/her team gives up a shorthand goal that player may leave the penalty box with the team returning to full strength.
Majors are served in their entirety with no substitutions allowed.
If a penalty expires while play is stopped, the player may re-enter the game as soon as the puck is dropped.
No co-incidental penalty rules will be in effect, play will be 4-on-4.
(Except in the case of majors).
*IMPORTANT* : To avoid teams delaying when shorthanded, a shorthanded team cannot change players at any stoppages, unless they are in stop time (ie. 2 minutes left in a 2 goal game). Player changes may occur "on the fly only".
1. Delay of game penalty may be assessed if team continues to change after warning.

1. Team A has a power play then there is a delayed penalty on Team B. If Team A scores, the first penalty wipes out
and the delayed (2nd) penalty must be served at two or five minutes.
2. A goalie does not serve any penalties that require him/her to go to the penalty box. A player on the ice serves them.
However, a goalie is not exempt from misconducts, foul-outs, or disqualification.
3. Should a goal be scored in a delayed penalty situation the official shall report the penalty as such. The
infraction, even though not served, counts toward the "foul out" rule.
4. There are 5 types of penalty classifications: a. Minors - they are two minutes in length. Sometimes double minors are assessed which are two, two-
minute penalties. b. Major penalty - 5 minutes, with no substitution. All "majors" automatically bring a game disqualification
(see below). Majors may be co-incidental. c. A 10-minute misconduct/Gross misconduct - This is assessed to an individual for verbal or other type of misconduct. The team does not play short-handed. In the most severe cases, a gross misconduct is assessed which brings with it a game disqualification and a severe suspension. (See Rule #23) d.
Game Disqualification (D.Q.) - Any player assessed (for example), a fighting major, stick or checking major, gross misconduct, an attempt to injure penalty (see below #19 thru #23), etc. will also receive a game disqualification from that game, and is suspended indefinitely from both Goggin Hockey and
Broomball until they meet with the The Program Manager. It is the responsibility of the player to contact the The Program Manager. Should the player not contact the The Program Manager within 72
HR’s of the (D.Q), the TEAM risks forfeiting their next game.
It is the Team's responsibility to insure the player serves the suspension . The minimum suspension is three (3) games for each team on which the player plays (hockey and broomball). The three game suspension is a minimum and based on the situation, the player's conduct, the type of penalty, and the severity. Greater suspensions are at the discretion of the Goggin Ice Center’s Assistant Director of Programming or the Program Manager.
Should a second incident to the same player occur, in either hockey or broomball, the player may be barred from future Goggin Ice Center IM play. e. Fouling Out - Any player accumulating a total of three penalties (not to include serving a penalty for a teammate) without a game disqualification in the same game will be "ejected" for the remainder of the game. That player can play in the team's next game. Should this occur to the same individual several times, further disciplinary action may be taken. (**See Rule #23)

Interference - You cannot "impede the progress" of an opponent with picks, kicking away the opponent's stick, etc.
Tripping - Occurs by using one's leg, stick, etc. If, when a player leaves his/her feet to play the puck, and the opponent falls over the player that left his/her feet (regardless of whether the puck is hit) a minor for tripping must be assessed.
Holding - Of any part of the opponent including the stick.
Hooking - Using the stick blade to slow down the opponent, normally on the body.

Unsportsmanlike Conduct - The initial penalty assessed for language or any "unsportsmanlike conduct." A player who drops his/her gloves with the intent to fight or to instigate a fight, but is prevented by the officials will receive this minor as a minimum.
Verbal Abuse from Bench - (See Rule #23)
1. Any abuse from a non-playing bench person: penalty - bench minor, then gross misconduct.
2. Abuse from identifiable player: penalty - unsportsmanlike minor; 10 min. misconduct; gross misconduct.
3. Abuse from unidentifiable player: penalty - bench minor; another bench minor; forfeiture.
**Bench minors may be served by anyone on the team.
Delay of Game
1. Because of the running time periods, a team who intentionally delays the game will receive a two-minute penalty. Should a delay-of-game penalty be called with under two minutes remaining in the game, a penalty
2. shot must be awarded. The clock will stop for the penalty shot. The penalty shot option exists.
A minor penalty for delay is assessed if a team uses the "grace" period (see #12 D).
Roughing - Any contact with the gloves and an opponent's facemask (not grabbing the mask -see #21A) is an automatic roughing penalty. "Pushing" an opponent is also roughing. (May be a single or double minor).

Stick penalties are very severe. Hockey sticks are not weapons. Deliberate use of a stick in an attempt to injure an opponent brings a major and game disqualification. Contact does not have to be made. Reckless use of the stick may be a minor, double minor or major penalty. A game D.Q. is included with the major. All players are accountable & responsible for the use of their stick.
A stick penalty which results in the "drawing of blood," but without intent to injure, is a double minor without a game disqualification. (Officials discretion applies.)
Minor, double minor, or Major (A or B above) at the discretion of the officials are assessed for:
*High sticking, cross checking, slashing
- High sticking also includes playing the puck with your stick above the waist – including on deflections into the net for goals. In this instance the goal will be disallowed if tipped or deflected with a stick above the player’s waist.
Automatic Majors plus Disqualification are assessed for:
*Spearing, Butt-ending, Deliberate attempt to injure
Any contact (accidental or otherwise) of a stick with a standing opponent's helmet brings an automatic penalty
(C above).
Slashing the Goalie - No player may make contact with his/her stick upon the goalie when the goalie is in possession of, and freezing the puck (before or after the whistle): Penalty - automatic minor, double minor or major for slashing.
Any retaliation by the goalie or other players must result in minimum minor penalties as well.
If the puck is in the air above a players' shoulders and the player reaches for it with or without contact with the "blade" of the stick in traffic a high sticking penalty is automatically imposed. If there is no traffic then it is an automatic whistle and a face-off at the nearest dot ( referee discretion ).
Slap Shots or High Sticking - A slap shot is constituted by the Stick, on its backward or forward motion, being raised over shoulder height endangering participants . Face off will occur in offending team’s defensive zone.
If player continues to cause a violation a 2 min delay of game penalty will be given.
A shot does not have to be taken to constitute a high sticking penalty. If an opponent is within approx. 5 feet of a slap shot, a minor must be called. Keep the sticks down
Often, players end up prone near the puck. That does not give license to the offending player to "accidentally" hurt the prone player.
*Rule* If, in the opinion of the Official, the offending player is too violent and injures the prone player, a minor/major may be assessed for slashing. However, when prone, that player must make an effort to get up and ignore the playing of the puck. (Minor for delay of game.)
High Stick is defined as playing the puck with a stick above the shoulders. This includes on tips and deflections for goals. If a player tips or deflects the puck above their shoulders the goal should be disallowed.

A. There is no deliberate body checking of any type. Any hit/contact not perceived as incidental will bring a minor, double minor, or major plus game disqualification at the discretion of the referees.

There is no peacemaker rule. Should any type of altercation/confrontation occur, no player may intervene from the ice or from off the bench. You cannot even grab your own player. This adds "fuel to a potential fire." An altercation is defined as any situation where at least one minor or major is called.
Players may not come off the bench (or penalty box) during an altercation . Any player coming off the bench during an altercation, whether getting involved or not, will receive a game D.Q. and face a more severe suspension. If enough players leave the bench (from both teams) and there are not enough for the game to continue, the game will end.
In this case, the score will be recorded as it was when the game was stopped, unless the winning team clearly instigates the altercation or cleared the bench first. In that case, the game will be a double forfeit. For having players leave the bench, the teams may also face additional penalties, or forfeitures.

If the on or off ice officials (or with the help of Arena video tape) are able to determine a "clear instigator" to an altercation, that instigator will receive a minimum 4 game suspension on each team on which they play. An instigator is not one who slashes/holds/etc., an opponent causing the fight. An instigator initiates the fight. Not every situation will have an instigator.

Increased use of rude or profane language, arrogance, dishonesty, or mental or physical abuse directed toward members of the
Goggin staff or other members of the student body brings a Gross Misconduct and a minimum 3 game suspension on each team on which the player participates, and potential University Sanctions consistent with the "Code of Student Conduct" in the Student
Handbook through the "Office of Judicial Affairs." Please see Section 18e in regards to fowl language.

If the defensemen cross the top of the circles during a scrum after the whistle the face off will be placed in the neutral zone.
Do to time restraints the clock will not stop for injuries. In the case of a serious injury, when a player cannot be moved, based on the scheduled time of the next game or ice cut, the current game may be shortened or not completed. For example, if there is 12 minutes on the clock, but after the delay, there are only 5 minutes until the next game or ice cut, the teams will only play 5 minutes. If the game cannot be completed, the score will stand.

The roster freeze date is designed to allow a team to add players that have not played for any other league team that season.
Players cannot "jump teams" prior to the roster freeze. That classifies the "jumper" as an illegal player. Special situations, such as the need to replace injured players after the freeze date, etc., should be taken up with The Program Manager for special permission.

In case of a tie in standings, the following priority list will be used:

Only protests regarding illegal player(s) will be considered. The protesting team shall inform the referee that he/she wishes to protest and fill out a protest-form. The form is obtained from the scorekeeper. The referee will inform the IM supervisor immediately, who will investigate and make a decision. If the protest is upheld, the team with the illegal player will immediately forfeit the game and face the penalties in Rule #6. The protest must be made before, during or immediately after the game.
Protests as a result of judgment, omissions, or mechanical error cannot be considered.
30. Should a game have to end prematurely because of an injury, altercation, etc., the score will be recorded as it was when the game was stopped, unless the winning team clearly instigated an altercation or their actions (leaving the bench, etc.) forces the ref. to call game. (See #21 D or #26).

- Should games be canceled due to weather problems, games will only be made up on an ice available basis. There will be no refunds for these missed games. If games cannot be made-up, the team's winning percentage will be used for determining playoff selection.

Any player in the opinion of the officials who is under the influence of alcohol or drugs or with it on his/her breath, will be suspended from IM play and the team risks a forfeit or suspension, and further University disciplinary action. There is no alcohol permitted in the building.
A. Teams risk suspension from the current and or future seasons, as the team is responsible for the players.

- All forms of tobacco use inside the building is forbidden by law. Smoking outside the building is not permitted

- The attacking team's center must place his stick down first on all face-offs.

Should the goalie be pulled and the opponent has a clear opportunity to score on the empty net, but is fouled or a thrown stick prohibits the goal, the goal will be awarded.

If, at any time, the officials/arena supervisors feel that the game/players are out of hand (regardless of a lopsided score), they have the right to cancel the game at that point. Game result is at the discretion of the management staff.

It is the Team's responsibility to inform The Program Manager of any perceived errors in a TIMELY manner. It is also the team's responsibility to check and know what time their playoff games are played. Should a tie occur after regulation time, at least 1 - 5-minute sudden death overtime will be played (2 - 5-minute overtimes if in
Semi Finals or Finals). All overtime periods will be running time except for the last two minutes of each period. Should the game remain tied, a shoot-out procedure will take place as follows:
(The schedule will indicate the number of overtimes played before the shoot-out)
The same player cannot shoot again until every member of his team has a shot.
No player in the penalty box at the end of the playing time may participate in the penalty shot shootouts.
The Shoot-out will be a best of three with the higher seed shooting second.
After three shooters the shoot-out will continue as a sudden death shoot out, with the higher team given the opportunity to tie the shoot-out back up.
