Requirements for the Issuance of Certificates of Occupancy and
Certificates of Operation
1. Certified Copy of the Environmental Compliance Certificate
(ECC), if not yet submitted
2. Certified Copy of the Laguna Lake Development Authority
(LLDA) Clearance, if not yet submitted, for companies within the
LLDA jurisdiction
3. One (1) Set Copy of the As-Built Architectural Plan (Site Dev’t
Plan & Floor Plan), Machine Layout Plan*, Wastewater
Treatment Plant Layout Plan and Fire Protection Layout Plan ,
duly signed and sealed by licensed professionals and signed by the owner,
as endorsed by the PEZA Building Official
4. For companies outside LLDA jurisdiction:
Certified Copy of the Department Of Environment and Natural Resources
(DENR) issued Permit to Operate (PTO) or proof of application, for
Air Pollution Source Equipment (APSE), Air Pollution Control Facilities
(APCFs) and Wastewater Treatment Plants (WWTPs)
For companies within LLDA jurisdiction:
Certified Copy of the LLDA issued Permit to Operate or proof of
application, for Emission Source Installations (ESIs) and Discharge
Permit (DP) or proof of application for Wastewater Treatment Plants
(WWTPs)
* Required only if there are APSEs, and APCFs, / ESIs
