Grassroots and Advocacy Program
Executive Summary
The West Virginia Oil and Natural Gas Association (WVONGA) is the oldest trade association in West
Virginia, and represents all segments of the oil and gas industry in the state from the wellhead to the
burner tip. The Association is seeking an agency partner to help develop, manage, and provide strategy
to solidify the industry’s public image, to mobilize supporters, and to support defined policy goals at the
local and state level.
Background
WVONGA is comprised of member companies both large and small covering all aspects of the oil and
natural gas industry operating in West Virginia. Our members employ thousands of people across the
state, own more than 20,000 oil and gas wells, and have more than 15,000 miles of pipeline across the
state. In 2012, WVONGA members produced over 75 percent of all the natural gas and oil produced in
the state and accounted for more than 90 percent of all permits in 2013.
Today, Energize WV is the educational non-profit arm of WVONGA, and it seeks to build upon the
Energize brand to build the association’s advertising, grassroots, and educational voice.
Outside of the scope of Energize WV, WVONGA works to lobby state and local government officials on
issues that concern the industry. Energize WV has worked to supplement WVONGA’s governmental
outreach with efforts to reach residents in our operating areas, such as through WVONGA’s weekly
radio program Inside Shale.
Key issues for the industry in West Virginia have varied over the past few years and include working to
pass the Horizontal Well Control Act in 2011, educating the public about the industry and the practices
of horizontal drilling and hydraulic fracturing, demonstrating operational safety, combating unfounded
water contamination claims, determining surface owners’ rights, and establishing a need for
pooling/unitization legislation.
Recent developments in the areas of drilling and production techniques, especially in the Marcellus play,
have radically changed the industry, and today, Energize needs to redefine its own goals and purpose in
a clear and consistent manner; one aspect of our PR strategy should be to help define internally what
Energize should be, as well as determining what our external strategy should be.
Program Overview
Energize WV is looking for feedback and strategy on how to best solidify the industry’s public image,
mobilize supporters, and support defined policy goals. We envision a program that builds on our
previous efforts and promotes the messages of the sustainable future of oil and gas development,
economic security, and job creation in the state.
Our agency partner should also help to develop and execute a comprehensive PR strategy that includes
educating the public on the benefits of safe and responsible shale development. Special emphasis
should be placed on community outreach and grassroots component, which should complement our
local/state governmental outreach.
Energize WV priorities include:

Any efforts should be aware of and sensitive to recent events such as the chemical spill into the Elk River
in Charleston and the well fire and explosion in Greene County, PA. Public perception is often molded by
major events, whether directly or tangentially related to the oil and gas industry, and our PR efforts
must focus on quick and appropriate responses when necessary.
Key Program Components

o We are NOT looking for lobbying, but we look to educate the public on key issues and expand our
grassroots network through offline means

and skills in web content management, writing and editing for the web, web/project
management and graphic design. He/she will be responsible for helping to develop
the organization’s internal online presence.
The Communications Specialist must be a strong writer and have basic knowledge of
HTML and Adobe Photoshop. He/she must possess the ability to organize
information and make it web-ready and user-friendly. This individual must
