STANDING ORDER FOR THE ALLOTMENT OF HOUSES EARMARKED TO THE HARYANA
POLICE CORPOATION BY THE POLICE DEPARTMENT HARYANA AT VARIOUS POLICE
LINES TO ALLOT TO ITS STAFF.
Standing Order No. HPHC/E/9025
dated 21.6.2006
Short Title and application:- This Standing Order may be called the House Allotment Order 2006 shall apply
to all the houses earmarked to the Haryana Police Housing Corporation in various Police Lines i.e. at Panchkula,
Yamunanagar, Karnal, Panipat, Hisar, Gurgaon, Madhuban and Faridabad. This standing order shall come into
force with immediate effect.
2.
Definitions:a)
Allotment means the grant of a license to an employee of Haryana Police Housing Corporation
to occupy a house or a portion thereof earmarked by the Police Department to HPHC.
b)
Controlling Authority:-means Managing Director of Haryana Police Housing Corporation
Panchkula. The Managing Director, HPHC shall be the controlling as well as final authority in
respect of houses earmarked to the HPHC at various Police Lines for their allotment to the
employees of the Corporation. He shall also cancel any allotment of house for reasons to be
recorded.
c)
Family means the wife or husband, as the case may be, parents, children , legally adopted
children, step children, brother and sisters, as ordinarily reside with and are dependent upon the
employee.
d)
License fee means the sum of money payable monthly in respect of a residence allotted under
the standing order which will be 5% of the Basic Salary or standard license fee on the pattern of
PWD B&R Haryana whichever is less.
e)
Residence/House means a building or a part thereof used for residential purposes and under the
administration of HPHC/Police Department.
f)
Subletting means letting out and includes sharing of the whole or any part of the residence by an
allottee with or without payment of rent by such person.
Explanation: Any sharing or accommodation by an allottee with the
members of his family
and close relations shall not be deemed to be
subletting so long as the employee himself is residing in
the residence allotted to him.
g)
Transfer means a transfer from one location to any other place in Haryana or out side of
Haryana or from one station to another station within the state of Haryana.
h)
Basic Salary means basic pay and no other allowance is to be taken into account.
i)
Eligible employees mean an employee of the Haryana Police Housing Corporation working on
regular basis as well as the employee working on deputation with the HPHC.
j)
Employees owning houses to be ineligible for allotment of house under this standing order.
No employee shall be eligible for allotment of house under this standing order if he or his spouse
or any of his dependent children owns a house at the place of posting, unless he is willing to pay
double the normal license fee.
3.
Procedure for allotment
i)
The employees shall apply for allotment of houses in the prescribed Application Form
in order of seniority shall be sent by the Executive Engineers concerned of HPHC/
Incharge duly recommended under his signature to the Managing Director Haryana
Police Housing Corporation for perusal and consideration. Application sent directly to
the M.D. HPHC shall not be considered.
ii)
First preference in the matter of allotment will be given to those employees who are
not in occupation of a Govt. residence and do not own a house at the station (s) where
the houses of HPHC are situated.
iii)

A allotment of house will be made strictly according to the seniority principle i.e. first
come first serve basis. However, M.D. is empowered to consider the request for
allotment of house for an employee keeping in view his duties of arduous nature or in
any emergency.
Where an employee fails to accept the allotment of the house or fails to take
possession of that house, within 14 days of the date of issue of the letter of allotment,
or in case of refusal of house due to any reason, he shall be debarred for allotment of
house for one year only and he will not be entitled for the payment of house rent
allowance.
4.
Period from which allotment subsists and concessional period for further
retention.
1.
An allotment shall be effective from the date on which it is accepted by the employee and shall
remain in force until:
i)
The expiry of the concessional period mention in column 2 of the Table
given in sub para (2)
ii)
It is cancelled or is deemed to have been cancelled under this standing
order.
iii)
It is surrendered by the employee: or
iv)
The employee ceases to occupy the residence.
2.
A house allotted to an employee may subject to sub rule (3), be retain on the happening of any of
the events specified in column 1 of the table below for the period specified in corresponding entry in column 2
thereof.

Explanation: The period permissible on transfer mentioned against items 2 shall count from the date of
relinquishing the charge. The period for which the employee remains on leave before joining duty at the new
office shall not be taken into account in calculating permissible period.

When a house is retained under item No.(2) of the table in sub rule (2), the allotment shall be
deemed to have been cancelled on the expiry of the admissible concessional period unless immediately on the
expiry thereof the employee resumed duty in an eligible office.
4.
An employee who has retained the residence by virtue of the concession under item (1) of the
table in sub rule (2) shall on re-employment or reinstatement, as the case may be, in an eligible office within in
the period specified in the said table be entitled to retain that residence and shall also be eligible for any further
allotment of house under this standing order.
5.
Extension of the period of the residence beyond that specified in the table below sub rule (2)
shall be allowed by the M.D. HPHC in exceptional cases with reasons to be recorded in writing on payment of
five times the normal license fee for a period not exceeding 3 months. After that if the employee does not
vacate the house allotted and occupied by him beyond the specific period, he shall be liable for penal rent
@ 50 times the normal license fee.

In case the employee who has been transferred outside from one station to another station within
Haryana State, rejoined within the period as prescribed in column 2 of the table under sub rule (2), the allotment
of the same residence shall be regularized in his/her name.
5.
Provision relating to license fee
i)
Where an employee, after accepting the allotment fails to take possession of that
accommodation within 14days of the issue of allotment order, he shall be charged license

fee from such date for a period of one month or till the date on which the new allottee takes
possession of the said house, whichever is earlier.
ii)
Where an employee, who is already in occupation of a house, is allotted another house and
he occupies the new house, the allotment of the former house shall be deemed to have been
cancelled from the date of occupation of new house. He may, however, retain the former
house on payment of normal license fee upto 10 days for shifting. If the employee does not
vacate the former house he shall be liable to pay panel rent @ 20 times the normal license
fee for the entire period from the date he takes possession of a new house to the date of
vacation of old house.
iii)
License fee @ 5% of the basic salary (i.e. basic pay) or standard license fee on the pattern of
PWD B&R Haryana whichever is less, shall be charged from the employee per month who
has been allotted the house and shall be deducted from his salary by the Corporation.
Subletting and sharing of residence

No employee shall share the house allotted to him or any of the except with the member
of his family and close relations.
No employee shall sublet the whole or any part of his house to any other
employee/person allotted to him.
Where the employee to whom the house has been allotted sublets the residence or
commits any other breach of the rules, or the terms and conditions, the M.D. HPHC
without prejudice to any other disciplinary action that may be taken against him, may
cancel the allotment of the house.
Where the allotment of the house is cancelled or deemed to have been cancelled on
account of subletting, the Corporation shall be charged penal rent @ 50 times the normal
license fee from the employee from the date of cancellation of allotment, the employee
shall be liable for the disciplinary action and shall not be entitled for another allotment
during his entire service period.
7.
Interpretation of standing order: If any question arises as to the interpretation of this standing order,
it shall be decided by the M.D. HPHC whose decision shall be final and conclusive. He shall be empowered to
issue further instructions or frame any guidelines for the proper implementation of this standing order as he may
deem fir from time to time.
