The Economic Offences Wing, Delhi Police has arrested one accused namely:Anuj Kumar@ Anuj Kumar Sinha @ RazatSahay, S/o Sh. Anjani Kumar Sinha, r/o
Dr Narayan Prasad Lane, Math Laxmanpuri, Gulzarbagh, Patna-800007, Age: 38 yrs.
in a fraud of over Rs 2 crores involving credit purchase and then sale of premium cloth
at a much lower price.
The accused was running a partnership firms in the name of Poonam Retail and
Minakshi Retail having its address at 20/6/16, Sahibabad Industrial Area, Ghaziabad,
UP. The accused Anuj Kumar and his wife MinakshiKishore were proprietors of the
above firms. They use to sell their fabric brands/ items through on-line marketing firms
like Snap Deal, Ethnicity, Reliance and Yebhi.com.
In a business deal, Anuj Kumar approached the complainant at his firm M/s
Ayushi Enterprises located at Raghuwarpura , Shanti Mohalla, Gandhi Nagar, Delhi. He
induced the complainant to supplying different types of clothes to his firm for export
purposes claiming that he would provide good margins as he had more that 100 sale
outlets all over India at his disposal. He gained the faith of the complainant Sh. Manoj
Jain as a mediator/ broker and started takingcloth supplies from Ayushi Enterprises.
Accused AnujKumar issued a purchase order for 4.5 lacs meters of cloth against an
earnest money deposit of 30% of amount against the total purchase order.
The accused took the delivery of the 4.5lacs meter of the cloth and issued post
datedcheques for the rest of the amount to the complainant. However, the chequeswhen
presented to the bank were returned with the remarks of insufficient funds. When
complainant enquired about his due payments with accused firm, he discovered that the
proprietors of the accused firms both AnujKumar as well as his wife Minakshi Kishore
have absconded and have left their given addresses and also switched off their mobile
phones. It was also discovered that the cloth which was supplied by him to Anuj Kumar
for the purpose of export, was in fact sold off at a much lesser price in cash to various
shop keepers in Gandhi Nagar itself. On the complaint of Manoj Jain proprietor of
M/s Ayushi Enterprises a case vide FIR No 214/13 PS EOW was registered and
investigations taken up in EOW itself. A special team comprising of Insp Ashok
Kumar, SI SantoshJha and Ct Amit Kumar under the overall supervision of ACP Sh.
Santosh Kumar Singh was formed to trace and apprehend the accused persons.
During the course of investigation seven more complainants came forward and lodged
their complaints against the same alleged firms namely M/s Poonam Retail and M/s
Minakshi Retail. They had been duped by accused Anuj and Minakshi using the same
modus operandi.All the original purchase orders, delivery challans and bank
transactions were taken on record and the accused persons were searchedby the police
team at all the known addresses. But no clue about the accused persons could be
unearthed.
Systematic investigations on the basis of available inputs was done by the team.
The available mobile numbers used by the accused persons were analyzed and sources
were also deployed in the markets of Sahibabad and Gandhi Nagar. Intensive and
painstaking analysis of phone records coupled with inputs from the cloth market resulted
in the identification of the location of the accused persons. Accordingly search for the
accusedpersons was conducted in Jamshedpur, Jharkhand and finally accused
werearrested from
V-1, Block-3, SuchitraApartment, Sonari, Jamshedpur,
Jharkhand.
Accused Anuj disclosed that after absconding from Sahibabad he had taken
refuge in Kolkata and thereafter at Ranchi, under different names. He was residing at
Jamshedpur since October 2013 and had started a business through a new firm. He
was living in Jamshedpur under an assumed identity of RajatSahay. He also disclosed
that he had sold the acquired clothes on lesser price and has used the money for his
personal uses and other liabilities.
Accused Anuj Kumar holds a Post Graduate Diploma in Apparel Merchandising
and Production Management. He did his schooling from Patna and his graduation in
Chemistry from Science College, Patna. He got married to Minakshi Kishore in the year
2005. She is his business partner and associate.
Further investigation of the case is in progress.

CCTV Cameras Project in Civil Lines

the
Neighbourhood Watch Scheme
Spread over an area of 1483 sq. kms. with a population of over
1.8 crores, Delhi is amongst the most populous cities in the world with
a density of approximately 6000 persons per sq. km.
With the city’s
growth outpacing planned development, policing in Delhi has become
an onerous and ever expanding responsibility.
As policemen cannot
always be present at all places, efforts of community policing and
appropriate usage of technology go a long way to contribute towards
making the city safe and secure.
Delhi Police has taken a number of community initiatives in the
past, prominent among which has been the Neighbourhood Watch
Scheme.
In the traditional Neighbourhood Watch Scheme, the
residents of a particular area are called upon to come together and
through combined efforts take measures like tenant & servant
verification, verification of vendors, hiring of chowkidars, controlled
access to the locality through fixing of gates and installing safety
equipment like magic eye, door bell, anti auto theft devices etc. The
police in such schemes acts as a facilitator.
In the field of technology, Delhi Police has inter-alia been using
CCTV coverage of important market places and border checkposts,
duly funded by the government, for prevention and detection of
crimes.
However, since requirement of CCTV cameras in the city is
very large, it was decided by the Delhi Police to increase the scope of
the
concept
of
the
Neighbourhood
Watch
Scheme
to
include
installation of CCTV cameras as well, wherever the residential
community is willing to take a lead in their area.
In this direction, the residents of the Civil Lines area in North
District have taken a giant stride and in association with Delhi Police
they have come forward to cover the entire Civil Lines residential area
through CCTV cameras.
Their association named ‘Club Class’ has
installed 67 cameras spread in 16 clusters and covering over 2000
households. These are quality mega-pixel cameras and with recording
facility at each cluster, these cameras will be further connected
through internet to provide viewing facility at any remote locations
including a monitoring station set up at Police Station Civil Lines.
Sh. B.S. Bassi, Commissioner of Police, Delhi will be inaugurating
the CCTVs Camera Project of Civil Lines under the Neighbourhood
Watch Scheme of Delhi Police, in this first initiative of its kind in a
residential area, at a function organized by the Residents Association
‘Club Class’ at Shah Auditorium, Civil Lines, Delhi on Sunday, August
3, 2014 at 6.00 PM.

Today on 1st August 2014, the Passing Out Parade of 12th batch of DANIPS (Prob.)/PONDIPS was held
at Police Training College, Jharoda Kalan, New Delhi. There were 13 DANIPS (Probationer) officers & 1
PONDIPS (Probationer) officer including 4 women officers who had joined their training on 1 st of July 2013. They
took the oath in a colorful ceremonial parade after successfully completing their basic training. Sh. Bhim Sain Bassi,
Commissioner of Police, Delhi took the salute of the marching contingents. The parade was attended by other senior
officers as well as retired Police officers of Delhi Police. For the first time school children were invited to witness
the Passing Out Parade as an outreach exercise to attract younger generation for joining hands with police forces in
combating crime in the Metropolitan city of Delhi.
ADDRESS BY CP/DELHI
In his address to the Passing Out Batch, The Commissioner of Police Delhi congratulated them for the
successful completion of their training. He advised them to be true professional Police officers and encouraged
them to come forward and accept the challenges of policing the capital in a better way. He particularly highlighted
the fact that Delhi Police personnel have to work hard to establish trust & faith with the public so as to build a
collaborative influence and to uphold the dignity of the motto of Delhi Police “SHANTI SEVA NYAYA”. He
expressed his happiness on the presence of school children to witness the Passing out Parade as they are the future of
the country.
On the occasion, C.P. Delhi also inaugurated Cyber Lab which has been set up at P.T.C. to
impart state of the art training to officers of Delhi Police who generally investigate cyber crime. While inaugurating
the Cyber Lab which has been set up by pooling training resources from E.O.W. Cell, Special Cell of Delhi Police
as well as other private and public organizations, C.P. Delhi emphasized on the need of imparting training to the
officers of Delhi Police in view of the ever increasing network intrusion related crimes and their adverse impact on
society. Cyber crime is a jurisdictionless, borderless crime, and therefore difficult to track down without related
expertise. Thus there is a need for periodical training programmes for Delhi Police officers in the areas of Cyber
Crime Investigation, Computer Forensics and mobile phone security issues.
TRAINING OF ACsP(DANIPS)
The objective of the entire training programme of the DANIPS officers was to inculcate knowledge and
professional skills, developing their total personality to enable them to shoulder greater responsibilities of a Police
officer of metropolitan city like Delhi. The focus was to improve their technical and professional skills by imparting
them knowledge in the fields of Criminal Laws, Police practical work, Modern methods of investigation etc.
Special emphasizes was given on investigation. Each probationer prepared 10 case files in practical
investigation classes. “E” Training Modules were utilized to give comprehensive knowledge of investigation of
Murder, Rape, Burglary, Rape, Hurt & Accident cases. Case studies & simulated crime scenes were used for better
appreciation of investigation. Officers who had investigated the Sensational Cases like Nirbhaya Rape-cum-murder
case, Parliament House attack case etc. delivered lectures covering all practical aspects of investigation & these
cases are also included in the Work Shop for case study. The IOs who investigated these cases and/or the senior
officers who supervised such cases were called for the workshop on Case Study of such cases.
In this endeavour to impart them practical knowledge of different aspects of policing & investigation, they
were exposed to live Post Mortem examination at AIIMS, live working of different courts including Special Courts
for the Rape victims & Children, Special POCSO Courts, e-courts at Karkardooma & Tis Hazari Courts, working in
the CFSL, FSL, NCRB, working of the CCTNS System, Command Room & PCR & different units of the Delhi
Police such as Licensing Branch, Special Cell, Special Branch etc. They also visited Central Jail, Parliament House.
During the training, they visited Mumbai, Bengaluru, Chennai, Hyderabad & Pudducherry to learn
Commissionrate system as well as different aspects of policing in the county.
Several workshops such as workshop on POCSO Act, CCTNS, Sexual offences & Safety of
women were held during their training in which Senior officers, Retired Police Officers, eminent lawyers & experts
in the field on investigation, forensic science, gender sensitization & other fields were invited to deliver lecture to
this batch. The eminent personalities & experts in the field of North east matters, proactive & innovative policing,
police reforms, stress management, media management also delivered lectures to them.
They were exposed to security arrangements during Lok Sabha Election & Delhi Vidhan Sabha Election,
IITF(India International Trade fair), Raising Day Parade, Independence Day & Republic Day celebrations.
In the outdoor training, the emphasise was to raise their level of physical toughness & stamina. They
have been imparted training in the weapon handling & firing, UAC(Un-armed Combat), Field Craft & Tactics,
Crowd control etc. They were also imparted One month Commando training at PTC.
They have been groomed in a way to serve the society in more humane manner.
Along with the ACsP(DANIPS), 48 Head Constables (Ministerial) & 642 Constables (Driver) who were
provided basic training at Police Training College/School, Jharoda Kalan have also passed out and will be inducted
into this force. The training was of the highest order and included best practices, modern methodology and various
other important aspects of police functioning like gender sensitization etc..

“Unity in diversity” is also manifested in this batch as the trainees were from various States including 4
from Bihar, 3 from UP, 3 from Rajasthan, 3 from Delhi & 1 from Haryana.
Educational profile is quite impressive as it has 1 LLM, 3 M.Sc., 2 MA, 1 LLB, 2 B.Tech., 1 B.Ed. and 4 BA.

HEAD CONSTABLE(Ministerial)
48 Head Constables(Ministerial) including 5 women have passed out today. The State-wise distribution is
26 from Delhi, 10 from Haryana, 7 from Uttar Pradesh, 3 from Rajasthan & 2 from Uttrakhand.
Educational profile: 1 M.Sc., 04 MA, 2 MBA, 1 MCA, 1 B.Tech., 7 B.Sc., 5 B.Com., 19 BA, 1 BCA & 7 are
(10+2).


642 Constables(Driver). The State-wise distribution is 224 from Rajasthan, 201 from Haryana, 122 from
Delhi, 82 from Uttar Pradesh, 4 from Himachal Pradesh, 3 from Punjab, 2 from Maharashtra, 2 from Uttrakhand & 1
each from Bihar & Jharkhand.
Educational profile: 18 Post Graduate, 239 Graduate 286 (10+2) & 99 Marticulate.
For HCs(Ministerial) special emphasis was laid on:- Service rules, Office procedures, FR/SR, GF/GFR,
Gender Sensitization, Communication skills, First Aid, Yoga & Stress Management. One month commando training
was imparted to all the Head Constables & also exposed to Law & Order duties in Delhi. They were also sensitized
on gender & human rights issues.
For Constables(Driver) special emphasis was laid on:- Simulated Training on Driving, Defensive driving,
Practical Driving Training in the Metro Politian City & also they were apprised of the vital installations,
Building/Offices of the city. They have also been groomed in a way to serve the society in more humane manner.
On this occasion, Commissioner of Police, Delhi gave away the trophies to the toppers.

A Gang of Burglars Busted:- 11 Cases of Burglary, Robbery & Theft Worked Out
With the arrest of accused 1) Bunty Prasad @ Bunty, 2) Dinesh Kumar, 3)
Shahid @ Chikna, 4) Gul Mohammad @ Gullu and 5) Mohd. Asif, the staff of PS
Sarita Vihar, South- East Distt. Police has busted a gang of burglars/thieves and
worked out eight cases of burglary, one case of robbery, house theft and case of theft.
Two stolen mobile phones, one car battery, two LPG cylinders, one Monitor and five
LCD have been recovered.
Incident, Investigation/Interrogation
On 05.07.14 complainant, Sh. Sudesh Bhati, representative of LG Electronics
reported that someone had broken the glasses of their workshop situated at Mohan
Co-operative from back side in the intervening night of 04/05.07.14 and stolen Godrej
Cash Box locker, 5 Computers, 2 Monitor (19”), 8 LCD Module, 10 Mobile Handsets, 1
Canon Camera and an iron locker, which was containing cash of Rs. 42,000/- .
Accordingly, a team comprising of Insp. V.S Rana, SI Nagender Nagar, SI Shailender
Sharma, HC Lalit, Ct. Anil, Ct. Dilshad and Ct. Devi Saran was constituted under the
close supervision of Insp. Maninder Singh, S.H.O./Sarita Vihar under overall
supervision of Sh V.K. Nayyar, ACP/Sub-Division/Sarita Vihar. The staff was deployed
at different locations in the area of PS Sarita Vihar. On 27.07.14 at about 9.00 PM,
during patrolling duty a secret information was received by HC Lalit Kumar that a
wanted criminal will come with his associate with stolen goods near Salcon Aurum
Building Jasola District Centre, Jasola Vihar, New Delhi. HC Lalit Kumar immediately
deployed his staff. At about 9.30 PM two persons came near Wine shop out of them
one was carrying something in his hand in suspicious condition. The raiding team
apprehended both of them and recovered one LCD. The recovered LCD was stolen by
the accused persons from LG Workshop, Mohan Co-Operative.
During interrogation it was revealed that Bunty Prasad @ Bunty and his
associate namely Sahid @ Chikna, were wanted criminal/absconder in a case FIR No.
201/14, u/s 392/34 IPC, PS Okhla Industrial Area. In that case Bunty, Chikna and
their associate were entered in a company and they over-powered the security guard
and tied his hand and mouth and throw him in the basement. After that they robbed
copper, wires and other materials in huge quantity of worth Rs. several lacs. Other
accused Gul Mohammad @ Gullu was the receiver of stolen property. Accused Bunty
Prasad @ Bunty disclosed that he was addicted of alcohol and girl friends. Meantime,
he came in touch of Dinesh, Shahid @ Chikna, Sunil & Jhatan and they started
committing theft in abandoned houses. He also disclosed about his involvement in
several incidents of burglary & theft. He alongwith his above mentioned accused
persons break the glass of LG Workshop and stolen the goods from there. At the
instance of accused, Dinesh Kumar and Shahid @ Chikna were arrested and they
disclosed about their involvement in 5 more cases of burglary and theft. Two mobile
phones, one car battery and two LPG cylinders were also recovered at the instance of
accused Dinesh Kumar and Shahid @ Chikana.
Another receiver of stolen property namely Mohd Asif was arrested and four
LCD and one Monitor were recovered at his instance. He further disclosed that he was
regularly receiving the stolen property from the above mentioned accused persons.
