Thriving Families Action and Impact meeting Guidance for Hertfordshire
Children’s Centres
* THIS GUIDE MUST BE READ IN CONJUNCTION WITH ‘Terms of reference for
Thriving Families Action and Impact meetings’
How will children’s centres be invited to attend Action and Impact (A & I)
meetings?
Where there is a family who are known to have a child or children aged 0-5 or are
known to be pregnant the local Thriving Families (TF) support officer will identify the
children’s centre local to the family. This will be completed using the postcode for the
family, using the children’s centre postcode checker which is located on the website
below:

The name of the children’s centre, contact details, email address for the manager
and the phone number can be identified from the above link. The local Thriving
Families support officer will add the name of the associated children centre to the
case discussion document and contact the children’s centre approximately 7 working
days before the Action and Impact (A&I) meeting to ask if the family is known to
them.
The options for the children’s centre are as follows:
1. Yes the family is known to our children’s centre
a) A suitable representative should attend the A&I meeting. The local support
officer will forward the A&I invitation which details cases to be discussed, date
of meeting and location to the chosen representative will be expected to
attend for the duration of the A&I meeting which discusses the families known
to your CC. Following the A&I meeting you will be sent minutes of the A&I
meeting . This must be treated confidentially- according to the confidentiality
agreement stated in the terms of reference.
b) If suitable representative is not able to attend then a report may be submitted
to the local Thriving Families support officer using the template for the case
discussion document found in the terms of reference. Following the A&I
meeting the local support officer will send the minutes and relevant actions for
that section of the A&I meeting.
2. No the family is not known to our children’s centre but the children’s centre IT
system shows that they are accessing another centre.
Please provide the local support officer with the contact details for the relevant
children’s centre within 1 working day to allow time for the local support officer
to contact the relevant children’s centre.

3. No the family is not known to our children’s centre or any other children’s
centre
a) Children’s centre can decide to attend the A&I meetings to potentially offer
services and to engage with the family
b) Children’s centre cannot attend the A&I meeting but are happy for the family to
be signposted to the children’s centre for support if deemed relevant by the
A&I meeting. If this is an option the centre concerned should supply the local
Thriving Families support officer with any relevant leaflets with a view to these
being distributed to relevant families.
It is expected that where the family are known to the children’s centre, wherever
possible, the relevant worker will prioritise attending the A&I meeting. It should be
made a priority in the same way that child protection meetings are a priority. If the
local children’s centre is not aware of the family the A&I meeting could be a good
opportunity to engage a targeted family, so wherever possible the children’s
centre should attend.
If following an A&I meeting a case is recommended to be lead by a children’s
centre then the local TF team manager may contact the relevant children’s centre
directly.
