Vivek Pathak consisting of SI Satyawan, HC Bharat Bhatti, HC Om Parkashand and HC Satbir under the supervision of ACP Narcotics Sh. Zile Singh and overall supervision of Addl. DCP Sh. Bhisham Singh has apprehended one person involved in trafficking of drugs and has recovered twenty Kgs of fine quality Pseudoephedrine. The Pseudoephedrine recovered is worth Rs. 80 Lacs (Approximately) in the International Market. Information was received on 08.03.2013 by SI Satyawan that a person namely Kishanpal @ Ballar who is resident of New Kardampuri Delhi is indulged in supply of Pseudoephedrine in Delhi. The information further entailed that he would be coming near the “In gate” of Gandhi Maidan basement parking Chandni Chowk Delhi between 2:00 PM to 2:30 PM along with huge consignment of Pseudoephedrine to deliver to one of his contact. A trap was laid around the “In gate” of Gandhi Maidan basement parking Chandni Chowk Delhi and one person namely Kishanpal @ Ballar was apprehended at 2.15 PM. Twenty Kgs of fine quality Micro Crystal Pseudoephedrine was recovered from his possession. A Case vide FIR No. 43/13 dated 08.03.2013 U/s 9A/25A of NDPS Act has been registered at PS Crime Branch. Kishan Pal @ Ballar S/o Sh. Rambali R/o H. No. 202,Gali No. 5 New Kardampuri Delhi. Age: 45 Years was subjected to intensive interrogation. During interrogation he has revealed as under: Kishanpal is a 45 years young man. He is a native of district Gorkhpur U.P. He belongs to a poor farmer family. He has one brother and one sister. All are married. He was married when he was just 15 years old. After the marriage and due to poor financial condition of family he came to Delhi. Kishanpal started residing at the house of his elder brother in Kardampuri Delhi and working as casual labour at Bhagirath Palace Chandni Chowk. In 2003 he came in contact of one Ramvarksh who was working as a broker in Medicine Market Bhagirath Palace Chandni Chowk. Ramvraksh lured Kishanpal in to illicit supply of controlled drugs. In 2003 Kishanpal and Ramvraksh were caught by Narcotics Branch of Delhi Police and 25 Kgs Dizepam (Psychotropic Substancs) was recovered from their possession. Kishanpal remained in jail for about three years and then got the bail in this case. The father of Kishanpal expired when he was in jail his. After coming out from jail he went back to his village. He came back to Delhi in the year 2007 and again started working as helper in medicine shops at Bhagirath Palace Chandni Chowk. The income as a helper was not enough to meet rising expenses of the family and to earn easy and quick buck he again started supplying controlled substance to his contacts after procuring the same from Kishan of Bhagirath Palace Chandni Chowk Delhi. On 08.03.2013, Kishanpal came near the “In gate” of Gandhi Maidan basement parking Chandni Chowk Delhi to deliver Pseudoephedrine to one of his contact but caught red handed. ARREST,INVESTIGATION AND INTERROGATION:On 08.03.13 Ct. Ravi of Special Staff/North-West received a secret information that a rewarded criminal of Haryana carrying illegal arm would move from Mukundpur chowk to Azad Pur at about 3.30 P.M.. This information was shared to Sr. Officers and on the instruction of Insp.Shyam Sunder, I/C Spl.Staff a raiding team consisting of SI Rajiv Ranjan, HC Anil, HC Chanderveer, Ct.Vijay and Ct Ravi was immediately formed and a trap was laid near Jahangir Puri-Nirankar ground crossing at road no 51. Acting upon the tip of secret information at about 3.45 p.m., the team stopped one white colour Hundai Verna Car bearing No. HR-265 which came towards Azad Pur. After confirming the facts a thorough check led to a recovery of a semi-automatic country made pistol and five live cartridges of 7.62 bore from his possession. After interrogation he disclosed his name and address as Ajay Kumar @ Ashu S/o Sh. Karan Singh R/o Vill. Halalpur, PS Kharkhoda Distt Sonipat (Haryana). Accordingly, a case was registered vide FIR No. 63/13 u/s 25/54/59 Arms Act Ps Adarsh Nagar, Delhi. During interrogation, he disclosed his involvement in a murder case of year 2011 committed in the area of PS Kharkhoda, Sonipat(HR) and other three cases of Distt Sonipat(HR). The Verna car was found to be robbed from the area of PS Rai, Sonipat(HR). His elder brother Vijay @ Boda was one of the most notorious gangster of Haryana. He used to run interstate gang and has involvements of as many as 18 cases registered in various states of India. Under the influence of Vijay @ Boda he too came into the world of crime. Few years back he alongwtih his broher Vijay @ Boda beaten up one Ramchander over a trivial issue regarding which a criminal case was registered in PS Kharkhoda. He started driving a Tempo 407 in a Ply factory in his native village itself. Thereafter over a dispute of running of tempos in the same factory he had a quarrel with Sunil r/o Halalpur. He opened fire at the house of Suresh. During this period of hiding he tried to revive the notorious Boda gang which was earlier headed by his elder brother Vijay @ Boda. On 17.10.12 he alongwith Sunny Dev @ kuki, the notorious gangster and former associate of Vijay @ Boda robbed one Verna Car no. HR-O5 Z 9265 from the area of PS Rai. On 8.3.13, on a secret information Ajay @ Ashu was intercepted in the same Verna Car with an illegal semi-automatic country made Pistol with five live cartridges. With their arrest, 2 Pulsar motorcycles and six gold chains and 14 cases of snatchings committed in the areas of South and North-West Districts have been solved. ACCUSED ARRESTED : 1. BRIEF FACTS / INCIDENT: On 22.05.10, two persons on motorcycle snatched gold chain of one Smt. Suma Devi near Village Mohamadpur. In this regard, a case vide FIR No. 156/10 dated 22.05.10 u/s 356/379/34 IPC was registered. All possible efforts were made by the local police but the snatchers involved in this case could not be arrested. On 08.02.13, the investigation of this case was transferred to AATS, South District to bust the gang involved in such criminal activities. During investigation, teams comprising SI Balihar Singh, ASI Sukhvinder Singh, HCs Parmod Kumar, Arvind Kumar, Cts. Anil Kumar, Kanwarpal, Amit Kumar, Ajay Tokas, Kanwal Singh, Maninder Singh, Sher Singh, Sandeep, Govind Kumar and Ct. Naresh Kumar headed by Inspr. Hira Lal, I/C AATS/SD under the supervision of Sh. Kulwant Singh, ACP/Operations was formed. During investigation, the members of team geared up their resources and kept close watch over the activities of jail / bail released accused persons, but no definite clue about this gang came to notice. The members of team received an input that some school dropouts of J.J. Colony, Mangol Puri, Delhi and Shahbad Dairy have formed a gang who are involved in series of chain snatching throughout Delhi, particularly in South t, West, Outer and North West Districts. The information was further developed and it came to notice that only one Rohit @ Sunny @ Rohita, a BC of PS Parshant Vihar has past criminal record. On checking, he was also found absconding in case FIR No.111/13 dated 03.03.13 u/s 363/452/506/34 IPC PS Shahbad Dairy, Delhi. On receipt of specific information about the movements of this gang, accused Raj Kumar @ Raju and Mahesh were apprehended on 08.03.13 from near Khanna Stadium, S.J. Enclave, New Delhi. After interrogation, both were arrested in case FIR No. 55/13 dated 11.02.13 U/s 356/379/34 IPC PS Safdarjung Enclave, New Delhi. At their instance, their associate and receivers of stolen property were also arrested. INTERROGATION: During interrogation, it revealed that all the gang members are either permanent residents of J.J. Colony, Mangol Puri or recently shifted from there. Raj Kumar @ Raju was previously residing in JJ Colony, Mangol Puri where he came in contact with Dinesh Kumar, a known face with several criminals of the area as he used to give them money on interest and provides motorcycles and gold items etc. were kept as surety. Rajkumar @ Raju also contacted him for taking some money on interest basis upon which Dinesh Kumar suggested him for easy money by snatching. Dinesh Kumar took the responsibility of disposing off the snatched gold chains. Initially, Dinesh Kumar not only provided his motorcycles kept with him as surety but also went with him at the spot of snatching on a separate motorcycle to provide him cover at the time of snatching. Dinesh Kumar was also accompanied by Ravi Kumar @ Bittoo, Rohit @ Sunny @ Rohita and some other boys from Shahbad Dairy. After snatching, the gold chains were kept by Dinesh Kumar and a small amount was given to Raj Kumar @ Raju on the next day. The major share was kept by Dinesh Kumar as motorcycles and supporting boys were provided by him. After sometime, Raj Kumar @ Raju also started snatching along with his close friend Mahesh Kumar who was also residing in the JJ Colony, Mangol Puri. They both started snatching on motorcycles and the motorcycles were arranged from their friends on different excuses like to meet their girl friends or by showing some other emergency. They also contacted one Sumit Rai r/o Rohini who took the responsibility of disposing off the snatched gold chains. This gang was now divided into two parts and snatched gold chains were further disposed off to two different receivers. It has also come to notice that Dinesh further sold these gold chains to one Satish r/o Mangolpuri who is also absconding presently after the arrest of members of this gang. Accused further disclosed that gang members used two bikes (2 on each bike) while leaving for committing snatching. One biker used to strike at the victim and the other biker used to cover the striking bike so that they help him out in case of requirement. A team of four chain snatchers on two motorcycles used to start their activities from Outer District and generally they end their journey of crime either in West District or in the South District. While leaving for snatching, accused used to put mud on the number plate in such manner that number of motor cycle could not be noted down. PROFILE & MODUS OPERANDI OF ACCUSED PERSONS : 1. Rajkumar @ Raju was born in the year of 1993 at Mangol Puri and he is a school dropout. Initially, he started chain snatching with Dinesh Kumar, Rohit @ Sunny @ Rohita and their associates but later on he also started separate snatching with his close friend Mahesh Kumar and snatched gold chains were disposed off through Sumit Rai, Dinesh Kumar and Satish etc. He is unmarried and has been arrested first time. He and his mother are residing with his brother in law and he has no other source of income except criminal activities. 2. Mahesh Kumar was born in the year of 1990 at JJ Colony Mangol Puri, Delhi. He has studied up to 12th class from a Govt school at Mangol Puri. He came in contact with chain snatcher Raj Kumar @ Raju and started chain snatching last year. He is unmarried and spent money on his girl friend. Initially, he did a course of Gym Trainer from a reputed Gym in Delhi. His father is labour by profession and he is the elder one in his family of three brother-sisters. He has been arrested first time by the police. 3. Dinesh Kumar was born in the year of 1980 at JJ cluster area of Shahbad Dairy, Delhi. He is a school dropout. He is married and having two children. He shifted his residence from Shahbad Dairy to Mangol Puri about 6-7 years ago. He is a known face in the criminals of Mangol Puri as he provides them money on interest and motorcycles / gold items are kept by him as surety. He is also involved in chain snatching and is a known receiver of snatched gold chains. His only income of source is criminal activities. He has been arrested first time by the police. 4. Sumit Ray was born in the year of 1984 at Calcutta, West Bengal. He is a school dropout. In the year 1998, he shifted to Delhi and started residing with his maternal aunt at village Basant Gaon, Nepali Camp in the area of PS Vasant Vihar, New Delhi. Initially, he started selling vegetables on “Rehri” with his uncle but soon he came in contact with bad characters of the area. He was arrested first time under NDPS Act in the year 2006 vide FIR No. 314/06 U/s 21/61/85 NDPS Act PS Vasant Vihar and remained in jail for about one year. In the year 2008, he committed theft in the house of his uncle and with that money he arranged his marriage with his long time girl friend. After marriage, he started living at village Rithala and Rohini Sector-16 where he came in contact with criminals of Mangol Puri and become their receiver. Ltd. TEAM An information was received that some persons are involved in selling of duplicate/counterfeit mobile phones and accessories of Samsung Electronics India Pvt. Ltd. A team consisting of SI Mahesh, HC Arvind, HC Sita Ram, Const. Satender, Const. Kapil and Const. Jasbir was constituted under the close supervision of Sh. J.K. Sharma, ACP/DIU/Central District. INCIDENT & INVESTIGATION On 08.03.13, a specific input was received regarding selling of counterfeit/duplicate of mobile phones and accessories of Samsung Electronics India Pvt. Ltd. in the area of Karol Bagh. This information was further developed and a raid was conducted at Shop No. 36/3099, Basement Bidanpura, Karol Bagh, Delhi, which belonged to Rajiv. 856 duplicate batteries, 375 duplicate headsets, 1069 duplicate chargers, 280 duplicate mobile phone body of Samsung Electronics India Pvt. Ltd. were recovered from his shop. The same were seized and taken in police possession. Accused Rajiv disclosed that he used to purchase these duplicate accessories from one Kapil Nagpal. Further, a raid was conducted at shop No. 6, Gali No. 18, building No. 2830, Bidanpura, Karol Bagh, Delhi, which belonged to Kapil Nagpal. 162 duplicate mobile phones of different models, 3000 stickers, 125 duplicate mobile phone body of Samsung Electronics India Pvt. Ltd. were recovered from his shop. The same were seized and taken in police possession. A case vide FIR No. 54/13 dated 08/03/13 u/s 63 Copy Right Act was registered at P.S. Karol Bagh, Delhi and investigation was taken up. INVESTIGATION/ INTERROGATION During sustained interrogation, accused Rajiv and Kapil Nagpal disclosed that they were in dire need of money and to fulfill their family demands, they started selling counterfeit/duplicate mobile phones and accessories of Samsung India Pvt. Ltd. Further, accused Kapil Nagpal disclosed that he used to purchase these counterfeit/ duplicate mobile phones and accessories of Samsung Electronics India Pvt. Ltd. from one Rajesh Kumar, who used to come at his shop on weekly basis. Further investigation/interrogation is in progress and efforts are being made to unearth entire racket. PROFILE 1. Kapil Nagpal s/o Kimti Lal r/o T-16, 2nd Floor, West Patel Nagar, Delhi is 27 years old and has studied up to B. Com. He is pursuing M.B.A. course. He has two brothers and one sister. PRESS RELEASE CENTRAL DISTRICT DATED 9th MARCH 2013 SATTA RACKET BUSTED : 10 ARRESTED Central District Police has busted a Satta racket operating in Delhi Total 10 persons including cashier, manager, supervisor have been arrested. Cash Rs 28255/-, calculators, Note Pads, 8 mobile phones, and other incriminating documents etc. have been recovered from their possession. TEAM AND THE INCIDENT There was a secret input through SI Uttam Kumar in AATS/Central Distt. that a Satta racket is being run in Kathputli Colony, in the area of P.S. Ranjeet Nagar. Sources were deployed and information was found to be authentic. Accordingly, on 08-03-13 late evening a team headed by Inspr. Shri Kishan I/C AATS/Central including of SI Uttam Kumar, ASI Ved Pal, HC Narender, HC Jai Singh, Ct Dharambir ,Ct Mohan, Ct Chander Parkash and Ct. Arun under the supervision of Sh. Nirmal Singh Ghumman, ACP/Operations/ Central District, Delhi was constituted and a trap was laid. First, a decoy customer was sent and accordingly a raid was conducted at R-24/H-69, Kathputli Colony, Pandav Nagar Patel Nagar Delhi where 10 persons who were found involved in Satta gambling in premises were apprehended. Cash Rs 28255/- calculators, Note Pads, 8 mobile phones, and other incriminating documents etc. have been recovered from their possession. INTERROGATION They were subjected to intensive interrogation and it was revealed that this Satta/gambling racket was being run by Sajjad Hussain @ Khanalongwith his son Javed and his son-in-law Sartaj for last three and half years. This racket led by Sajjad Hussain @ Khan was found gambling in “Gharia” in the name of Gali, Disawar, Faridabad and Gulab. The member of this racket would lure the gullible poor people by offering 90 times profit in case of win in “Dara” (No. offered for bet from 10 to 100) and 10 times in “Haruf” (No. offered for bet from no. 1 to 9). The process of gambling would commence at 11 am and close beyond midnight at around 3.30am. The time of opening of “Gharia” as disclosed by accused is Gali at 9.30 pm, 2. Disawar at 6 am, 3. Faridabad at 12.30 am and 5. Gulab at 5.30am. This racket was operating in Delhi and the Satta slips were being delivered to Mohd. Usman @ Hazi who had given the franchisee of his Gharia in the name of Gali, Disawar and Faridabad. DATE/TIME & PLACE OF ARREST On 08.03.2013 at 3 PM from 50 Foota Road, Nihal Vihar, Delhi. MOTIVE: The motive behind the kidnapping was ransom. RECOVERY MADE A country made pistol and two live cartridges have been recovered from the possession of the accused. INCIDEN On 08.03.2013, a police team of PS Nihal Vihar was on patrolling duty on 50 Foota Road, Nihal Vihar. When the Police Team reached near Delhi State Co-operative Bank, they noticed a young man moving in a suspicious manner but the police team overpowered the above said accused Ashok and during his search a country made pistol and two live cartridges were recovered from his possession. POLICE TEAM Keeping in view the recent blasts in Hydrabad, special patrolling teams were constituted in the supervision of SHO/Nihal Vihar Inspr. Sunil Kumar for patrolling in the area of PS NIhal Vihar. A police team comprising of HC Ishwar Singh No. 145/W, HC Vijender No.211/W was delailed for patrolling at 50 Foota Road Nihal Vihar. During patrolling the above said police team arrested the accused with the help of HC Naresh No.382/W who was also on patrolling on the Motor cycle. INVESTIGATION AND INTERROGATION During the course of interrogation of the accused Ashok @ Monu S/o Dhan Singh R/o H. No. 181, Anoop Nagar, Fazil Pur Rohta Road disclosed that he used to be the driver of Sh. Rahul Jain of Meerut and he was very well versed with the movements of his family members. He along with his associates planned to kidnap the minor boy son of Sh. Rahul Jain for ransom as the accused was in dire need of money. As he could not pay the bank installments of loan taken against his parental house the bank authorities seized his parental house. Moreover, the father of the accused is suffering from cancer and the accused was also in need of money for his treatment. As per the conspiracy the accused reached the school of the child on 07.03.2013 at 12.45 PM. From there he took the child as the school authorities knew him that he is driver of Sh. Rahul Jain. When another driver of Sh. Rahul Jain reached to take the child, they came to know that the boy had been taken away by someone else. A case vide FIR No. 59/2013 U/s 364-A IPC, Meerut was registered at PS Lal Kurti. The accused moved to Ghaziabad, UP, and he demanded Rs. 20,00000/ for the release of the kidnapped boy. But due to heavy pressure of Meerut Police the accused had to leave the boy at Ghaziabad with his motorcycle and he moved to Delhi to take shelter at his in laws house. In addition to this, they were specially directed to ensure safety of women in their jurisdictions and to solve cases affecting women. The highly motivated team under the supervision of Inspr. Raj Kumar, SHO Mundka proved their excellence by arresting three persons as per details mentioned above. On 08.03.13, SI Gulshan Nagpal, SI Anuj Kumar along with HC Pardeep 1343/W, Ct. Sandeep No. 1338/W and Ct. Vinod Kumar No. 1836/W of PS Mundka got an information through secret informer that a gang of young snatchers would come in the area to dispose off the snatched property. The staff shared the vital information with Insp. Raj Kumar, SHO/Mundka and then took their positions at PVC Road. At about 08:00 PM, two persons came on a pulsar Motor Cycle and met the third one. On being identified by the secret informer, all of them were apprehended. The number plate of the motor cycle was found folded. The same was straightened and found the number of the Motor cycle as DL 4S AN 1277. Further enquiries about the Motor Cycle revealed that the same was stolen from the area of PS South Rohini on 27.08.12 vide FIR No. 184/12 U/S 379 IPC PS South Rohini. The enquiries from all of them were made and formal search of receiver led to huge recovery as mentioned above. The recovery was beyond expectations of police party. INTERROGATION All of them were thoroughly interrogated. The receiver i.e. Virender Verma S/O Padarth Seth is having a shop in the name of Laxmi Jewellers, however to earn more LAXMI, he started buying stolen/ snatched jewellery at prize of 20%-25% of original value. The head of gang i. e. Vikas S/O Bhrigu Nath Mehta R/O RZ/C/192, Gali No. 6, Jai Vihar, Najafgarh, Delhi, Age 21 years, has studied up to 6th class in a Govt. School. Since beginning, he is fond of wearing good clothes and eating good food etc. To live a luxury life, he along with Manoj, Rajju and Mukki. Initially they made thefts in houses and shops. After that, they started stealing motor cycles. Vikas learnt driving through these stolen motor cycles. Recently he was in Tihar Jail where he met other prisoners and came to know about the lavish lifestyle of criminals linked with underworld. Since then, he made up his mind to settle at Mumbai and to work with underworld. Purely thinking in a filmy style, he decided to purchase a sophisticated weapon for this. As he came out from jail, he committed several snatchings to collect money to make his dreams true. Weapon of Offence (Rolling Stone) BRIEF FACTS OF THE CASE On 06-03-13 a PCR call was received vide DD No 107 B Police Station Tilak Nagar mentioning that foul smell coming from M-1 Shyam Nagar opposite Bank of India and the same was entrusted to ASI Dhrampal No 2559/W. He along with staff rushed to the spot and found that the ground floor of H No. M-1, Shyam Nagar, vacant and the foul smell was coming from the house. A dead body in highly decomposed condition was found under the heap of gunny bags in one of the deserted rooms of the house/godown. On inspection, head injuries were found on the dead body. A pool of blood was also found on the spot. On inspection of spot, the blood stains were found in the stair cases, wall of the room in the top floor. A pool of blood was also found under the bed in the room of top floor. During enquiry, it was found that the house belongs to one Prabhjeet Singh R/o 38/16, East Punjabi Bagh, Delhi who is also running a confectionery shop in the name & style of Rama Confectionery at Moti Nagar, Delhi and Manoj and Raju were working with him at his shop. Sh. Prabhjeet Singh has given them space in the above house to stay. Manoj & Raju along with his relatives were living in this house. But when police visited the spot, nobody was there. Search was made to trace Manoj & Raju and his other relatives but all of them found disappeared. A case vide FIR No.121/13 U/s 302 IPC PS Tilak Nagar was registered and investigation was taken up by SHO Tilak Nagar. During investigation, as per the direction of Sh. Vinit Kumar, ACP/Tilak Nagar a team was constituted under the close supervision of SHO Tilak Nagar Inspr. Kishore Kumar Rewala consisting of Inspr. Surneder Sandhu SI Md. Vinod Kumar No. 981/W, Ct Anil Kumar No 1879/W and Ct. Udham Singh. Due to sincere efforts and professional approach, the Police Staff of PS-Tilak Nagar cracked the blind murder case within 24 hours. Accused Manoj Kumar, Saroj Kumar and Rani Devi W/o Manoj have been arrested. The deceased was identified as Raju S/o Ramesh R/o Lalka Purwa PS Sultan Pur (UP). Raju was staying in the same premises where the accused Manoj was also staying with his wife Rani Devi and another relative Saroj Kumar. All of them belong to the same Village. Raju started making advances towards Rani W/o Manoj. On 26.02.2013 there was a quarrel between them on this issue. Manoj planned to murder Raju and so in early hours of 27.02.2013 while Raju was sleeping, Manoj hit him with a stone (used for preparing masala etc.). After confirming his death, Manoj alongwith Rani and Saroj brought the body downstairs and put it inside the ground floor premises of the same house which remained unused and closed the doors. On the same day, all the three disappeared from the house. The police team of PS Tilak Nagar made continuous efforts and apprehended the accused within 24 hours. JAMA MASJID COVERED UNDER CCTV SURVELLIANCE FROM TODAY The area of PS Jama Masjid is densely populated and famous for the Jama Masjid, Chawri Bazar (one of the biggest paper market of Asia) and Meena Bazar etc. Large number of people visit this area on daily basis for business as well as for religious purpose. Over the years, due to increased commercial activity, there was always a challenge to keep the crime under control in the locality as well to keep law & order in this communally sensitive area of walled city. In recent times, CCTV has proved to be an effective tool for keeping an effective round the clock surveillance of the area. Through effective surveillance of CCTV, several criminals have also been apprehended in the part. In an endeavor to maintain an effective surveillance in the area and the market places in particular 27 CCTV cameras (fixed, PTZ and LPR) have been installed by Delhi Police in the area of PS Jama Masjid. These cameras will cover Urdu Bazar, Jama Masjid, Chawri Bazar, Pai Walan and Coat Market etc. M/s ECIL has been assigned job the for installing and maintenance of these CCTV cameras. 19 more CCTV cameras (Total 56) will also be made operational covering remaining area of P.S.
