The General Notes shall apply to this Annex.
2.
With regard to the procurement by Central Trust of China and the Second Office of Ministry
of Economic Affairs for entities listed in Annexes I, II and III, the coverages and thresholds for such
entities thereunder shall apply.

The Agreement shall not apply to the procurement by China Engraving & Printing Works of
banknote printing press (intaglio)(HS. No. 8443).
4.
With respect to the procurement by Chunghwa Telecom, this Agreement shall apply only to
suppliers and service providers of the Parties concerned that provide access for the Separate Customs
Territory of Taiwan, Penghu, Kinmen and Matsu suppliers and service providers to their own
telecommunication markets under the condition of reciprocity. In the case where a Party's
telecommunication sector is run by its private sector without government influence or control over the
procurements conducted by the private sector, the reciprocity requirement will not apply to that Party.
