On April 14,2009, Asia Pacific ministers met Tuesday on Indonesia's resort island of Bali to discuss people smuggling and the plight of Myanmar's Muslim Rohingya minority, officials said. The two-day ministerial conference in Nusa Dua is being co-hosted by Indonesia and Australia and has attracted representatives from more than 60 countries. It is the third such meeting under the so-called Bali Process on people smuggling, people trafficking and related transnational crime. The Bali Process was first convened in 2002 to tackle the influx of illegal migrants into the region from Iraq, Iran and Afghanistan. "It is hoped that the Bali Process will become a vehicle for change where member countries can seek solutions and solve problems in addressing the challenge of people smuggling," the Indonesian foreign ministry said in a statement. Indonesian officials have said the Rohingya issue would be discussed at the forum after hundreds of Rohingya migrants were rescued in Indian and Indonesian waters between December and February. Indonesia is the main jumping off point to Australia for thousands of Middle Eastern and Afghani asylum seekers who attempt the treacherous journey in leaky boats. The number of mainly Afghan and Middle Eastern boatpeople via Indonesia landing on Australian shores has risen to nearly 5,000 a year from just a few hundred. Indonesia is struggling with the tide of illegal migrants landing on its islands, estimating that around 4,000 are in the country, many of them smuggled in by syndicates. As Muslims are allowed to enter the South East nation without a visa,people smuggling is becoming graver and graver.Realizing the talks about certification of migrants with countries of Middle-East and enhancing cooperation among countries of southeast Asia and Australia are the important points to solving this problem. Topic B: Synthetic Drugs and Crime Prevention Asia is a major source of opium and heroin for the world market, according to the U.N. Office on Drugs and Crime. Consequently,Indonesia has adopted severe punishment against durgrelated crimes. Those convicted of possessing even small amounts of recreational drugs face heavy fines and imprisonment and some offenses are punishable by the death penalty. Police target illegal drug use and possession across the country, particularly in popular areas in Bali and Jakarta. In 2004,from June 1 st to June 26 st ,Indonesia initiated a series of activities beating the drug smuggling force and achieved great results.In Jakarta,the police detected 388 traffickers and captured numerous drugs15 thousound granules of ecstasys,1163 flakes of excitant,211.5 quilos of marijuana and 240 grams of heroine. Association of South East Asian Nations includes Indonesia,Malaysia,Philippines,Thailand,Vietnam,Laos,Myanmar,Cambodia,Brunei and Singapore.At the conference of ASEA,cooperation in beating drug trafficking is always being debated and results in more cooperation.On the conference of ASEN on 2005,members observed new changes about drug trafficking.The area cultivating opium poppy of 2005 of the “Golden Triangle”located in the frontiers of 3 countries of ASEA,Thailand,Vietnam,Laos was about 400 thousand hectares which producted opium 400 tones,decreasing 26% in comparison of which of 2004.The area of cultivating opium poppy arrived to a bottom of rencent 100 years.Despite of this,the new kinds of drugs,those synthetic drugs,with theirs’ low selling price and easy way to be manufactured, occupies more and more market with a stable increasmente. The popularity of those sythetic drugs are more popular in the developing coutries where occur more poverty and instability.However,this tendence of popularity likewise is being the great threat to the stability and security of weastern countries.More talks and transnational cooperation are in need!
