viewpoint of geomorphology. We
recommend rewording it as follows:
The landscape of the region SouthEast is shaped by its location on the
boundary of important European
geomorphologic units provinces: The
Czech Massif The Czech Highland, the
Carpathians the Western Carpathians
and the Western Pannonian basin and
the Czech-Moravian Highland, one of
the largest geomorphologic units of the
Czech Republic. The boundary
between the above mentioned units
provinces goes through the Vyškov
Gate, Brno and the north-western
western rim of the Dyje-Svratka Valley.
The Western Pannonian basin consists
of the Lower Moravian Valley. To the
south-east of the boundary, in the
Carpathian part of the region, downs
with the elevation of 150 – 250 m
prevail (Dyje-Svratka Valley and Lower
Moravia Valley). They have warm
climate and fertile soils used as
vineyards that are typical of the
cultivated land in this part of the region.
The main geomorphologic units areas
in the north-western area part of the
region are a part of the CzechMoravian Highland and the Drahan
Brno Highland. Plateaus of alternating
agricultural land and woods are typical
of the landscape of the CzechMoravian Highland.
We propose an addition: „high potential
of the region for sustainable tourism
(eco- and agro tourism) and hence a
possibility of transfer of labour from
primary into tertiary sector“.

environmental impact of new roads, in
particular an increasing fragmentation
of the landscape and degradation of
unique areas with a high cultural and
tourist potential“.

We recommend that terminology and
the names of ROP strategic levels be
harmonized with general principles for
writing strategy documents and with the
proposal of the National Development
Plan (e.g. the document could be
divided into the following parts: Vision –
Global Goal – Strategic Goals - Priority
Axes – Priorities). It would facilitate the
coordination in preparation of
operational programmes and the
orientation of the European
Commission as well as the public.
We propose rewording of the global
goal of ROP SE as follows: “increase in
competitiveness and prosperity of the
region hand in hand with principles of
sustainable development and increase
in quality of life “. This way, the
reworded global objective will be in
accord with the proposal of National
Development Plan 2007-2013 and with
its environmental impact assessment

Transport
infrastructure
development in
the region
The elaborator of Strategic
Environmental Impact Assessment
believes that principles of sustainable
development should be incorporated in
the proposal of priority fields in the
ROP of the cohesion region South-East
and in its motivation, i.e. the priority
fields should feature an environmental
dimension. The environmental impact
assessment of ROP SE inspired the
following amendments and additions:
We believe that the term “transport
accessibility” is more precise than
“transport” because it is succinct and
yet captures the development of
transport infrastructure, the public
transport service and unpowered
transport. It is up to the elaborator of
the ROP to consider a change in the
title. Some other elaborators of
operational programmes prefer
“transport accessibility” as well, for
example NSRR, Operational
Programme of Cross-Border
Cooperation Czech Republic – Poland.
