Remarks by the Elaborator of the Strategic Environmental Assessment for the ROP NUTS 2 South-East (SE) Place in text Comment (Note: Proposed amendments and additions are highlighted) Elaborator: Accepted or not 1 1.2.1.1 General information, paragraph 3, first sentence These parts were eliminated from the new draft of the ROP. 2 1.3 SWOT analysis strong points, tourism, population etc. The text is not correct from the viewpoint of geomorphology. We recommend rewording it as follows: The landscape of the region SouthEast is shaped by its location on the boundary of important European geomorphologic units provinces: The Czech Massif The Czech Highland, the Carpathians the Western Carpathians and the Western Pannonian basin and the Czech-Moravian Highland, one of the largest geomorphologic units of the Czech Republic. The boundary between the above mentioned units provinces goes through the Vyškov Gate, Brno and the north-western western rim of the Dyje-Svratka Valley. The Western Pannonian basin consists of the Lower Moravian Valley. To the south-east of the boundary, in the Carpathian part of the region, downs with the elevation of 150 – 250 m prevail (Dyje-Svratka Valley and Lower Moravia Valley). They have warm climate and fertile soils used as vineyards that are typical of the cultivated land in this part of the region. The main geomorphologic units areas in the north-western area part of the region are a part of the CzechMoravian Highland and the Drahan Brno Highland. Plateaus of alternating agricultural land and woods are typical of the landscape of the CzechMoravian Highland. We propose an addition: „high potential of the region for sustainable tourism (eco- and agro tourism) and hence a possibility of transfer of labour from primary into tertiary sector“. We propose an addition: „negative environmental impact of new roads, in particular an increasing fragmentation of the landscape and degradation of unique areas with a high cultural and tourist potential“. According to the opinion of the submitter 3 4 5 1.3 SWOT analysis threats, transportation 1.3 SWOT analysis threats, population, towns and rural areas The strategy part in general We recommend an addition: Low state support of brown fields revitalization and redevelopment of areas with old environmental burden. Lack of vision According to the opinion of the submitter (proposal: to turn down) (proposal: this would amount to an obstacle to new investments, we tend to add „Potential negative impact …“,) Accepted Turned down; irrelevant Submitter (MA ROP JV): Accepted or not This all chapter was deleted from the latest version of ROP due to its irrelevant nature. It would facilitate the coordination in preparation of operational programmes and the orientation of the European Commission as well as the public. We propose rewording of the global goal of ROP SE as follows: “increase in competitiveness and prosperity of the region hand in hand with principles of sustainable development and increase in quality of life “. This way, the reworded global objective will be in accord with the proposal of National Development Plan 2007-2013 and with its environmental impact assessment (See Strategic Environmental Impact Assessment for ROP NUTS 2 SouthEast, chapter 7.1.1). Accepted Included According to the opinion of the submitter Included To include the principles of sustainable development into the strategy document, We propose rewording the global goal of ROP SE as follows: “increase in competitiveness and prosperity of the region hand in hand with principles of sustainable development and increase in quality of life“. This way, the reworded global objective will be in accord with the proposal of National Development Plan 2007-2013 and with its environmental impact assessment. The Strategic Environmental Impact Assessment team proposed a reformulation of specific objectives for the same reason. We propose rewording as follows: …. In this field the ROP strategy is oriented to the assurance of the region’s quality connection with the European and state transport infrastructures and interconnection inside the region within the framework of its regional road pattern whilst respecting the need for protection of nature and landscape, to the assurance of the quality of the regional transport services system and to the development of environment-friendly transport modes and public transport… We recommend rewording as follows: ??? see above Included, see above According to the opinion of the submitter Partially included. Specific objective 2: Increasing the participation of sustainable tourism in the economic prosperity of the region. Area of support 1.1 Transport infrastructure development in the region The elaborator of Strategic Environmental Impact Assessment believes that principles of sustainable development should be incorporated in the proposal of priority fields in the ROP of the cohesion region South-East and in its motivation, i.e. the priority fields should feature an environmental dimension. The environmental impact assessment of ROP SE inspired the following amendments and additions: We believe that the term “transport accessibility” is more precise than “transport” because it is succinct and yet captures the development of transport infrastructure, the public transport service and unpowered transport. It is up to the elaborator of the ROP to consider a change in the title. Some other elaborators of operational programmes prefer “transport accessibility” as well, for example NSRR, Operational Programme of Cross-Border Cooperation Czech Republic – Poland. Strengthen transport accessibility and public transport services in the region whilst respecting the need for protection of environment and public health. Enhance the quality of the cohesion region’s connection to the supra–regional TEN–T network and of the internal connecting network of roads, and improve the quality of transport accessibility through reconstruction and modernisation of roads whilst respecting the need for protection of environment and public health. Greatly improve the standard of the region’s transport services and enhance the quality of public transport in the region with the emphasis on supporting those types of public transport which respect the environment.
