Becoming an Accredited EMANZ Energy Manager – Facilities –
Applicant’s Guide
1. Overview
This document sets out the process for those wishing to seek accredited status as an
Energy Manager - Facilities. The minimum requirements for Energy Manager
(Facilities) include the applicant demonstrating that he/she has general competence
in comprehending basic concepts and applying recognised methods to manage
energy-using services in the commercial sector.
Applications under the Programme are reviewed by Energy Management Assessors
(‘Assessors’) who are appointed by EMANZ as part of the EMANZ Accreditation
Programme.
This document sets out details of:

Applications considered under the Programme – Please note that
attendance at the EMANZ Facilities Managers course is a pre requisite for this
Accreditation (unless evidence of an equivalent qualification can be
provided).

Information required for an assessment application - applicants to the
Programme must demonstrate their experience and competency in energy
management and analysis;

The criteria required for assessment of applications – accreditation and
reaccreditation; and

Prices, for accreditation, exams, re-accreditation and yearly registration fee.
2. Competence Requirements
The EMANZ Energy Manager – Facilities Accreditation Programme provides an
opportunity for individuals to be recognised for competence at a level applicable to a
broad range of roles including Facilities Managers, Property Managers, Building
Managers, Maintenance Managers, Operations Managers, and Asset Managers.
The level of competence expected is set in the knowledge that these are general
property manager roles, and that energy management is only one of a number of
skills and competencies required of these roles.
Assessors require applicants to demonstrate general and specific competence in
relevant technical and managerial practice fields, so as to be able to:
1. Comprehend and apply knowledge that underpins good practice in the
management aspects of energy using services in commercial buildings and
other similar assets (warehouses, shopping centres etc);
2. Identify, state and analyse energy management problems and risks in
accordance with sound methods;

3. Develop and articulate clear and well-founded energy management
programmes and business cases; and,
4. Demonstrate the basic levels of competence involved in managing energy in
the commercial sector.
3. Academic and Practical Requirements
Summary of Requirements
The Energy Manager – Facilities Accreditation will be awarded on the basis of the
following:
a. successful full attendance and completion of relevant disciplines of the
Energy Management for Facilities Managers Course
b. achieving a pass mark in the Energy Manager – Facilities online examination
c. submission of documentation compiled by the applicant as demonstration of
competence
d. relevant supporting referees statements
e. compliance with the EMANZ Code of Ethics
Outline of Specific Requirements
a. Evidence of Course Attendance
For those individuals who request it, EMANZ will award a Course Attendance
Certificate. This certificate will confirm that the individual attended the course1.
EMANZ keeps a record of who attended its courses so this requirement can be met
without the need to provide the Certificate if it was not originally requested.
For individuals considering providing an equivalent international course, the
Certificate will need to be provided as well as contact details of the Accreditation
organisation for verification.
EMANZ recognises the following international training courses:

Certified Energy Manager (CEM) from the Association of Energy
Engineers2 in the United States,

European Energy Manager (EUREM) from the Energy Institute3
In general it is expected that the applicant will have completed basic energy
management training that covers the topics as listed below:

Information Box 1: Energy Manager (Facilities) Basic Areas of
Knowledge
Technologies and techniques aimed at understanding and improving
energy use in commercial buildings. Disciplines covered are Lighting,
HVAC and Controls. Individual modules include:
Fundamentals of energy management:

The energy management process

Energy accounting and purchasing

Builfding the business case for energy efficiency

Energy savings techniques

The energy asudit process; specifying and managing audits
Strategic energy management:

Energy management review and gap analysis

Monitoring and Verification of energy savings


Individuals who consider that they have an existing ‘specialised’ level of skill and
experience may apply to EMANZ for dispensation from attending training courses
and to start the process by sitting the on-line examination. This dispensation is only
expected to be given in exceptional circumstances.

b. Passing the Online Examination
An on-line examination is available by simply contacting EMANZ. Applicants are not
required to submit any details about past experience, current activities or references
to sit the online exam. While achieving a successful examination outcome will not
result in accreditation alone it will serve as a record of achieving an appropriate level
of skill.
A score of 70% or higher is required to achieve an examination pass.
The exams have multiple choice questions and are based on the EMANZ Energy
Management for Facilities Managers training course content.
A fee to sit the exam is payable. Fees are outlined below.
c. Demonstrating Competence Requirements
You will need to provide EMANZ with some “real world” documentation in order to
demonstrate competence and considered for Accreditation. The Assessors will
require applicants to demonstrate general energy management competence, so as
to be able to:
1. Comprehend and apply knowledge that underpins good practice in the
management aspects of energy using services in commercial buildings and
other similar assets (warehouses, shopping centres etc);
2. Identify, state and analyse energy management problems and risks in
accordance with sound methods;
3. Develop and articulate clear and well-founded energy management
programmes and business cases; and,
4. Demonstrate the basic levels of competence involved in managing energy in
the commercial sector.
The Information Box 1 (section a. above) provides further detail on the range of
areas of competence expected to be demonstrated.
The document topic and content must be agreed by EMANZ in advance of making an
application for accreditation.
The document must outline an energy management development or action plan,
energy saving case study, project report, capex proposal, board approval paper or
other document, agreed in advance by EMANZ, which shows an adequate level of
understanding and application of energy management principles.
The document, or report, is expected to include appropriate tables, graphs,
calculations and illustrations. The size of the report is expected to be about 2,500
words but this is not a requirement, and emphasis should be placed on quality of
document, not quantity of words.

d. Relevant Referees
A brief work history should accompany any referee statement verifying the work
experience documented. Referees must be independent, i.e. not personally related
to the applicant and not expected to gain materially if the application is successful.
Ideally the applicant’s employer or senior manager should be a referee, provided
their interest in the outcome is professional and not personal. If in doubt, contact
EMANZ for guidance.
Referee forms must be completed on behalf of all applicants.
The sorts of statements made by referees should encompass one or all of the
following elements:
1. Knowledge and application of energy processes,
2. Ability to analyse problems and risks,
3. Ability to design or develop well-founded solutions to energy related
problems, and
4. Communication skills
e. Ethical Conduct Requirement
Once competence has been demonstrated to the level required, the EMANZ Code of
Ethics are required to be adhered to. An Accredited Energy Manager – Facilities is
expected to conduct his/her work with professionalism and to ethical standards
generally accepted in New Zealand business. Accreditation may be rescinded by
EMANZ if, following a fair and impartial hearing of the parties affected, EMANZ
considers that the individual’s behaviour has not met those standards.
4. Maintaining Accredited Energy Manager – Facilities Status
An Accredited Energy Manager (Facilities) is expected to remain active in the field of
energy management (facilities) in order to retain of his/her accredited status.
The following are required to retain Accredited Energy Manager (Facilities) status:

Evidence of Continuing Professional Development (attendance at relevant
workshops, conferences etc)

Currency of Competency (see below)

Payment of annual registration maintenance fee

Reaccreditation every 5 years.

Currency of Competency
It is the responsibility of individuals to ensure that they maintain and enhance their
skills and understanding of tools, technologies and techniques relating to energy
management. ‘Quality of content’ rather than ‘quantity of hours spent’ is the key
measure of suitable professional development.
A minimum of 20 hours annually of ongoing professional development is advised.
Evidence of currency of competency in energy management must be provided at the
time of reaccreditation (adter 5 years). Taking individual EMANZ Energy
Management training courses or other suitable events and workshops are some
examples of how this time can be made up.
The Reaccreditation Application Form should be used to record activities over the
previous five years.
Note that an annual return to EMANZ is not required but may be worth considering
to ensure that the requirement is completed for each year.
Reaccreditation
Accredited Energy Managers – Facilities must submit the completed Reaccreditation
Application Form as part of the 5-yearly reaccreditation process.
For reaccreditation, the minimum evidence requirements consist of:

Evidence of at least 20 hours (annually)of continuing professional
development (CPD) in areas relevant to energy management (facilities /
commercial buildings);
 An update of the Work History Form
 Assignment/Report submission. For Reaccreditation, a written
assignment/report is required to be completed for assessment. The report
would be similar to the requirements to the report submitted for
Accreditation.

5. Fees
1. Initial Application & Assessment Fee:
Energy Manager – Facilities
$400 + gst
This fee includes 1 exam sit fee and your first year’s web
listing fee
2. Annual Registration Maintenance Fee:
This fee covers the cost of a listing on the EMANZ website and EMANZ administering
and maintaining Energy Managers – Facilities accreditation and is payable on each
anniversary of your accreditation.

3. Five-yearly Reaccreditation Fee:
Five- yearly Reaccreditation ensures that all Energy Managers – Facilities have kept
up to date with the knowledge and skills required for accreditation.
