1 HANDBOOK www.bisac.net Sept. 2008 2 BISAC CONSTITUTION 1. Name: The Bangkok International School Athletic Conference (BISAC). 2. Purpose: The purpose of BISAC is to provide a well-rounded program of interscholastic athletics for member schools. BISAC seeks to provide rules and regulations governing the conference that will achieve recognized educational objectives, promote the traditions of international sportsmanship, and provide an enjoyable activities program for all participants, spectators and supporters. This constitution provides the framework and regulations by which BISAC operates. 3. Requirements to remain in the league: - Direct or host one tournament a year. Have a voting representative at each BISAC Directors’ meeting. Participate in one tournament each season for boys and girls. (If not, a school must show they have participated in enough tournaments to remain in the league) Membership must be paid by the first meeting each year = 10,000 Baht. Schools hosting BISAC associated events are to ensure qualified medical personal (nurse min.) are available on site for the duration of the event. The term event includes BISAC tournaments, festivals and ‘friendly’ matches between BISAC member schools. www.bisac.net Sept. 2008 3 Application for BISAC Membership. Schools wishing to apply for BISAC membership must complete the following procedure Contact is made with The BISAC Chair to discuss the BISAC organisation and its membership requirements. Should the applicant school decide to carry on with its application to BISAC Membership, a BISAC Membership Application form would need to be submitted to the BISAC Chair. (This Application Form can be found as Appendix One at the end of this document) The application will be considered at the next scheduled BISAC Meeting. If the application is deemed to have potential, the representative of the applicant school will be invited to the following scheduled BISAC Meeting, at which point any outstanding questions that BISAC Members have would need to be satisfactorily addressed. If the application is successful, the applicant school would initially be granted a year’s probationary membership. 4. Conference Committee: The principal of the school may designate a conference committee consisting of the athletic director or activities director, or such alternate as. The conference committee shall elect as chairperson an educator from the committee, secretary and a treasurer. Elections will be held bi-annually at the May meeting. - Term of office extends from June 1 through 31 May for two years. - Nominations for elected positions shall be submitted to the conference chairperson by May 1st. - Each school (in attendance) has one vote. - Chairperson has tie-breaking vote. 5. Dues / Fees: Each member school shall pay 10,000 baht per school. Dues are payable to the BISAC treasurer by the first BISAC meeting in the school year. Dues shall be used to purchase scorebooks, medals, administrative costs, and other materials as determined by the conference committee. In addition, each school team at a tournament is expected to pay a 3,000 baht tournament fee for all BISAC competitions. 6. Quorum: The presence of a representative from 8 schools, at any called or regularly scheduled meeting of the conference committee, shall constitute a quorum sufficient for transacting and business for BISAC. www.bisac.net Sept. 2008 4 7. Amendments: This BISAC constitution may be amended by a 5/6 vote of all members present. Members unable to attend a meeting that is considering constitutional amendments may vote by letter or be telephone. Any amendment to be voted on must be circulated in writing to all schools not less than 30 days in advance of the day of voting. 8. By-Laws: Shall be established by the conference committee by a 5/6 vote of the members. No bylaws may contravene any article of the constitution. 9. Dissolution: This conference committee may be abolished by a 5/6 vote of its members. All remaining funds in the treasury will be divided among member schools on the following basis: - If the treasury does not have sufficient funds to disburse, then any remaining funds will be apportioned on the basis of the percent contribution to the treasury in the current year by the member school. - Outstanding Debts: member schools will pay BISAC debts proportionally. The proportion will be determined on the basis of the percent of the total dues each school has contributed that year. BISAC By-Laws 1. Purpose: - To provide rules and regulations governing the BISAC Conference that will achieve recognized educational objectives, promote the traditions of international sportsmanship, and provide an enjoyable activities program for all participants. 2. The conference committee will govern eligibility of students that participate in all interscholastic activities. The chairperson of BISAC may request member schools to provide eligibility documentation for participating students. 3. Any violation by member schools of rules established under this constitution may result in forfeiture of title or honors. A flagrant violation may result in suspension of that school from participation in that activity or all activities for the balance of, or a part of the school year. 4. The conference committee will select the tournament site. 5. Minutes of meetings: - The minutes of regular and special meetings of the conference committee of BISAC will be forwarded to all conference committee members and administrators of schools who are members of BISAC. www.bisac.net Sept. 2008 5 6. Duties of elected conference officers: - Chairperson Preside at all conference committee meetings Prepare and inform all conference committee members of proposals and agendas for all meetings. Serve as a voting member of the protest committee Direct the conference committee so that the provisions of the constitution are carried out. Carry on BISAC correspondence. - Secretary Record and distribute within 10 school days minutes of all conference committee meetings. - Treasurer Account for conference committee funds through the use of a prepared financial statement and standard accounting procedures. A financial statement will be provided for each committee meeting. Order and distribute all conference-provided medals and supplies. 7. Applicability: - Applicable to all BISAC and BISAC invite schools. 8. Scope: - Any sport approved by the conference committee falls under BISAC standardised rules. - Individual schools may schedule non-conference activities and are encouraged to explore them. 9. Eligibility (All sports except swimming): - U11 - U13 - U15 - U17 - U19 - As of the 1st Aug (no exceptions) 10. All rosters limited to 15 players. 11. Compliance with the eligibility regulation is the responsibility of the competing school. The tournament director then following the BISAC protests procedure shall deal with issues of eligibility. Sports teams found to have fielded ineligible players may be liable to disqualification from the tournament. www.bisac.net Sept. 2008 6 12. Participation in a BISAC sponsored activity shall be limited to students that are considered by their own school to be full time students. 13. Start times for non-tournament ‘Friendly’game fixtures are scheduled for 3:30 pm, unless otherwise notified. General Procedures: 1. The Athletic Director of each member school will forward team rosters to the tournament director at least 7 days in advance of the tournament. Failure to distribute such a roster may result in being disqualified for participation from the tournament. Roster changes will then be forwarded as necessary. 2. If one school needs extra player(s) to field a full legal aged team, they may request them from another school. This will encourage all schools to participate in tournaments and follow eligibility guidelines. 3. Protests: - To lodge a protest a coach must: a) Notify the tournament director at the time of the contest of the decision to protest. b) Present a protest form to the administration of the involved schools and the BISAC chairperson within 7 days. The following procedures for resolving protest of competition will be followed: Note: Judgment rulings of officials are not disputable. The tournament director makes the final decision and if any additional action needs to be taken the following guidelines will apply. a) The chairperson of BISAC consisting of the following will form a committee of three: Chairperson of BISAC, Principal of other than the schools involved, Coach from a school not involved. b) The head coaches from the teams involved should be present to clarify their position, but will have no voting power. c) Inform all schools in the league of the decision made and the action taken. d) The committee’s decision will be final and binding. Tournament Procedures: 1. BISAC tournaments can become BISAC invitational tournaments at the discretion of the tournament director. 2. Tournament director will send out invitations to member schools four weeks prior to the tournament. www.bisac.net Sept. 2008 7 3. Member schools should respond at least three weeks prior of their intention to participate. 4. Tournament directors should send out tournament schedules two weeks prior to a tournament. Any schools canceling participation after this date can be billed their tournament entrance fee by the host school. 5. All participating schools will send a BISAC roster to the tournament director at least 7 days before the tournament. 6. Tournament seeding to be based on previous years results, additional schools based on alphabetical order. All BISAC Tournaments involving a 2 pool system, utilise a 1, 4 and 2, 3 system of seeding. Pool A Pool B 1, 4, 5, 8, 10 2, 3, 6, 7, 9 7. Only BISAC member schools are allowed to participate in BISAC Tournaments. (Under 11 BISAC Sports Festivals are exempt from this restriction.) At the Tournament Directors discretion, a BISAC ‘B’ Team may be invited to a tournament if only there are 3 or 7 BISAC schools entered in the tournament and an additional team is deemed desirable. ‘B’ Teams schools can not win either the BISAC Plaque or BISAC Medals as these will always be awarded to the official entries of the top placed BISAC schools. Host schools to purchase additional separate trophies and medals in the event a ‘B’ Team achieves success in a BISAC tournament 8. Tournament rules include A player receiving two yellow cards in a tournament misses the next following game in the tournament. A red carded player is off for the remainder of that game and also misses the following game. 9. Tournament Directors are recommended to have available on the event administration desk, a current copy of that sports international governing body’s rule book. www.bisac.net Sept. 2008 8 Under 11 Structure for Festivals of Sport - There will be limited organized weekly matches. There will be a season-ending competition for each sport. Schools may enter as many graded teams as a host school can facilitate. Participation certificate or ribbon given to all participants. Host school will organize format and purchase/distribute awards. Recommended: Competitions will be no longer than 4 hours in length. RULES & REGULATIONS (ALL SPORTS): 1. U.13 Volleyball Net height - 2.1m Service - boys are permitted to serve over-arm. - automatic rotation after five consecutive points won by one player. Team maintains possession. Sets - best of three; first two to 25, max score 27 – 26; third set to 15, no max score 2. BASKETBALL - Ball size and goal height - U 11 Size 5 girls, Size 6 boys / Height 8 Feet - U 13 Size 6 girls, Size 6 boys / Height 10 Feet - U 15 / U17 / U 19 Size 6 girls, Size 7 boys / Height 10 Feet - Four quarters 8 minute running clock / 2 min. stop at the end of each half. U.11 Basketball No full court defence. Upon losing possession, teams must retire immediately, without hindering the attacking team, and defend from within the three point line. Players must have both feet behind the three point line before they are able to defend. Upon first infringement of this rule, the team will be given a warning and a sideline ball is awarded. Any subsequent infringement will result in a personal foul against the infringing player and a free shot will be given to the opposing team. U.13 Basketball No full court defence. Players must have both feet behind the halfway line before they are able to defend. Upon first infringement of this rule, the team will be given a warning and a sideline ball is awarded. SOCCER - Ball size - U 11 / U 13 Size 4, girls & boys - U 15 / U17 / U 19 Size 5, girls & boys - 10 – 12 min halves - Free substitution allowed - 5 minute golden goal OT in playoffs in a tournament. Shoot out of three players until a winner is declared. - Following point value during league play – Win 4 pts, Tie 2 pts, Loss 1 pt. - All FIFA rules are in play as is the FIFA tiebreaker rules. www.bisac.net Sept. 2008 10 4. BADMINTON 1. The BISAC Badminton Tournament is conducted under IBF International Rules. Exceptions will be noted in the below listed regulations. 2. Teams - Schools may register 8 players. - Each team manager must nominate their team’s rankings to the tournament director at least 15 minutes before their first game (3 singles and 2 double combinations plus a substitute player) Rankings to be in affect for the completion of the entire tournament. - The 8th player may be used for substituting an injured player. All subsequent players are moved up the rankings. - If another player is injured the players are again moved up the rankings and the un-played game is forfeited. - The 8th player (Reserve player), may substitute either for a 2nd doubles or a 3rd singles player in any match. U.17’s use plastic shuttles U.19’s use feather shuttles - Each match will consist of 3 singles games and 2 doubles. A non-scoring friendly match between opposing teams substitute players (if available) may take place at this time. SCORING SYSTEM 7.1 A match shall consist of the best of three games, unless otherwise arranged (Appendix 2 and 3). 7.2 A game shall be won by the side which first scores 21 points, except as provided in Law 7.4 and 7.5. 7.3 The side winning a rally shall add a point to its score. A side shall win a rally, if the opposing side commits a fault or the shuttle ceases to be in play because it touches the surface of the court inside the opponent’s court. 7.4 If the score becomes 20-all, the side which gains a two point lead first, shall win that game. 7.5 If the score becomes 29-all, the side scoring the 30th point shall win that game. 7.6 The side winning a game shall serve first in the next game. www.bisac.net Sept. 2008 13 If teams are level on points at the end of the round-robin games then the final placing will be decided by the following Tie Breakers: (1) Result of Head to Head match (2) Sets Lost Should the shuttle hit any obstruction such as basketball backboards, rings or nets, then a let should be played. All matches will be scored and umpired by the players themselves. 6. TENNIS - 7. Similar format to the badminton Pro – set / or regular best of three sets. SWIMMING - Age divisions - Juniors - Ages 6 and under, Ages 7 and 8, Ages 9 and 10 - Seniors - Ages 11 and 12, Ages 13 and 14, Ages 15 and over. Eligibility is based on the date of competition. BISAC Swim League Meets to start at 3:45pm, regardless of which schools are still on the way to the event. 8. TRACK & FIELD - Age groups are U11, U 13 and U 15 as of 1 August - See BISAC Handbook Supplement www.bisac.net Sept. 2008 14 BISAC Handbook Supplement BISAC Track and Field Champioships Scope: The Athletics Championships will be conducted with a Boys and a Girls Division in each of three age categories. Under 11’s Under 13’s Under 15’s Eligibility: Ages for the BISAC Athletics Championships will be calculated on athletes’ ages as of the 1st August preceding the start of the academic year of competition. Timed finals: All events will be conducted as timed finals. Event Priority: Track events have priority over field events. Field events: Competitors in the field events will receive an opportunity for two warmup trials prior to competition. With the exception of the high jump event, in competition competitors will have the opportunity of a maximum of three attempts. Shot Put weights: U.13 Girls U.13 Boys U.15 Girls U.15 Boys 2.75 KG 3.00 KG 3.00 KG 4.00 KG U.11 Ball Push (Basketball Chest Pass). This is a two handed basketball chest push/pass using a size 5 basketball. Travel across the Shot Put circle is permitted as per normal regulations for Shot Put. The ball must be “pushed” from within a 2m diameter circle. The thrower can start from any point within the circle and can move across the circle with the ball, but may not step on the circle or outside the front of the circle, even after releasing the ball. The ball must be initially held in two hands, touching the chest until the ball is pushed in a single action from the chest. The ball can ultimately be propelled from one or two hands as long as the ball begins in two. (A shoulder pass or push will be considered a ‘no-throw’.) Baseball Throw A baseball is the implement thrown for the following age groups; U.11 and U.13. Javelin U.15’s will throw a Javelin Trainer. Discus weights. Weights. No changes permitted for individual events after this time. Only scratches will be accepted. Changes to the relay teams can be made on the day of competition. Officials Thai AAA officials will officiate the track races (and possibly assist with field events). Each school participating is required to conduct at least one field event. At least one person conducting the field event should be a qualified athletics official in the event, or a physical education teacher. Field events will be allocated to participating schools in the order requests for each event are received by the host school. First in – best served.
