Scope
Preface
This document is a Request for Information (RFI). Its format is that of an intended Technical
Specification. A potential tenderer is invited to respond to this RFI by completing the
enclosed matrix. It is also highly encouraged to give more information of a potential
product(s) than merely the completion of the matrix.
The aim of this RFI is to identify existing products on the market and compare how closely
they conform to this preliminary Technical Specification. If a product conforms to most
requirements but fails in some respects, please enter suggested specifications in the
corresponding boxes in the matrix.
The responses to this RFI will be directly considered in the final Technical Specification. The
Request for Quotation (RFQ) is planned to follow shortly after the response time of this RFI.
As this RFI is very specific in its details the response time for the RFQ will be limited.

Identification
ÖVNHGR 13 (Practice Hand Grenade 13) is a practice hand grenade that consists of a
Practice Shell, a Hand Grenade Mechanism and a Practice Fuse. The Mechanism and the
Practice Fuse could be one item.
The ÖVNHGR 13 shall emulate DISTRAKTIONHGR 13 for training purposes.
1.3
Introduction
During military training, when soldiers practice throwing Hand Grenades, they are required to
throw a number of Practice Hand Grenade before throwing a live one in order to be more
familiar with the Hand Grenade, how to handle it and how to throw it. The Practice Hand
grenade shall have the same basic appearance and the same handling as the live one,
except that the Practice Hand Grenade shall be blue in colour.

The following definitions are stipulated:
Mechanism:
An assembly usually consisting of; a leaver, safety pin with pulling
device, hammer arrangement for igniting the fuse.
Practice Fuse:
An explosive device usually consisting of; a percussion cup, delay
compound and a charge suitable for a Practice Hgr.
Igniter:
Mechanism and fuse joined
Practice Shell:
The main body of the Hgr consisting of; an inert Shell, a surface
for handling the Practice Hgr.
ÖVNHGR 13:
The complete Practice Hgr with Fuse, mechanism and Practice
Shells.

This Statement of Requirements (SOR) describes the Requirements (REQ), which
shall/should (mandatory/desired) be fulfilled within the ÖVNINGSHANDGRANAT 09 project.
Any change in this specification and its applicable documents or in other technical

Requirements

ÖVNINGSHANDGRANAT 13 (hereinafter called ÖVNHGR 13) and its parts,
pyrotechnic charges, explosives, etc., shall be manufactured in accordance with
the manufacturers drawings and fulfil FMV specifications.
REQ2
A pyrotechnic charge combination of sulphurous compounds and potassium
chlorate shall not be used.

ÖVNHGR 13 shall have the same basic appearance and handling as
DISTRHGR 3.
REQ4
The Practice Igniter (Fuse and Mechanism) shall have the same general
appearance and functions of DISTRHGR 13 except that the burst charge shall be
substituted by a pyrotechnical charge, or similar, appropriate for a Practice Fuse.
REQ5
Each ÖVNHGR 13 Shell shall be capable to be provided with an Igniter.

REQ6
The Practice Hand Grenade shall not imply any risk to a person at a distance  3m
from the detonation point, that is, that a KRAFT-paper of 60g/m2 at a distance of
 3 m from the bursting point, shall not be penetrated. This includes direct
fragments or parts, indirect projectiles as sand and gravel blasted by the charge.
REQ7
Each Shell Part shall be equipped with hole(s) to let the developed gases out. The
hole(s) shall be located to places that will minimize the risk of high velocity splinters
leaving the shell and also minimizing secondary splinters from the surroundings.
REQ8
The mechanism shall not come off when bursting. If the shell has a screw thread
on the outside, giving the mechanism a large pressure exposed area; the
mechanism shall be isolated from the pressure from the bursting charge.
REQ9
If the shells get filled with water, totally or partially, the Practice Hgr shall stay intact
when bursting.
REQ10
The Practice Igniters shall be interchangeable.
REQ11
The Practice Igniter shall have a delay of 1.5 seconds from arming to burst.
REQ12
The fuse shall function in the temperature range -40C to + 60C.
REQ13
The shells shall be re-usable and they shall remain unaffected (no cracks, no
damages of the material) in the temperature range –40C to + 60C.
REQ14
ÖVNHGR 13 shall be capable of being carried outside the soldier’s combat gear on
a combat harness or in a combat pouch without its function or safety being affected
by jolts, impacts or the environment.
REQ15
It shall be possible to hold the ÖVNHGR 13 in the right hand with the mechanism
pointing upward and the leaver turned to the palm of the hand, when the safety pin
is pulled with the left hand.
REQ16
The ÖVNHGR 13 shall provide a grip such as to permit it to be thrown, without
slipping from the hand (wearing winter gloves), when wet or frosty.

Mechanical design and physical dimensions

ÖVNHGR 13 shall have a mechanism with leaver and safety pin assembly of the
same design as DISTRAKTIONSHGR 13.
REQ19
The ÖVNHGR 13 shall have the same weight, size and general design as
DISTRAKTIONSHGR 13.
REQ20
The Shell itself shall not contain any explosives.
REQ21
The shells shall let the developed gases out in such a fashion that secondary
splinters from the surroundings are minimized.
REQ22
The fuse shall contain a small charge, appropriate for a training igniter.

The Shell Parts shall be possible to remove by a person wearing combat gloves.
REQ24
The force needed to pull out the safety pin shall not exceed 170 N.
REQ25
The weight, shape and grip of ÖVNHGR 13 shall (should) be such as to permit it to
be thrown 25 m (30 m) by a soldier in an upright position and of normal physique,
wearing battle dress, including battle gloves. Once thrown, it shall have a defined
trajectory.
REQ26
ÖVNHGR 13 shall be capable of being armed and thrown with both the left and the
right hand.
REQ27
It shall be possible to make ÖVNHGR 13 safe again, to the same level of safety as
before the safety pin has been pulled.
REQ28
The fuse and mechanism shall be easily screwed into the shell.

System Safety Requirements
2.5.1
General
REQ30
ÖVNHGR 13 shall be designed to minimize the risk for injury when handled.
REQ31
ÖVNHGR 13 shall be free of cracks.
REQ32
ÖVNHGR 13 Igniter shall have a nominal delay time of 1.5 seconds.
REQ33
It shall be verified at a confidence level of 0.95 there is no igniters with shorter
delay time than 1.0 seconds.
REQ34
It shall be verified at a confidence level of 0.95 there is no igniters with longer delay
time than 3.0 seconds.
REQ35
ÖVNHGR 13 with Practice Fuse shall, without packaging, withstand a fall from a
height of 3 m onto a non-resilient surface without an adverse effect on its safety or
function.
REQ36
Practice Igniters (or Fuses depending on design) for ÖVNHGR 13 shall, in its
packaging, withstand a fall from a height of 12 m onto a non-resilient surface
without an adverse effect on its safety.
REQ37
The acoustic pressure level shall not exceed 140dB, when firing ÖVNHGR 13, at
any distance.
REQ38
An assembled ÖVNHGR 13 shall be capable of being transported without
packaging in a combat vehicle, with no risk of function and safety being affected by
the vehicle’s movement and vibration.

ÖVNHGR 13 Igniter shall be qualified according to FSD 0213 or equivalent
standard.

Shelf life

The operational reliability after environmental treatment in accordance with 2.6.2
(Environmental Testing Instructions) shall (should) be 0.935 (0.96).

The reliability after 6 years in storage shall be 0.96.

2.6
Verification and validation requirements
2.6.1
General

All environmental tests shall be done by the Manufacturer and performed on
complete ÖVNHGR 13.

The supplier shall suggest tests for Delivery Lot Testing.
2.6.2
Delivery lot inspection and testing
REQ47
The Supplier must carry out testing on each Delivery Lot (Inspection Lot).
REQ48
A cold test, fuses with mechanisms and protective caps, shall be done by storage
at -40C for two full days. The fuses must then be fired within two minutes of
leaving the cold chamber.
REQ49
A heat test, fuses with Mechanisms and protective caps, shall be done by storage
at +60C for two full days. The fuses must then be fired within two minutes of
leaving the heat chamber.
REQ50
A tropical test, fuses with Mechanisms and protective caps, shall be done by
storage at temperature interval from +20C to +40C, 6 full intervals/ 4 days. The
fuses must then be fired within two minutes of leaving the heat chamber.
REQ51
Ocular inspection shall be performed as part of REQ47, and fulfil REQ75 – REQ77.
REQ52
20 Practice Hand Grenade shall be exposed for a pull out test and fulfil the
requirements in REQ24.
REQ53
Firing should be carried out in favourable weather conditions. Unfavourable
weather conditions will not be accepted as a reason for approving a rejected batch
with unacceptable results. The supplier should choose the day for firing tests.

Type testing and pilot lot inspection
REQ54
The Supplier must carry out type testing of a pilot lot of at least 1000 fuses with
Mechanisms and protective caps.
REQ55
The Supplier must suggest Environmental Testing Method for the Hand Grenade
and carry out the testing as part of REQ54. The environmental testing shall
include:
a. Vibration
b. Shock
c. Loose Cargo
a-c shall be carried out as a sequential test and shall include 200 complete
Practice Hand grenade.

67 of the Practice Hand grenade in REQ55 shall be tested according to REQ48.

67 of the Practice Hand grenade in REQ55 shall be tested according to REQ49.

In connection with sampling selection for delivery inspection in which the supplier
carries out the necessary testing, sampling should be applied according to
standard SS 020130 unless otherwise stated. The purchaser reserves the right to
select the units to be tested and to decide whether or not the delivery will be
accepted or rejected.

The package shall be in accordance with UN Recommendations on the transport of
dangerous goods.

Practice Shells shall be packed in an in a simple but adequate transport box.
REQ69
Practice Igniters (Practice Fuses, Mechanisms) shall be packed in an M2A1
(NATO) ammunition box (hereinafter called AMLÅDA 97).
REQ70
A unit load comprises a Europallet. The height of the unit load shall not exceed
1200 mm and the pallet shall have a width of 800 mm and length of 1200 mm.

The edges (length and width) of the ammunition boxes may not exceed those of
the Europallet.

The AMLÅDA 97 shall be equipped with an inner packaging or similar if required
for transportation according to REQ71.

The colour of ÖVNHGR 13, shells and the mechanism, shall be blue. Leaver and
safety ring/pin is accepted in the same colour as for DISTRAKTIONSHGR 13.

On the right-hand side, the contents label.
