Specification Number: 26 09 13.60 Product Name: FULLY INTEGRATED REMOTE TERMINAL UNIT (RTU) CONTROL SYSTEM PACKAGE SQUARE D COMPANY CLASS 6370, RTU-PAKÔ PACKAGE SECTION 26 09 13.60 FULLY INTEGRATED REMOTE TERMINAL UNIT (RTU) CONTROL SYSTEM PACKAGE SQUARE D COMPANY CLASS 6370, RTU-PAK PACKAGE PART 1: GENERAL 1.01 SCOPE OF WORK A. This document provides specification requirements for a Square D Company Class 6370, fully integrated remote terminal unit (RTU) control system package (RTU-PAKTM). B. The remote terminal unit (RTU) package manufacturer shall factory assemble, functionally test and adjust all packages for satisfactory remote terminal unit operation. C. The remote terminal unit (RTU) package and any optional components as may be required to meet the application needs must be certified as assembled and tested by the same manufacturer and must be of current model in production. Prototypes, discontinued models or proprietary configurations will not be allowed. D. Any exceptions/deviations to this specification shall be indicated in writing and submitted for the Engineers' approval two weeks prior to the bid date. 1.02 SUBMITTALS FOR APPROVAL A. Submittal packages including drawings shall be furnished for Engineers' approval prior to factory assembly of the remote terminal unit (RTU) package. The submittal packages shall consist of elementary power and control wiring diagrams, enclosure outline drawings, communications device interface diagrams as well as complete Bill Of Material (BOM). The enclosure drawings shall include front and side views of the enclosures with overall dimensions and general component arrangement of the sub panel. Standard catalog specification sheets for all supplied components shall be furnished as part of the submittal package. B. Complete electrical drawings done in the latest released version of AutoCAD shall be submitted within two weeks of receipt of formal purchase order for the equipment. 1.03 RELEASE FOR MANUFACTURING AND SHIPMENT OF EQUIPMENT A. Shipment of equipment by the manufacturer shall not exceed eight (8) weeks after submittal drawing approval and full release for manufacturing (ARM). 1.04 WARRANTY A. An eighteen (18) month parts warranty shall be provided on materials and workmanship from the date of equipment shipment, or twelve (12) months from the date of start-up, whichever occurs first. 1.05 QUALITY ASSURANCE A. The manufacturer of the remote terminal unit (RTU) package shall be a UL 508A Certified facility. B. The remote terminal unit (RTU) package shall be designed, constructed and tested in accordance with NEMA, NEC, IEC and UL 508A standards. C. Prior to shipment, the remote terminal unit (RTU) package shall be fully functionally tested at the factory, as an assembled unit with communications devices installed and operational to insure proper system operation. All pilot devices and controls shall be tested to verify proper operation. Testing documentation shall be furnished at the engineer's request. PART 2: PRODUCT 2.01 MANUFACTURERS A. The remote terminal unit (RTU) package shall be the Square D Class 6370 RTU-PAKTM. B. The programmable logic controller and other electrical controls shall bear the Square D, Telemecanique, Modicon, or other brand logo of Groupe Schneider. C. The remote terminal unit (RTU) must be certified from the same manufacturer and must be of a current model in production. Prototypes, special configurations and discontinued models will not be allowed. D. The remote terminal unit (RTU) supplier shall be required to demonstrate recent past experience in the engineering, design, manufacture, and commissioning of remote terminal unit equipment of comparable in size to that being proposed. The supplier shall be required to have in-house capability to engineer, design, fabricate, and test all equipment and systems, and to demonstrate a capability of commissioning the equipment in the field. E. Substitutions must be submitted in writing three (3) weeks prior to original bid date with supporting documentation demonstrating that the alternative manufacturer meets all aspects of the specifications herein. 2.02 GENERAL DESCRIPTION A. The remote terminal unit (RTU) shall be a fully integrated hardware/software package which shall provide data acquisition and/or control functions for water/wastewater applications, industrial process treatment applications, and other such remote terminal unit applications as appropriate. B. The remote terminal unit (RTU) package shall include the following components: 1. Programmable logic controller (PLC) with required I/O devices 2. Communications device 3. NEMA-rated enclosure 4. Associated IEC control components as required, including relays, fuses, circuit breakers, and interconnection terminals C. A range of choices shall be available for specifying the following: 1. Enclosure type and style 2. Programmable logic controller type and style 3. Human Machine Interface (HMI) type and style 4. Communications medium D. System hardware and software shall be fully integrated into an installation-ready package. E. Remote terminal unit (RTU) package functionality shall include the following capabilities: 1. The remote terminal unit (RTU) shall be a programmable logic controller (PLC) based product and shall provide the capability for continual control and monitoring of remote processes and their variables. 2. The remote terminal unit (RTU) shall enable polling over a local area network/wide area network (LAN/WAN) with devices functioning in a master mode. 3. The remote terminal unit (RTU) shall enable polling over a local area network/wide area network (LAN/WAN) with devices functioning in a slave mode. 4. The remote terminal unit (RTU) shall enable point-to-point communication between remote LAN/WAN remote terminal units (RTUs) and point-multi-point communication with master supervisory control and data acquisition (SCADA) systems. 5. The remote terminal unit (RTU) shall be capable of issuing commands, receiving commands as well as gathering data. 6. The remote terminal unit (RTU) shall be able to function within the following types of network structures: a. Single-master / multi-slave network b. Multi-master / multi-slave network c. Variable time slot multi-master / multi-slave network. 7. Any remote terminal unit (RTU) in the network shall be able to function as a full master remote terminal unit. Each remote terminal unit (RTU) shall provide unsolicited reporting capability, which allows any remote terminal unit (RTU) to initiate communications in the event of an alarm condition or when a field device status changes. Unsolicited reporting shall be supported simultaneously with full integrity polling. Additionally, all remote terminal units (RTUs) shall support report by exception. F. A variety of remote terminal unit (RTU) package options shall be available. Available package options shall include but are not limited to the following: 1. Lightning arresters and/or surge suppression (on the main power, communication link connections and the I/O) 2. Heating elements and/or circulating fans 3. HMI (Human Machine Interface) 4. Operator interface devices 5. Interior lighting 6. Convenience power outlets 7. I/O fusing 8. Interposing relays 9. Digital input buffering 10. Enclosure rating options to include sun shields 11. Battery and UPS style power backup devices 2.03 PHYSICAL DESCRIPTION AND REQUIREMENTS A. The remote terminal unit (RTU) shall be a fully integrated hardware/software package. The package shall include a programmable logic controller (PLC), input/output (I/O) modules, required power supplies, and a communications device. The PLC and I/O modules shall be connected to removable terminal strips. The PLC shall have a minimum of two on-board serial ports and shall have the capability to accommodate additional expansion ports. The package shall be housed in a NEMA-rated enclosure capable of withstanding demanding environmental conditions. The package shall be installation-ready upon delivery. The package shall permit panel mounting or DIN rail mounting. The package shall be comprised of off-the-shelf components. The package shall be constructed of non-proprietary, commercially available components. All remote terminal unit (RTU) components shall be available assembled from a single vendor. B. The remote terminal unit (RTU) shall provide at a minimum the following visual indicators: 1. Power supply output status 2. Program execution status 3. Appropriate indicators for serial and modem communications 4. Discrete input/output signal presence indicators 2.04 COMMUNICATIONS MEDIUMS A. The remote terminal unit (RTU) shall incorporate an industry-standard communication interface that is capable of supporting various communication mediums. Supported communication mediums shall include: 1. Spread spectrum radios 2. Licensed frequency radios 3. Dial-up modems 4. Leased line modems - analog / digital / two-wire / four-wire 5. Fiber optic connections B. All communications must be provided using MODBUS industry-standard protocol. C. The remote terminal unit (RTU) must be able to communicate using MODBUS ASCII or MODBUS RTU protocol. D. The remote terminal unit (RTU) shall be capable of acting as either a master or a slave device without firmware change, allowing the remote terminal unit to function as a data collection device or controller (master) on the network. The remote terminal unit (RTU) application software must be able to switch between master and slave functionality within one scan of the PLC. 2.05 PROGRAMMING REQUIREMENTS A. The remote terminal unit (RTU) shall be programmed in ladder logic. All data acquisition and process control parameters shall be programmed in ladder logic. The remote terminal unit (RTU) shall provide the capability for on-line set up/change of data acquisition and process control parameters. Program information and system parameters shall be stored in battery-backed, onboard RAM. 2.06 PROTOCOL REQUIREMENTS A. The remote terminal unit (RTU) shall use the Modbus protocol as it's Primary Protocol. Both the ASCII and RTU mode of Modbus shall be available without hardware or firmware change and be changeable within one scan of the PLC. When required, the remote terminal unit (RTU) package shall include protocol conversion packages to ensure the ability to interface with proprietary communications networks. 2.07 REMOTE TERMINAL UNIT MESSAGING A. The remote terminal unit (RTU) shall be capable of sending Modbus messages from the PLC to multiple slave PLCs or to other Modbus-compatible slave devices. The remote terminal unit (RTU) shall be capable of sending ASCII messages to modems for modem connectivity and to other ASCII devices (such as printers and displays) for visual display of process information. The remote terminal unit (RTU) shall support communication baud rates from 1,200 to 19,200 baud. 2.16 PROGRAMMABLE LOGIC CONTROLLER (PLC) DATA A. The programmable logic controller (PLC) shall be a standard Modicon platform. B. All digital and analog input/output (I/O) modules required to properly operate the pumps shall be prewired and replacements shall be locally stocked. C. The programmable logic controller (PLC) shall be programmed in ladder logic or other graphical language. D. The programmable logic controller (PLC) shall be programmed using either Modsoft, Concept (graphical IEC 1131), Modsoft Lite, or compatible third-party programming software. E. The programmable logic controller (PLC) on-board serial ports shall consist of either one RS-232 Modbus port and one peer-to-peer Modbus Plus port or two RS-232 Modbus ports. F. The I/O back plane (I/O rack) shall accommodate modules from 4 point, 8 point, 16 point, or 32 point digital and/or analog I/O cards. Additional special function cards shall be compatible with standard I/O racks and stocked locally. Input/output expansion, if required, shall be accomplished by inserting modular cards into the existing backplane (and additional backplanes, if needed). G. The programmable logic controller (PLC) shall have a time-of-day clock as well as CPU and I/O diagnostics. H. The programmable logic controller (PLC) shall be designed to operate under the following conditions: Temperature 0 degrees C to 60 degrees C (32 degrees F to 140 degrees F) Humidity 0 to 93% RH noncondensing @ 60 degrees C Altitude 2000 meters full operation J. The programmable logic controller (PLC) input voltage shall be 115 VAC, 230 VAC, or 24 VDC. K. The programmable logic controller (PLC) RFI/EMI emissions shall comply with FCC requirements. L. The programmable logic controller (PLC) shall be UL, CSA, FM Class 1 Division 2 Certified. M. The programmable logic controller (PLC) shall be programmed in ladder logic. All data acquisition and process control parameters shall be programmed in ladder logic. The programmable logic controller (PLC) shall provide the capability for on-line set up/change of data acquisition and process control parameters. Program information and system parameters shall be stored in battery-backed, onboard RAM. 2.08 INPUT/OUTPUT MODULES A. The remote terminal unit (PLC) shall accommodate any I/O card supported by the PLC. The I/O terminal block shall accommodate up to 16 input and 16 output modules. I/O expansion (if required) shall be accomplished by inserting modular cards into the existing backplane or by adding an expansion backplane. B. All connections between the remote terminal unit (RTU) and signal wiring shall be through terminal blocks mounted within the remote terminal unit (RTU) enclosure. The terminal blocks shall be screw-type, with full depth insulating barriers. All terminals and blocks shall be clearly labeled. 2.10 REMOTE TERMINAL UNIT SOFTWARE A. The remote terminal unit (RTU) software shall control the communication port of the PLC and shall allow control of the communication link between the PLC and data communications equipment attached to the PLC. Additionally, the remote terminal unit (RTU) software shall provide the network with collision protection, diagnostics, data histograms, and host interactions functionality. 2.11 REMOTE TERMINAL UNIT POWER A. The remote terminal unit (RTU) package shall include provisions for a UPS or battery back-up power system in addition to the on-board power supply. B. The remote terminal unit package (RTU) shall supply extra current capacity for 24-volt DC field devices. 2.12 SYSTEM DIAGNOSTICS A. Diagnostics shall be accessible either at the remote terminal unit or (remotely) from the host. Battery health, I/O health, and other field device status data shall be available by means of LED indicators on the components themselves. 2.13 ENVIRONMENTAL REQUIREMENTS A. The remote terminal unit (RTU) shall be capable of storage within a temperature range of 40 to +85 degrees Celsius. B. The remote terminal unit (RTU) shall be capable of operating within a temperature range of 0 to +60 degrees Celsius. C. The remote terminal unit (RTU) shall be capable of withstanding a relative humidity of 0 95% non-condensing. PART 3: START-UP SUPPORT 3.01 START-UP AND INSTALLATION A. The remote terminal unit (RTU) package manufacturer must have a 24 hour toll free number for telephone inquiry support and a separate 24 hour toll free number for service support. B. The remote terminal unit (RTU) package manufacturer shall have local and national technical support. C. The remote terminal unit (RTU) package manufacturer shall provide a factory trained technical representative to inspect the contractor's installation, test and start-up the remote terminal unit (RTU) packages as furnished under this specification for such period of time as requested by the end user of the equipment. This inspection, testing and start-up service shall be quoted as a separate line item. D. Installation of the remote terminal units (RTUs) shall be in compliance with manufacturer's instructions, drawings and recommendations. 3.02 DELIVERY A. The equipment at time of shipment shall have as few shipping splits as possible. B. All equipment shall be strapped or bolted to wooden shipping skids built exclusively for the one time usage. Loose pieces or parts will not be accepted. C. If shipment is not by dedicated air ride transport, the units shall have wooden frames built around them so as not to dent or scratch the painted finish. In addition to the frames all equipment shall be sealed in clear plastic to protect against water and dust. D. All documentation including a copy of the complete schematics, product data sheets, interconnection instructions, inspection and/or certification reports, and any special instruction will be bundled inside each enclosure or shipping split. 3.03 TRAINING A. An on-site training course shall be provided by a factory representative of the remote terminal unit (RTU) package manufacturer to plant and/or maintenance personnel for such period of time as requested by the end user of the equipment. This on-site training course service shall be quoted as a separate line item.
