Annex I - Current tariffs Introduction 1 In this annex, we set out the current: (a) base retail tariffs (we use MEA’s schedule which differs slightly from PEA’s schedule, in particular it contains power factor charges); and (b) base bulk supply tariff (BST). 2 The Automatic Adjustment Mechanism (Ft), which is added to the base tariffs to form the tariffs actually charged to customers, is set out in Annex O. Base retail tariffs 3 Base retail tariffs vary by consumer category, and are summarised below for each category. The categories and nominal average level of base tariffs in each consumer category have remained largely constant since 1991, although there have been changes in the structure of tariffs within a consumer category. The structure of tariffs has remained unchanged since January 1997. 4 For Residential consumers, there is a progressive block structure with a minimum charge. The progressive block structure comprises a fixed amount for the first consumption block and then multiple consumption blocks with increasing Baht/kWh charges. The rates are given in Table I1. The same tariff also applies to government institutions with average energy consumption of 250,000 - 355,000 kWh. The normal tariff for this category is given in Table I2. It comprises a demand charge and energy charge which vary by voltage level. The tariff structure for these customers is the same as for Medium General Services. The only difference is that the normal tariff demand charge is higher, namely 220.56, 256.07 and 276.64 Baht/kW for 69kV and over, 12-24 kV and below 12 kV respectively. 10 Large General Services are defined as having a 15 minute maximum integrated demand of 2,000 kW or more, or average energy consumption of more than 355,000 kWh. The same tariff also applies to government institutions with average energy consumption of over 355,000 kWh. These customers may choose between the TOU tariff in Table GI3 above, or the Time of Day (TOD) tariff in Table I4, except that customers classified as Large General Services since October 1997 must take the TOU tariff. For this category there is an energy charge and a minimum charge (which vary by voltage level), although there appears to be an inconsistency between the two charges. The details are given in Table I5. Such customers have to sign a stand-by power purchase agreement with the relevant distribution utility, which, inter alia, specifies the level of demand. Their annual load factor must also be less than 15%. The charges are as follows: 15 (a) a lower demand charge than in the normal tariff (see below); and (b) the same energy charge as in the normal tariff. The demand charge is: (a) 15% of the normal tariff for cogeneration plants under the SPP regulations, and 30% of the normal tariff for other customers, as long as demand does not exceed the level stipulated in the stand-by power purchase agreement; and (b) double the normal tariff if demand does exceed the level stipulated in the stand-by power purchase agreement. 16 Finally there is an Interruptible tariff for customers with demand of at least 5,000 kW with an interruptible load of at least 1,000 kW. Such customers have to sign an interruptible tariff power purchase agreement. There are three options as follows: 17 (a) Option 1: interruptions do not exceed 3 hours per time, twice daily, 10 times monthly, 40 times yearly; (b) Option 2: interruptions do not exceed 3 hours per time, once daily, 10 times monthly, 20 times yearly; and (c) Option 3: interruptions do not exceed 6 hours per time, once daily, 10 times monthly, 20 times yearly. It is referred to by EGAT as the “Wholesale Rate for MEA and PEA”. It has remained unchanged since July 1997. The time of use is divided into three periods, but it is clear that the intention is to define: (a) a peak period during which the charge is relatively high; and (b) an off-peak period, which is divided into two sub-periods during which the charges are relatively low (and broadly similar). 20 The charges applicable to MEA and PEA differ from those in Table I8, because there is a cross-subsidy from MEA to PEA to compensate PEA for itsrelatively high costs. The surcharge for MEA is 0.2577 Baht/kWh and the discount for PEA is 0.1205 Baht/kWh. AnnexG.doc
