Fakultas Kedokteran Universitas Brawijaya (FK-UB) mengucurkan dana hingga Rp. 2 M per tahun untuk penelitian melalui Dana Pengembangan Pendidikan - Sumbangan Pengembangan
Pendidikan (DPP-SPP). Diwawancarai PRASETYA Online, Ketua Unit Pengembangan Penelitian
(UPP) FK-UB, dr. Hidayat Sujuti, Sp.M, PhD menyampaikan dengan dana tersebut pihaknya ingin penelitian memiliki fokus sampai bisa diarahkan hingga kepemilikan Hak atas Kekayaan
Intelektual (HaKI) bahkan produksi. Dari tujuh payung penelitian yang dimiliki UPP FK-UB, beberapa diantaranya memiliki produktivitas proposal tinggi seperti penyakit degeneratif, imunologi dan infeksi. Meskipun, ia menambahkan, pohon penelitian lain pun tidak kalah produktifnya seperti teknologi kedokteran, stem cell dan tumbuh kembang.
“Untuk mengarah pada fokus penelitian tertentu, kita harus menyesuaikan antara kepentingan lokal, nasional maupun internasional dengan sumber daya yang dimiliki FK-UB”, kata dia.
Namun, tambah Hidayat, tidak semua bisa menerima pemfokusan ini terutama yang kajian ilmunya tidak masuk didalamnya.
Saat ini FK-UB memiliki 150 dosen ditambah 250 dosen luar biasa dari Rumah Sakit Syaiful
Anwar (RSSA). Pada 2010, kata Hidayat, sebanyak 44 proposal masuk UPP dan 23 diantaranya dinyatakan lolos untuk didanai. Sementara pada 2011, jumlah yang dinyatakan lolos melonjak hingga 35 dari 45 proposal yang diserahkan. “Dengan jumlah dosen 3 orang per proposal, maka keikutsertaan dosen dalam penelitian mencapai 80 persen setiap tahunnya”, rinci Hidayat.
Dari plafon Rp. 2 M tersebut, baru separuhnya termanfaatkan untuk pendanaan penelitian yang rata-rata nilainya Rp. 50 juta/proposal. Karena itu, ia mengupayakan sisa plafon dana untuk pengembangan penelitian hingga ke HaKI dan produksi (industrialisasi). Tidak dipungkirinya, kemudahan memperoleh dana merupakan stimulus yang harus difasilitasi. Nilai 50 juta/proposal menurutnya sangat jauh dibawah standar nasional yang bisa mencapai Rp. 500 juta/proposal.
Pada 2011, dari 23 proposal yang masuk, 4 diantaranya telah diterima publikasi internasional.
“Kami memang mensyaratkan setiap proposal harus dipublikasikan, minimal publikasi nasional.
Jika tidak, maka tidak akan lolos pendanaan tahun berikutnya”, kata Hidayat.
Dalam diseminasi hasil penelitian FK-UB hari ini (25/1), sebanyak 23 penelitian dipresentasikan.

School of Medicine Universitas Brawijaya (FK-UB) disburses up to 2 billions per year for researches through the Education Development Fund – The Contributions for Educational
Development (DPP-SPP). Interviewed by PRASETYA Online, The Head of Research Development
Unit (UPP) FK-UB, dr. Hidayat Sujuti, Sp.M, PhD stated that with these funds his institution wanted the researches to be directed to the ownership of Intellectual Property Rights
(IPR/HaKI) and even production. From the seven research umbrellas owned by UPP FK-UB, some of which have high productivity proposals such as degenerative diseases, immunology and infection. Even so, he added, other studies have no less productive, such as, medical technology, stem cell and growth and development.
"To lead on specific research focus, we have to adjust between local, national and international interests with the existence resources owned by FK-UB," Hidayat said. He added, however, not all could accept this focusing primarily on a study of science which didn’t enter in.
FK-UB currently has 150 lecturers plus 250 outstanding lecturers from Syaiful Anwar Hospital
(RSSA). In 2010, Hidayat said, as many as 44 proposals entered UPP and 23 of them passed for funding. While in 2011, the number of passed proposals increased to 35 from 45 submitted proposals. "With the number of 3 lecturers per proposal, then the participation of a lecturer in research reached 80 percent every year," Hidayat detailed.
From 2 billion rupiahs, only half of it is utilized for researches with average value of Rp. 50 million/proposal. Therefore, he tries to utilize the rest of funding to research development until
IPR and production (industrialization). There is no doubt, the ease of obtaining fund is a stimulus which needs to be facilitated. The value of 50 million/proposal, according to him, is below the national standard that can reach Rp. 500 million/proposal.
In 2011, from 23 proposals, 4 of them have been received in international publicity. "We do require that each proposal must be published, at least in national publication. If not, then, it will not be qualified for next year funding," said Hidayat.
