INTRODUCTION
This document reports on the 1st International Conference on Application and Theory of
Automation in Command and Control Systems (ATACCS), held on May 16-17 2011 in
Barcelona, Spain. The ATACCS conference has been organized by the HALA! Network: a
Research Network (Higher Automation Levels in ATM) supported within the framework of
SESAR WP-E. The main objective of HALA! is to explore unconventional and high risk areas,
involving new technologies and concepts around the theme of “higher levels of automation” in
future Air Traffic Management Systems. The ATACCS conference aimed to mobilize and build
up an international community of researchers interested in the automation and ATM.
Organizing a first conference is never easy. One has to compete with an ever increasing
number of alternative conferences and workshops, most of them with an established reputation
and loyal group of participants. Despite this, the ATACCS conference attracted a large audience
(115 participants, see Appendix B: attendance list) from all over the world. In addition, the
overall level of submitted papers and presentations was rather high (rated with ‘good’, see
section 3) and the overall organization and keynote speeches have been highly appreciated.
98,4% of the participants indicated that ATACCS was worth their time and money. Without
blowing one’s own horn, it seems justified to conclude that the conference was a success.
Section 2 in this report details the conference programme. Section 3 yields the most important
results of the survey held amongst participants. In section 4, conclusions are drawn with respect
to the overall conference results, the PhD sessions, sponsorship, and best presentation awards.
Section 5 gives recommendations based on these conclusions for ATACCS 2012. In addition,
the appendices provide more detailed information. Appendices A and B contain the list of
accepted papers and the list of participants, respectively. Appendix C provides the detailed
survey results. Appendix D, finally, lists the technical and programme committee of the
conference.

CONFERENCE PROGRAMME
The ATACCS conference was held on May 16 and May 17 at the Pildo premises in Barcelona.
Below, the agenda is given for both days. On day 1, 4 sessions were held in the large, plenary
auditorium. In the afternoon, a parallel session was held to allow the PhD students contributing
to the HALA! Network to present preliminary results. On day 2, another 3 sessions were held in
the auditorium. The conference concluded by announcing the best plenary paper and best
Doctoral Consortium paper.

RESULTS FROM CONFERENCE SURVEY
In order to measure the audience’s opinion about e.g. the conference organization, the quality
of papers and presentations, the keynote speeches, poster sessions and PhD presentations, a
survey has been distributed amongst attendants. Out of 115 participants, 63 responded and
completed the 20 questions in the questionnaire. Below, a summary of the most important
results are given.
Respondents were offered 6 options to rate specific events/elements of the conference
(questions 2, 3 and 5): poor, fair, neutral, good, excellent and didn’t attend. In the figures and
graphs below, these options have been translated into numerical values as follows: 1=poor,
2=fair, 3=neutral, 4=good, 5=excellent (‘didn’t attend’ has been neglected). An overall rating of
4.19 for the conference (question 3) thus corresponds to a subjective value somewhere between
‘good’ and ‘excellent’.
Apart from measuring opinions, the survey aimed to establish the general background of the
attendants. It turned out that around 52% of the audience came from universities, 27% from
corporate companies and 16% from government-funded organizations. Questions 12 till 15 and
18 provide more detail. On the question (question 8) who would attend ATACCS 2012 nearly
43% answered with ‘I definitely attend’ and some 44% more answered they would like to attend
depending on paper submittal or costs. 98,4% of the participants indicated that ATACCS was
worth their time and money (question 1).
Below, the results of questions 1-5, 7, 8, 10-15 and 18 of the survey are outlined. Details can be
found in Appendix C: Detailed survey results.

CONCLUSIONS
4.1 Overall Remarks
This Conference was a large success, especially considering this was its first edition and that,
for several reasons, the preparation and Call for Papers started only a few months before the
event. There was an acceptable number of submissions for both full research papers and PhD
contribution, while the submission of industrial papers was more limited. The Programme
Committee selected for oral presentation 24 papers that included also 5 industrial papers
(selected out of the 6 submitted). In addition, there were 12 doctoral papers selected for oral
and poster presentation, including those from HALA doctoral students that did not undergo the
selection process. Participation was quite high with 115 attendees. The participation and
interaction of the participants with the speakers, and between themselves, was also very high,
with at least 90 attendees in the Conference rooms during presentations.
There are several reasons for this success, the most important of which is the good networking
and publicity work done by the organisers and in particular by the Programme Chair, especially
in Spain. The impression is that the well known name of the organising staff worked as a
guarantee for a not yet known Conference, leading to a high Spanish participation representing
more than 50% of the attendees and papers. The success factor evidenced above poses strong
requirements on the next organisers if they want to ensure that ATACCS 2012 remains as
successful as this year’s edition. These requirements are discussed below in section 5 where
recommendations are listed for the next ATACCS Conference.
Other success factors were the Conference topics, especially considering the strong emphasis
given by SESAR on Automation. The growing scientific activity around automation, the interest
for possible scientific and commercial collaborations and for related funding opportunities in the
area contributed to raise the participation to the Conference. The location was another
contributing factor. Barcelona represents a very good spot both from the scientific and
professional and from the touristic point of view.
As for the evaluation given by attendees we can conclude that the Conference met its
objectives satisfying quite well the participant expectations. Especially the invited papers were
quite well received, even though the identification of invited speakers at an earlier stage and a
better definition of what the organising committee was expecting from their talks, could have
improved their integration in the core of the Conference Scientific Programme. The overall
quality of the papers was judged just a little less than good (3.8 out of 5, a bit lower than the one
of the invited speeches and of the PhD presentations). This is probably due to a non uniform
quality of the papers that is typical of Conferences where the selection process is based on
abstract and not on full papers. The issue of going for abstract instead full paper submissions
has several positive and negative implications and the most important of them are discussed in
the recommendations for the next conference (see section 5).
Logistic organisation was extremely good as well as the ability to attract sponsors that could
cover all the Conference costs including location, breaks and lunches. The only negative remark
is about the shape of the room, which was quite large and long compared to the size of the
screen; as a result, participants in the last rows had some difficulties in understanding the slides
of the speakers. The organisation of the programme was also quite good as evidenced by the
high presence in the rooms of the audience. The duration in days, the number of presentations
per Session (3 to 4) and the overall organisation of the Sessions (1 Opening Session for invited

speakers and/or announcements followed by 3 or 4 Presentation Sessions, with PhD in parallel
and poster at the breaks) were efficient and well appreciated by the participants.
The opportunity of publishing a selection of papers in a well known and qualified journal was
also well appreciated by the authors and it is likely to have contributed to raise the number of
submissions. The only associated problem is the timing of re-submissions, involving additional
work by the reviewers and the programme co-chairs.
The attendees perceived ATACCS 2011 as a Conference providing benefits mainly in terms of
scientific knowledge and yielding an informative overview of the state of the art, while it helped
less in networking and offering business opportunities. This is an aspect that will deserve more
attention, for example by selecting invited speakers that could provide information about
research and market perspectives of the domain or offering informative material regarding
funding possibilities.
In conclusion the quality of the Conference, the level of participation and the ability of matching
the participant expectations were all quite good, with a limited number of points that could be
improved in the next edition. The main comments and suggestions that can help in improving
ATACCS 2012 are discussed in the following.
4.2 PhD Sessions
The two PhD sessions were hold in a parallel track during the first day. Around 20 attendees
took a keen interest in the presentations and gave very useful feedback to the students, above
all Francisco Saez.
In the first session, the six HALA! PhD students outlined their research projects; considering that
most PhDs had only just started, this was generally limited to some first ideas how to go about
the research, which is perfectly acceptable.
In a second round of PhD presentations six non-HALA! PhD projects were presented; these
projects were generally in their second year and hence more advanced.
Although in general term the sessions were very useful for the PhD students, it is recommended
for ATACCS 2012 to complement the presentations with mentoring sessions between the PhD
students and two or three tutors of the HALA! Network.

4.4 Best presentation Awards
One single committee has been organized for the selection of the best paper presentation and
the best doctoral consortium presentation. The committee was chaired by Arnab Majundar
(Imperial College, UK) and was composed of 6 members in total Pernilla Ulfvengren (KTH
Stockholm), Marco Winckler (IRIT, France), Dirk Schaefer (EUROCONTROL), Marta Quintiães
(GMV SKY, Portugal) and Alberto Pasquini (DeepBlue, Italy).A set of criteria have been
identified (including presentation quality, quality of answers to questions from the audience and
scientific quality of the content of the presentation). Based on these criteria each member of the
committee have proposed 3 nominations. The awardees were the ones which received the
higher number of votes.

RECOMMENDATIONS FOR ATACCS 2012
5.1 Next Conference
The next conference, ATACCS 2012, will take place in London on May 28-30 2012. Deadline for
submission of full papers is February 26th 2012. A new category called Research Demonstration
which targets at research contributions heavily related to demonstrable system. More detailed
information about the next conference will be posted soon on the ATACCS website at
http://www.ataccs.org/.
The conference committee for the various positions has been setup and invitations have been
launched (July 2011).
5.2 Recommendations for next Conference
On the basis of the conclusions drawn in section 4, a number of recommendations can be given
to the ATACCS 2012.
To start, although ATACCS 2011 was quite successful the Conference Organisation started with
a (unavoidable) delay. Absorbing this delay required an extraordinary effort by the Conference
Chair, his University and his local supporting team. To avoid or at least to limit such an extra
effort a careful timing of the major preparatory steps should be planned (e.g. Call for papers,
logistic decisions, final selection of submissions, etc.). In particular, it would be nice for ATACCS
2012 to plan the decision on or revision of these major steps in coincidence with ‘ordinary’
HALA meetings to keep the Programme Committee and HALA members informed of the
progress and to receive their feedback and active contribution.
The selection of papers for ATACSS 2011 was based on the evaluation of abstracts only. There
are positive and negative aspects about this. Submissions are typically more numerous and
revision is much faster. Corrective emergency actions are easier (that is, it is easier to stimulate
new submissions if one asks only for a few pages abstract). On the other hand the quality level
is usually less controllable with abstracts. It is easy to promise a lot in the abstract and then
produce little in the paper. The usual solution is to ask for abstracts in the early editions of a
Conference when it is not yet well known and consolidated, and then move to full papers when
the Conference is mature, the topics are stable and the audience can be maintained only if the
quality is very high. Perhaps it is too early for moving from abstracts to full papers in ATACCS;
nevertheless, the issue could be discussed and evaluated in depth in a Programme Committee
meeting.
The opportunity of publishing a selection of papers in a well known and qualified journal was
well appreciated by the authors and it is likely to have contributed to raise the number of
submissions. This should be maintained even at the cost of some extra work by the Programme
Committee.
Invited speakers should be invited far in advance and they should receive from the Programme
Committee suggestions for the content of their contributions to ensure that these contributions
are coherent and integrate with the Conference Scientific Programme. Authors of regular papers
should receive guidelines for the preparation of their contributions to ensure a more
homogenous, and optimal presentation style. The guidelines should contain the name of the

Session Chairs to ensure the author a reference person for any problem he can have during the
preparation of the presentations.
Fifth, the contribution of industrial papers was quite limited at ATACCS 2011. This happened in
spite of considerable effort of the Session Chair to attract industrial contributions (e.g. personal
mails sent to all the industrial members and participants of HALA, personal invitations to
potential contributors etc.). In addition, most of the contributions received as industrial papers
were in reality "early scientific papers" and at the end the Programme Committee decided not
too differentiate between industrial and scientific papers in the final Programme. More initiatives
should be planned to attract industrial contributions for ATACCS 2012 (for example offering
industries the possibility to present themselves to the PhD students). Alternatively, Programme
Committee should decide to have only scientific contributions.
At ATACCS 2011 the selection of the best paper and best PhD paper was done only on the
basis of a subjective evaluation of the jury. The Program Committee of ATACCS 2012 could
identify a set of criteria (e.g. scores assigned to content, presentation, and audiovisual material
with different weights) for a more objective evaluation.
The organisation of the programme, the duration in days, the number of presentations per
Session (3 to 4) and the overall organisation of the Sessions (1 Session for invited and
announcements followed by 3 or 4 Presentation Sessions, with PhD in parallel and poster at the
breaks) were all efficient and well appreciated by the participants. The same organisation could
be adopted in ATACCS 2012. Posters were well accepted by the audience, and could be used
also in lieu of oral presentations to keep the Conference on a single track, without having too
many rejections, if there will be a larger number of submissions.
The possibilities of networking and business opportunities could be improved in ATACCS 2012,
especially if the future Organising Committee intends to preserve as much as possible the
industrial audience. Actions could include for example selecting one invited speaker that could
provide information about the research and market perspectives in the domain or offering
informative material regarding funding possibilities (e.g., relevant Calls).
One of the risks of this type of Conferences is to rely too much on the Conference Chair having
as a result a Conference whose quality changes from year to year, being dependent on the
effectiveness and dedication of the Conference Chair "of the year". The presence of a Steering
Group responsible for defining "the policy" of the Conference and ensuring continuity should
help in preserving a good level of quality across the years.
The tool used for ATACCS 2011 (called Easychair) was quite useful. It was powerful and able to
support several preparatory steps, but still flexible enough to match the Conference specific
needs. Reviewers are now used to it and we will adopt the same tool for ATACCS 2012.
