Objectives
Craftsmen Training Scheme was introduced by the Government of India
in 1950 to ensure a steady flow of skilled workers in different Vocational Trades
for the Industry, to raise the quality and quantity of Industrial Production by
systematic training of workers and to reduce unemployment among the educated
youth by equipping them employable training.

In order to achieve the above objectives, department has got 86 ITI
s out of which 6 are meant exclusively for women and 17 Women ITI s are
converted as co-education ITI s with the condition that no girl student shall be
deprived of seat on this score. These includes 4 RITI for SCs, 3 minority ITI s and
8 RITI for ST s . There are 32 Engineering and 10 Non- engineering trades under
craftsmen Training scheme. There are (432) Private ITCs with seating capacity of
48,573
Functions:Imparts training through two schemes
1. Craftsmen training scheme
2. Apprenticeship training scheme
Activities:Craftsmen Training scheme
(1) Academic year starts from August and ends in July every year.
Admissions will be conducted every year.
a) Admission
The Academic year starts in August and ends in July. Under the
chairmanship of Jt. Collector a principal of Govt I.T.I. in a district is
designated as District convener will conduct the counseling for
admissions. Notification for Admissions appear in all new papers in July.
Admissions lists are prepared as per SSC merit. The Admissions to
Private ITCs and Government I.T.Is are made by convener duly following
the rule of reservation in force. The candidate is made to opt his
preference to I.T.I. & Trade.
Eligibility : SSC pass above 14 years of age below 25 years of age
b) Fees
No fees is collected from trainees admitted into Government I.T.Is. Private
I.T.C collect Rs 3,500/- per year from trainees admitted.
c) Facilities provided to trainees
a) Library Facilities are available in all I.T.Is
b) Part time Doctor Pharmacists are present in every I.T.I. existing in
District H.Q
c) Games & Sports facilities are present in every I.T.I
(2) To impart Vocational training in 19 trades of one year duration and 23
trades of two year duration in Govt. ITI s, 14 trades of one year duration
and 14 trades of two year duration in Private ITCs ,33 Engineering trades
and 8 Non Engineering trades as per syllabus Prescribed by DGET New
Delhi (list is enclosed at the last page of this document, Statistics secion)
(3) To conduct All India Trade Test Examination are twice in a year i.e.,
July/February every year.
(4) To arrange periodical inspection of the Training Institutes/ Centres in the
state and ensure that standard prescribed by the National Council are
being followed.
(5) To constitute standing committees and forward recommendation to DGET
New Delhi for awarding affiliation to Govt. ITI s and Private ITCs .
(6) To monitor the centrally sponsored scheme of up gradation of ITI s in to
Centres of Excellence.
(7) Implementation of Apprentice training scheme under Apprenticeship Act
1961 to passed out I.T.I. Trainees
Achievements :
1. To diversify the Women Training Programme and meet the emerging
manpower requirement for industrial needs. New trades have been in 8
women ITI s at Vishakapatnam , Rajamandry , Mahabubnagar ,
Ananthapur, kadapa , Nalgonda and Hyderabad.
2. Information Technology and electronic maintenance system (ITESM)
trade was introduced in 4 ITI s with the assistance of Central Govt. from
August,2003 in Nizamabad, Ananthapur Nellore and Vijayawada.
3. 10 selected ITI s are upgrades in to Centres of Excellence under
centrally sponsored scheme and total cost of Rs. 800.00 lakhs is to be
shared by central and state in the ratio 75:25. The cost of each centre is
Rs. 160.00 lakhs . The Govt. of India have released an amount of Rs.
65.05 lakhs towards civil works , Raw material, Equipment , Machinery
and furniture.
ESTABLISHMENT OF NEW I.T.I., AT KATARAM IN KARIMNAGAR DIST.
Government in G.O.Ms.No. 28, LET&F (Emp.A2) Department, dated 29-3-2006
to start new Government I.T.I., at Kataram in Karimnagar District from the Financial
Year, 2006-07 with seating capacity of 140 seats in 5 trades.

APPERENTICESHIP TRAINING SCHEME:
NOTE ON APPRENTICESHIP TRAINING SCHEME
The Apprenticeship Act was enacted by the Parliament in December,
1961 and was enforced in the entire country from 1st March, 1962.
Apprenticeship training means a course of training in any industry or
establishment undergone in pursuance of a contract of apprenticeship and under
prescribed terms and conditions which may be different for different categories of
apprentices.
MAIN OBJECTIVES OF APPRENTICESHIP SCHEME.
a) To regulate the training of Apprenticeship in the industry.
b) To utilize fully the facilities available in industry for
imparting practical training to the apprentices.
In order to achieve the above objectives, the Assistant Apprentice
Advisors(Principal of I.T.Is) one per District and Junior Apprenticeship
Advisor(Senior most Training Officer of that I.T.I) are surveying Establishment to
locate the industries to be covered under the App. Act. After identification of
Industries, the App. Advisors make suitable efforts to locate the seats in various
designated trades which may be assigned to the particular industry
PURPOSE OF APPRENTICE TRAINING
After independence of our country the importance of industrialization
was Emphasised by the Govt. of India, in order to provide the job
opportunities for the vast majority of the population. The various skills
needed for the industries were also identified. To meet the requirements of
the Industries further the Govt. of India decided to utilize the facilities of the
Industries for training purpose and thus the App. Training was thought of and
the App. Act, 1961 was enacted. To regulate the programme of training of
Apprentices in the Industries so as confirm to the prescribed syllabi /
approved programme, period of training etc., as laid down by the Central App.
Council.
To utilize the facilities available in the Industry for imparting
practical training with a view to meet the requirement of the skilled workers /
Supervisors in the Industry.
The Central Govt. is responsible for

implementing the App. Training scheme for trade Apprentices in Central
Govt. Establishments/Undertakings. The State Government are responsible
for implementing this scheme in their respective Departments, Undertakings
and Private Sector Establishments through their State App.ors. For trade
Apprentices under the Apprentices Act, 1961, 131 trades have been
designated under 37 trade groups.
However, the number changes
accordingly contemporary skill requirement of the Industries. No employer
should run his own scheme / parallel scheme for Apprenticeship training in a
trade/ subject field which is designated under the Apprentices Act, 1961. No
exemption is granted to any employer from the liability of training Apprentices
in the designated trade/ subject fields in the specified industries.
ELIGIBILITY TO BE TRAINED AS APPRENTICE
Apprenticeship Act make an obligatory on the part of the employers
both in Public and Private Sector to engage trade Apprentices according to the
ratio of Apprentices to the skilled and semi- skilled workers in designated trades.
The ITI passedout candidates register their names with the Asst. App.
Advisor of the District concerned. The Assistant Apprenticeship Advisor will
prepare the list of candidates registered tradewise, merit wise, ( year of pass)
and will sponsor the candidates in the ratio of 1: 10 on merit and year of passing
seniority basis. Reservation for selecting SC & ST candidates, the quota fixed
in Andhra Pradesh is 1: 8 for SCs and 1:20 for STs.
MONITORING
4 Regional Deputy Directors (App) , 27 ITI Principals including 5
Principals of RICCs who are designated as Assistant App. Advisors and 30
Junior Assistant Apprenticeship Advisors are Monitoring the implementation of
Apprenticeship Act in their jurisdiction.
The ITI passed candidates registered their names with the Assistant
Apprenticeship Advisor of the Dist concerned and in-turn he will prepare the list
of candidates registered trade – wise, merit wise ( Year of pass ) and will sponsor
the candidates in the ratio of 1: 10 on merit and year of passing of seniority basis.
Reservation for selecting SC and ST candidates is being followed as per the
quota fixed in Andhra Pradesh State @ 1:8 for S.Cs and 1:20 for S.Ts.
The Establishments selects the suitable candidates out of the list
sponsored and also the applications received directly from the candidates and
engage the Apprentices for the specific period by entering into contract as per
App. Act. Contract is a bipartite agreement between the employer and Apprentice
which is registerted with the Central/ State App. Advisor.

sick units and also non – engagement of Apprenticeship most of the Govt / Quasi
Government / Establishments like Panchyat Raj , P.W.D, Muncipalities
etc.Orders were issued to all the Govt Establishments to engage apprentices, as
per the orders issued by the Govt. in G.O.Ms.No: 14, LET&F Department, dt:
23.05.02
As per the instructions issued by the Govt. targets were fixed on the field officers
about the engagements of Apprentices , under Performance indicators. The

The Apprenticeship training for Trade Apprentices under any designated
trade consists of :
1) Basic Training
2) Shop- floor training and
3) Related Instructions ( Theory clases)
Every Apprentice shall undergo a course of theoretical Instructions during his
App.Trainining period consisting of Trade theory, Workshop calculation &
science, Engineering Drawing and social studies. Basic Training and shop floor
training will be conducted at the Establishments where the Apprentices are being
engaged. Related Instructions i.e., theoretical classes will be conducted a the
R.I.C.Cs ( Related Instructions classes ) for period of four weeks before the end
of Apprenticeship training programme, by the candidates.
The following R.I.C.Cs are existing in the state:1) RICC, Mallepally, Hyderabad
2) RICC, Kakinada
3) RICC, Tirupathi.
4) BTC/ RICC, Vijayawada.
5) RICC, Warangal.
The Apprentices are eligible for the stifund at the following rates per month
during the trainig period, which has to be paid by the employer:1) First year
… Rs: 820/2) Second year … Rs: 940/3) Third year
… Rs: 1090/4) Fourth year … Rs: 1230/
the All India Trade Test to be conducted by the N.C.V.T (National Council for
Vocational Training) to determined his proficiency in the designated trade in
which he has undergone his Apprenticeship.
The All India Trade Test ( Apprenticeship) will be held once in every six
months generally during April/May and October /November every year. The date
of commencement / trade test on All India basis will be fixed by the Director of
Training, DGE&T, (Secretary , NCVT) and intimate to the State App. Advisor in
advance. An examination fee of Rs: 50/-will be charged from the Apprentices
appearing for the Test for the first time. If he fails in the first attempt, he will have
to pay fee of Rs: 75/- each time, he appears for a subsequent test.

The following are the schemes introduced to augment training and to facilitate
employment and providing credible public services
1. Short term Courses
60 Short term courses were introduced in 82 Govt I.T.I.s which are of 2 to 3
months duration. Nominal fee is collected. The courses are introduced as per
local market demand for vocational occupation. Short term courses are for
School dropouts and neo literates.
2. Industry Institute Interface
Every trainee in Govt I.T.I. will be deputed to an industry for undergoing training
for a period of two months in case of two year trade and one month in case of
one year trade.
Centres of Excellence
Government of India have introduced Centrally Sponsored Scheme
of Up gradation of I.T.Is into centers of Excellence. Following five I.T.Is
were started in the year 2005-2006 and trainees are undergoing training.

Applications can be obtained from District convenor/I.T.I. Principal in District
H.Qs
The Admission process starts in July every year. The Academic session is from
August to July every year.
Selection is based on SSC merit
Method of training in Centers of Excellence I.T.Is
These centers will provide multi skill training to meet the skill requirement of the
proposed sector of industry with their active involvement in all aspects of training.
The training will be in three phases.
1. Broad based basic training for a period of one year
2. Training in advanced modules for a period of six months
3. Training in specialized modules in the industry for a period of six months
In the first year, the curriculum of production and manufacturing, with the uniform
rotation of 8 weeks duration each basic module will be taken up under Broad
Based Basic Training. Each candidate should undergo training in all six modules
during the first year, a part of generic modules like Workshop Calculations and
Science, engineering Drawing, Enterpreneurship and communication skills.
The training programme has multi entry and multi exit provisions
1. Trainee can opt to go to labour market after one year of training
2. Can come back after some time to learn advanced/ Special Training
3. I.T.I. Passed trainees can also seek admission for advanced/Specialized
training

II. POWERS AND DUTIES OF OFFICERS AND EMPLOYEES:OF
DIRECTORATE (TRG WING )SECTION :4 (1)(B) (ii)
Commissioner being the Head of the department, the powers of decision
making in all administrative and policy decisions are vested with him. However,
the other officers working in various sections from Assistant Director to Joint
Director will assist the Commissioner. The Seventeen sections which are existing
in commissionerate will be controlled sections head. The sections have been
allotted to the Assistant Directors. The Deputy Directors will supervise to the work
done by Assistant Directors and sections. The Deputy Directors recommend the
policy decisions to be taken to Joint Director. The J.DS who is head of the wing
after examining the Proposals and submit it to the commissioner to take the final
decision.
The principals of I.T.Is and Assistant Director of District Level Training Centers
has been delegated following powers
1. Design Time tables, prepare instructional material etc to impart quality
training to the trainees
2. Drawing of salaries and other emoluments as per the riles to himself and
subordinate staff. Producing equipment and raw materials needed for
conducting practicals with in financial limit laid down in the G.O.Ms 148
Dated 22-10-2000
3. To act according to the instructions issued by HOD and submit compliance.
III. PROCEEDURE FOLLOWED IN THE DECISIONS MAKING PROCESS,
INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY
FUNCTIONS AT THE DIRECTORATE (TRG WING) (section 4(1),(B)III)
There are 17 sections in commissionerate. Each section is headed by
superintendent, two senior Assistants assist him.
Listed below are the sections and subjects they deal.
ACCOUNTS SECTION
All financial matters like drawing and disbursing.

All service matter of non-Gazetted Technical staff pertaining to Zone-I To IV.

constituted the State Board of Technical (Vocational) Trades. The Board the
Commissionerate of Employment & Training, is started functioning since July,
2004, as per the orders issued by the Government vide their
G.O.Ms.No.20,LET&F (Emp.) Department, dt.23.3.2004. The said Board is
conducting All India Trade Test examinations under Craftsman Training Scheme
and App. Training Scheme and also conducting examinations under the aegis of
S.C.V.T.every year. I section is attached to the board.

The Training Wing functions as per the guidelines issued by the Directorate General of
Employment & Training. New Delhi on the policies and procedures laid down by
National Council of Vocational Training. The Department will conduct training classes
in Vocational trades suggested by DGET New Delhi. The department fallows the
Instructional Manual designed by DGET New Delhi with regard to syllabus, the method
of training and infrastructure facilities needed for training. The Training Wing will
function in dealing with the service matters as per the State and Sub-ordinate Service
Rules and Special Instructions of the Government and the recruitment of Employment

ROLE AND RESPONSIBILITIES OF THE INSTITUTE MANAGING
COMMITTEE(IMC)
The IMC shall have the following responsibilities and Role in making the ITI achieve the
goal of center of Excellence.
1. Generation and Utilization of Finance:
a) The IMC would be free to generate funds through various projects from industry.
b) Tile IMC would encourage donors to donate funds to the institutes
c) These funds would be available through the IMC for utilization as decided by
them
2. Donation of Machinery and Equipments
The IMC would encourage donation of machinery and
equipments to the institution
3. Selection of Contract faculty:
The IMC will have power for appointment of contract faculty as and when required
4. Students Selections:
a) Vocational guidance about the nature of course, job opportunities and career
prospects would be provided to students prior to applying for admission in ITI so
that they choose right courses.
b) Introductory seminars for the fresh students (including visits to industry) may be
conducted by industry to create interest and motivate them.
c) The IMC may adopt various transparent methods of selection according to the
individual needs of each institute. However, the guidelines prescribed by the
NCVT should not be violated.
5. Employment:
a) The IMC will be responsible for helping students in registration. Before passing
out all ITI students will be registered with (i) local employment exchange (ii)
Overseas employment cell (iii) Regional Headquarters of industry association (iv)
Campus interviews will also be arranged.
b) Trainees will be helped by the industry to go in for self-employment through
acquisition of skills relating to interaction with Fls and basic trade and commerce
facilities.
c) Trading the ITI graduates for next three years after their passing out
6. Faculty and Staff Development:
a) IMC will identify the training needs of all faculty and state members based
Faculty Development Forms.
b) Detailed annual and quarterly training calendars, budgets and release of personnel
for training programs will be planned by IMC including exchange of personal
between industry and institute.
7. Mentors and One-Day Lectures (Guest Lectures)
IMC will nominate Mentors and One-Day Lecture (Guest Lecture) from industry for
various trades. One-Day lecture are specifically meant to deliver lecture or impart
practical training in the IT!. A mentor is nominated for a student/group of students
belonging to one trade, Mentor may just discuss/guide/counsel students in the ITI or
outside as per mutual convenience. He can, however, also deliver lecture or impart
practical training. Mentors are more like role model for students and therefore. Should be
a good experienced skilled worker. Mentors will play an important role in vocational
guidance and career counseling as well apprising students about latest technologies and
trends in the World of Work. Mentorship system should have great flexibility in contact
between students and mentor. The contact could even be over telephone.
8. Seminars, workshops and exhibitions:
IMC will organize seminar, workshops and exhibitions for mutual benefits of trainees,
faculty industry.
9. Trade Advisory Committees (TAC):
IMC may constitute Trade advisory Committee (TAC) for a group of trades or any
other committee to assist in various functions. TAC should help IMC in issues related to
improvement in effectiveness and relevance of training for a particular trade group. T AC
should have trade experts from Industry, concerned instructions, student representatives
etc. The exact composition may be decided by the IMC.
10. Industrial training:
a) IMC will prepare guidelines for the industrial training with details of periods of
training including projects for students and faculty. Students of on trade may be
released together for industrial training order to avoid disruption of training in
ITI.
b) IMC will also decide about the stipend to be paid toeach student and faculty by
the industry providing training.
11. Curriculum Revamping:
a) IMC will be allowed to revamp the curriculum of any trade above the NCYTs
norms on the basis of industry needs.
b) IMC will be allowed to include new trades and discontinue the obsolete trades by
following simplified procedures to the decided by DGET.
12. Equipment Maintenance:
The maintenance and replacement of the equipment at the institute will be supervised
by IMC.
13. Teaching Aids:
Teaching aids like working models. Slides, video projections, instruction material in
vernacular languages. Work books, details job assignments of the institute will be
upgraded under the supervision of IMC.
14. MIS System:
Under guidance of the Steering Committee, the Managing Committee will introduce
an MIS System for each ITI. Industry associations will provide the necessary inputs for
creating such MIS System.
15. Capital Expenditure:
a) IMC will be involved in spelling out specifications for the procurement of
equipment including accessories and measuring equipment. The proposals for
procurement of equipment will be cleared by IMC before orders are placed.
b) The proposals of Civil works (including additions/alterations in the existing
buildin2) will be cleared by IMC.
16. Examination Supervision:
a) Theoretical examinations will be jointly supervised by industry.
b) Practical examination and evaluation will be supervised jointly by industry and
external examiner.
17. Faculty Evaluation:
a) Faculty evaluation will be done by the Steering Committee and their
recommendations will carry weight and recognition.
b) Faculty Development Form will be designed by IMC which will include criteria
for gradation and development of faculty.
18. Transfer for faculty:
IMC will be taken into confidence while transferring the faculty from one institute to
another.
19. Faculty Deputation:
Deputation of faculty from one institute to another will be made at the
recommendations of IMC.
20. Consultancy Rules:
The rules for providing consultancy by the ITI will be laid down in consultation with
the Managing Committee.
Indicators for monitoring the performance of IMC:
1) Employment rate within 6 months of completing the course
2) Student out put to sanctioned capacity
a) Admission rate
b) Retention rate
c) Pass rate
3) Internship/n-the-job training per student per year.
4) Average number of days of deputation of instructors in industry per year.
5) Revenue generated as percentage of operating expenses.
6) Donation of machinery and equipment to ITI by industry.
7) Other cooperation between ITI and industry.
8) Time devote by experts from industry in conducting classes or other
activities in ITI.
9) Recommendations made by IMC and their implementation.
