IMMEDIATE /OUT TODAY DEPARTMENT OF TRAINING & TECHNICAL EDUCATIONp; GOVERNMENT OF NCT OF DELHI MUNI MAYA RAM MARG: PITAMPURA: DELHI MINUTES OF MEETING A meeting under the chairmanship of the Principal Secretary (TTE) was held on 17-12-12 at 3:00 PM in his chamber at Directorate of Training and Technical Education, Muni Maya Ram Marg, Near T.V. Tower, Pitam Pura, Delhi to finalize two host institutes and identify the respective sector /trade of training for implementation of scheme of opening of community colleges on pilot basis in Delhi. The following Principals of proposed host institutes ((Degree Institutes /Polytechnic /ITI), other officers from DTTE/BTE were present: 1. Principal, Ambedkar Institute (AIACTR), Geeta Colony 2. Principal Chaudhry Brahm Prakash Govt. Engg. College, Jafferpur 3. Principal G.B. Pant Polytechnic 4. 5. Principal Pusa Polytechnic 6. Principal ITI Pusa 7. Joint Director (T) 8. AD (Trg.), DTTE 9. Controller, BTE, Delhi 2 more Representatives, one each from ITI Nand Nagari and GB pant polytechnic, were also present. At the outset, the Principal Secretary (TTE) welcomed all the officers & emphasized that there is an immense need of opening of Community Colleges so as to provide opportunities to various sections of society of Delhi for the skill integrated, flexible and lifelong learning. He informed that Vocational Education and Training is one of the thrust areas of the ensuing XII Plan. It was informed to the participants that Ministry of Human Resource Development has announced National Vocational Education Qualification Framework (NVEQF) programme for workforce to become knowledgeable, skilled and adaptable to the demands of new labor market. NVEQF is a nationally integrated education and competency based skill framework that will provide for multiple pathways both within vocational education and between general and vocational education to link one level of Learning to another higher level and enable learners to progress to higher levels from any starting point in the education and/or skill system. The polytechnics, ITIs and engineering colleges are to transform Indian workforce to become knowledgeable, skilled and adaptable to the demands of new labor market. Community colleges scheme form part of the NVEQF. It was also informed that all concerned may refer website of AICTE ”www.aicteindia.org” under the link “Vocational Education” to update the available information & get themselves acquainted with various terms such as Levels, Qualifications, Set Occupational Standards, Curriculum Design & Transaction, Registration of Qualifications, Registration and Accreditation of SKP’s, Teaching and Training, Master Trainers, Assessment & Certification etc. The DD (T&P) further Briefed the participants that in pursuance of directions of MHRD in workshop held on 29.11.12, a meeting of officers was held wherein it was suggested that Community College may be established in any two of following Institutes (ITI/Polytechnic/Degree Institutes) in the area/ sector mentioned against each (Justification of each is also mentioned): Name of the Institute** Sector* Justification ITI Nand Nagri Automobile Has tied up with “Tata Motors” ITI Pusa Printing Already has the trade ‘Printing’. Economics and May take help from BTC, Pusa, Finance /Marketing which has tied up with “Walmart”. (Retail) G.B. Pant Polytechnic Automobile Automobile trade already in existence moreover, service centres of major Auto companies are in the vicinity. Pusa Polytechnic Printing Already has the trade “Printing”. Chaudhry Brahm Construction This Institute has specialization in Prakash Govt. Engg. (Building construction area. They may take College, Jafferpur Technology) help from nearby ITI. Ambedkar Institute Telecommunication This Institute has specialization in (AIACTR), Geeta (Mobile Communication area. They may Colony. Communication) take help from nearby ITI/Polytechnic. The various participants suggested starting of courses initially up to level 2 only and that ITIs may initially be selected for implementation of scheme. They suggested that Modular Employable Skills (MES) may also form part of the NVEQF at the appropriate levels. All suggested to revamp Craftsmen Training Scheme run in the ITIs to fit into concept of community college. AD(trg.) informed that ITI Jahangir Puri & Pusa are best suited for the scheme as they have good infrastructure under Automobile trade as compared to other similar institutes. Moreover Courses at these ITls are being run in participation with major Automobile industries. The AD(trg.) further informed that ITI shahdara may be Selected for starting course in Mobile communications sector which is another high employment potential area. In view of above information the following decisions were taken in the meeting: 1. Automobile sector is a high demand sector in Delhi therefore ITI Jahangir Puri & Pusa were selected for the scheme for running specialized course under the Sector. Pusa polytechnic would advise the ITI Pusa for various matter i.e. consultation on curriculum, teacher/ trainers availability, use of infrastructure etc. 2. ITI shahdara was selected for the scheme for running specialized course under the Mobile communications Sector. Ambedkar Institute (AIACTR), Geeta Colony would advise the ITI shahdara for various matter i.e. consultation on curriculum, teacher/ trainers availability, use of infrastructure etc. 3. Principal of respective ITI will act as Nodal officer under the Scheme at the community college level. 4. They will constitute an advisory committee wherein they may include officers from higher technical Institutions (Degree/diploma). They may suggest using of infrastructure from such Institutes. 5. They will liaise with Skill Knowledge Providers (industries which would have to get them registered with AICTE) and BTE /SCVT to get their courses recognized. 6. They will conduct courses based on curriculum approved from the respective Sector skill council. 7. Identification of teachers/ trainers in consultation with AICTE/sector skill council/ Skill Knowledge Providers (SKPs) II. Identification of laboratory workshops etc. III. Application to NAAC/ NAB for accreditation IV. Transmission of annual/five year Action plan & budget requirement for the institutes V. Training of teachers/trainer in consultation with AICTE VI. 31st March 2013 has been fixed as a date for the accreditation by NAAC/ NAB. The Principal Secretary (TTE) called upon all the Principals of Selected institutes to set target and to ensure that the time lines mentioned for completion of various activities w.r.t . implementation of scheme are adhered to. He further directed that a state level committee may be constituted for monitoring the progress of scheme. The proposal may also be sent to AICTE at the earliest.
