The accounts have been prepared in accordance with the accounting policies set out in previous Annual Reports and comply with the Fund’s Trust Deed, the Charities Act 1993 (as amended by the Charities Act 2006), as well as the “Statement of Recommended Practice: Accounting and Reporting by Charities”, Charities Commission 2005. The members of Napo appoint Trustees at the regular NEC meetings. A minimum of five Trustees are elected to serve for a five-year period. No Trustee may serve more than two consecutive terms. Trustees are expected to retire at no later than 70 years of age. Should elections not take place, Trustees are empowered to elect a Trustee, normally from those nominated. New Trustees are provided with all relevant information in relation to their task; they are in contact with the Chair and other Trustees for support and advice. At each management meeting new Trustees have a chance to explore issues that concern them. The Trustees meet 5 times a year and grant decisions are made by majority vote. The level of income is reviewed and financial decisions made accordingly. The Fund is administered from the office at Gayton in Kings Lynn by the Fund Secretary, Richard Martin and our Administration Assistant, Sarah Byatt. As employers, the Trustees are aware of their legal responsibilities towards their employees, by way of Health and Safety regulations, pension contributions, salary review and redundancy. Such matters are reviewed regularly at trustees meetings. The Trustees try to ensure that we operate as fair employers. We try to ensure we follow all appropriate employment legislation. Rates of pay and general conditions are the same as those in Napo. 2 The Edridge Fund of NAPO OBJECTIVES, PRINCIPAL ACTIVITIES & PUBLIC BENEFIT The objects of the Fund as set out in the Trust Deed dated 1st May 1990 and the Deed of 11th July 2003 are as follows: monies subscribed, donated or raised for the fund shall be applied in accordance with the Deed to assist eligible persons when in need, hardship or distress, whether or not they have been members of Napo; this covers a wide range of Probation Service and CAFCASS staff, but essentially applies to anybody who could be a member of Napo. In addition this covers retired staff, and in some circumstances dependents. The primary work of the Fund is to provide the financial assistance, for which the Fund exists. The Trustees consider applications for assistance as soon as they are received, with Trustees exchanging views by e mail so that decisions can be reached quickly, and decided on a majority vote. The aim is to complete the process within three weeks, but is usually much shorter, and in emergencies can be within hours. Decisions made by e mail are then ratified at Trustees meetings. In some cases applicants are given advice, either directly from the Trustees, or with the assistance of Local Edridge Representatives. This advice is usually to help applicants obtain further help elsewhere, and never involves giving financial advice as the Fund is not an accredited Advice Agency. The secondary work of the Fund is to ensure that we continue to have the resources to maintain our financial assistance. The major contribution to the Fund is the donation we receive from Napo, followed by donations and gifts from individuals and branches either on a regular basis, or other occasional donations, and local fund arising events. A small income is received from the "50/50 Club", and from sales of Christmas Cards. There are also sponsored events. An Investment Portfolio is maintained in order to provide a free reserve for the Fund, and this is managed professionally. The Fund’s Secretary is also registered as a Licencee for Raffles and Lotteries, with the approval of the Trustees, to enable such fund raising events in local areas. The Fund also works to promote wider knowledge of the Fund, firstly to increase the awareness of the assistance available to those in need, and secondly to publicise the work of the Fund in order to increase donations. To this end we regularly contribute pieces to Napo News, and there is also a website which is intended to assist both potential applicants for assistance, and also existing and potential donors. Edridge Fund also attends Conferences of sub groups within Napo to promote the work of the Fund. The Charities Act 2006 places a responsibility on Charities to ensure that they are for the benefit of the public, or a section of the public. The Trustees confirm that they have had regard to the Charities Commission general guidance on public benefit, and reviewed the aims and activities of the Fund in the light of that guidance. The Trustees are of the opinion that the Fund satisfies these new requirements. Whilst the Fund is for the benefit of a section of the public, it is the view of the Trustees that eligibility to apply for assistance is not restrictive. ACHIEVEMENTS AND PERFORMANCE Grants & Donations The demand for our help has increased by 37 %, and the amount we have paid our in grants has reached a new record, increasing by 47% over the 2010 figure. More detailed analysis of our Grant administration is set out below, but an important fact is that for the second year running we have paid out more to Napo members than we receive in the annual donation from Napo by a considerable amount. However, our income in the course of 2011 only increased by around £3,000, though the pattern of receipts changed. There were greater increases in receipts for sponsored and fund raising events, with clear evidence that members and others had responded to our appeals for help. As the year approached its end we appealed for more personal monthly donations, and the indications for 2012 are that this was successful to a degree, but much more is needed. In these difficult times we are very grateful for the large number of people who have worked hard to raise money for Edridge, and this has continued into 2012. Applications were refused on 28 applications, and 4 were withdrawn, or not proceeded with. The applications refused were on the grounds of either ineligibility or because need was not established. This year the number of refusals increased substantially , though there was a decrease in the number of applications that were withdrawn, or where further information we had requested was not provided. In many cases advice and support was offered, often by our local Representatives. We set out below an analysis between applications from Napo members and others. Applicants are asked about membership of Unions on the standard Application Form, but this is not always answered, and neither is it a requirement that we have that information. This information is provided in view of the large donation we receive from Napo. Each case was dealt with on its own merits. Governance, Administration & Staff Changes At the same time as dealing with the increase in the demand for our help, we have been preparing for the retirement of our Secretary, Richard Martin, at the end of 2012, which has meant that we have had to consider every element of our operation, including office arrangements. The main direction we have been taking has been to create a “virtual” office, with two staff members working from home, and maximising on use of electronic communications and “cloud” storage. Keith Waldron, Office Manager at Napo Head Office has helped us a great deal with our revised office arrangements, and I take this opportunity to thank Napo for this help, as well as for other facilities they will be providing us with, in particular mail forwarding and electronic storage for Edridge on the Napo Head Office server. The Trustees undertook some training during the year, and as a consequence we have started the process of revising our governance. This has initially been in the area of staff roles, where the role of Secretary is being moved away from administration and make the role of Secretary a more closely defined one, along Charity Commission guidelines. We will then need to recruit a suitable person for this role. . FINANCIAL REVIEW The Trustees believe that in the context of a general recession in the economy, and a massive increase in demand for our help, that our resources have been managed well. Despite some increase in our income, there was a fall in the value of our investments, and overall our general fund has decreased by £24,345, compared with the previous year. Our governance costs have increased slightly, but this is accounted for by extra meetings and expenses in respect of our re organization, and increased postage arising from the increase in applications. Our Investments are our main reserve. The unprecedented increase in demand for assistance gave us no alternative but to withdraw £10,000 from the investments, and we are predicting that we may need to repeat that during 2012. In the last five years we have increased our grant giving considerably, and up to this year we had only withdrawn the equivalent of our income on the portfolio. This year we were lucky in that after the withdrawal in October our portfolio increased in value, and recovered the funds we had withdrawn, even though the valuation over the year The Edridge Fund of NAPO 4 was still down on the previous year. However, in the longer term we need to increase our income, as at the present rate our reserves will eventually dwindle to nothing . The only alternative will be for the Trustees to drastically revise their grant making policy, unless demand for help reduces. Last year we reported that we would be changing the Investment Portfolio to be based on more ethical investments. In the event our Investment Managers were unable to provide us with a suitable investment vehicle, so work will continue into 2012 to resolve this, if necessary with a different Investment Manager. FUTURE PLANS Our plans for the next year are: We will have to concentrate on making sure that our new administrative arrangements work, and continue with the revision of our governance, as outlined above. Our work on revising governance has to continue in 2012, and we will be re writing our main policies, as well as defining more clearly the various roles carried out by Trustees and staff, to produce job descriptions and clarify lines of responsibility and supervision. This will reflect the fact that the work of Edridge has to be shared out in a different way. We will have to recruit a new Secretary, once we have properly defined the role There will be further attempts to increase our donations from not only Napo members, but also particularly to appeal to non Napo employees of Probation and CAFCASS who also benefit considerably from our work. This will include providing more online facilities for donations. This has been a healthy process, but we must give a vote of thanks to the hard work of Edridge Trustees and staff, especially David Cox, who has been the lead on revising our facilities and introducing substantial modernisation. In the course of 2012 David will step down as a Trustee, but remain as Treasurer and carry on with the other work he does for Edridge, as well as carrying out some of the administrative tasks at present done by the Secretary. Our Administrator Sarah Byatt will be undertaking a wider range of administrative tasks, including the initial processing of applications for assistance. The Edridge Fund of NAPO 5 I have to say something about Richard Martin, our Secretary, who for the past three decades has been a pivotal part of the Fund and its' work. Richard has been at the heart of our deliberations on how we will do things after he has retired. At the end of such a long term of service Richard has continued to still offer great effort and energy in this work, and for this we are all very grateful. Finally I have to thank all those members who contribute towards the work of Edridge and who give their time and effort to raise money for us; the area Representatives who raise funds and offer help to colleagues in need, the Napo staff who help us in so many ways, and finally our staff and my fellow Trustees.
