RFP #1567-DCFS-SM Wisconsin Child Welfare Manual Cost Sheet Forms Phase 1 – Proof of Concept Deliverable Cost All deliverables defined here for Phase 1 are expected to be completed and delivered to State during the time period as defined for Phase 1, with the exception of deliverable 5. No deliverable will be considered as completed until it has been accepted by State. 1 All child welfare policies, procedures and standards catalogued and described, and organized to facilitate incorporation into an online child welfare manual. This deliverable should include overviews showing graphic representations betweens activities that can occur and the applicable policies, procedures and standards to current practices. 2. Existing documentation mapped to the identified policies, procedures and standards. Current numbered memos and other documentation may be mapped to multiple policies, procedures and standards, so the mapping should be at a granular level showing the specific portion of the documentation relevant to the policy, procedure or standard. 3. Gap analysis of current Wisconsin practice to show which policies, procedures and standards need greater clarity or specificity to improve and ensure best practice. Information from child welfare staff gathered as part of deliverable five (5) should be a factor in the gap analysis. 4. Rewriting of all existing numbered memos and information memos to adhere to new standards as defined in Deliverable 9, and using the templates created as Deliverable 6. Rewritten numbered and information memos should be presented in both electronic and hard copy formats. Electronic versions should include all links and key words as defined in Deliverable 7. 5. Input gathered from child welfare policy end users to determine their needs for online Child Welfare Policy manual. This deliverable will be started in Phase 1 but will not be expected to be completed until Phase 2. 6. MS Word 2003 templates/macros for each documentation type that include examples. The templates or macros should be compatible with RoboInfo. This deliverable should include instructional materials (ideally provided as part of the templates/macros) to assist BPP staff in using templates or macros, and “train the trainer” hands-on training assistance as needed. External web sites should be tied to child welfare policies, procedures and standards and evidence based practice. An example of an external web site that would be relevant is the Child Welfare Information Gateway . 9. A “style guide” of documentation formats. This deliverable should include instructional material to assist BPP staff in using it. 10.. Define all expected end user groups for Online Child Welfare Manual and what access each group should have to the Online Child Welfare Manual. End users will include all eWiSACWIS users, County and State child welfare workers and supervisors, and interested citizens who are not eWiSACWIS users and will be accessing the manual through a website. 11.
