School Context
In September 2012 when the school’s previous four year plan was evaluated, the External
Validation panel noted the most significant strengths of Turner School:
1. Students have consistently achieved results that are at or above the ACT mean in all areas of
NAPLAN testing across the four years of this school plan.
2. The development of a Staff Learning Room enables staff to collectively collate and analyse
student learning data.
3. The implementation of coaching, instructional leadership and targeted professional learning
are key strategies to improve teacher capacity.
4. The strong evidence of inclusive practices and the core (SCARFF) values in all areas of the
school.
5. The collective focus on results achieved through specific school improvement actions.
Similarly, the panel considered the areas that presented as opportunities for improvement or
increased focus in the next phase of school improvement. These included improved communication
processes and systems to collect and analyze data that will support teachers to differentiate their
teaching. Other areas for focus included implementation of the Australian Curriculum, a new model
of professional learning to support staff capacity building and a focus on the use of learning
technologies across the school.
Building on these commendations and recommendations and further analysis of school and system
data, the causes behind areas requiring improvement were identified through a range of
consultation processes with staff, students and the community. This resulted in mapping the
following strategic priorities to guide the school in the improvement journey 2013 to 2016 and
aligns with the Directorate’s initiatives for system improvement.
In 2015 when setting the Annual Operating Plan the school improvement committee believed some
simple word changes to the original plan were required. In Priority 1 the two key improvement
strategies were aligned into one, removing the second key improvement strategy Develop shared
understandings of what constitutes quality teaching. In addition the wording of the key
improvement strategies in Priority 2 was simplified while keeping the original intent. In Priority 3
the first key improvement strategy Develop school wide communications guidelines and protocols
had been achieved in the previous year’s annual operating plan and was removed. In Priority 4, the
wording of the key improvement strategies was simplified while keeping the original intent.
This updated Plan reflects those changes and was approved by the School Board on 9 February
2015.

Performance Measures


PIPS growth each year in Reading and Number

NAPLAN Reading, Writing and Numeracy for Year 3 over the 4 years will show an increasing
percentage of children in the higher 2 bands and decreasing number of children in the lower
2 bands as compared with 2012

NAPLAN Reading, Writing and Numeracy for Year 5 will show positive growth

Baseline data will be established on students with Individual Learning Plans that will enable
annual tracking of percentage who meet or exceed their long term goals

 Develop capacity of staff to use an evidence informed approach to deliver differentiated
curriculum

Continue to implement the Australian Curriculum (including Early Years Learning Framework

Track the maintenance and capital works projects undertaken by both the school and central office
since the 2010/11 Conditions Assessment Report

Teaching and LSA staff capacity matrices on Learning Technologies will show an increase percentage
improvement (baseline levels established in 2013)

An annual IT audit will show an increase in IT devices working effectively from 2012 audit

