Notes of the meeting held at Todmorden Health Centre,
Wednesday, 22 April 2015
Present: Tony Greenwood, Susan Endley, Arline Greenwood, Margaret Gunton, Roy
Gunton, Dr Okanga-Ajwang, Tracy Wilson, Judith Marshall, Sue Hogg
Apologies for absence: Charlotte Cummings, Willow Merrymoon, Christine Potter.
1. Minutes of 18 February 2015: These were agreed subject to the amendment to
Item 3(d), which should have read ‘A Calderdale-wide inspection is due to start on 3
March 2015’.
2. Matter arising: none.
3. Urgent items:
Evening appointments: Late opening alternates between Tuesdays and
Wednesdays, but it is not clear on the website which day is open in any
specific week.
4. External lift: The lift has been installed and will start operating on 23 April at 4.30
p.m. Cost of lift £26,000. [Tony has details of who paid what.]
5. Update on appointments: Dr Oakanga/Tracy reported there were more
appointments and it was easier for people to telephone in. Appointments can be
made in advance. People can still come the to Health Centre at 8 a.m. to secure an
appointment.
6. Update on staffing: The practice is still too dependent on locums; we do not
know what will happen after May. GPs prefer to be locums, which are better paid.
The practice is looking to get 7 partners. Dr Keighley is still off sick. Tony proposed
we should send her a card.

6. Update on staffing: Currently there are seven GPs each working 6-8 sessions (a
session is half a day). The practice is trying to recruit two more doctors. However,
doctors want to be employed as locums as they are better paid. The practice has
only received two applications.
7. PPG Questionnaire: Results are available at reception.

8. Calderdale Health Forum minutes, 10 February 2015. Judith reported that it was
difficult to attend the Forum, which currently met in Brighouse.
9. Report on ‘Closer to Home’ pilot. This came from the Clinical Commissioning
Group website, and dated 12 February 2015. The Executive Summary is as follows:







The Care Closer to Home Programme is a key strategic programme for the CCG
for 2015/16 and beyond.
The Programme has three phases -- this paper is focused on the commissioning
of Phase 1.
Phase 1 is focused on strengthening current community services and the
progress our current provider is making with the strategic direction of travel.
Monitoring the impact of Phase 1 is important particularly in relation to future
decisions on the approach to commissioning.
A framework for measuring impact has been created, and was shared with the
Governing Body at their development session in January 2015.
The framework measures the strategic impact of the work done by providers to
deliver the new specification.
This information is important in relation to decisions regarding the approach to
commissioning of Care Closer to Home in the future.
The detailed report follows.

Judith has agreed to take this on.
11. Dr Jacob’s report: Dr Okanga explained in detail why the report was not to be
made available. The report contained personal information. The report was
undertaken on behalf of CCG.
12. Future public meetings: Two topics have been suggested: Arthritis and Hospice.

13. Good Practice Guide for PRGs: Booklet and CD circulated to members.

14. NAPP eBulletin for March 2015 circulated. See item 1(b) PPG Awareness Week
2015: June 1st-6th.
The updated Resource Pack is on our website . . . This is an opportunity to let your
patients know about their PPG, to recruit new members, run health promotion or
self care events and publicise PPGs in the wider community. Further suggestions or
innovative ideas which worked well for your PPG last year can be incorporated in the
Resource pack, please email them to admin@napp.org.uk
Note: Combine contacting other groups (see item 10 above) with NAPP PPG Awareness
Week. Judith to coordinate.
15. Future meetings (3rd Wednesday in month), to take place every two months:
2015: 17 June, 19 August, 21 October (AGM)
2016: 20 January, 16 March, 18 May, 20 July, 21 September, 16 November
Note: Meetings are open to everyone.
Additional Item: Tony proposed the PPG should join HealthWatch (they meet in the
college). This was agreed. Contact Alan Walsh.
Future project: Provision of bus to the Health Centre: To be discussed at the next
meeting.
