European Union INSTRUCTIONS TO TENDERER(S) PUBLICATION REF------------------------------------EC funded project: Enhancing Food Security and Resilience of Small Farmers in Sindh and Baluchistan Provinces of Pakistan SAFWCO, has received a grant from the European Commission through Oxfam GB Pakistan programme for the implementation of “Enhancing Food Security and Resilience of Small Farmers in Sindh Province of Pakistan” Grant agreement no. Oxfam GB Food Facility Contract: DCI-FOOD 2009/ 212-791 Safwco intend to apply a portion of that grant to payments under this contract. The European Commission will establish the final amount of the grant and will liquidate it to Oxfam GB Pakistan programme on completion of the operation on the basis of the expenses presented and declared eligible. Oxfam GB will further liquidate the funds to Safwco. No party other than Oxfam GB Pakistan programme shall derive any rights from the grant or have any claim to its proceeds. Under no circumstances or for no reason whatsoever will the Commission entertain any request for indemnity or payment directly submitted by the humanitarian organizations and suppliers. The subject of the contract is the delivery by the suppliers of the following supplies: 1: Tools and implements for the beneficiaries of seed distribution 2: Grain Bank Establishment (one at each Cooperative) 3: Provision of Equipment and tools for vocational trainings (excluding those involved in feed farm) Technical speciation for each items are mentioned in the Annexure I of the tender documents The sealed tender must be submitted at Safwco office House No. C-415/416, Opposite Beacon House Public School, Behind Asad Paradise, Qasimabad, Hyderabad, Pakistan The deadline for the submission of tenders is Wednesday 13, 2010, latest 12 noon. Origin and nationality rules All supplies and materials purchased must originate in a Member State of the Community and/or the ACP States. In this context, the definition of the concept of "originating products" shall be assessed by reference to the relevant international agreements, especially Protocol 1 included in Annex V of the ACP-EU Partnership Agreement, and supplies originating in the Community shall include supplies originating in the Overseas Countries and Territories 1) Participation in procedures for the awarding of procurement contracts or grants financed from the Fund shall be open to all natural and legal persons from ACP States and Member States of the Community; 2) Supplies and materials purchased under a procurement contract financed from the Fund must originate in a State that is eligible under point 1. In this context, the definition of the concept of "originating products" shall be assessed by reference to the relevant international agreements, and supplies originating in the Community shall include supplies originating in the Overseas Countries and Territories; 3) Whenever the Fund finances an operation implemented through an international organisation, participation in procedures for the awarding of procurement contracts or grants shall be open to all natural and legal persons who are eligible under point 1, and to all natural and legal persons who are eligible according to the rules of the organisation, care being taken to ensure equal treatment of all donors. The same rules apply for supplies and materials; 4) Whenever the Fund finances an operation implemented as part of a regional initiative, participation in procedures for the awarding of procurement contracts or grants shall be open to all natural and legal persons who are eligible under point 1, and to all natural and legal persons from a country participating in the relevant initiative. Tenderers are required to specify make, country of origin of the items to be supplied 3. Prices for quantity offered and Grand total prices must be inclusive of DDP (delivery duties paid), Loading, offloading and all related costs shall be quoted for delivery to the destination specified in technical specifications of items – Annexure 4. Affidavit that the firm has not been blacklisted by any Government or semi Government departments or UN / NGO’s. 5. All applicable government taxes shall be deducted before releasing of payments. So rates quoted must be inclusive of all Govt. taxes. Payment will be made through cross cheque in Pakistani Rupee (PKR) 6. Bidders may place tender for some or all of the items listed. The organization retains the right to selectively delete items from the list at the organization discretion or has right to increase or decrease the quantity at the time of issuing purchase order. 7. The suppliers must mention the lead-time of each item to be supplied. 8. Proof of Income Tax Registration, National Tax Number and clearance certificate for the last three years.
