Act has been arrested by the staff of PS Okhla. 11.05.11 NOTORIOUS GANG OF BURGLARS ARRESTED AND JEWELLERY WORTH RS. 25 LAKHS REOVERED : 5 CASES OF HOUSE THEFTS WORKED OUT With the arrest of two burglars namely Deepak Kumar (20 years) s/o Diwan Chand r/o 153, Savitri Nagar, New Delhi and Amit Kumar @ Kodhi (22 years) S/o Gokul Kumar R/o S-83, Indira Camp, Begampur, Delhi, staff of PS Malviya Nagar, South District worked out 5 cases of house theft and recovered stolen jewellery worth Rs. 25 lakhs. BRIEF FACTS / INCIDENT: On 05/05/11, a day burglary was committed in H. No. 271, R.P.S. Colony, Sheikh Sarai-I, New Delhi. Statement of complainant Smt. Aarti Setia w/o Sachit Setia was recorded wherein she stated that jewellery items worth Rs. 25 lakhs, 3 Cameras, 1 DVD etc. had been stolen by the burglars from her house. Accordingly, a case vide FIR No. 176/11 dated 05/05/2011, u/s 454/380 IPC, PS Malviya Nagar was registered and investigation taken up. In order to recover the stolen property and nab the culprits, a team comprising of Inspr. Dheeraj Narang, SI Parasnath Verma, SI Shri Niwas, HC Suresh No. 1830/SD, Ct. Man Mohan No. 3313/SD and Ct. Suresh No. 3353/SD was constituted under the supervision of Inspr. Jarnail Singh SHO/Malviya Nagar and under the overall supervision of Ms. Anita Roy, ACP/Hauz Khas. The team members worked relentlessly, sources were deployed and close watch kept over the activities of jail / bail released accused persons which finally brought good results. On receipt of secret information, one Deepak Kumar r/o H. No. 153, Savitri Nagar was apprehended near APEEJAY School, Sheikh Sarai. INTERROGATION : On sustained interrogation, he confessed his involvement in the present case. At his instance, huge stolen jewellery items have been recovered from his house. He also disclosed the name of his associate Amit Kumar @ Kodhi r/o Indira Camp, Begampur, Delhi. At the instance of accused Deepak Kumar, co-accused Amit Kumar was also apprehended from Jagdamba Camp and at his instance rest of the stolen jewellery items, 3 cameras, 1 DVD and 1 mobile (Nokia E-51) was recovered. Accused further disclosed that in day time, they used to roam around in posh colonies and wherever they noticed any house locked with a lock hanging, they used to break open the door with iron rod and would steal jewellery and other valuables. The hanging lock would appear to them as invitation to commit burglary as it is indicative that inhabitants are not present in the house. On 05/05/11, when they were roaming in R.P.S. Colony, they found that H. No. 271 was locked from outside. They broke open the lock with iron rod and Deepak Kumar went inside while Amit Kumar @ Kodhi waited outside to keep watch. (CHHAYA SHARMA) DCP/SOUTH DISTRICT Dated 11.05.11 HIGH PROFILE THIEF WHO USED TO LURE THE YOUNG GIRLS THROUGH SMSs FOR FRIENDSHIP ARRESTED : STOLEN LAPTOP, MOBILE PHONE AND CASH RECOVERED Staff of PS Mehrauli arrested a high profile thief namely Jaffar Hussain (28 years) s/o Yamin Khan r/o F-107, Thokar No. 4, Jamia Nagar, New Delhi (permanent address VPO Jamal Garh, Tehsil Punhana, District Mewat, Haryana), who used to lure the young girls through SMSs and persuade them for friendship and used to steal their valuables. INCIDENT / BRIEF FACTS : On 06.05.11, Ms. Radhika (name changed) reported PS Mehrauli that a person contacted her through SMSs by introducing himself as Arnav and expressed his wish to have friendship with her. When she ignored his proposal, he pleaded just to give him a chance to listen her voice on phone. After confirming that she was a young girl, he persistently tried to approach her through SMSs and phone calls to persuade her to have a time of meeting. Later on, it was agreed between them that Arnav shall pick up Radhika in his car from New Delhi Railway Station where she was coming after visiting her hometown and then drop her to place to stay in South Delhi. Accordingly, when Arnav reached at Railway Station, she kept her luggage in the car and left. On the way, Arnav kept on talking about her family and work. They reached at PVR Saket where Arnav told her to choose the movie which she wants to watch with him and he himself kept on waiting in the car. After that he dropped the girl at Saket Metro Station and asked her to leave her luggage at her house and he is waiting for her at McDonald so that they can have snacks and watch movie together. When the girl reached her house, she found that her laptop, two mobile phones and purse containing cash was missing from her bag. A piece of stone was found kept in the laptop bag. She tried to contact Arnav through her third mobile phone but to her utter surprise, all the SMSs, call details and contact number of Arnav had already been deleted. She immediately went back to the place where Arnav was supposed to wait for her at PVR Saket, but till then he had fled away. INVESTIGATION : In order to recover the stolen articles as well as to prevent innocent girls from the clutches of accused further, a team comprising Inspr. Rajeev Malik, SI Shiv Dev Singh, HC Radhey Shyam, HC Abhay Raj was constituted under the leadership of Inspr. Pankaj Singh, SHO/Mehrauli and overall supervision of Sh. Rajender Singh, ACP Mehrauli. The techno-savvy police team worked extensively on Internet to search the accused on the basis of available information and his profile. Finally, the same information / profile, which accused had used to find out the contact numbers of young and innocent girls, led the police team to trace him with his real identity. After extensive search of various social networking and other sites, relevant information was collected and analyzed together into different combinations, which finally established the real identity of accused as Jaffar Hussain r/o Jamia Nagar where he had started to reside just about a month ago as tenant. Accordingly, a raid was conducted in Jamia Nagar and arrested accused and recovered stolen laptop, mobile phone and purse of Radhika containing cash. His mobile phone contains large number of girls whom he had offered for friendship through SMSs and Internet. Further investigation is on to verify the antecedents of accused. In this regard, a case vide FIR No. 208/11 dated 09.05.11 u/s 420/379 IPC PS Mehrauli was registered and investigation taken up. INTERROGATION : On interrogation, accused disclosed that earlier he had committed similar offences but nobody reported the matter to police except that girl. He further disclosed that when he told the girl to choose the schedule of movie which she wants to watch with him and he kept on waiting in the car. After that he stole her laptop, purse containing cash and two mobile phones and concealed them under the seat of car. He also deleted his messages / contact numbers from her mobile and placed a stone in the laptop bag so that she could not judge the wait difference. PROFILE OF ACCUSED PERSON : Jaffar Hussain (28 years) s/o Yamin Khan r/o F-107, Thokar No. 4, Jamia Nagar, New Delhi (permanent address VPO Jamal Garh, Tehsil Punhana, District Mewat, Haryana) is graduate from Delhi. Earlier, he had worked in Credit Cards Division in a prestigious bank in Dubai. He had also worked as Senior Relationship Manager in India Bulls Security Ltd., Karol Bagh, Delhi and left the job in the month of January, 2011. Presently, he is pursuing his MBA through Distance Learning Mode. He has recently solemnized his marriage in the month of February, 2011. He has accommodated his wife in Mathura to keep her unaware about his activities. (CHHAYA SHARMA) DCP/SOUTH DISTRICT Dated 11.05.11 CLOSE FRIEND APPREHENDED FOR CRIMINAL BREACH OF TRUST AND SKODA CAR RECOVERED With the arrest of accused Ram Bhagat Thakur (25 years) s/o Bharat Thakur r/o Flat No. 25 (5th Floor), Bhuveshwar Vihar, Prarthna Samaj, SVP Road, Mumbai, staff of PS S.J. Enclave worked out a case of criminal breach of trust and recovered Skoda Car. BRIEF FACTS / INCIDENT : On 16.04.11, Sh. Dorender Pratap Singh visited PS S.J. Enclave and reported that his close friend Mr. Pradeep Sharma @ Bobby r/o H. No. 1098, HIG Duplex, Sector-9, Vasundhra, Ghaziabad, UP had borrowed his Skoda Car (bearing Registration No. DL-7CC-8465) on the pretext that he had to go to Jaipur on 11.10.2010. After some time, when he asked him to return his car, he did not return the same on one or the other pretext and kept on lingering him. He made his own efforts to find out his car and came to know that Pradeep had parked his Skoda Car in the house of one Ram Bhagat Thakur (brother-in-law of Pradeep Singh) who is residing at Flat No. 25, 5th Floor, Bhuveshwar Vihar, Prarthna Samaj, SVP Road, Mumbai. On 13.04.11, the complainant visited the house of Ram Bhagat Thakur in Mumbai where he told that his brother-in-law (jeeja) Pradeep Sharma @ Bobby had sold that car to him for Rs. 2 lakhs and refused to return the same. After verifying the facts, a case vide FIR No. 100/11 u/s 406/34 IPC PS S.J. Enclave was registered and investigation taken up. INVESTIGATION : In order to recover the car, a team comprising of SI Rajneesh, D/4388, HC Prempal, 265/SD and HC Sudhir, 2104/SD was constituted under the supervision of Inspr. Avtar Singh Rawat, SHO/S.J. Enclave. During the course of investigation, team members visited the house of Pradeep Sharma @ Bobby but his house was found locked. On 05.05.11, the team was dispatched to Mumbai and visited the house of Ram Bhagat Thakur and arrested him and recovered Skoda Car from his house. Further investigation is on to arrest absconding Pradeep Sharma @ Bobby. INTERROGATION : On sustained interrogation, accused Ram Bhagat Thakur confessed his involvement in the crime and disclosed that he along with his brother-in-law (jeeja) had conspired to take illegal possession of Skoda Car. PROFILE OF ACCUSED : Ram Bhagat Thakur (25 years) s/o Bharat Thakur r/o Flat No. 25, 5th Floor, Bhuveshwar Vihar, Prarthna Samaj, SVP Road, Mumbai is graduate. He is married and has 1 child. He runs a garment and saari shop in Kalba Devi, Mumbai. RECOVERY MADE : Skoda Car (bearing Registration No. DL-7CC-8465). (CHHAYA SHARMA) DCP/SOUTH DISTRICT Dated 11.5.11 GANG OF AUTO LIFTERS BUSTED: FIVE STOLEN VEHICLES RECOVERED With the arrest of accused Ranjit Singh @ Munmun (34 yrs) and recovery of five stolen vehicles, staff of PS S.P.Badli busted a gang of inter-state auto-lifters. INCIDENT On 08.05.11, secret information was received by SI Jai Kumar No. 4696-D that a person is looking for a customer for a stolen Bolero car in the area of Sanjay Gandhi Nagar, Samaipur, Delhi. On this information, a trap was laid by the team comprising of HC Beg Raj No. 103/OD, HC Ashok Kumar No. 1077/OD, and Ct. Nagesh No. 2410/OD who apprehended the accused Ranjit @ Munmun while he was driving the Bolero car. On enquiry it was found tht Mahindra Bolero car, bearing Engine No. 36960 and Chasis No. 67071 with registration number plate No. UP 30U 6165 was found stolen from Bhiwani City, Haryana; vide FIR No. 284/11 u/s 379 IPC PS Bhiwani City. The accused Ranjit was arrested u/s 41.1(D) and the vehicle was impounded u/s 102 CrPC. On sustained interrogation 04 more vehicles were recovered. Two Mahindra Bolero cars were recovered from the house of accused Ranjit Singh @ Munmun and a Santro car and a Maruti Zen car were recovered from the house of suspect Udai at Peepal Thalla in the area of PS Mahendera Park. There is a possibility of more recovery. TEAM AND INVESTIGATION A Team comprising SI Jai Kumar No. 4696-D, HC Beg Raj No. 103/OD, HC Ashok Kumar No. 1077/OD, and Ct. Nagesh No. 2410/OD was constituted under the supervision of Insp. Dharamvir Singh, SHO/S.P.Badli. The team successfully developed intelligence about the gang which resulted in the arrest of the accused. INTERROGATION & MODUS OPERANDI During the course of sustained interrogation, accused revealed that he was an active receiver of stolen vehicles. He used to receive stolen vehicles by paying a nominal price to his associates namely Sunesh @ Billoo @ Sarvesh s/o Dwarika Das r/o H No. 249, Gali No. 5, Durga Puri, Delhi and Udai s/o Inderjeet Singh r/o 193, Sarai Peepla Thalla, Delhi. Sunesh and Udai used to steal vehicles and accused Ranjit Singh used to buy them. He further sold these vehicles to his clients. Generally, they used to steal commercial vehicles as there were more customers for such vehicles and these vehicles fetch better price. He also confessed that he along with his associates Sunesh @ Billoo @ Sarvesh and Udai committed theft of a Suzuki Baleno car from Sanjay Ganghi Transport Nagar, Samaipur Badli vide FIR No. 142/11 u/s 379 IPC PS S.P.Badli. Recovery of fake number plate and side view mirror having etching has been effected. Efforts are being made to recover the vehicle. Co-accused Suresh @ Billoo@Sarvesh s/o Dwarika Dass and Udai s/o Inderjeet are absconding to evade arrest. Efforts are being made to arrest him. PROFILE Accused Ranjit Singh @ Munmun s/o Chandrika Das r/o 8/197, Rajinder Nagar, Sec-3, Sahibabad, Ghaziabad is 34 years old and work as a transporter in Ghaziabad. He originally hails from Vill. Mahindra Bolero car bearing Engine No. 36960 and Chasis No. 67071 with fake registration number plate No. UP 30U 6165. This vehicle was stolen from Bhiwani City, Haryana, vide FIR No. 284/11 u/s 379 IPC PS Bhiwani City. Jaiswal) DCP/OUTER DISTT 11-05-2011 NORTH DISTRICT SENSATIONAL HIGHWAY ROBBERY OF PS GURGAON SECTOR 40 SOLVED, ONE ARRESTED, ROBBED GOODS WORTH 4 LAKHS RECOVERED. With the arrest of 1. Deepak Gupta s/o Ashok Kumar Gupta r/o H No. 101, Daya Puri, Modi Nagar, Ghaziabad (UP) aged about 26 years, special team of Police Post- ISBT, PS Kashmere Gate, North District, Delhi have solved a sensational highway robbery case registered vide FIR No. 102/11 dated 27-042011u/s 392 IPC at PS Sector 40, Gurgaon, Haryana. Robbed property worth Rs 4 lakhs also recovered. TEAM AND THE INCIDENT On 10-05-2011, secret information was received by SI Ajay Singh Negi, I/C PP ISBT, Kashmere Gate, Delhi that Deepak above will visit the area near ISBT Kashmere Gate, Delhi with stolen case property. A team consisting of SI Ajay Singh Negi I/C PP ISBT Kashmere Gate, HC Upender, HC Azad, HC Dinesh, HC Vijay, Ct. Gurcharan, and Ct. Sandeep was constituted under the supervision of Pardeep Kumar, SHO/K Gate and over all supervision of Smt. Vimlesh Yadav ACP/Kotwali to solve this case. Accordingly, a trap was laid and special checking was started in several places in the area of PS Kashmere Gate, Delhi by the above mentioned team members. During the checking at Yudhisthar Setu, Kashmere Gate, Deepak above was found standing on road side along with some packed cartons. On preliminary interrogation he failed to give any satisfactory reply about the cartons. On checking of cartons, packets of Four Square cigarettes of ITC brand were found inside all the cartons. On verification the same were found robbed from the area of PS Sector 40, Gurgaon vide FIR No. 102/11 dated 27-04-2011u/s 392 IPC. The brief of the incident is that on 26-04-2011 at about 9.00 PM Truck No. RJ 22 GA 0775 was loaded with 355 cartons of cigarettes of ITC brand worth Rs. 75 lakhs from Ghaziabad UP for delivery at Jaipur, Rajsthan. At about 1.30 AM when the above truck reached near Jhadsa flyover, NH-8, Gurgaon, Haryana, a TATA 407 vehicle overtook the truck and forcibly stopped it. 3/4 persons sitting in TATA 407 vehicle overpowered the driver Ratan Singh and conductor Rajesh. They abandoned the driver and conductor of above truck near a vacant place at Kekri Dola, Gurgaon, Haryana. On the statement of driver Ratan Singh above case was registered. INTEROGATION During the course of interrogation Deepak above disclosed that earlier he used to do the business of supplying washing powder, detergent etc past the expiry date,. in trans Yamuna area. About 2 years back he suffered huge losses during betting/satta in cricket matches. To cover up the losses he borrowed money on hefty interest from private financers. Simultaneously, he started searching for other opportunities to earn quick and easy money. About 1 and ½ year back Aakash s/o Late Sh. Ram Niwas r/o A-20, Rama Enclave, Surya Nagar, Ghaziabad (UP) who was also doing the same business of supplying expired washing powder, detergent etc. in trans Yamuna area met him. They became partners and started doing the business together. They came in contact of Wahid s/o Mohd. Safiq r/o H No. 108-D, DDA Flats, Mata Sunderi Road, Delhi during one of their dealings. Wahid is a notorious robber and receiver of stolen property of Delhi. After that they started purchasing the stolen/robbed goods from Wahid on regular basis. Wahid is a gang leader of highway robbers and about 10/12 robbers used to work for him. He is the mastermind who used to provide facilities like vehicles, legal help, financial help, storage facilities etc. to his gang members. About 2 months back 3 gang members of Wahid were apprehended by the above team and stolen property worth Rs 5 lakh was recovered from them. At that time 3 cases of theft were solved from their arrest, but they all managed to get bail and started operating again. Deepak further disclosed that after the arrest of 3 gang members of Wahid, they all contributed the money to get them bailed out. One of the gang members Ravi @ Gopal s/o Kartik came out of jail in mid April. They reorganized the gang and lured new comers Suresh s/o Govind Ram r/o A-20, Jeevan Park, Siraspur, Delhi and Raj @ Punjabi r/o Old Anarkali, Vishwas Nagar, Delhi to join the gang. According to their plan Suresh managed a godown at Siras Pur, Delhi on rent and Aakash managed a TATA 407 vehicle. Wahid and other members started keeping watch over the ITC warehouse at Ghaziabad (UP). On 26-04-2011, according the plan Wahid, Suresh, Ravi @ Gopal and Raj @ Punjabi robbed the above truck loaded with cigarettes worth Rs 75 lakhs. Deepak further disclosed that they had already sent the maximum cartons of cigarettes through transporters to various other receivers in different parts of Northern India and Rajsthan. Resham Singh 1157/W and Ct. Virender 1353/W worked consistently and developed criminal intelligence about an inter state gang of auto thieves who were involved in motor cycle thefts. Secret informers were deputed and on their information a person namely Rishi Sharma S/O Sh. Anil Sharma was apprehended. During interrogation, he revealed that he is an auto lifter and has stolen many motor cycles from Delhi and around and had disposed them off within his circle. He also revealed that one such motorcycle Bajaj Pulsar 180 CC, Red Colour, is still with him. That motorcycle with forged number plate was recovered at his instance and was found to have been stolen from Tilak Nagar. He further revealed that he had sold two stolen motorcycles to Saurabh Sehgal @ Rishi S/O Pawan Kumar Sehgal of Moti Nagar, Delhi and two motorcycles to Avinash Kumar S/O Shyam Sunder R/o Jhuggi, Ram Chander Park, Moti Nagar. Mr. Rishi is a Ex BPO employee and used to live a lavish and luxurious life style. Almost daily he used to watch movies in either Satyam Cinema or Fun Cinema, He smokes 555 Cigarette. He is addicted to Internet gaming. He loves wearing expensive clothes, eats lavishly and is an extravagant. In the year 2009, he was thrown out of the company on complaint of fellow lady colleague with whom he tried to flirt. Even after losing his job, his expenditure was uncontrollable. In order to meet his expenses of his lavish life style, he started stealing motorcycle. He and his associates were planning to organise themselves into a motorcycle robbers gang like 'Dhoom' film for which they used to practice stunts in the night on various roads of Delhi. They are desperate to the extent that once while they were practicing stunts on motorcycles in the night near Tilak Nagar , one of the tyres of their motorcycle was cut due to a metal object lying on the road, on which they immediately stole a wheel of a nearby parked motorcycle, replaced their damaged tyre with it and started practicing again. Out of the other two accused persons , Saurabh Sehgal is a civil Engineering Diploma holder and works in a private company in Delhi. Avinash Kumar works in a private firm as a software engineer Faridabad , Haryana. MODUS OPERANDI Their modus operandi is that they break the lock of the motorcycle they intend to steal and start the motorcycle by making a direct connection from the battery or spark plug. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region & their employers are providing cab services for the purpose of picking up and dropping them form their place of stay to office & back. As these organizations are functioning round the clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis & have not been able to property monitor these cab operators & their drivers for ensuring safe & secure transportation of the employees resulting in grave danger to human life, safety & security of the employees, especially of women employees. 3. And whereas it has come to notice that certain criminal & antisocial elements look for soft targets, particularly during the odd hours & the women employees who travel during late night hours are vulnerable to crime & criminal acts by such elements, if they are not dropped securely & safety at their places of stay. 4. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking & dropping their employees & the transporters, security agencies, drivers & security guards involved in the same so that anti-social & criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard. 5 Now, therefore, in exercise of the powers conferred upon me by the virtue of sec. 144 Cr.P.C, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.10. Sharma Assistant Commissioner of Police West District Delhi do hereby make this written order that all such organizations like BPOs, Corporate & Media Houses having the system of picking up & dropping their employees & the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division, Rajouri Garden, Delhi shall: a) Maintain a data base of all employees, security personnel, cab drivers & contractual workers working with them, for access by the police as and when required. b) Hire the security personnel & other contractual personnel as far as possible from licensed agencies only. c) Ensure verification of antecedents of all their employees including contractual employees. d) Ensure that women employees are not made to travel alone with the cab driver duly verified security guard or a male colleague (regular employee of the company) is variably deployed in each cab carrying women staff during night hours i.e. 8 pm to 7 am. e) Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped. f) Ensure that the during the night hours cab involved in transportation of women employees pick-up and drops such employees right at their houses and remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call. g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house & takes a confirmation about her safe arrival. h) Exercise effective check & control on the vehicles movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc. i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees, especially of women employees within two months time. 6. These orders shall come into force with effect 10.05.11 shall remain in force for a period of 60 days up to 8.7.2011 (both days inclusive) unless withdrawn earlier. 4.
